Sept départements du sud et du sud-ouest ont été placés mardi en vigilance orange en raison d’un épisode caniculaire qui a déjà poussé les autorités à prendre des mesures, avec des restrictions de circulation en Ile-de-France et l’interdiction de certains feux d’artifice en Gironde.

Dans ce dernier département, placé par la préfecture en vigilance orange feu de forêts, comme les Landes et le Lot-et-Garonne voisins, un incendie en cours mardi soir a parcouru 200 hectares de pins près de Landiras, à une quarantaine de kilomètres au sud de Bordeaux.

La préfecture a interdit les feux d’artifices dans les communes à dominante forestière de Gironde jusqu’à lundi.

La Gironde fait partie des cinq départements du sud-ouest classés en vigilance orange canicule, valable à partir de mercredi 14h00 selon le dernier bulletin de Météo France. La Drôme et l’Ardèche, dans le sud-est, sont également concernés.

Vingt-quatre départements restent en vigilance jaune, principalement à l’ouest et dans la vallée du Rhône. Parmi eux le Morbihan, où la ville de Vannes a décidé d’annuler -en raison de la chaleur attendue mercredi- le défilé des “Fêtes historiques” qui devait attirer 20.000 personnes.

Un mois après un premier épisode caniculaire, la France fait face depuis lundi à une nouvelle vague de chaleur, illustration du réchauffement climatique qui va causer des étés “de plus en plus chauds, où 35 degrés sera la norme”, selon Météo-France qui s’attend cette fois à un épisode d’une durée “de huit à dix jours”, avec un pic probablement “entre samedi et mardi prochain” (19 juillet).

Mardi, il a fait 36°C à Bordeaux et à Toulouse et 35°C à Nantes, selon Météo-France, qui prévoit pour mercredi des températures allant jusqu’à 37-38 °C dans le Sud-ouest et en basse vallée du Rhône.

La ville de Bordeaux, qui a annoncé avoir installé une dizaine de dispositifs de brumisation, va ouvrir six de ses parcs urbains jusqu’à 23h, à compter de mercredi, alors que l’agglomération de Niort va repousser l’heure de fermeture de trois de ses piscines jusqu’à lundi.

En Ile-de-France, la préfecture de police a annoncé des réductions de vitesse sur les autoroutes et voies rapides en raison d’un épisode de pollution à l’ozone prévu pour mercredi.

– “Surveillance totale” –

Après la ville de Nîmes, qui a renoncé à tirer son feu d’artifice du 14 juillet cette année, en raison des risques élevés d’incendie, les interdictions visant ces manifestations se sont aussi multipliées ces dernières 24 heures dans le Sud-Est, pour les particuliers principalement.

La vigilance est la plus “sévère” dans le département du Vaucluse, dont la préfecture a annoncé la fermeture totale des massifs forestiers de mercredi à dimanche, ainsi que l’interdiction totale des tirs de feux d’artifice sur la même période.

Dans les autres départements méditerranéens – Gard, Hérault, Var et Alpes-Maritimes, les interdictions préfectorales ne visent par contre que l’utilisation des feux d’artifice, pétards et autres articles pyrotechniques par les particuliers, et ce de mercredi à vendredi.

A Toulouse, les festivités prévues pour la fête nationale jeudi vont être adaptées: le concert géant est retardé d’une demi-heure pour qu’il démarre à l’ombre. Gourdes et bouteilles d’eau seront autorisées et des brumisateurs installés aux alentours.

Mardi matin, la Première ministre Élisabeth Borne a sonné la mobilisation générale de tous ses ministres, à propos de “l’état de santé des populations, en particulier des personnes les plus vulnérables”.

Dans le Sud-Ouest, déjà touché par des records à la mi-juin, les professions exposées au risque caniculaire se sont déjà préparées.

A Tosse (Landes), dans sa ferme maraîchère de 15.000 m2 sous serre, Fabien Villenave est aux petits soins pour éviter les “coups de soleil” sur ses tomates, fraises, haricots verts, poivrons, cultivés sous des linéaires de plastique: “cela demande une surveillance totale toute la journée”, des arrosages plus courts et plus fréquents.

Dans les vignobles de Bergerac, “on a eu 36° hier et ça monte, ça monte”, assure Anthony Castaing, du domaine de la Grange Neuve à Pomport (Dordogne), dont les 15 salariés actuels embauchent en ce moment “à 06H00 et arrêtent à 12H00”.

It’s a banner year for weddings, with industry experts at the Wedding Report predicting that more than 2.5 million couples will tie the knot — a 40-year high.

But you might find your finances aren’t quite ready to take on the costs associated with being a wedding guest.

Fifty per cent of Americans say they plan to attend a wedding in 2022 — but less than a third (31%) have built attendance into their budgets, according to a new survey.

“I think guests are going to start looking at all the things that they never really looked at before and determining, ‘Is it really worth me attending this event?’,” says Sheavonne Harris, a wedding planner based in New York City. In some cases, they may just decide to send a nice gift in their absence, she says.

Before you RSVP, weigh important factors — from airfare costs to your relationship with the couple — and consider these ideas for fitting attendance into your budget.

Think About Saving On Travel Costs

Among the top factors, Americans consider before attending a wedding are how far it is from home (47%) and the cost of travel and lodging (43%), according to a NerdWallet survey of more than 2,000 people conducted online by The Harris Poll.

Airfare or driving costs plus lodging can add up. Using miles or points you’ve earned can help reduce travel expenses.

Getting around town once you arrive is another cost. “Each wedding is a few hundred dollars to rent a car when you’re there for a weekend,” says Elliott Appel, a certified financial planner in Madison, Wisconsin.

Consider sharing rental car or ride-share costs with other guests to save some cash.

Most couples are still providing hotel room blocks at a discounted rate for their guests, Harris says. Make sure you don’t miss the deadline to catch that deal.

You might also consider sharing a room or splitting a vacation rental with other guests.

Appel also suggests making the trip do double duty if you have nearby family or friends who you were planning to visit this year.

Set Reasonable Spending Limits For Gifts and Outfits

Getting to the wedding is only part of the cost. You also want to bring a gift and look presentable.

After more than two years of pandemic living, formal clothes hanging in your closet might not fit the way they used to.

“If you can duplicate outfits as opposed to doing multiple different outfits for every wedding, I always recommend that,” Appel says.

Clothing rental services like Rent the Runway or Nuuly help you cut costs and still feel special.

And don’t let expectations to spend outrageously on gifts hold you back.

“Just because we know the person well doesn’t necessarily mean that you need to spend a significant amount of money on a gift,” Appel says.

He suggests a gift with a personal meaning behind it, something “that maybe reflects back on an experience or a shared memory.”

A group gift is another way to give a higher-priced item without busting your budget.

Stretch the Budget Strategically

You’re likely to do everything you can to share close friends’ or family members’ special days — even if it stretches your budget.

Appel doesn’t advocate going into debt for a wedding. But, he says, “I also don’t want people to miss out on those memorable experiences.”

He suggests trying to reduce spending or temporarily increase income to cover extra costs.

If those strategies aren’t enough, you might consider putting your wedding guest expenses on a credit card.

However, make sure you have a plan to pay off that debt — the debt avalanche or snowball methods are popular.

And use credit cards strategically. Moving charges to a card with a low or 0% APR for balance transfers gives extra time to pay without running up a lot of interest.

If You Have Time, Save Before Going

If you know there are weddings in your future, start planning now.

Build guest expenses into your budget with a sinking fund — a savings account dedicated to a planned expense. Consistently saving smaller chunks over time is more manageable.

Also, cutting costs across your budget not only helps you afford wedding attendance but also responds to rising inflation in general.

Think about buying store brands, renegotiating bills, cancelling subscriptions and trimming discretionary spending.

Fifty-one-year-old Wai Guan, otherwise called ‘Ms Chin’, a businesswoman of Bogue Heights Drive in St James has been missing since Friday, July 8.

She is of light complexion, slim build, and is about 150 centimetres (4 feet 11 inches) tall.

Reports from the Montego Bay police are that Wai was last seen at home. Her mode of dress at the time she went missing is unknown. She has not been heard from since.

Anyone knowing the whereabouts of Wai Guan is asked to contact the Montego Bay police at 876-979-8452, police 119 emergency number, or the nearest police station.

Grace Burnett elected chair of Women’s Leadership Initiative | Loop Jamaica

Grace Burnett has been elected Chair of the Women’s Leadership Initiative (WLI) for the 2022 to 2024 term.

She replaces Renee Menzies McCallum, Managing Director, iProtect (member of the Guardsman Group) who recently completed her three-year term.

Burnett, CEO, GraceKennedy Financial Group, and President/CEO GraceKennedy Money Services (GKMS) Group, is a former Treasurer of the WLI, a special committee of the United Way of Jamaica currently celebrating 18 years of service to Jamaica in the areas of education, advocacy, mentorship and women’s development.

She serves on several boards across GraceKennedy. She is a former director of the Jamaica Chamber of Commerce, the United Way of Jamaica and Junior Achievement Jamaica, and past Chairman of the Agro Investment Corporation. She holds the distinction of being the Founding President of the Jamaica Society for Insurance Professionals and Technicians and in addition to being a long-standing member of the WLI.

The Women’s Leadership Initiative (WLI), is a member of the Jamaican Bar Association, The Chartered Insurance Institute (UK) and Toastmasters International.

An attorney-at-Law, Burnett, gained a Bachelor of Laws from the University of the West Indies and her Chartered status from the Chartered Insurance Institute. She has participated in leadership development courses including the Leadership Journey at the Wharton Business School, University of Pennsylvania and GK’s Executive Leadership Development Programme.

The organisation is also working with other institutions to end child sexual abuse by hosting “Darkness to Light” seminars for teachers, and caregivers in child care institutions on how to prevent, detect and treat with child sexual abuse. Their “Conversations With Boys” seminars started in 2018, are designed to give young men a platform to discuss/gain guidance on issues which concern them.

Acting Police Commissioner Mc Donald Jacob says he is impressed with the quality of CCTV cameras being used in Tobago as part of crime-fighting measures.

Speaking with reporters after the handing over of 12 electric bicycles to the Tourism Oriented Police Section (TOPS) at the Shirvan Road station on Monday, Jacob said the cameras on the island are “clear.”

“I can’t give the number, but I can tell you from our operational centre the last time I was here in November, I was able to see most of the main intersections and locations ranging from Crown Point straight to Scarborough. So, there were several points that we were able to see the footage and it was very, very, very much clear. I was really and truly surprised to see the sort of cameras that were installed in Tobago.”

In terms of vehicles assigned to the island, he said while there is sufficient, new vehicles will soon be added to what already exists.

“I want to give the population in Tobago some assurance that within the next few months there would be additional vehicles being allocated to Tobago to assist with the patrol grid that we are designing to ensure that the response time can improve tremendously.”

National Security Minister Fitzgerald Hinds said, based on an analysis done by the Strategic Services Agency (SSA), there are approximately 12,000 illegal firearms in TT.

“Some people estimate that it may even be more than that. So the focus has to be on these illegal weapons and what I am satisfied about is that the Police Commissioner, on behalf of the police organisation, has signaled that they understand how important that is and, as a result, Mr Jacob has announced a national intense, robust gun-retrieval exercise where the public can expect, based on, what the commissioner shared with me, some very targeted intelligence-driven focus exercises aimed at finding illegal guns.”

The use of guns, he said, represents about 87 per cent of the murders in the country.

“We are fully cognisant of that and taking action to deal with it.”

He said, at the same time there is also a focus on improving the country’s border management and controls.

“This is why you see us taking actions – getting new vessels and doing other things with a view of dealing with those.”

SOCU charges another romance scheme operative

A man was on Tuesday last charged by the Special Organised Crime Unit (SOCU) with three counts of Conspiracy to Commit a Felony.

Jaffon Hinds of Lot 106 Downer Street, Grove, East Bank Demerara appeared at the Georgetown Magistrates before Her Worship Zamina Ally where he pleaded not guilty to  the charges and was granted $30,000 bail on each count.

Based on reports received by SOCU, Hinds, who is a Production Administrator at Caribbean Containers Incorporated, collected the sum of $502,340 from the victim, on three separate occasions. He was alleged to have acted as a third party for another person who befriended the victim via Facebook connection.

The victim claimed she sent the money to Hinds using Western Union money transfer after she was instructed to do so by her Facebook boyfriend, who promised her a huge package with lots expensive items.  To date she has never received any package and her Facebook friend has since seized contact with her. The matter was investigated by SOCU and the suspect was arrested and charged. The matter was adjourned until August 15, 2022.

It was only in April 2022, the Head of Special Organized Crime Unit (SOCU) Assistant Commissioner Fizil Karimbaksh warned of a sharp rise in cases where suspected Nigerian nationals who are in the country illegally as well as some out of Guyana, are working with local accomplices to carry out scams and pyramid schemes on unsuspecting persons.

Karimbaksh indicated that “Package Delivery” and “Romance” scams became more prominent during the COVID-19 pandemic as scammers targeted primarily women via several social media platforms, including Facebook, Instagram and WhatsApp, as well as online dating sites.

He explained that the modus operandi used by the scammers is to befriend unsuspecting women via the digital platforms using fake profiles of Caucasian men with luxury vehicles and large sums of cash. “After communicating with the victim for some time to build trust with their `new friend’ or `love interest’, the scammer promises the intended victim, some form of assistance,” he said, while noting that in most instances it is supposedly a package containing valuable gift items, such as designer clothing, jewellery, televisions, cell phones, other electronic devices and money.

The SOCU Head had explained that, “the victim is usually contacted by a local associate of the scammer, confirming the arrival of the package and requesting their personal contact and other information. The intended victim is subsequently contacted again and requested to deposit money to a specified local Bank Account or send via a Money Transfer Agency or the Guyana Post Office Corporation. They inform the victim that the payment is required to cover brokerage fees, customs duties, penalties and/or shipping charges for the package(s), which are supposedly found on inspection to contain high valued items. Once the payment is made, the scammers discontinue all contact with the victim(s) who are being robbed of hundreds of thousands of dollars.”

FEMA le debe a la AEE 180 millones de dólares en reembolsos, dice director ejecutivo

El director ejecutivo de la Autoridad de Energía Eléctrica (AEE), Josué Colón dijo el martes en vistas públicas del Senado que en total, la Agencia Federal de Manejo de Emergencias (FEMA) le adeuda en total de 180 millones de dólares por lo que no ha podido devolver a los consumidores ese dinero y catalogó de falsas las aseveraciones del Negociado de Energía.

“Aquí hace un ratito se mencionó que la Autoridad de Energía Eléctrica tenía 44 millones de dólares y que no los había devuelto y no sé qué más, nada de eso es cierto. ¡Nada de eso es cierto! O sea, la Autoridad de Energía Eléctrica no se queda con un centavo que tenga que devolver a los clientes. Y esas expresiones, además de inducir a los senadores a error induce a la ciudadanía que escuchó eso también a error”, dijo Colón en las vistas públicas.

“De hecho la Autoridad no ha recibido la inmensa mayoría de los costos incurridos por la quema de diésel por los terremotos y la salida de las Unidades 5 y 6 de Costa Sur que asciende a 140 millones de dólares, y esos cuaternti pico de millones que se mencionaron en la mañana de hoy se añadirían a ese número, que serían 180 millones de dólares que la Autoridad no ha recibido, pero ya parte de ese dinero se ha diferido sin nosotros haberlo cobrado. Y eso lo que hace es incidir en el cash flow de la empresa y ponernos en situación precaria otorgando dinero que nosotros no tenemos”, añadió.

En la mañana, el presidente del Negociado de Energía de Puerto Rico, licenciado Edison Avilés alegó que la AEE tiene que devolver a los consumidores unos 40 millones de dólares que fueron reembolsados por FEMA.

El Proyecto del Senado 931 que es la razón para las vistas públicas pretende asignarle a la AEE unos 220.5 millones de dólares provenientes de sobrantes de la Corporación del Fondo del Seguro del Estado (CFSE), lo que representa el único proyecto que el gobernador Pedro Rafael Pierluisi Urrutia asignó para convocar la Sesión Extraordinaria.

En julio entra en vigor un aumento de precio en la tarifa energética que provoca que el kilovatio-hora ascienda a 34 centavos.

La vista pública conjunta de la Comisión de Proyectos Estratégicos y Energía que preside el senador Javier Aponte Dalmau y la Comisión de Gobierno que preside el senador Ramón Ruiz Nieves, evalúa el Proyecto del Senado 931, que busca crear la Ley para Mitigar el Aumento en el Precio de la Energía en Puerto Rico.
