As part of a revenue generating initiative by the Saint Lucia Blind Welfare Association (SLBWA), a Japan Overseas Cooperation Volunteer (JOCV), Mr. Akira Tsunakawa is teaching shiatsu, (a Japanese massage technique) to blind and visually impaired students.

Mr. Tsunakawa, who is totally blind, is a teacher of oriental medicine and has worked with the Yokohama School for the Blind for over 25 years. He is now sharing his vast experience and expertise in shiatsu techniques from his hands to those of his students.

His mission is to provide the students with shiatsu training to become professional shiatsu therapists. The classes are four times a week from Monday to Thursday and will last for one year. Students are also learning anatomy and physiology as part of the training.

The class includes five blind and partially sighted students who have had to wait approximately two years for this valuable opportunity due to the COVID-19 pandemic.

Four persons, including a policeman and a young child, were shot at a wake in Frog City in the Maxfield Avenue area of St Andrew on Saturday night.

The lawman, now identified as Constable Brian Martin of the St Andrew Central Police Division, later succumbed to his injuries.

He was reportedly shot in the face.

The available information indicated that men with M16 rifles entered the premises where the wake was being held and opened gunfire, hitting four persons.

The injured persons were rushed to a medical facility, where the policeman succumbed to his injuries while undergoing treatment.

In a release, the Jamaica Police Federation express shock at the brutal slaying of Constable Martin.

“Our sincere condolences to his family, colleagues and friends,” said the federation.

According to the website of the Utility Regulation and Competition Office (“OfReg”), the Cabinet Office, on behalf of the Nominating Committee, is inviting applications for non-executive membership on OfReg’s board of directors (the “Board”).

Loop understands that the invitation is a part of a move by OfReg to increase the number of non-executive members on the Board, one of the aims of which is to enhance Board independence.

As a part of these changes, senior executives of OfReg who currently sit on the Board will step down from the Board and assume more of a Board reporting function, providing the Board with information to help the Board make informed decisions.

In terms of remuneration, successful applicants will receive a monthly stipend.

Regarding the length of the Board appointment, successful applicants will serve for a term specified by the Cabinet and are eligible for reappointment.

As to qualifications for Board membership, applicants will ideally have professional backgrounds in engineering, law, economics, accounting, business, energy sector, ICT sector, fuels sector, water sector and public policy.

They should also have adequate knowledge, experience and understanding of corporate governance, strategic and financial management and the scope of business, outputs and operations of OfReg.

Lastly, successful applicants should expect to spend upwards of 20 hours per month on OfReg matters, including meetings of committees of the Board outside regular Board meetings.

A new report from the UN Office for Disaster Risk Reduction (UNDRR) and the World Meteorological Organization (WMO) published last week, warns that half of the world’s countries are not protected by multi-hazard early warning systems.

Coinciding with the International Day for Disaster Risk Reduction , the numbers in the report are even worse for developing countries on the front lines of climate change, the report states. Less than half of the Least Developed Countries (LDCs) and only one-third of Small Island Developing States (SIDS), have a multi-hazard early warning system.

The report, Global Status of Multi-Hazard Early Warning Systems – Target G, is based on new data that shows that countries with limited early warning coverage have mortality rates during disasters, that are eight times higher than countries with substantial to comprehensive coverage.

Deadly failure to invest

“The world is failing to invest in protecting the lives and livelihoods of those on the front line. Those who have done the least to cause the climate crisis are paying the highest price”, said UN Secretary-General António Guterres, in a video message marking the day.

The report shows that LDCs, SIDS, and countries in Africa, require the most investment to increase early warning coverage and adequately protect themselves against disasters.

“As this report was being prepared, Pakistan is dealing with its worst recorded climate disaster, with nearly 1,700 lives lost”, said Mami Mizutori, UN Special Representative for Disaster Risk Reduction and Head of UNDRR.

“Despite this carnage, the death toll would have been much higher if not for early warning systems.”

‘Significant’ gaps

“Worryingly, this report highlights significant gaps in protection as only half of the countries globally have Multi-Hazard Early Warning Systems”, she added. “This is a situation that needs to urgently change, to save lives, livelihoods, and assets”.

Petteri Taalas, WMO Secretary-General, said the number of recorded disasters has increased five-fold, “driven in part by human-induced climate change and more extreme weather. This trend is expected to continue. Early warning systems are a proven and effective climate adaptation measure, that save lives and money”.

“But we can and must do better. We need to ensure that early warnings reach the most vulnerable and that they are translated into early action,” he added. “This is why WMO is spearheading a UN initiative on Early Warnings for All in the next five years.”
