THE Prime Minister painted himself and his government as the saviour of the country’s energy industry as well as revenue from oil and gas production, when very early into his tenure as head of government, he flew overseas to negotiate new terms and conditions from foreign oil companies that were more favourable to this country.

He stated this in the context of why the people – despite the hard times at present and the hard and unpopular decisions Government must make now – should “stay the course” and keep their trust in a PNM government.

He spoke on Friday evening at the PNM’s post budget public meeting at the Mt Hope/Mt Lambert community centre.

Rowley continued the tenor of blaming the then UNC/PP government, first started by the speaker before him, Finance Minister Colm Imbert, who reminded supporters of being told by the then Central Bank Governor that there was enough money in the treasury to run the country for only a few days.

Imbert then spoke of having to physically run to First Citizens Bank to borrow a billion dollars, back in 2015, so as to be able to pay public servants and keep the country operational.

When it came his turn to speak, the Prime Minister slammed Opposition Leader Kamla Persad-Bissessar’s budget response in the House of Representatives earlier on Friday, by describing it as the worst response he had ever heard.

“Today the Opposition Leader stumbled through one of the worst performances I have ever heard from an opposition leader in this country,” Rowley said.

He said Persad-Bissessar spoke about how wonderful her government was and how much money they left in the treasury on demitting office. “So at the end of your government, you had 29 seats in Parliament and the people (still) voted you out of office,” Rowley said.

He called on the country not to be fooled by the claims coming from the Opposition since, “ninety per cent of what Kamla said today was misrepresentation, misinformation and lies.”

His speech was interspersed with the now usual use of terms such as “vodka” and “nightie” – with hearty laughter from the audience – as he sought to paint the UNC political leader in a certain light.

Rowley reminded listeners of deals the then UNC/PP government made with foreign oil companies which, he had to unmake and renegotiate new deals when the PNM came into office in 2015. He claimed had those deals not been renegotiated by him, TT stood to gain not one cent of oil and gas revenue from 2015 to 2024.

Turning his attention to the moth-balled refinery which Persad-Bissessar promised to restart, if the UNC returns to government, Rowley reminded listeners as to the reason why the refinery was closed down.

He said the profitability of the refinery was tied to the amount of crude oil TT was producing from its wells. When oilfields became mature and oil production started to fall, the Government decided to get out of the crude oil refining business since it was no longer profitable.

Rowley said his government was able to dodge a US$850m debt which had to be repaid in 2018, by reorganising Petrotrin into specific entities which are now operating with a profit, and whose profits are being used to service that particular debt.

Man, rushing son to hospital, kills pedestrian on WCD road

An East Bank Demerara man is now dead after he was struck by a speeding motorcar – the driver of which was rushing to take his son to the hospital.

The dead man has been identified as 43-year-old Umesh Ramkishun of Lot 38 First Street, Grove, East Bank Demerara.

Police say that about 19:15h Friday evening, a 47 year-old resident of Sea View Anna Catherina, WCD, was driving motorcar PZZ 9115 at a fast rate of speed en route to take his son, who attempted suicide, to the West Demerara Hospital.

However, while in the vicinity of the Harlem Public Road, WCD, he struck down Ramkishun, who was crossing the road in company of another pedestrian.

As a result of the collision, Ramkishun fell onto the bonnet and windscreen of the car and received injuries to his head and body with his right foot severed from his body.

The pedestrian’s lifeless body was picked up by the police and escorted to the West Demerara Regional Hospital, where he was seen and examined by a doctor who pronounced him dead on arrival.

The driver was arrested and a breathalyzer test was conducted on him, but no trace of alcohol was found in the breath content. Notice of intended prosecution was also served on the driver and statement taken.

The body of the deceased is presently lying at Ezekiel Mortuary for storage, awaiting a Post Mortem Examination.

The driver is in custody assisting with the investigation.

Man With Apparent Gunshot Injuries Found Dead In Vieux Fort – St. Lucia Times News

Police have launched an investigation after the discovery of a deceased male with apparent gunshot injuries in Bruceville, Vieux Fort.

At about 3:20 am on Saturday, officers were summoned to the scene.

The deceased has not yet been identified.

The Vieux Fort Fire station dispatched an ambulance after receiving a call for help, but found that the man was already dead.

Flash flood warning in effect for some parishes, says Met Service Loop Jamaica

The Meteorological Service has issued a flash flood warning for low-lying and flood-prone areas of St Mary, Portland, St Thomas, Kingston and St Andrew, St Catherine, Clarendon, and Manchester.

The announcement was made late Friday night and is to remain in effect until 5pm Saturday.

The Met Service said a trough across Jamaica, which is being induced by post-tropical cyclone Ian and a weak frontal system, is currently generating unstable weather conditions across the island and the central Caribbean and is expected to linger throughout Saturday.

“Observational data and satellite imagery indicate that sections of eastern and central parishes have been experiencing moderate to heavy rainfall and periods of thunderstorms since Friday afternoon.

“The forecast is for periods of moderate to heavy rainfall and thunderstorms to continue across sections of eastern and central parishes into Saturday. Additionally, due to the extended period of rainfall, and high ground saturation, landslides are likely,” the Met Service said at 10pm Friday.

A flash flood warning means flooding has been reported or will occur shortly.

“Motorists and pedestrians should not attempt to cross flooded roadways or other low-lying areas as strong currents are likely. Residents in low-lying areas should be on the alert for rising waters and be ready to move quickly to higher ground,” the Met Service said.

The National Works Agency on Friday advised that the Bog Walk Gorge was flooded and ured the public to heed the warning.

Meanwhile, the Met Service said in its forecast at 5am Saturday, October 1, 2022 that another trough, from the east of Jamaica, moves into the vicinity and will lingers across the island for a few days. Cloudiness with rain, showers and thunderstorms are to continue into next week.

I have been fighting for more than 20 years as a black woman on Runway 10. As  Antigua’s first Aviation entrepreneur, with 33 years invested in V.C.Bird International Airport, the time has come to part ways with Aviation, as the airport becomes harder and harder to negotiate.

I am removing myself from the front line in Aviation and will concentrate on developing a Sustainable Aviation Fuel Operation for my sons and staff.

As the pioneer of the small aircraft hub and graduating to establishing corporate aviation in Antigua & Eastern Caribbean, it is with a strong heart that I leave Aviation.

See below for a statement from the Ministry of Natural Resources on the new round of auction for Guyana’s offshore oil blocks: 

The Government of Guyana (GoG) is preparing to launch its first bidding round for offshore exploration and production of hydrocarbon blocks. Cabinet is finalising the new fiscal terms and conditions which will allow for the country to gain the maximum economic benefits as we advance the exploration and development of the Guyana offshore blocks.

The 2022 bidding round, which is expected to be officially launched soon, and will be opened for several months which will give interested companies sufficient time to prepare their competitive packages and bid to win the available acreages offshore; which will be done in an open and transparent manner.

Since the discovery of Liza in 2015 the Guyana offshore basin has seen unprecedented development, with Guyana setting a new paradigm for expeditious development of oil and gas resources. According to S&P Global, “the four- and-a-half-year time frame from discovery to first production places Guyana first among global deepwater jurisdictions in terms of the average time to bring major discoveries on stream.”

With the upcoming bidding round the Government of Guyana expects to chart a new path as the Guyana offshore areas emerge as a potential super basin with over 11 billion boe (barrels of oil equivalent) discovered to date and with substantial exploration activities ongoing this figure is expected to increase significantly.

To this end, Cabinet is concluding a definitive terms of reference for the competitive licensing round which will foster a conducive investment environment while maximizing value for the people of Guyana. In this process the government seeks to:

Obtain a fair share: Ensure the country gets a fairer share of revenues from oil and gas resources through improved fiscal arrangements to benefit the people of Guyana.
Manage risk: Safeguard the safety of people and the environment by following international best practices in offshore oil and gas development.
Remain competitive: Maintain a competitive position in the region and globally as key to continued success.
Encourage investor confidence: Assure investors of stability, predictability, and security on investment.
Maintain the pace of development: Continue with efficient and sustainable development of oil and gas resources whilst balancing the nation’s developmental agenda with its climate change goals.

Guyana stands out as the most successful of the frontiers now having moved into early-stage production, and it is among the countries that have the best prospects of succeeding, given the current pace of development. Major oil and gas deepwater expertise has been key to unlocking the offshore basin’s potential and enabling the development of discovered resources.

Given that Guyana has adopted an open-door policy for acreage allocation, which, coupled with reasonably attractive fiscal and contractual terms has proven successful. This has allowed our oil and gas sector to set a new paradigm for accelerated deepwater development.

The Government of Guyana will be embarking on an intensive promoting campaign with all necessary technical data and requirements which will ensure that the competitive bidding round is successful for the future development of the offshore exploration and production of hydrocarbons for Guyana’s economy. Further, this process will be done in keeping with international best practices for transparency and accountability for competitive oil and gas bidding processes.

CJIA records 90% increase in passenger arrivals for September

The Cheddi Jagan International Airport (CJIA) experienced an increase of 90% in passengerarrivals for September 2022 when compared to September 2021.

During the month, the airport processed 31,050 international passengers.

This notable increase in passenger arrivals is evident in the influx of visitors for theCricket Carnival activities.

Chief Executive Officer, Mr. Ramesh Ghir said, “This is the highest number everrecorded for September. I believe the enthusiasm behind the cricket carnivalactivities is responsible for these numbers we are seeing, today.”

Ghir noted that, “During this period, our overall objective was to ensure anefficient, hassle-free arrival process. We worked with our stakeholders to putsystems in place to avoid any delays.”

Additionally, he said, “We are pleased to support President Irfaan Ali’s vision tocelebrate, promote and market our rich vibrant culture, especially during thecricket carnival period.”

The CEO added, “Our airport is one of the first points of entry into Guyana andtherefore, we have an important role to play in creating a lasting first-impressionfor our visitors.”

Cricket Carnival is being held under the ‘One Guyana’ banner, which aims to bringpeople together and unify the country.

Pluies et orages : la Martinique reste en vigilance jaune ce samedi matin

Les risques de fortes pluies et d’orages sont toujours présents selon les dernières informations de Météo France.

La masse d’air humide et instable remontant dans un flux de Sud à Sud-Est maintient encore pour les prochaines heures, un risque de précipitations localement fortes voire orageuses sur notre île en début de journée. 

Prévisions 

Ce samedi matin (1er octobre), quelques averses transitent par la Martinique. Elles peuvent être localement fortes et orageuses. Les cumuls pourraient atteindre localement 30 à 50 mm en 1 à 3 heures. Progressivement ce vent s’oriente à l’Est-Sud-Est au cours de la journée, le risque de fortes averses s’amoindrit. Néanmoins, quelques brèves averses sont encore attendues. 

La fin de cet épisode est prévue en fin de matinée.

Les averses ont été intenses et orageuses en Mer des Caraïbes, un peu moins marquées sur le département.
