BASSETERRE, St Kitts, 24 September, 2022 – The Government of St Kitts and Nevis is working to find solutions for the rising challenge of plastic pollution.

Currently attending the 77th United Nations General Assembly (UNGA), Minister of Environment and Climate Action, Hon Dr Joyelle Clarke participated in high-level discussions on policy solutions to tackle plastic pollution, using a national to global approach.

Dr Clarke said addressing plastic solutions, and in particular, micro plastic, does not require just political-will but strong legislation supporting restricting of the importation of single-use or disposable plastics, but also requires financial assistance being established with support to transition from plastics to renewable material which is often an issue of waste management.

She said, “We will have to address plastic pollution including plastic that is coming in and plastic that is already in the environment. There is also a need for a culture shift where persons engage more in sorting and recycling of their garbage and limiting their dependence on plastic so that we can move forward towards the global trend of banning plastic to stay true to our Prime Minister’s bid to become a sustainable island state.”

The general tone of the session focused on ways to find solutions to totally ban the production of single-use or disposable plastics. Such things as water bottles, straws and plastic bags that are used only once before they are discarded or recycled. The Ministers agreed that the amount of resources required to manufacture these products for exporting and importing, does not make it worthwhile, especially to the environment.

TOBAGO Chamber of Industry and Commerce president Diane Hadad has described as “neutral” her feeling about the government’s decision to increase fares on the sea and airbridge, effective January 1, 2023.Delivering the 2022-2023 fiscal package in the Parliament on Monday, Finance Minister Colm Imbert announced a $50 increase in airfare (one way) for passengers travelling between Trinidad and Tobago. The fare is currently $150. Standard fares on the sea bridge also have been increased from $50 to $75 (one way) while those in premium class have moved from $100 to $150. People above age 60 who currently travel for free on the ferries will now have to pay $25.

Hadad said she has always felt  the $50 fare on the seabridge was too low.

“And I agree with the 60-and-over people now having to pay.

“But I don’t know why they are still paying only $25. That should have never been done. They need to be paying the fare. I don’t understand what is that concession about. I never did,” she told Newsday.

Noting that airfare has gone from $150 to $200, Hadad wondered if the increase will result in greater efficiency.

“I would like to know what we would be getting differently for that. Is it that we are going to have constant on-time flights? Is it that the airline is going to be operating at full and more capacity so that the island can benefit from it? Or is it just a punitive measure because nothing has changed from the Tobago side?”

Hadad said if the increase in airfare is being regarded as a measure to ensure greater efficiency and consistency, then it is likely that many people may choose to vacation in Tobago as opposed to travelling overseas.

But she said the decision to increase the fares, particularly on the seabridge, could bring hardship for Tobagonians who do business in Trinidad fairly regularly.

“There is still the element of the Tobagonian feeling the brunt of that having to come for goods and services on the island of Trinidad. That, to me, clearly would be for the people on the island to decide how much of that are they going to tolerate in terms of what is our administration going to say about that.”

Hadad said the budget was a rehash of things she had grown accustomed to hearing.

“He (Imbert) said so much to say so little. The budget is the same: cut-and-paste, report and repeat.”

For example, she noted $300 million has again been allocated for development initiatives, $18 million for URP and $9.2 million for CEPEP.

“So the more things change, the more that remain the same.”

Hadad also observed that Imbert accused the Opposition of hindering the passage of the ‘autonomy’ bills.

“There was blame on the Opposition for the bill not passing to give Tobago more autonomy. That is just an excuse. But the bill was not in its right form to allow for any proper management.”

Honourable Dr. Denzil Douglas, Minister of Foreign Affairs of St. Kitts and Nevis attended the CARICOM- India Foreign Ministers meeting yesterday September 23rd 2022 with the Honourable Dr. S. Jaishankar, Minister of Foreign Affairs of India. 

Foreign Minister Dr. Douglas, in his remarks, thanked the Government of India on behalf of the Government and people of St. Kitts and Nevis for their contribution of Pfizer vaccines that aided substantially in the Federation’s fight against the COVID-19 pandemic. He also mentioned several technical cooperation and capacity-building projects India has pursued with the Government of Saint Kitts and Nevis including training opportunities in a variety of disciplines. CARICOM and India have enjoyed an excellent relationship, with India providing substantive technical and financial support to solar energy and climate change-related projects, as well as capacity-building courses and training opportunities.  

 In another regional meeting, regional diplomacy was championed through the Alliance of Small States (AOSIS).  The President Designate of the UN Climate Change Conference’s 27th Session (COP27)- His Excellency Minister Sameh Shoukry, Minister of Foreign Affairs of Egypt convened a meeting with the Foreign Ministers of AOSIS on September 23rd. In this engagement, HE President Designate of Egypt gave a brief overview of the preparatory processes concluded thus far and highlighted that the Egyptian government has branded COP27 as an “African COP”. Featuring prominently in the discussion was the issue of loss and damage as an important element of climate change negotiations in the lead up to COP27 in Egypt.  

Foreign Minister Dr. Douglas in his intervention reiterated the remarks by his CARICOM colleagues and expressed the important role of advocacy in achieving tangible solutions, especially for Caribbean countries in the Atlantic belt experiencing devastating climatic conditions. The following issues were amongst those mentioned as priority areas for AOSIS members as SIDS:  

-building energy capacity in SIDS under the SIDS Lighthouse initiative. 

-funding arrangements for addressing loss and damage.  

 In yet another engagement, Foreign Minister Dr. Douglas met with the Under Secretary of State of the United States of America, Her Excellency Victoria Nuland in a Caribbean – USA meeting. The Caribbean Foreign Ministers discussed the vibrant diplomatic relations with the United States, including cooperation on the COVID-19 pandemic and the donation of vaccines to several Caribbean states, the development assistance vis-à-vis the Caribbean Development Bank and enhancing cooperation on food security. The situation in Haiti was a primary point of exchange as the Caribbean,  the USA’s close neighbour, has maintained solidarity with the Government and People of Haiti in order to bring a Haitian-led resolve to the internal conflict. Foreign Minister Dr. Douglas thanked the Under Secretary General for convening such an important meeting and pledged his support to the bilateral and regional cooperation with one of the Caribbean’s most important partners.

The National Hurricane Center reported on September 26, 2022 that another disturbance has made its way off the coast of Africa. It has a 70 per cent chance of developing into a tropical depression in the next 48 hours.

Currently, the system is producing showers and thunderstorms and environmental conditions are conducive for the system to further develop.

The disturbance is forecast to meander for the next day or two and then turn north-northwestward by early Thursday.

Due to the unpredictability of the system, interests in the Caribbean area should remain vigilant and monitor how it develops.

Schools to stick to online mode on Tuesday as bad weather persists Loop Jamaica

The Ministry of Education has advised that based on the unstable weather conditions that are still affecting the island, all schools should remain in the remote/online mode of learning, with face-to-face classes taking place only where conditions are deemed to be safe to do so.

On Sunday, the ministry advised that schools in the eastern parishes of St Thomas, Portland and St Mary should remain closed on Monday, but that directive has now been extended to the entire island.

The ministry, in its latest statement on Monday night, said its advice is based on the latest update from the Meteorological Office that “…unstable weather conditions are expected to remain across the island…(with) showers and thunderstorms to continue across the parishes into Tuesday afternoon.”

“As was previously advised, boards and principals should continue to exercise caution in determining the operations of schools for Tuesday, September 27,” the ministry said while pointing school administrators to Bulletin-133/2022, entitled ‘Severe Weather Alert’, which it said provides additional guidance for schools.

The ministry is advising school administrators to continue to use their communication channels to inform parents, students and staff, and to provide updates on the operations of schools based on their local situation.

“All staff and parents should exercise their best judgement, paying special attention to self-care and safety in all circumstances,” the ministry said.

The island has been affected by heavy rains associated with Hurricane Ian since Saturday. Widespread flooding has been reported in several parishes, including homes and businesses, and numerous roads have been rendered impassable.

L’Ouest de Cuba est en “alerte” avant l’arrivée de l’ouragan Ian devenu mardi un “ouragan majeur” et, aux Etats-unis, la Floride se prépare à être touchée à son tour.

Le Centre national des ouragans (NHC) aux Etats-Unis a annoncé dans son bulletin de 02H30 (06H30 GMT) que Ian s’était renforcé en “ouragan majeur” de catégorie 3 sur l’échelle de Saffir-Simpson qui va jusqu’à 5. Avec des vents atteignant 185 kilomètres/heure, il approche de l’Ouest de Cuba où il va “bientôt” toucher terre, selon le NHC.

Il serait alors susceptible d’infliger de lourds dégâts, d’endommager des maisons, de déraciner des arbres et de perturber la distribution d’eau et d’électricité.

Les pluies accompagnées de vent ont déjà commencé à s’abattre sur l’Ouest de la plus grande île des Caraïbes, a constaté l’AFP.

Dès lundi matin, la Défense civile cubaine a émis une “alerte cyclonique” pour les six provinces les plus occidentales de l’île: Pinar del Rio, Artemisa, La Havane, Mayabeque, Cienfuegos et l’île de la Juventud, à 340 km au sud de la capitale. Les vagues atteignaient entre cinq et sept mètres de hauteur.

Les autorités ont fait évacuer quelque 50.000 personnes à Pinar del Rio, dont 6.000 dans des abris et les autres chez des proches ou des amis.

Dans la capitale, où vivent 2,1 millions de personnes, de longues files d’attente se sont formées pour accéder à certains commerces alimentaires.

Les pêcheurs de La Havane ont mis leurs bateaux à l’abri avant de se réfugier dans leurs foyers, et des habitants renforçaient leurs maisons en bois.

“Nous avons examiné le respect des mesures pour faire face à l’ouragan Ian (…) Il est urgent de mettre à profit ces heures avant que la situation ne se complique. La protection de la population est essentielle”, a tweeté le président cubain Miguel Diaz-Canel.

La plus grande île du territoire britannique des îles Caïmans, Grand Cayman, a également émis une alerte ouragan.

“Ian émergera ensuite au-dessus du sud-est du golfe du Mexique mardi (…) et s’approchera de la côte ouest de la Floride mercredi et jeudi”, a prévenu le NHC.

L’état d’urgence a été décrété dans toute la Floride et les autorités multiplient les préparatifs.

L’aéroport international de Tampa a annoncé qu’il suspendrait ses activités mardi à 17H00 (21H00 GMT).

Ian “va provoquer de fortes pluies, des vents violents, des inondations soudaines et des ondes de tempête, ainsi que des tornades isolées le long de la côte du golfe de Floride”, a prévenu le gouverneur Ron DeSantis.

Il a demandé aux habitants de faire des provisions et se préparer à des coupures de courant, tout en mobilisant 7.000 membres de la Garde nationale.

Le président américain Joe Biden a approuvé une aide d’urgence fédérale pour 24 des 67 comtés de Floride.

La Nasa a renoncé au décollage prévu mardi de sa nouvelle méga-fusée pour la Lune, depuis le centre spatial Kennedy situé dans cet Etat du sud des Etats-Unis.

Au Honduras, plus de 12.000 personnes ont été évacuées dans le Nord du pays après les crues provoquées par les pluies associées au passage de Ian, ont annoncé lundi les services de protection civile.

Les précipitations s’ajoutent à celles des dernières semaines qui ont détrempé les sols et entraîné des inondations qui ont causé la mort de 13 personnes. L’état d’urgence a été décrété dans tout le pays pour 90 jours.

Ian succède à l’ouragan Fiona qui a ravagé samedi la côte atlantique du Canada, faisant trois morts selon un nouveau bilan, après les Caraïbes durant la semaine dernière où sept personnes au moins ont été tuées dont quatre à Porto Rico, deux en République dominicaine et un en Guadeloupe (France).

La fin de semaine a été prolifique en victoires pour Loïc Louis-Mondésir de la Mairie Sportive. Après son succès la veille dans les 10 kilomètres de la Saint-Michel au François, il s’est octroyé une nette victoire, samedi, à Rivière-Pilote, et inaugure le palmarès de l’Ini Run, en course contre le diabète, qui s’est tenue dans le cadre de la fête patronale de la Ville.

Partie sous la chaleur des 15 heures de l’après-midi, la course de 10 kilomètres a vu la suprématie de Loïc Louis-Mondésir. A l’arrivée, il comptait une avance confortable sur ses adversaires de l’AC Saléen, 1’47 pour Germain Guezo (2e) et 5’40 sur Tony Auster (3e).
