 Ce week-end, deux accidents ont eu lieu, dont un qui a fait un mort.

Samedi matin, vers 8 heures un automobiliste a perdu le contrôle de son véhicule et a heurté un arbre. L’accident a eu lieu à Lamentin, route de Bréfort. Trois personnes sont impliquées :  une fillette de 4 ans blessée grave a été médicalisée sur place et transportée au pôle parents enfants du CHUG à Palais Royak ; une femme de 30 ans et un homme de 44 ans, tous deux bléssés légèrement transportés au CHUG. Les pompiers étaient assistés du SMUR et de la gendarmerie. 

La veille samedi

Les sapeurs pompiers ont été alertés peu après 7 heures d’un accident de la circulation, route de la Coulée face à l’aérodrome, àSaint-François. Le conducteur a été éjecté du véhicule. Le médecin du Smur n’a pu que constater son décès.

Avant de participer à la prochaine Route du rhum, le skipper Kéni Piperol visite son ancien établissement, le lycée agricole de Convenance, pour déguster des produits locaux agro-transformés sur place. 

Ce jeudi 1er septembre, la rentrée des Terminales des sections générale, STAV (sciences et technologies de l’agronomie et du vivant) et Pro du lycée agricole Alexandre Buffon à Convenance (Baie-Mahault) avait une ambiance bien particulière. Sous l’encadrement de leurs enseignants, ils recevaient la visite d’un ancien élève et pas n’importe lequel : il s’agit du skipper Kéni Piperol, qui s’apprête à participer à sa toute première Route du rhum. La personne qui sera jugée à la cour d’assises de Basse-Terre pour cette première affaire de la rentrée, n’a pas le profil type d’un accusé. C’est bien plus celui d’une femme à bout de force moralement et physiquement, qui en est arrivé à l’extrême, ne voyant pas d’autres solutions pour en finir et se libérer d’un fardeau trop lourd. 

Le 11 novembre 2020, Edouard, âgé de 87 ans, est retrouvé mort sur la terrasse de son domicile à Petit-Bourg. Deux coups violents, à l’arme blanche, sont à l’origine de son décès, un au thorax, l’autre à l’arrière du crâne. Ils auraient provoqué une défaillance cardio vasculaire amplifiée par une hémorragie interne. Aucune trace de lutte apparente, mais le doute n’est pas permis sur l’origine homicide des faits. Des morceaux de papier ensanglantés étaient découverts dans un sac plastique…

As of Monday morning, the National Hurricane Center is reporting that Tropical Storm Earl remains active.

Tropical Storm Earl is moving slowly at 3 mph and is heading northwest, with maximum sustained winds of about 50 mph (Earl would become a category 1 hurricane if it reaches 74 mph, according to the Saffir-Simpson Hurricane Wind Scale).

In terms of places that may be impacted, there is a chance that Tropical Storm Earl could bring heavy rains and some flooding to Puerto Rico, Virgin Islands and Leeward Islands.

If Earl continues to strengthen and becomes a hurricane later this week, it may also impact Bermuda or nearby as a dangerous category 2 or 3 hurricane.

Dr. Geoffrey Hanley signaled the opening of the 2022-2023 academic year during his national address on August 4, 2022. Minister Dr. Hanley used the opportunity to highlight a number of important issues such as important dates, updated Covid-19 protocols, the annual back-to-school key message, personnel changes and the Ministry’s goals.

“Students within our public primary and secondary schools, your first day of school will be on Wednesday 7th September, 2022. I expect you to arrive early and ready to work. We look forward to warmly welcoming our new entrants to preschool, primary and high school and encourage you to bloom where you are planted. Your teachers are exceptional educators who give their very best to ensure that you are successful. Parents, we value your input and encourage you to become an active member of your school’s Parent Teacher Association… Each year the Ministry of Education chooses a Key Message to guide and inspire our students. This year is no different. Our Key Message for the 2022-2023 academic year is ‘Excellence is NOT a skill, it is an attitude’ by Ralph Marston. Let us encourage our children to live by these words,” said Minister Dr. Hanley.

He indicated that all persons seeking access to our educational institutions MUST sanitize their hands upon entry. The wearing of a mask is now OPTIONAL but strongly encouraged in enclosed spaces. To avoid the spread of Covid-19, students and teachers who are experiencing flu-like symptoms should seek the help of a medical professional prior to their return to campus. The Minister of Education also thanked teachers who never neglected their duties throughout the pandemic.

He also announced a number of new appointments within the Ministry of Education.  Mrs. Lisa-Romayne Archibald-Pistana has replaced Mr. William Vincent Hodge as the new Permanent Secretary in the Ministry of Education.

“At this juncture, I would like to thank Mr. William Vincent Hodge for his guidance, hard work and direction as Permanent Secretary of the Ministry of Education over the past six years. We are extremely grateful and value the contribution he has made to the education fraternity. With this being said, I am pleased to announce our new permanent secretary in the Ministry of Education Mrs. Lisa-Romayne Archibald-Pistana. She has worked within the field of education for over 19 years during which time she served as teacher, Principal, Education Officer and Deputy Chief Education Officer. She brings a wealth of knowledge and experience to the post. UWI economist: Cost of living crisis in Trinidad and Tobago

UNIVERSITY of the West Indies (UWI) economist Dr Vaalmiki Arjoon wonders whether a spotlight has been shone on what he described as a cost of living crisis in TT. He asked this question in relation to statements made by the Prime Minister, Finance Minister Colm Imbert and other speakers at a “Spotlight on the economy” event hosted by the ministry at the Hyatt Regency Hotel, Port of Spain on September 2.

“As expected, much of our economic fundamentals at the macroeconomic level have largely improved given the surge in energy prices.”

On Sunday, Arjoon said, “With a total deficit of over $64 billion in the last six years averaging $10.7 billion annually, it is highly favourable that the deficit is narrowed to a projected $3.7 billion – the lowest fiscal deficit since 2012.”

He attributed much of this to the increase in taxes on income and profits which usually account for over 60 per cent of the state’s earnings, increasing by approximately $12 billion since 2016.

“This was not only accounted for by the petrochemical sector companies, but also the manufacturing sector, who in the last 18 months took advantage of the surge in global spending and ramped up their production to increase their export revenues.”

Arjoon said there needed to be a more efficient tax collection system.

“Naturally, with fewer tax collection and avoidance practices, these taxes would have been higher, which underscores the need for a more efficient tax collection system.

He anticipated higher energy revenues in the coming months, partially due to the deepening energy crisis in Europe, due to the indefinite shutdown of the Nord Stream gas pipeline causing further cuts to European gas supplies.

“This will place upward pressure on the price for gas and LNG, since Europe is placing more emphasis on the use of LNG as an alternative to Russian gas.”

Arjoon said, “This price hike will be more apparent since winter is around the corner.”

He added that TT would have benefitted us even more from this if Atlantic LNG’s Train One was operational.

But while TT’s revenue streams and other macroeconomic indicators are undoubtedly better, Arjoon had a concern.

“It does not change the fact that there is a deepening cost of living crisis, more so for those in the middle to lower income brackets.”

He said while TT’s inflation rate of 4.9 per cent remains lower than many other economies like the United States (8.5 per cent) and United Kingdom(10.1 per cent), inflation is the percentage change in prices from one period to another.”

“Prices are currently the highest they have ever been for generations. Our price index at June 2022 was 116.2 – an 11 per cent increase since 2016.”

Arjoon created a hypothetical scenario to explain this point.

“Even if inflation remains low, if a household is already paying a high cost for a basic basket of items per month, say hypothetically $2000, and inflation is, say, one per cent, then the price of that basket increases to $2020, but the price still remains high – it is the change that is small.”

The purchasing power of households is what really matters.

Arjoon said if prices are already high, then purchasing power is low even if there is a fall in the inflation rate.

” Inflation fell marginally from 5.1 per cent in April 2022 to 4.9 per cent in June. But does not mean that prices fell – it means that prices increased but the pace of this increase was slower.”

While world food costs fell by almost nine per cent in July, given the modest increases in grains supplied from the re-opening of Ukraine’s ports and increased seasonal availabilities from countries like Argentina and Brazil, Arjoon said, “We are yet to see any meaningful relief to households’ food expenses from a fall in food prices locally.”

He hoped that in his budget presentation on September 26. Imbert will “announce measures to soften the impact of the high cost of living, such as increased allocations to the food card and school feeding programs, cash transfers, temporary adjustment to import tax rates etc.”

Arjoon suggested there must be a strategy to ensure that our earnings continue to be healthy should energy and petrochemical prices fall in the short term, or else debt levels will increase again.”

He said this is not favourable for TT’s credit ratings.

“For our next rating’s exercise, it is highly likely that Moody’s will at the very least keep our rating at Ba2 but adjust the outlook from stable to positive, suggesting a possible upgrade by next year once revenue earnings continue to be healthy.”

Arjoon acknowledged that TT has healthy foreign exchange reserves of US$6.8 billion and some of this was from foreign loans taken and drawdowns taken from the HSF (Heritage and Stabilisation Fund)

“We do not spend US dollars locally, so when the state borrows in US dollars and withdraws from the HSF, these USD must be converted to TT dollars by the Central Bank for use by the state.

Arjoon said, “The US dollars that are converted now forms part of the forex reserves held by the Central Bank.

While Imbert did not speak about any injections into the HSF on September 2, Arjoon expected him to do so in his budget presentation.

Un casse-tête pour les communes et la Collectivité territoriale alors que le nombre d’élève augmente plus vite qu’on ne construit des écoles pour les accueillir.  Pour cette rentrée scolaire, l’Hexagone fait face à une pénurie de professeurs. En Guyane, il manque surtout des établissements pour accueillir tous les enfants. Dans notre département où un habitant sur trois est en âge d’être scolarisé, les enjeux d’accès à l’école sont énormes. …
