SLOC Inc. President, Alfred Emmanuel, reiterated SLOC Inc.’s commitment to assisting
national federations.

However, he reminded the national federations that accountability must be paramount.

“Our funders demand clear-cut accountability of us, and, as such, we require clear-cut
accountability from our members for the funds disbursed,” Emmanuel said during brief remarks.

“Disbursing funds is always a good thing, but those funds must be put to good use, which, at the end of the day, we would love to see results.”

Emmanuel also reminded national federations that standards set regionally and internationally must met by national federations: “We cannot be participants under the banner of universality. We have been participants under the banner of universality for far too long. The time has come when that has to come to an end.”

Emmanuel said SLOC Inc. has provided coaches with various coaching opportunities over the past two years, adding that coaches need to put in the required work and effort to help the athletes attain the set standards.

“Let me give everyone the assurance that once a standard is set and you have attained it, barring injury or indiscipline, you will be selected,” Emmanuel stated.

“But when standards are set and you do not meet them, I do not expect you to be bashing the SLOC because you were not selected.”

Black Immigrant Daily News

The content originally appeared on: Guadeloupe FranceAntilles

Ukraine: 15 dead from rocket attack on apartment building | Loop Jamaica

Black Immigrant Daily News

At least 15 people were killed when a Russian rocket hit an apartment building in the eastern Ukraine town of Chasiv Yar and more than 20 people may still be trapped in the rubble, officials said Sunday.

The Saturday night rocket assault is the latest in a recent burst of high-casualty attacks on civilian structures. At least 19 people died when a Russian missile hit a shopping mall in the city of Kremenchuk in late June and 21 people were killed when an apartment building and recreation area came under rocket fire in the southern Odesa region this month.

Russia has repeatedly claimed that it is hitting only targets of military value in the war. There was no comment on Chasiv Yar at a Russian Defense Ministry briefing on Sunday.

Pavlo Kyrylenko, governor of the Donetsk region that includes Chasiv Yar, said the town of of about 12,000 was hit by Uragan rockets, which are fired from truck-borne systems.

The Ukrainian emergency services later said the death toll had risen to 15 and that an estimated two dozen people were under the wreckage. Rescuers made voice contact with at least three people trapped in the rubble, it said.

Chasiv Yar is about 20 kilometres (12 miles) southeast of Kramatorsk, a city that is expected to be a major target of Russian forces as they grind westward.

The Donetsk region is one of two provinces along with Luhansk that make up the Donbas region, where separatist rebels have fought Ukrainian forces since 2014. Last week, Russia captured the city of Lysychansk, the last major stronghold of Ukrainian resistance in Luhansk.

Russian forces are raising “true hell” in the Donbas, despite assessments they were taking an operational pause, Luhansk governor Serhiy Haidai said Saturday.

After the seizure of Lysychansk, some analysts predicted Moscow’s troops likely would take some time to rearm and regroup.

But “so far there has been no operational pause announced by the enemy. He is still attacking and shelling our lands with the same intensity as before,” Haidai said. He later said the Russian bombardment of Luhansk was suspended because Ukrainian forces had destroyed ammunition depots and barracks used by the Russians.

NCU lecturer remanded in Florida on sexual assault, burglary charges | Loop Jamaica

Black Immigrant Daily News

A senior lecturer at Northern Caribbean University (NCU) in Mandeville, Manchester remains in police custody in Florida, United States following his extradition from Jamaica on Thursday to face sexual battery charges dating back to the mid-1990s, in Margate, Florida.

Russell McLean, 65, is being held in a Broward County jail without bail on 16 charges, including sexual assault, burglary and kidnapping.

According to Local10 News in Florida, McLean, a behavioural and social sciences lecturer at NCU, was arrested in May of this year in Jamaica after a determined police investigator in Florida reopened a probe into a string of armed sexual batteries there decades ago.

Investigators alleged that McLean would “break into homes and threaten victims with a gun in order to assault them”, the report said.

Two of the crimes occurred in the city of Margate between June 1996 and November 1997.

The investigations into the incidents hit a snag because although victims gave the same description of the suspect, law enforcers had few leads into who the attacker was, or his whereabouts.

But on an unspecified date in 2007, evidence in a burglary case led to the identification of McLean as a person of interest.

Still, “the ongoing investigation failed to further implicate him,” the report said, adding that McLean eventually fled to Jamaica once he learnt that he was being investigated for that crime and others.

Determined not to shutter the cases, Detective Julio Fernandez reopened a probe into the incidents in 2015.

The officer managed to obtain “DNA evidence and compared it to DNA located in rape kits from 1996”, Local10 News reported.

It added that, “The results were conclusive that McLean’s DNA was a match”.

At that point, however, McLean’s whereabouts in Jamaica were still unknown to Florida law enforcement authorities.

An arrest warrant implicating the lecturer with multiple counts of armed sexual battery, armed kidnapping and armed burglary, was issued for McLean in 2020.

He was tracked down and arrested in Jamaica on May 24, 2022, and extradited on Thursday of this week after giving consent to be removed from the island without a challenge to the warrant, to the United States to answer to the charges.

With the Martgate Police Department suspecting that there may possibly be more victims stemming from McLean’s alleged criminal acts, victims or persons with relevant information are being asked to contact the department at (954) 972-7111.

Punters chasing millions at Caymanas Park | Loop Jamaica

Black Immigrant Daily News

Upsetters from Saturday’s 10-race card at Caymanas Park have resulted in multimillion-dollar carryovers to Sunday’s nine-race meet, starting in the opening event with a Reggae 6 spillover of $6.5 million.

All exotic bets which closed on Saturday’s 10th race, the Knutsford Park Cup, won by 5-1 chance BUZZ CITY LIGHT, were also carried over, the Superfecta, Hi-Five, Pick 4, Pick 5 and Twilight 6, which will open at $3.5 million in the fourth race.

Whereas Jason DaCosta’s imported SHE’s MY DESTINY should get Reggae 6 bettors off to a flying start in the opening event set for 12:30 pm, another United States-bred, CLASSICAL ORB, appears to be a sound Twilight 6 banker.

CLASSICAL ORB, second time out for veteran trainer Colin Blair, lines up against eight rivals at seven and a half furlongs in the seventh event, his main rivals being leading trainer Jason DaCosta’s SIR JOHN and IT’S A BOY.

Though Blair hasn’t visited the winners’ enclosure in ages, CLASSICAL ORB’s first run from his barn was a promising one in which he had both DaCosta runners behind when finishing second to PRINCE MARSAHALL at nine furlongs, reporting off a three-month break on June 18.

Racing out of Ian Parsard’s yard, CLASSICAL ORB was a winner out of the mile chute in his previous race, beating CRUELLA on March 5.

The form of CLASSICAL ORB’s June 18 second-place run behind PRINCE MARSHALL has held true with third-place T BRADY returned eight days later to clock 1:18.4 at six and a half furlongs, beating IT’S A BOY by five and a half lengths.

IT’S A BOY, who finished fourth, a length behind CLASSICAL ORB, was never close to the importee for most of the event. When he won at a mile on May 21, IT’S A BOY had to depend on SIR JOHN as a rabbit.

SIR JOHN made all in his following race to win at seven furlongs to join IT’S A BOY up in class among non-winners-of-four, where they found PRINCE MARSHALL, off-the-break CLASSICAL ORB and T BRADY too hot to handle.

Floyd Green now has direct responsibility for NRSC, says Holness | Loop Jamaica

Black Immigrant Daily News

Floyd Green, the Minister without Portfolio in the Office of the Prime Minister (OPM), will now have direct oversight of the National Road Safety Council (NRSC).

The announcement of Green’s appointment was made by Prime Minister Andrew Holness at a NRSC meeting on Thursday.

Green also has primary responsibility for the implementation of the National Identification System (NIDS).

Holness expressed confidence in Green’s ability to handle his additional post, and said he (Green) has been a strong proponent of road safety.

“Let me note that I have appointed Minister Floyd Green to take and have direct oversight of the responsibilities of the National Road Safety Council,” stated Holness.

“I know you have been warmly received, Minister Green. You have been meeting with the Road Safety Council members and I know Dr (Lucien) Jones (the NRSC Vice-chairman) is taking good care of you and guiding you through the process,” the prime minister continued.

“I can say that Minister Green is a strong advocate for road safety, and his constituency is plagued by this problem by bike riders not following the rules (by) not wearing helmets,” he added.

According to Holness, in Green’s South West St Elizabeth constituency, as well, there are significant casualties as a result of motorcycle crashes.

“… Therefore, he (Green) is taking a direct and personal interest in ensuring that the road safety council is effective,” declared Holness.

Green has held several posts in the Holness Administration since the Jamaica Labour Party (JLP) first won the 20216 General Elections, and again in 2020.

During the February 2016 to September 2020 term of the JLP Government, Green was State Minister in the then Ministry of Education, Youth and Information.

He was then transferred and served as State Minister in the Ministry of Industry, Commerce, Agriculture and Fisheries.

After defeating the People’s National Party’s (PNP) Ewan Stephenson by over 2,000 votes in the September 2020 General Elections, Green was appointed Minister of Agriculture and Fisheries.

An attorney by profession, Green resigned in September 2021 over a party incident.

Audley Shaw then took over the portfolio after Green’s resignation, and Pearnel Charles Jr was appointed in January of this year after a Cabinet reshuffle.

Green was also returned to the Cabinet in that reshuffle, and remains as Minister without Portfolio in the OPM.

UPP Commits To Paying LIAT Workers 100% Severance and Support in Transitioning to New Careers

UPP Commits To Paying LIAT Workers 100% Severance and Support in Transitioning to New Careers

The United Progressive Party (UPP) reiterates that upon forming the next Government, not only will LIAT workers receive their full severance, but they will also be empowered with skills training and other critical resources to reinvent themselves.

The Party suggests that in an uncertain economic environment, full severance obligation should be determined through negotiation, consultation and compromise.

Unlike the Gaston Browne-led ABLP administration, the UPP does not view paying LIAT workers their severance as a matter of “compassion” but a moral, legal and spiritual obligation.

“I stand behind my solemn promise to fully pay all the LIAT workers. We are actively looking at several options including a significant cash component that will allow them to make viable long term plans. Other practical instruments will be considered to help settle the outstanding debt. We want to ensure greater financial security for the future of these employees,” UPP Political Leader Harold Lovell says.

The UPP believes that the LIAT settlement will not only help to stimulate the economy, but will accelerate the successful transfer of skills to new sectors, as part of the UPP’s Economic Reset and Recovery Plan.

“In my meeting with the LIAT workers I found them to be reasonable and constructive in their positions. I don’t think anyone is necessarily looking for a lumpsum payment.  They are in search of opportunities to offset lost wages and income and to forge in a new direction, utilizing their skills and experience.”

The UPP envisions that the LIAT workers can be retrained and repositioned to fully participate in the Party’s plan to develop Antigua and Barbuda as a “Center of Aviation Excellence” and a regional logistics hub.

UPP Political Leader Harold Lovell states, “We see the LIAT employees as a viable talent pool that has helped to build our local economy for several decades. We will integrate the legacy skills that they bring to the table to help execute our vision for the transformation of our aviation sector. This will also be an opportunity for them to reimagine their skills and capabilities and to get their lives back on track.”
