A Jamaican health aide was sentenced to 18 months’ probation after she pleaded guilty last week Tuesday to forgery and theft for taking US$4,300 (J$653,000) from a mentally challenged care-dependent client of her employer in Delaware County, Pennsylvania, United States.

Tracey Ann K Foster, 41, was also ordered to repay US$4,429 to the victim under a negotiated guilty plea worked out by her defence counsel and the assistant district attorney.

The figure includes interest owed to the victim calculated at three per cent per annum, according to a report in the Delco Times.

According to the report, the owner of a home healthcare agency contacted police in August 2021 after a client reported her checkbook missing.

The owner reached out to the person exercising power of attorney over the victim, who found three cheques from the victim’s Bryn Mawr Trust account had been issued to Foster.

At the time, Foster had been an employee at the home health agency and had been at the victim’s home more than 200 times since July 2020.

The first cheque for US$300 was deposited into Foster’s Wells Fargo checking account on July 27. Foster also deposited cheques for US$2,000 each on August 7 and August 22. Investigators found that signatures on the cheques did not match.

The power of attorney said the victim had not given anyone consent to sign her name on the cheques.

Foster srrendered to the police and was freed on US$20,000 unsecured bail, according to online court records. She waived a preliminary hearing last month.

In addition to probation and restitution, Common Pleas Court Judge John Capuzzi ordered Foster to have no contact with the victim and to provide a DNA sample to state police.

Major crimes up by 3.8% in Jamaica

Police Commissioner Major General Antony Anderson

NEWYou can now listen to Loop News articles!

While acknowledging a “worrying trend” on Tuesday, Police Commissioner, Major General Antony Anderson, reported a 3.8 per cent increase in major crimes across the island so far this year, when compared to the corresponding period in 2021.

Speaking at the police’s monthly press conference on Tuesday, Anderson said that year-on-year, murders for the period January 1 to September 30, are up by eight per cent.

“Shootings are down by six per cent, rape is down by 12 per cent, break-ins are up by seven per cent, and robberies are up by 17 per cent,” he said.

However, the commissioner said when the Police High Command examines the homicide figures, “a worrying trend emerges”.

“In the month of September alone, there were 19 incidents of multiple murders — 18 doubles and a triple, amounting to 39 victims,” Anderson outlined.

Overall, there have been 99 incidents of multiple murders recorded nationally, with victims totalling 218.

“We believe that this trend is reflective of the ease at which more and more criminals have been able to acquire guns and ammunition, unlike the police, who are constrained in the use of lethal force,” said Anderson.

He shared, too, that the police’s investigations have revealed that multiple individuals were the intended targets of these multiple murder incidents.

Udecott apologises for ‘miscommunication’ on CJ’s house

Black Immigrant Daily News

Udecott chairman Noel Garcia. –

SPECIAL purpose company Udecott has updated the information on its website about a new official residence for the Chief Justice.

And, in an e-mail, Udecott’s manager of corporate communications and marketing, Roxanne Stapleton-Whyms, said the information previously carried on its website dated back to between 2013 and 2014.

She apologised for any miscommunication it had caused.

She said, “The information listed on Udecott’s website regarding the official residence for the Chief Justice dates back to a scope which was tabled between 2013-2014 by the then client.

“Udecott was awaiting the new scope to update the information on its website. Humble apologies for any miscommunication it caused.”

On Tuesday, Udecott’s website still tagged the project as “ongoing.”

The description of the project was subsequently removed and it now states, “Design and scope being redeveloped.”

On Sunday, the Judiciary took Newsday to task for reporting what was contained in the PSIP 2023 on the construction of a residence for the CJ and an editorial which discussed the project. The report also used verbatim information from Udecott’s website.

In a strongly worded release, the newspaper was accused of “twisting and juxtaposing of information, speculation, and erroneous statements coupled with its headline and opening sentences (which) appeared to be written to provoke negative comment from those who were unaware of the facts.”

It also said the cost of the official residence will be $4 million and the office-holder was entitled to “be housed at fully maintained super grade housing which is secured.

“The Prime Minister and President have now been so housed and the Chief Justice remains in rented premises at the sum of $54,000 per month.”

It also provided an update: “In July 2014, Cabinet decided that Udecott would be tasked with building the house at No 4 Hayes Street, St Clair. This location is on a far smaller piece of land than the original property at Prada Street occupied. The Judiciary rejected what Udecott proposed at the time because they considered it far too expensive.

“Since then, the Judiciary has prepared a conceptual design and is having final designs and plans done at present. These plans will be costed,” the release said.

It also added that “given that the Judiciary has not yet decided on the final design or cost, it is inconceivable that any information on any website or in any newspaper article can state what will be in the house,” although Newsday’s description of the official residence was that listed on Udecott’s website.

Indarsingh tells Scotland: Coal not cheap

COUVA South MP Rudranath Indarsingh said he felt the need to inform the “out-of-touch” government that coal is not cheap.

He was referring to recent comments in Parliament by Port of Spain South MP Keith Scotland.

Scotland had said citizens could ride bicycles to get around if they could not afford fuel anymore owing to the recent price increases, but he had also suggested using coal pots to reduce the amount of money spent on cooking gas.

He said, “Madam Speaker, I still have a coal pot. You know, where I put my coals and roast my breadfruit. So if you don’t have that, go back until such time as you can afford the gas.

“But don’t come and blame you not having gas on the government.”

There was a lot of public criticism of these comments.

Speaking in Parliament on Tuesday, Indarsingh said, “Hubris has taken control of the thought process of every member of the government who has spoken so far in this budget presentation (sic) (debate).”

He said that like the global community, Trinidad and Tobago has committed itself to reducing the use of coal owing to its impact on the environment.

“…And this is a PNM MP speaking to the country and urging the country, urging citizens to return to the use of coals, and telling them in the most dismissive of manners if you cannot afford the gas, go and use coals.

“A two-kg bag of coal costs an average person more than $30 in TT.”

He said the budget was “wicked, evil and self-serving.”

“I want them to sit and reflect on their commentary in the attempt to justify this budget presentation.”

“There are consequences for your actions” – Pooran on absence of Hetmyer in WC Squad

Black Immigrant Daily News

The content originally appeared on: INews Guyana

West Indies white-ball Captain Nicholas Pooran on Tuesday gave his first reaction to the absence of left-hander Shimron Hetmyer from the squad preparing for their series against Australia and the subsequent ICC T20 World Cup.

Hetmyer was originally named in the 15-man squad for the Australia series and the World Cup before being replaced by Shamarh Brooks on Monday.

The Guyanese batsman, who recently captained the Guyana Amazon Warriors to a playoff appearance in the Caribbean Premier League, was scheduled to travel to Australia to join the squad on Saturday before informing CWI that he would be unable to make the flight.

He was then rebooked for a flight on Monday before, once again, informing the CWI that he wouldn’t be able to make it. CWI’s selection panel then unanimously voted to replace him with Brooks. Before scheduling the Monday flight, he was informed that failure to make the flight would leave CWI no choice but to replace him in the squad.

“To be honest, that’s not my focus at the moment,” Pooran said in a press conference on Tuesday.

“The decision has been made, there are consequences for your actions. At the moment, I just want to focus on why we’re here and how we’re going to achieve our goals. Obviously, we planned with him but, unfortunately, he’s not here and we have to plan differently now,” he added.

“He’s definitely an experienced cricketer,” was Pooran’s reaction when Australian journalists questioned him about Hetmyer’s replacement in the squad, Shamarh Brooks.

“He’s been in our white-ball set up for the last year and has been doing fantastic. He had a really good CPL as well. He has a vital role to play for us,” he added.

Brooks is fresh off a fantastic CPL playoff where he had scores of 47, 109* and 47 to help the Jamaica Tallawahs win their third CPL title. (Sportsmax)

King Links Protecting, Preserving SLP Victory To Economic Stability & Development – St. Lucia Times News

Castries North MP and former Prime Minister Stephenson King has linked the protection and preservation of the Saint Lucia Labour Party (SLP) victory at the July 26, 2021, general elections to economic stability and development in Saint Lucia.

King spoke of preserving the victory during an address to the annual general meeting of Prime Minister Philip J. Pierre’s Castries East constituency on Saturday.

And he responded to questions from reporters on the issue on the sidelines of a Cabinet meeting on Monday.

“What I mean by protecting the victory and more so preserving the victory is that the labour party has to preserve that victory to bring a level of political stability and development to the country,” King explained.

“What has happened in this country over the last three terms, is that every term a new government comes in,” he noted.

And according to the former Prime Minister, every new administration either stops or delays projects.

King told reporters that this does not benefit the country.

As a result, he observed that Saint Lucia needs a level of political stability.

King, who formerly led the United Workers Party (UWP) which is now in opposition, recalled that when that party won the elections in 2016, the labour party had already negotiated the reconstruction of the Castries-Gros Islet highway.

“A loan was approved together with a grant to do the reconstruction of the Castries-Gros Islet Highway from the Choc bridge to Gros Islet,” he told reporters.

But King said against his advice to proceed with the project to improve the traffic flow and congestion between Castries and Gros Islet, the project was stopped.

In addition, he mentioned St Jude Hospital in highlighting the consequence of a government change.

“Immediately upon the UWP entering office in 2016 a project which was started by the UWP continued by the labour party, it was stopped and now we have, not just cost overruns. In one instance we found out that a foundation which was estimated at three million dollars, escalated to nine million dollars,” King declared.

“Then abandoned the original project of redeveloping the existing hospital and went on to start another facility,” he noted, adding that it would take over 70 million dollars to finish it.

“Why are we wasting taxpayers’ money?” King declared.
