ISTANBUL (AP) — Karim Benzema and Alexia Putellas won UEFA’s player of the year awards on Thursday, making it a sweep for Spanish clubs.

Benzema had been the heavy favourite for the men’s award after scoring 15 Champions League goals to lead Real Madrid to a record-extending 14th European title.

Putellas won a second straight UEFA women’s best player award after helping Barcelona reach the Champions League final in defense of their title. Barcelona lost to Lyon.

She was expected to lead Spain at the European Championship in July but suffered a serious knee injury days before the tournament started in England.

Putellas limped up several steps to the stage to collect her trophy minutes after the men’s Champions League groups were drawn.

The coaching awards went to the winners of the two biggest events last season – Carlo Ancelotti of Madrid and Sarina Wiegman, who led England to the Euro 2022 title.

Voting was done by coaches whose teams played in European competitions and selected journalists across Europe.

Benzema won from a three-player shortlist that included Madrid goalkeeper Thibaut Courtois and Manchester City midfielder Kevin De Bruyne.

Ancelotti again beat J?rgen Klopp, whose Liverpool team lost the Champions League final, and Pep Guardiola of Premier League winner Man City.

Putellas won her vote ahead of England forward Beth Mead, who was the Euro 2022 joint top scorer with six goals, and Germany midfielder Lena Oberdorf.

Wiegman again finished ahead of Germany’s Martina Voss-Tecklenburg and Sonia Bompastor of Lyon.

TRINBAGO Knight Riders (TKR) made a losing start in the SKYEXCH 6ixty men’s tournament with a three-wicket defeat to Barbados Royals at Warner Park in Basseterre, St Kitts, on Thursday.

TKR were without many of their top players including Kieron Pollard, Sunil Narine, Nicholas Pooran and Colin Munro.

Pollard, Narine and Munro have been competing in the Hundred tournament in England. It is uncertain when they will join TKR.

Pooran is coming off an intense two months of cricket as West Indies captain with 50-over and T20 matches against Bangladesh, India and New Zealand.

TKR could only muster 76 all out in 7.5 overs with Akeal Hosein cracking 27 off 16 balls with one four and two sixes. Opener Tion Webster tried to get TKR off to a strong start with 18 off nine deliveries.

Corbin Bosch was the best bowler for the Royals snatching 1/12 in 1.5 overs.

In response, Royals scored 80/3 in 6.3 overs with Bosch lashing three fours and four sixes in his knock of 42 off 23 balls. Harry Tector helped guide Royals to victory with 16 not out off six balls.

Fast bowler Ravi Rampaul took 1/5 in one over for TKR.

After the match, Hosein said someone should have taken the responsibility to bat through the innings for TKR.

“I think whoever gets in has to take it all the way and that is exactly what Bosch did tonight, it is a short format. Having said that it is difficult to go from ball one, so I think once you get in you have to try to take it as deep as possible for your team,” Hosein said.

The Guyana Amazon Warriors franchise continued their stellar start to the 6ixty tournament as the men’s team defeated St Lucia Kings by seven runs in the opening match, on Thursday.

The victory for the Amazon Warriors men followed two victories by the Amazon Warriors women, on Wednesday.

Amazon Warriors posted 111/5 in ten overs thanks to a destructive 36 not out from Odean Smith. Smith struck two fours and three sixes in his 24-ball innings.

Shai Hope contributed 19 off eight balls opening the batting.

Jeavor Royal and Matthew Forde were the best bowlers for the Kings. Royal snatched 2/8 in one over and Forde took 2/24 in two overs.

Kings fell just short of the target, dismissed for 104 in 9.5 overs. Roshon Primus cracked 41 off 23 deliveries, an innings which comprised four fours and two sixes.

Ravendra Persaud tried to get Kings to victory with a quick 16 off seven balls, but left-arm spinner Waqar Salamkheil picked up 3/16 in two overs to guide Amazon Warriors to the win.

Following that match, Jamaica Tallawahs delivered a resounding performance to defeat St Kitts and Nevis Patriots by 55 runs.

After posting a mammoth 139 all out in 9.5 overs, Tallawahs dismissed Patriots for 84 in 7.2 overs.

Fabian Allen struck 45 off 18 balls with two fours and three sixes to lead the way for Tallawahs.

Raymon Reifer and captain Rovman Powell also helped Tallawahs to the massive total. Reifer belted 38 not out off 19 deliveries and Powell cracked 32 off 13 balls.

Spin bowler Jon-Russ Jaggesar was the only bowler who managed to contain the Tallawahs batsmen ending with 1/13 in two overs.

Patriots lost early wickets and were all out for 84.

South African Dewald Brevis gave Patriots a glimmer of hope with 34 off 11 balls and Evin Lewis made 15 off seven deliveries.

The Tallawahs trio of Jamie Merchant (2/8), Migael Pretorius (2/9) and Nicholson Gordon (2/16) grabbed two wickets apiece.

Eyewitness: Settling conflicts…in the Courts

Well, it’s clear our political leaders can’t settle their differences on their own accord – with almost every issue that crops up. Your Eyewitness knows that, in our adversarial politics, the Leader of the Opposition (LoO) is supposed to oppose the Government (duh!!). But jeez, isn’t there a limit, so SOME business of the state can proceed?? When does opposition become intransigence??

So, the LoO went to the Courts – perpetuating the “judicialization of politics”. And risks dragging our constitutional arbiter into the gutter by imputing POLITICAL motives for their JUDICIAL decisions!! Take the just-delivered decision by the Chief Justice (ag) on whether the President’s appointments to the Police Service Commission (PoSC) and the Integrity Commission were illegal – as claimed by the LoO. And, inter alia, whether the appointments made by the said PoSC weren’t also consequently illegal!!

Your Eyewitness must confess that even after reading three different accounts of the CJ’s decision three times each, his head’s still spinning!! Not the least because both the Police Service Commission and the Public Service Commission had the same acronym (PSC) – explaining why yours truly dubbed the former “PoSC”!! It’s a good thing the Private Sector Commission (also PSC!) wasn’t dragged into the matter.

The entire case turned on whether there were the constitutionally mandated “meaningful consultations” between Pressie and the LoO before these Commissions were constituted. On the matter of LoO Norton’s contention of “no consultation”, the CJ said “Not so!!” The clincher was that even after the clarifications on Pressie’s nominations were given to him, if he needed additional info, he’d unilaterally decided he wasn’t gonna be doing no meeting!! The President should be psychic??

But that wasn’t the END of the story. Is there ever?? Seems that even though the Integrity Commission and its Chair was a done legal deal, the appointments by the PoSC weren’t!! While the appointment of the CHAIR was legit, before he could consult his Committee to make recommendations for appointments, an ex-officio member of the PoSC – the Chairman of the Public Service Commission – had to be there!! And trouble was – BIG trouble! – there’s wasn’t any Chairman of the PSC!!

So, does this mean that the appointment of the entire GPF top brass – the real cause of this fight!!! – is illegal?? Well, YES IT IS!! But does this mean that COP Hicken has to go?? Well…NO!! “Well, how come?” you ask, dear reader?? The CJ (ag) pulled out a rabbit from her legal hat (used to be a powdered wig!!). She invoked the “de facto doctrine” which your Eyewitness calls the “boat gaan a watah” doctrine!! To revoke the appointment would result in a “failure of public justice”!!This ain’t over till it’s over!! Or some fat lady sings!!

…or creating conflicts??The LoO also drew a line in the sand – demanding that GECOM’s gotta create a new voters’ list, or else!! He didn’t ACTUALLY SAY “big trouble”, but the WAY he said it left nothing in doubt, least of all, PNC’s supporters!! Now ostensibly, the LoO’s contention looks reasonable: Guyana has a population of 740,000, so how come the voters’ list has 684,354 names – over 91 per cent of the population.

But, in August 2019, the High Court ruled new house-to-house registration meant a “residency requirement” for voting!! Unconstitutional!! Once a person’s registered to vote, their name can’t be removed, even if they’re overseas or not found at the address where they registered. Most of the alleged “bloating” comes from Guyanese citizens migrating.The Coalition Government had appealed this decision, and on 11 Feb 2020, the Court of Appeal upheld the August 2019 High Court decision.To remove persons’ names from the list, there’s gotta be an amendment to the Constitution, outlawing dual citizenship!!

…like our neighboursBarbados just voted with a voters’ list of 266,330 persons – 87% of its 302,674 population! While St Kitts/Nevis voted with a 50,933 voters’ list comprised of 94% of its 54,001 population!!No complaints of “bloated” lists!! What’s different??

 Antigua and Barbuda is for the first time being represented at the United Nations – Nippon Foundation Capacity-building Programmes.

Marver Woodley, from the Department of the Blue Economy will be in New York for four months attending the United Nations Nippon Foundation Strategic Fellowship which began on August 21, 2022 and will run until December 19, 2022.

These programmes are implemented by the Division for Ocean Affairs and the Law of the Sea, Office of Legal Affairs of the United Nations, in collaboration with the Nippon Foundation and host institutions.

The UNNF Strategic Fellowship is a 4-month training programme at the Division for Ocean Affairs and the Law of the Sea (DOALOS), Office of Legal Affairs of the United Nations Secretariat, at the United Nations Headquarters in New York.

The Strategic Fellowship aims to enable the most vulnerable States, particularly least developed countries, small island developing States and landlocked developing countries, to better address strategically important and time-sensitive issues facing them in ocean affairs and the law of the sea. Government officials from these States with a limited background in ocean affairs and the law of the sea, who are filling key positions in their Administration, are provided with in-depth highly customized training on ocean affairs and the law of the sea, with a focus on those areas in which States have identified critical capacity barriers.

Upon completion of the Fellowship, Ms. Woodley will be expected to return to her position and use the training on international legal frameworks, key issues and best practices in ocean affairs, the work of the United Nations, and professional skills, to assist Antigua and Barbuda in the implementation of the United Nations Convention on the Law of the Sea and related instruments, as well as Sustainable Development Goal (SDG) 14 and other related SDGs.

A highly customized individual curriculum is developed by DOALOS for successful candidates, based on the high‐priority needs identified by their States and with a view to building the capacity of Fellows to assist the State in effectively addressing those needs. In addition, the Fellows will be fully integrated in the training activities developed for the

UN-NF Fellows, thereby being exposed to opportunities for additional learning and networking.

The deliverables of the Fellowship Programme include several assignments to be completed in the context of the training curriculum and the development of an ocean governance matrix. Depending on needs identified, Fellows may, during the four-month training programme, undertake a learning placement with either a Department of the United Nations Secretariat, a specialized agency, or an organization affiliated with the United Nations or other relevant organization.

This Programme navigates one through all instruments, professions, organizations and non-governmental organizations connected to the United Nations. It is perfect for the novice that works in an area connected to the Law of the Sea and seeks a better understanding of its  operation.

Government Reviewing Appointment Requirements In The Protective Services – St. Lucia Times News

The Saint Lucia government is reviewing the requirements for appointing people in the protective services.

The disclosure came on Thursday from Public Service Minister Dr. Virginia Albert-Poyotte.

Albert-Poyotte was answering a question from reporters regarding succession planning in the Saint Lucia Fire Service where Fire Chief Joseph Joseph has proceeded on pre-retirement leave.

She said before his departure, Joseph had expressed confidence that he had a line-up of officers to replace him.

The Babonneau MP said the position would be advertised and the best person would get the job.

She also explained that George Victorin, currently the Acting Fire Chief, is due to retire next year.

And when  the issue of department appointments without ‘due process’ was raised, the Minister spoke of the review.

“What we have seen as a deficiency is one where persons employed in the protective services were equated to persons in the general public service,” Albert-Poyotte, whose responsibilities include Home Affairs and Labour, told reporters.

But the Minister said the government feels that people in the protective services require special skills.

“We have to place greater emphasis on skills, performance, and experience rather than just certification. A master’s (degree) in something or a doctorate or a first degree – that’s the certification,” she noted.

“But when it comes to practice and having the skills we have to put greater emphasis in that area and not if you have a master’s you move up the ranks,” she said.

The Prime Minister’s Office is assuring Barbadians that Prime Minister Mia Amor Mottley was not involved in any accident during her recent overseas trip.

“It is fake news!” the Prime Minister said tonight.

Over the past two days, a number of local and regional media outlets reported that a plane carrying Prime Minister Mottley and Guyana President Irfan Ali skidded off the taxiway after landing, prompting a response from emergency personnel.

The Prime Minister has explained that it is normal procedure for emergency appliances, including fire crews, and official vehicles that transport the president and his guests, to meet the plane on the tarmac.

What occurred at the Eugene F. Correa International Airport when she was there earlier this week was no different from what occurred on previous visits, Prime Minister Mottley said.

Jamaica recorded 126 new COVID-19 cases over a 24-hour period up to Wednesday afternoon.

There was no coronavirus-related death recorded for the one-day reporting period.

The overall coronavirus death toll in Jamaica remains at 3,239.

There were 122 recoveries on the day, bringing that tally to 96,098.

The newly confirmed COVID-19 cases brought the total number on record for the island to 149,215.

Notably, the island recorded a 22.1 per cent positivity rate based on the samples that were tested on Wednesday.

Of the newly confirmed cases, 65 are females and 61 are males, with ages ranging from three months to 96 years.

The case count was made up of St Catherine (37), Kingston and St Andrew (29), St James (15), St Ann (10), St Elizabeth (nine), St Thomas (six), Manchester (six), Westmoreland (five), Clarendon (four), St Mary (two), Trelawny (two), and Hanover (one).

There are 20 moderately ill patients, four severely ill patients and three critically patients among 1,221 active cases now under observation in Jamaica.

A total of 105 COVID-19 patients are now hospitalised locally.

A section of the roadway in the Hanover capital, Lucea, has been flooded as a result of a heavy downpour which lashed a section of the western parish on Thursday afternoon.

The high-rising waters along a section of the roadway caused a long back-up of traffic from Waterloo Road leading to the hub of the town.

Only heavy-duty vehicles could manoeuvre through the flooded roadway.

Some pedestrians had to be ferried across the water in dinghy boats operated by residents for a fee.

Businesses along the stretch of road were also curtailed as a result of the flooding.

Broadcasting icon Dave Elcock dies, media applaud his life and work

Former TT radio and television broadcasting icon David Elcock has died, his son Jason Elcock confirmed yesterday.

He was 78 and would have been 79 next month.

In a brief phone interview with Newsday, Elcock said his father died at about 1.30 pm on Thursday in Brooklyn, New York.

Although he could not give thecause of death, he said, his father had been ailing for some time.

David Elcock was one of the country’s pioneering broadcasters.

A bio on Radiokyso.com said Elcock’s career spanned more than 30 years in radio and television.

He was known for the now defunct National Broadcasting Service’s (NBS) Radio 610’s Elcock in the Morning programme, which ran from the early 70s to the 90s. It was a favourite of both local and regional audiences.

On the night-time TV show TT Tonight, Elcock would interview local leading artistes, government officials, sport personalities and visiting entertainers.

He also sang popular songs with his ex-wife Mavis John such as You Are What Love Is.

Veteran journalist Dominic Kalipersad said Elcock was a legend, passionate, intense, amusing and knowledgeable.

He said it was an honour to work with him.

“I could not imagine that the person whom I had been hearing on the radio during my youth, I ended up being his programme director when I worked, after TTT, at Trinidad Broadcasting Company Ltd.

“He was one of the primary voices on Radio Tempo 105.1 FM, which was the first all-local music radio station in the country launched by the veteran Neil Giuseppi.”

Kalipersad said Elcock would continue to be recognised as one of TT’s legendary broadcasters.

Giuseppi also paid tribute to him, sharing an article he wrote about Elcock’s life and work to his Facebook page.

He said Elcock was born on September 20, 1943 on Duncan Street, Port of Spain.

He joined 610 Radio (then Radio Guardian) in 1962 as a trainee announcer, and launched The David Elcock Show which ran until 1972.

Elcock also worked in advertising at the firm Christiansen and Belgrave.

In 1976, he launched Elcock in the Morning, “which would top all the annual radio surveys for almost 15 years,” Giuseppi said.

Elcock was also one of the most in-demand MCs of his time, he added.

Giuseppi said Elcock introduced iconic international acts such as Stevie Wonder, Barry White, and Dionne Warwick.

He met Elcock professionally in the 90s when, as managing director of Trinidad Broadcasting Company, he persuaded him to leave 610 Radio and join the Radio Tempo (105.1 FM) team. Elcock also worked as the host of the New Scouting for Talent before migrating to the US.

Though semi-retired, Elcock worked with Radio Kyso.com in the US.

In 1990, he received the Humming Bird Medal (Silver) for public service.

He leaves to mourn his children Marc, Amanda and Jason and wife Juliet.
