TTDF accepts 4%…but soldiers rumoured to be unhappy

THE Defence Force (TTDF) has accepted government’s four per cent wage increase offer amid rumours of anger and discontent among the ranks over this decision made by the top brass.

The acceptance of the offer came on Friday, according to a release from Chief Personnel Officer (CPO) Dr Darryl Dindial.

This Defence Force is the second branch within the public service to sign off on the offer after the Amalgamated Workers Union, which represents daily-paid workers in the Port of Spain Corporation, did so several weeks ago.

However, sources within the force say while the CPO lauded the Chief of Defence Staff (CDS) and others for “balancing expectations,” soldiers on the ground are angry over the agreement. Some even took to social media to vent their dissatisfaction with the CDS.

The CPO’s release confirmed that the Defence Force signed off on the offer which covers the collective bargaining periods, 2014-2016, and 2017-2019.

Along with the pay rise, the TTDF also got new allowances for instructors conducting basic recruit training; radar operating and technicians; dog handling; increments for permanent reservists; allowances for front-line operators engaged in inter-agency task force operations and maritime duties; and incentive allowances for pilots and aviation engineers.

“Additionally, subject to the approval of the Cabinet, the Force received consideration for a special missions allowance for regional operations and compensation for a part-time Strategic Think Tank.”

“The latter is intended to support the development and modernisation of the TTDF to improve on the delivery of its mandate, treat with new and emerging threats, the development of doctrine, its military justice system, wellness system and revised recruitment, performance management and training standards,” the release said.

UNPRECEDENTED

Newsday was told this was the first time since the 1970 Black Power Revolution that soldiers had signed off on wage negotiations before the police.

Police Social Welfare Association (PSWA) president Inspector Gideon Dickson said it is common practise for police officers to negotiate wages, then soldiers who do not have a bargaining body and cannot take industrial action, depend on the results of those negotiations to set a precedent, where they would then be paid at a higher rate.

“I am not aware that something like this has ever happened before,” Dickson said.

“I know there is a principle by which they would get the same wages negotiated by the police and a third.”

Dickson said the police are still engaged in negotiations with the CPO. The PSWA has responded to the CPO’s offer with a counter offer and are awaiting a response, Dickson said.

“We have not approached negotiations from the perspective of emotions and conventional methods to try to achieve the best for the membership. We approached it from a scientific perspective. We did our research. All our engagement was from a scientific point of view.”

He added that the PSWA has taken several factors into consideration with its counter-offer including the rate of death of police officers and rising crime.

TTDF’S SHAM

NEGOTIATIONS

Meanwhile, the Fire Service Association (FSA) labelled the completed negotiations between the TTDF and the CPO as a sham, while speaking to reporters on Friday.

FSA head Leo Ramkissoon said because the TTDF does not have a bargaining unit, they were taken advantage of and forced into accepting the offer.

“I am quite certain that like the remainder of the wider trade union movement and workers across TT, soldiers and other members of the Defence Force would, on a personal level, reject the offer of four per cent over six years,” Ramkissoon said.

“I believe this is another demonstration of a strong-arm tactic of the State to impose on workers an adjustment to salary which amounts to a wage cut – one which, if the soldiers had the choice – they would have rejected.”

“But because the soldiers have no bargaining unit and are susceptible to the impositions to the CPO and the State, they would have had little choice.

“This announcement of an agreement as if they were involved in a genuine salary negotiation and they hammered out some things to be fair, it is nothing less than a sham.”

Ramkissoon said the acceptance by the TTDF could not be established as a precedent for other arms of the protective services, as it is only the court that can determine what should be a precedent and what should not.

Gadbsy-Dolly rejects Kamla’s GATE claims

EDUCATION Minister Dr Nyan Gadbsy-Dolly rejected what she described as Opposition Leader Kamla’s Persad-Bissessar’s attempt to mislead the population into believing that the PNM does not care about TT’s children. She did this in her contribution to the budget debate in the House of Representatives on Friday.

In response to claims made earlier in the sitting by Opposition Leader Kamla Persad-Bissessar about Government providing no funding for the GATE (Government Assistance for Tuition Expenses Programme) for fiscal 2023 and reducing the number of people who could access GATE, ” Gadsby-Dolly said, “Disingenuous. The Leader of the Opposition knows that we can get access to increased funding for GATE if it is required.”

She added, “I want to explain that the Cabinet has already approved this funding and (the ministry’s) grants (division) has already been apprised of this and the measure is in effect.”

Gadsby-Dolly urged young people to “go out and get your GATE.”

Recalling that Government made a commitment to increase the number of students accessing assistance for tertiary education from 400 to 600, Gadsby-Dolly declared,”We have done that. The national bursaries are in place.”

She told MPs that 464 and 455 students benefitted from this assistance in 2020 and 2021 respectively.

“We are set and ready to go up to 600.”

Gadsby-Dolly appealed to young people not to be swayed by people claiming there is no educational opportunity for them

“Young people fear not. The Leader of the Opposition may not believe (in you) but I believe in you. This side here (Government), we believe in you.”

Reiterating that Government will continue to provide educational opportunities for young people, Gadsby-Dolly told young people, “Go out there, The gate is open for you. Develop yourself and take advantage of educational opportunity.”

Gadsby-Dolly related some of her own challenges as a student, parent and teacher in different aspects of her efforts to educate herself.

“I know what it is to wear one overall from forms one to five,to not be able to pay school contributions, to wear my brother’s old school shirts to school, to not have school books.”

Gadsby-Dolly said she used to buy cloth from a store in San Juan and sew her own school uniform.”

“There was no GATE when I went to university.” While in UWI doing her masters degree, Gadsby-Dolly recalled working on campus to help pay her tuition fees. She also said she had two children at that time.

“I am speaking again to the young parents who are looking for opportunity. I know the struggle.”

Later as a secondary school teacher, Gadsby Dolly said, “No car. Travelling to work. Two children.”

Recalling the covid19 pandemic as a traumatic time for students and the ministry’s efforts to strike a balance between hybrid and in person learning, Gadsby-Dolly said no one should do anything to hinder children’s education at any level going forward.

“Let’s leave the children out of big people business.”

Girl, 10, dies after being struck by speeding drunk driver in Lethem

A 10-year-old schoolgirl succumbed to head injuries on Friday night after she was struck down by a drunk driver, who was speeding in Lethem earlier in the day.

Dead is Ruth Glasgow, a student of Arapaima Primary School.

The accident occurred at about 16:40h on Third Street Lethem, Central Rupununi, Lethem.

Reports are that Glasgow, who took part in the school sports that was held at the Tabatinga Sports Complex Ground, exited the compound with her mother and was standing on the western parapet of the road, leaning on her bicycle and eating her food, when she was struck down by motor car #PLL 2547.

Police say the vehicle was proceeding north along the centre of Third Street, Lethem, at a fast rate of speed while negotiating a left turn, the driver lost control and collided with the schoolgirl and her cycle.

The child and her cycle were flung some distance further north on the said road, causing her to sustain injuries to her head and body.

The schoolgirl was picked up in an unconscious condition by public-spirited citizens and taken to the Lethem Regional Hospital, where she was treated and immediately referred to Boa Vista, Brazil via Ambulance, to seek further medical attention.

At 22:40h Friday night, the 10-year-old girl succumbed to her injuries while undergoing emergency medical treatment in Boa Vista.

Meanwhile, at the scene following the accident, police ranks conducted two breathalyzer tests on the driver and the readings came back, .90 BAC and .85 BAC, respectively.

A Notice of Intended Prosecution was served on the driver, 23-year-old Navindra Narine of Tabatinga, Lethem.

Police say he was initially charged on Friday for Dangerous Driving and Driving Under the Influence of Alcohol. However, this was before the 10-year-old girl died.

New charges are expected to be laid against the driver.

Saint Lucia’s Freedom Coalition has written Prime Minister Philip J. Pierre an open letter, urging a COVID-19 postmortem as the pandemic recedes and life gradually returns to normal.

Freedom Coalition President Fremont Lawrence signed the  three-page September 28 letter to Pierre.

The letter said the postmortem was important to determine how Saint Lucia handled the COVID-19 situation and learn lessons to better manage any future ‘pandemic’.

And while commending Prime Minister Pierre for remaining true to his word in not implementing a mask mandate despite enormous pressure, Lawrence took issue with the recently revised COVID-19 protocols.

The Freedom Coalition President expressed concern and disappointment that the new measures empowered business owners to ‘control the lives of citizens’ by allowing business establishments to implement health measures at their discretion.

In addition, Lawrence raised several questions including why public servants have the option of not wearing masks, while businesses can impose mask wearing on their employees and the public.

“Why does St. Lucia continue to retain some of these ridiculous protocols when the rest of the world, including our Caribbean neighbours have dispensed with them?” He asked.

“Where is the upsurge in infections that was predicted to happen by Dr. Merle Clarke and the COVID-19 Management Team as a result of the government’s decision to allow un-vaxed mass crowd events like Gros Islet Friday, Calypso and steel band competitions and Carnival?” The Freedom Coalition President declared.

In addition, he asserted that it was long overdue for the Ministry of Health to authorize the release of the consignment of Ivermectin for use by doctors to treat COVID-19 and other health conditions since the COVID-19 vaccine has proven to be neither safe nor effective.

El cambio climático ha incrementado en al menos un 10 % el volumen de lluvia que trajo consigo el huracán Ian, que esta semana azotó la isla de Cuba y la costa oriental de EE.UU., según un estudio realizado inmediatamente después de recopilarse los datos del fenómeno atmosférico.

La investigación, que no ha sido sometida a revisión por pares, compara los niveles máximos de las precipitaciones detectados durante la tormenta con unos 20 escenarios elaborados por computadora sobre la base de las características del huracán Ian cuando afectó el estado de Florida, aunque en un mundo no alterado por el calentamiento global.

“La tormenta real fue un 10 % más húmeda que la que podría haber sido”, dijo Michael Wehner, científico climático del Laboratorio Nacional Lawrence Berkeley (EE.UU.) y uno de los autores del estudio, citado por AP News.

Kevin Reed, científico atmosférico de la Universidad de Stony Brook (EE.UU.), admite que, probablemente, el 10 % no parece mucho, aunque si se piensa que el 10 % de 50 centímetros son cinco centímetros, se entiende que es mucha lluvia. Mientras tanto, según las predicciones de los meteorólogos, Ian habría dejado caer hasta 61 centímetros de lluvia en algunas partes de Florida.

Freddie Gibbs’ baby mother, Raven is reacting to the rapper dissing her in his latest album and calling her a “rat.”

In a series of Twitter posts, Raven Tatum, who in the past accused him of allegedly sending goons to kill her and their son, called out the rapper for involving her in his album. In his song “Grandma’s Stove,” he speaks about his relationship with Raven.

“I never knew sh*t would lead us to child support subpoenas, Rap deadbeat daddy, that’s how they try to paint me, And that’s a shame ’cause those that know me know I love my babies, Raven was a rat, she scratched the Benzy and I dropped the charges, That ho know she’d never had my heart, so she attacked my pockets, Gotta watch how you rockin’ with these groupies, this sh** get retarded, If it wasn’t me, it’d be an athlete or another artist,” Gibbs raps.

Freddie Gibbs previously accused Raven of keying his card in 2019, and he was successful in being granted a restraining order against her.

On Twitter, Raven admitted that she damaged the rapper’s car, but she had a good reason for doing so.

“I don’t like addressing BD drama. but since Fred decided to call me by name on his album, let’s dispel some rumors: i sure did key his car. and i’ll do it again. he refused to watch our son and i got fired from UCLA because I had no babysitter. f*** my job? F*** your car,” a tweet read.

In follow-up tweets about the car, she wrote, “TBH the car was light work. he was in europe with one of his many flunky girlfriends when i got fired.”

She admitted that she wanted to beat up Freddie Gibbs but he wasn’t in the country.

Another tweet said, “I’m real tired of buddy spinning the story like i tore up that car over a woman. no, i tore up that car cuz he manipulated me into moving to Los Angeles, taking him off child support, got me f***ing fired, and locked me and his son in a house with no groceries. that’s the truth.”

She also explained the nature of her and Freddie’s relationship and shared that his girlfriend asked her to abort their baby, a boy.

“We weren’t in love. I never wanted to be in a relationship with him. He was engaged I was separated. i got pregnant. Erica offered to pay me to abort and i told her to f*** off and go to hell. she found out and put him out of her house. tell the whole story fred.”

In another tweet she said that Freddie Gibbs lied about how much money he was making to the court to pay as little as possible in child support.

“He’s def a deadbeat. this ni*** lied and told the court he makes $1900/yr to keep himself paying as little as possible in child support. he barely sees his son and leaves him with JD while he goes on vacations with a porn star. that’s why i have full custody,” she said.

“Truly tired of being the scapegoat for everything that goes wrong in this nigga’s life. i’m over here chilling raising our son and i wake up to my govt name being called out on your album. u got a new BM and a new gf. talk about them hoes. leave me out of it. Please,” she added.

Raven also shared that she was married at the time she and Gibbs conceived her son. She later clarified that she was separated from her husband but waiting on the divorce to be final which took a year.

En octobre de la m?me ann?e, elle s’est envol?e pour la France, pr?cis?ment ? Agen, o? elle a pr?sent? ce spectacle au festival Octobre Soleil. C’est d?j? un grand exploit pour la jeune femme qui venait ? peine de s’assumer en tant que com?dienne.

Cindy Pierre Louis est venue au monde avec les yeux qui ne s’ouvrent pas. Devant ce d?sarroi, ses parents avaient tout de suite d?cid? d’aller voir un m?decin. Apr?s lui avoir administr? des m?dicaments, ses yeux allaient finalement s’ouvrir, mais elle n’aura jamais trouv? la vue.

Enfance difficile ? cause de cette d?ficience, mais quand-m?me remplie de bonheur. Elle a ?t? ?lev?e par une tante de sa m?re, Saintane Octave, qui a fait d’elle son petit bout de chou. Il lui a fallu attendre son adolescence pour rejoindre sa m?re, Wagline Rochasse. Cindy se souvient avoir ?t? combl?e d’amour et d’attention dans la maison familiale ? Fontamara. Comme tous les autres enfants, elle jouait et r?vait autant qu’il ?tait possible. Elle pensait que le monde n’avait pas de couleurs, et que tous les enfants ?taient comme elle car Cindy jouait ? tous les jeux auxquels jouaient les enfants du quartier, m?me le cache-cache.

Apr?s avoir consult? plusieurs m?decins, on a sugg?r? aux parents de Cindy de l’inscrire ? l’?cole St-Vincent pour les enfants ? d?ficience. Elle n’avait pas encore atteint l’?ge (6 ans) recommand? par l’?cole quand elle y est all?e, tant elle ?tait fougueuse et int?ressante. Cindy va rester ? cette ?cole jusqu’? la fin de ses ?tudes primaires. Par la suite, elle a ?t? envoy?e au Nouveau coll?ge des fr?res adventistes de Diquini pour passer le troisi?me cycle fondamental avant de boucler ses ?tudes secondaires au Coll?ge adventiste de Morija, toujours ? Diquini.

Cindy Pierre Louis va ensuite ?tudier la Communication ? l’Universit? de Port-au-Prince (UP). Jeune femme brillante et studieuse, elle a toujours port? le soleil sur son visage ; toujours, sourit-elle, toujours exprime-t-elle sa joie de vivre. Cindy est une boule d’?nergie pour celles et ceux qui la fr?quentent.

Au commencement ?tait l’histoire

Depuis son enfance, Cindy est passionn?e par les histoires : elle aime les raconter autant que les ?couter. Mais ? aucun moment elle ne pensait que cela pourrait ?tre un m?tier, le sien encore moins. <>, nous dit-elle.

En 2009, elle a remport? la couronne du concours Miss filles au soleil organis? par l’association Filles au soleil (AFAS). Apr?s ce sacre, elle a int?gr? cette association et c’est l? qu’elle a trouv? l’opportunit? qui allait changer sa vie. <>, raconte celle qui est devenue aujourd’hui une conteuse tr?s talentueuse.

Elle se rappelle avoir jou? Th?zinc pour la premi?re fois au Centre d’Art, ensuite au Yanvalou. Et depuis, les prestations s’encha?nent. Festival Quatre chemins, Kont Anba Ton?l, rien n’allait arr?ter Cindy dont la carri?re allait prendre son envol. Depuis 2017, elle fait partie des artistes les plus en vue de la Quinzaine internationale handicap et culture en Ha?ti.

Sourire quand il le faut, verser des larmes quand c’est n?cessaire… Cindy a le don de la sc?ne. Elle ne fait pas grand effort pour capter l’attention de son public. Difficile de suivre l’une de ses prestations sans avoir un peu de frissons. Belle articulation, voix puissante, pr?sence… Cindy est un faisceau lumineux sur sc?ne. Elle a gagn? le respect de tous et s’impose d?sormais comme une brillante com?dienne et conteuse.

Mais elle ne compte pas s’ arr?ter l?. Au niveau formation, elle compte faire des ?tudes en Psychologie comme elle l’a toujours souhait?. Quant ? sa carri?re, elle veut devenir sc?nariste. Elle continue d’?crire des histoires, des contes et un jour, dit-elle, elle envisage d’?crire un feuilleton pour la t?l?vision et des films. Ce qui est certain, Cindy Pierre Louis est bourr?e de talent, ce qui est encore plus certain, c’est qu’elle est une battante, une femme qui s’est forg?e un destin radieux malgr? sa d?ficience.

Gadbsy-Dolly rejects Kamla’s GATE claims

EDUCATION Minister Dr Nyan Gadbsy-Dolly rejected what she described as Opposition Leader Kamla’s Persad-Bissessar’s attempt to mislead the population into believing that the PNM does not care about TT’s children. She did this in her contribution to the budget debate in the House of Representatives on Friday.

In response to claims made earlier in the sitting by Opposition Leader Kamla Persad-Bissessar about Government providing no funding for the GATE (Government Assistance for Tuition Expenses Programme) for fiscal 2023 and reducing the number of people who could access GATE, ” Gadsby-Dolly said, “Disingenuous. The Leader of the Opposition knows that we can get access to increased funding for GATE if it is required.”

She added, “I want to explain that the Cabinet has already approved this funding and (the ministry’s) grants (division) has already been apprised of this and the measure is in effect.”

Gadsby-Dolly urged young people to “go out and get your GATE.”

Recalling that Government made a commitment to increase the number of students accessing assistance for tertiary education from 400 to 600, Gadsby-Dolly declared,”We have done that. The national bursaries are in place.”

She told MPs that 464 and 455 students benefitted from this assistance in 2020 and 2021 respectively.

“We are set and ready to go up to 600.”

Gadsby-Dolly appealed to young people not to be swayed by people claiming there is no educational opportunity for them

“Young people fear not. The Leader of the Opposition may not believe (in you) but I believe in you. This side here (Government), we believe in you.”

Reiterating that Government will continue to provide educational opportunities for young people, Gadsby-Dolly told young people, “Go out there, The gate is open for you. Develop yourself and take advantage of educational opportunity.”

Gadsby-Dolly related some of her own challenges as a student, parent and teacher in different aspects of her efforts to educate herself.

“I know what it is to wear one overall from forms one to five,to not be able to pay school contributions, to wear my brother’s old school shirts to school, to not have school books.”

Gadsby-Dolly said she used to buy cloth from a store in San Juan and sew her own school uniform.”

“There was no GATE when I went to university.” While in UWI doing her masters degree, Gadsby-Dolly recalled working on campus to help pay her tuition fees. She also said she had two children at that time.

“I am speaking again to the young parents who are looking for opportunity. I know the struggle.”

Later as a secondary school teacher, Gadsby Dolly said, “No car. Travelling to work. Two children.”

Recalling the covid19 pandemic as a traumatic time for students and the ministry’s efforts to strike a balance between hybrid and in person learning, Gadsby-Dolly said no one should do anything to hinder children’s education at any level going forward.

“Let’s leave the children out of big people business.”

TABAQUITE MP Anita Haynes gave Government a failing grade on education in TT.

In her contribution to the budget debate in the House of Representatives on Friday, Haynes dismissed earlier statements made by Education Minister Dr Nyan Gadsby-Dolly about improvements in education under the PNM over the last seven years.

“I am appalled by the level of shamelessness, stop gaslighting the children.”

Recalling that some 9,000 students did not pass this year’s Secondary Entrance Assessment (SEA) examination, Haynes scoffed at Gadsby-Dolly’s comment about $50 million being allocated to the ministry for remedial education.

According to Haynes, less than half of those 9,000 students accessed the remedial education programme offered by the ministry in August. She said the ministry did not provide any information on what happened with respect to that programme.

She supported Opposition Leader Kamla Persad-Bissessar’s claims that Government was reducing the number of people who could access GATE (Government Assistance for Tuition Expenses Programme).

Haynes claimed that Government decided to do this after it won the August 10, 2020 general election. She asked Gadsby-Dolly, “Where was your voice in 2020?”

Haynes also questioned whether enough was being done to provide proper school transport to students, particularly those who live in rural communities.

While acknowledging Gadsby-Dolly’s recount of her sacrifices as a student to educate herself, Haynes said it was the responsibility of one generation to make life easier for the next one.

“Why must we be on the same struggle bus together?”

Haynes rejected what she saw as a PNM strategy to make people think they are not suffering and any pain they have to endure is small.

“A small increase is the tip over the edge. The budget is tipping some people who are on the edge, over the edge.”
