Bascom’s charges: Police Legal Advisor gets 24hrs to produce video evidence, or be sent to prison

Magistrate Leron Daly has given Police Legal Advisor Mandel Moore 24 hours to produce a piece of video evidence in relation to Police Sergeant Dion Bascom’s court case, or be sent to prison for contempt of the court.

The video requested by the court is from a press conference hosted by the Guyana Police Force (GPF) following the damning allegations made by Bascom; in particular, Crime Chief Wendell Blanhum’s debunking of the claims made by Bascom in regard to his covering up of the probe into the murder of Ricardo “Paper Shorts” Fagundes.

Moore had previously been ordered by Magistrate Daly to produce the video evidence, but when he showed up at the court on Wednesday, he failed to do so. It was then that the magistrate threatened that if he does not obey her orders, he could be sent to prison for contempt of the court. As such, an oral undertaking to have the evidence presented to the court by Thursday at 11:00h was agreed upon. The video evidence is needed in preparation for the commencement of trial of the matter, which is set for November 9.

Bascom has been placed on $300,000 bail by Chief Magistrate Ann McLennan when he appeared in that Georgetown Magistrate’s Court slapped with three cybercrime -related charges alleging that, twice between August 13 and August 19, he used a computer system to transmit electronic data with the intent to humiliate, harass, or cause distress to Superintendent Mitchell Caesar; and of allegedly doing same to Superintendent Chabinauth Singh on one occasion.

Sergeant Bascom was among several persons arrested by the Customs Anti-Narcotics Unit (CANU) on August 8, after a quantity of cocaine was discovered at a house on Norton Street, Georgetown.

While a charge for trafficking in narcotics was laid against some of the persons, none was laid against Sergeant Bascom. Seemingly angered by his arrest, Sergeant Bascom subsequently made several Facebook live videos in which he made damning allegations of corruption against several senior Police detectives and prominent businessman Azruddin Mohamed.

Bascom has alleged that Police ranks have accepted bribes and are “covering up” the murder of Ricardo Fagundes, called “Paper Shorts”. Police are yet to charge the perpetrators. He later deleted the posts out of fear for his family members’ lives.Acting Police Commissioner Clifton Hicken and Crime Chief Wendell Blanhum have already debunked Sergeant Bascom’s allegations, calling them “malicious and untrue”, and Government had solicited the assistance of the Regional Security System (RSS) to investigate the claims made by Sergeant Bascom.

The RSS, in pronouncing on the matter, made it clear that there was no evidence to substantiate Sergeant Bascom’s claims. The team also found that the two live recordings made by Bascom were in contravention of Section 19 (5) (a) of the Cyber Crime Act.Businessman Mohamed, who from the outset had distanced himself from the allegations, has since filed a $200 million defamation lawsuit against Sergeant Bascom, in which he contended in his Statement of Claim that the words and statements uttered by Bascom are all untrue, false, dangerous, disingenuous, malicious, irrational, unfair, unsubstantiated, unfounded, and baseless, thereby tarnishing and lowering his reputation.

Superintendent Caesar, through his lawyer, had threatened to take legal action against Sergeant Bascom if he did not remove the posts and offer him an apology and $50 million compensation.

Letter: Norton’s fight against this Govt is racist, misplaced, confrontational

Dear Editor,

I read Sherwood Lowe’s response to Dr Tara Singh, Ravi Dev, and others who have urged Aubrey Norton to reach and transcend new boundaries, thereby reaching out to all Guyanese in his fight with the Peoples Progressive Party (PPP) for a better Guyana.He is claiming that Norton’s fight against PPP is misunderstood, and that he is a leader of all the people.

Dr Lowe then tells his readers what Norton is fighting for and against. Let me make it clear: I feel that Norton has been one of the Leaders of the Opposition APNU+AFC that are most confused, perplexed, divisive and crass.

While Norton seeks to take the Opposition on a new path toward the Presidency, he is opening the old wounds of black discrimination from the 50s to the early 90s.Sadly, Norton does not do a good job, as he does not feel that the public is entitled to know what evidence he has to support his claims. This is the meat of the matter for Guyanese who have not experienced this ethnic discrimination for themselves.

Where is the empirical evidence? Lowe seeks to pour cold water on this by mentioning the things he believes are ignored, instead of seeking to bring instances and evidence to the fore.

Using the Black Lives Matter campaign is disingenuous, because they have evidence of every black life that is lost. They know the details of how and what led to that. They know for a fact whether it is systemic racism and discrimination, or whether it is outright racism. They can point to a whole pile of cases that occurred over the years that are documented by authorities.

Norton still does not feel that he should have evidence, and makes wild and outrageous claims against the PPP.

So, it is a shame that Lowe, someone who prides himself on being an intellectual, would stoop so low as to come to Norton’s defence when he is drowning in his cesspool of discrimination banter. The public is informed and intelligent enough now to know when Norton is gaffing, politicking, and outrightly telling halfway truths.

Secondly, I believe Norton is a political racist. He appears to like the concept of ethnic superiority. He sees the PPP through a racist lens. After all, someone who is a racist never admits that they are racist.

I assume that every time he speaks, Norton does not believe in any multiethnic approach being an active part of opposition politics. Maybe he does on paper, but his actions certainly do not. For instance, bringing an Afro-Guyanese woman into his parliamentary circle who said that she is only going to give jobs to people who are PNC supporters, and by extension black supporters, can hardly be an example of this multiethnic approach.

Going only to black communities in and outside of Guyana again can hardly be an indication of Norton’s broad national and multiethnic approach to politics. See PNC/APNU+AFC Facebook page for more examples.

Thirdly, I have not the slightest inclination to defend the PPP’s wrong of corruption in office, but surely Lowe would have proven examples again of this corruption. Do not tell me of unproven accusations that were made against Bharrat Jagdeo and others. Where are the proven examples?

What did the Police state? Who was charged? Who was imprisoned? The entire nation is made much poorer as a people if you do not know or cannot say where the system to fight corruption is failing us.

Anyway, Norton should have at least fought against corruption from 2015 to 2020, but he chose to remain silent. I would have had more appreciation for the tales he tells now if I had heard him saying that it was wrong to use excessive funds to build the deteriorating Durban Park, and the funds were being siphoned off, but he did not. The $50 million used to pay for tickets for Buju Banton is wrong, but he chose to stay quiet.

Maybe Norton would care to seek the corruption charges from peers about the finances of Congress Place and the Office of the Leader of the Opposition?

In dealing with corruption or allegations made, Norton cannot afford to be selective and politically neglectful. Wrong is always wrong, and right is always right. Neither should be made to wear clothes or a political façade.

Lowe’s defence of Norton is nothing short of criminal, and is an affront to all who possess the skills of discernment and common sense. Finally, I believe Norton has to start practising what Congress Place wants us to think: that he is for all for Guyana and is inclusive. We know differently, but that is not the issue here.

At the end of the day, Norton has fought a good fight for his political supper, but if right-thinking Guyanese were to examine his policies, actions and words, they would get the unmistakable impression that he is divisive, perplexed, confrontational and racist.

His way of doing things and handling each political situation is misplaced from a geopolitical, ethnic and economic standpoint, but I do not expect the so-called intellectuals and schemers to tell him that to his face, much less here in the letter pages.I am for “One Guyana”. I am supportive of strong and truthful politics, and do not pander to racial politics when it suits my aim.

Who is the real Leader of the Opposition? It can’t be Norton, from what I know at UG. Norton is too long in the game to be making these foolish and predictable mistakes again and again.

Departamento de Salud suma otra muerte bajo investigación asociada al huracán Fiona

Según el portal de vigilancia tras el huracán Fiona del Departamento de Salud, se desprende este jueves sobre una muerte adicional asociada al paso del fenómeno atmosférico la pasada semana.

Según se informó en el portal, se sumó una muerte -bajo investigación- de un hombre mayor de 65 años.

Al momento, quince hombres y nueve mujeres han perdido la vida. 13 de estas están bajo investigación y once han sido confirmadas. Una muerte fue clasificada como directa y diez de manera indirecta.

De las 24 muertes, 17 corresponden a las edades de 65 años o más, 4 muertes entre 55 a 64 años y 3 de 45 a 54 años.

Según el DS, las guías del Centro de Control de Enfermedades (CDC), una muerte directa responde a un fallecimiento directamente atribuible a las fuerzas del desastre o por las consecuencias directas de estas fuerzas, como colapso estructural, escombros voladores o exposición a radicación o sustancias químicas.

Por otro lado, una muerte indirecta responde a las condiciones inseguras o insalubres que están presentes durante cualquier fase de un desastre.

Yadier Molina será el dirigente del equipo de Puerto Rico en el World Baseball Classic 2023

La Federación de Béisbol de Puerto Rico (FBPR) oficializó el jueves los nombramientos de Yadier Molina como dirigente y Joey Solá como gerente general, con miras al World Baseball Classic (WBC) del 2023.

Molina asumirá las riendas del equipo puertorriqueño después de haber sido su capitán en las pasadas ediciones del WBC, con una exitosa trayectoria de casi dos décadas como estelar receptor en las Mayores.

“Yadier Molina cuenta con el liderazgo, compromiso y conocimiento que requiere la posición de dirigente de Puerto Rico para el tan esperado Clásico Mundial de Béisbol. Goza del respeto de los integrantes del equipo y del cariño de la fanaticada del deporte en Puerto Rico. Sabe cómo manejar el formato del evento y estudia con cautela a sus contrarios”, resaltó José Daniel Quiles Rosas, presidente de la FBPR en declaraciones escritas.

En 2017, Molina tuvo su debut como dirigente, al ser nombrado por la FBPR como piloto del Equipo Nacional Sub 23, clasificándolos por primera vez a un Mundial. Este año, dirigirá a los campeones Navegantes de Magallanes en la Liga Venezolana de Béisbol Profesional.

“Siempre he creído en brindar las primeras oportunidades y los resultados han sido positivos. Como ejemplo está Yadier Molina, que clasificó por primera vez a Puerto Rico a un Mundial Sub 23, al igual que el nombramiento de Juan ‘Igor’ González para los Juegos Centroamericanos y del Caribe 2018 y los Panamericanos del 2019, siendo ganador de medalla de oro en ambos eventos”, estableció Quiles Rosas.

Por su parte, Solá cuenta con 15 años de experiencia como escucha de los Astros de Houston. Fue el responsable de la firma de los estelares jugadores Carlos Correa y Kike Hernández. También, laboró como gerente general y asistente de gerente general de los Cangrejeros de Santurce en la Liga de Béisbol Profesional Roberto Clemente.  Actualmente labora en la Puerto Rico Baseball Academy & High School, donde fungió como decano de estudiantes. Además, clasificó a su primer Mundial al Equipo Nacional Sub 15, como dirigente en el evento clasificatorio que se llevó a cabo este año, en México.

“Joey Solá es un profesional de primer orden, que conoce todas las estructuras del béisbol, con una extensa trayectoria. Es respetado, buen comunicador y cuenta con las cualidades necesarias para cumplir con la importante encomienda que tendrá a su cargo”, destacó Quiles Rosas.

La FBPR tiene en agenda la confirmación de los integrantes del cuerpo técnico que acompañarán al dirigente y la preparación de la lista preliminar de 50 jugadores.

El Registro Nacional de Escocia (Reino Unido) publicó este jueves el certificado de defunción de la reina británica Isabel II, quien falleció el 8 de septiembre a los 96 años de edad.

Según el documento, la monarca murió de “vejez” a las 15:10 (hora local) de dicha fecha en el castillo de Balmoral, en Aberdeenshire (Escocia).

El funeral de Estado en honor a la monarca se llevó a cabo el 19 de septiembre en Londres, desde donde el féretro fue trasladado al Castillo de Windsor, sede de la residencia real británica. Allí reposan los restos de la reina junto a su cónyuge, el príncipe consorte Felipe.

Emiten aviso de huracán para toda la costa de Carolina del Sur por paso de Ian

El Centro Nacional de Huracanes (NHC, por sus siglas en inglés) emitió hoy un aviso de huracán para la costa de Carolina del Sur por el paso del ciclón tropical Ian

Ian, que al momento es una tormenta tropical, azotó al Estado de Florida. Este entró como un poderoso huracán categoría cuatro por la costa Oeste. 

Al momento, Ian tiene vientos sostenidos de 70 millas por hora, se desplaza hacia el Norte-Noreste a 9 millas por hora, tiene una presión barométrica de 987 milibares y se encuentra en la 28.7 grados Norte, 80.4 grados Oeste. 

Sin embargo, se espera que Ian, una vez alcance las aguas del Océano Atlántico, se refortalezca y podría alcanzar a ser huracán categoría uno.

Girls to be moved from Barrows GIS facility, a top priority Loop Barbados

Moving the female wards from the Barrows, St Lucy facility to Dodds, St Philip and addressing staffing issues are key amongst critical recommendations that need to be prioritised as government seeks to reform the Government Industrial School (GIS).

Minister of Home Affairs and Information, Wilfred Abrahams, gave this assurance at a recent press conference at his Wildey, St. Michael office where the findings and recommendations of the departmental inquiry were released.

“Where necessary, we will have to find the resources. Right now we have to go through the recommendations and prioritise them. For critical things, the money has to be found,” he stated, noting that the report findings and recommendations were presented and adopted by Cabinet.

Minister Abrahams stressed that some of the residents of the institution came from vulnerable backgrounds and every effort would be made to ensure that they were comfortable and benefiting from the reform initiatives, while in the care of Government.

The findings and recommendations were outlined by Chair of the inquiry panel and former Deputy Commissioner of Police, Oral Williams, who said a total of 89 persons appeared before the panel and 109 interviews were conducted.

He explained that the inquiry highlighted the fact that there were a number of staffing concerns at the institution. These, he said, related to internal issues among staff members and their inability to deal with some of the current challenges presented by the wards.

Williams noted that the panel recommended that an audit be conducted of the staff at the institution to determine who would fit into a reformed institution.

“Additionally, there should be a continuous training programme for staff. These should include an induction course for every employee before he or she commences employment at the Government Industrial School, and refresher courses throughout the year for every category of employee,” he said.

Meanwhile, the Chair also stated that the GIS was not in full compliance with the United Nations rules relating to juveniles being held in custody. However, he noted that the Ministry sought the assistance of a child justice consultant, and UNICEF to assist, and as a result the Lucy Dawes Operational Manual was prepared.

Lamenting that had it been followed, it would have significantly improved the policies and practices at the GIS, he said: “The inquiry panel recommended that the administration should move with this to ensure that the Lucy Dawes document is perfected and its recommendations are implemented.”

Williams, emphasising that the reform being implemented at the GIS would encompass every aspect of the child’s life, said it would impact their educational, technical, vocational, physical, psychiatric and psychosocial needs.

Other members of the panel noted that there was a lot of work to be done at the institution, but they agreed that while some stories were “horrific”, there were a few “shining lights” among the wards at the Government Industrial School.

Flash flood watch upgraded to a warning for North, Eastern areas Loop Barbados

A flash flood warning is now in effect for Northern and Eastern districts.

The Barbados Meteorological Services says unstable conditions in addition to light winds and high atmospheric moisture are expected to generate overcast skies, heavy downpours, and possible thunderstorms, today, Thursday, September 29, 2022. Accumulations of one to four inches of rainfall are forecast to occur, with peak accumulations expected across northern parishes which may extend to the central and eastern parishes as the day progresses.

The flood watch has been upgraded to a flash-flood warning for the northern and eastern districts. This alert message is valid from 10 am and will be terminated at 6 pm or sooner if conditions warrant.

A flash-flood warning in this case is issued when rapid flooding due to excessive rainfall in a short period of time (generally less than six hours) is imminent in the warning area.

Key Messages:

Residents and visitors should note that the following impacts are imminent during this forecast period;

Significant runoff from higher elevations.

Significant soil erosion is likely on exposed or scarred land surfaces. Large water settlements on roads and fields.

Significant adjustments to water levels of existing water bodies (ponds etc.).

Significant delays on traffic routes with some roads possibly impassable.

Large objects or debris from higher elevations may also become embedded within fast-moving water flows.

Debris such as small rocks, mud, and tree foliage could end up on roads and property.

Significant flooding at the foot of hillsides and coastal roads is possible.

Jamaica welcomes new PAHO Director Loop Jamaica

Jamaica has welcomed the newly elected Director of the Pan American Health Organisation (PAHO), Dr Barbosa da Silva Jr, a national of Brazil.

“Jamaica takes the opportunity to express our deepest congratulations to Dr Barbosa da Silva Jr on his election to this high office,” said Minister of Health & Wellness, Dr Christopher Tufton, speaking during the 30th Pan American Sanitary Conference where Barbosa was elected on Wednesday by PAHO member states.

“Jamaica stands ready to give full support to Dr. Barbosa da Silva Jr. We appreciate the need for strong leadership at the level of the Region of the Americans coming on the heels of the COVID-19 pandemic and with so many other health threats that currently exist. We appreciate that the transition, given his experience at the highest level of PAHO, will be quick and we would like to encourage that,” he added.

“We congratulate you and look forward to working with you; and we believe, given your experience, that PAHO will grow from strength to strength,” he said further.

Dr Barbosa da Silva Jr will begin his five-year term on 1 February 2023, succeeding Dr. Carissa F. Etienne of Dominica, who has led PAHO since 2012.

Dr Barbosa da Silva Jr is currently the Assistant Director at PAHO where he has led the Organization’s efforts to increase equitable access to COVID-19 vaccines and to enhance regional capacities to produce medicines and other health technologies.

The Minister also took the time to recognise outgoing director, Dr Carissa Etienne.

“I want to also, on behalf of the people of Jamaica, thank wholeheartedly our outgoing head of PAHO, Dr. Carissa Etienne, a Caribbean national who we are very proud of, who did a sterling job in representing the people of the Americas for the last 10 years. Thank you Dr. Etienne,” Dr. Tufton said.

Meanwhile, he noted that PAHO’s support to Jamaica and to the other member states of the Region of the Americas had been invaluable.

“We would also like to place on record the support over the years that PAHO has given to the people of the Americas where, because of size, we oftentimes lack the capacity to respond as adequately as we would like to public health threats. And, therefore, our reliance on PAHO remains very strong,” he noted.

PAHO is the health organisation for the region of the Americas and serves as the regional office for the World Health Organisation (WHO). The election of Dr. Barbosa da Silva Jr. will be transmitted to the Executive Board of the WHO for appointment as WHO Regional Director.

A police constable accused of firing a weapon at a moving vehicle in Maroon Town was arrested, charged, and placed before the St James Parish Court, to answer to the charges of five counts of assault at common Law and unlawful discharge of a firearm.

The policeman identified as Adrian Johnson was placed before the courts as a result of an investigation by the Independent Commission of Investigations (INDECOM) and a ruling by the Office of the Director of Public Prosecutions (ODPP).

The incident reportedly occurred in Maroon Town, St James on August 4, 2020.

It was reported that Constable Johnson, who was a pillion on a motorcycle, discharged several shots from his personal firearm at a moving vehicle and subsequently pointed the firearm at a crowd of persons, threatening to shoot them.

The presiding judge ordered that the matter be referred for mediation.

Constable Johnson was offered bail in the sum of $300,000.00 with one to two sureties. A mention date was set for November 29, 2022.
