L’Union européenne monte en puissance dans son soutien militaire à l’Ukraine avec le lancement lundi d’une mission pour former sur son territoire 15.000 soldats ukrainiens et l’octroi d’une nouvelle dotation de 500 millions d’euros pour la fourniture d’armes.

“C’est une grande première pour l’UE”, a commenté un responsable européen. “Nous n’avons jamais mené une mission à cette échelle”, a-t-il souligné.

Les ministres des Affaires étrangères des 27 pays membres vont avaliser ces deux décisions lundi lors d’une réunion à Luxembourg et la mission sera immédiatement opérationnelle, a-t-on précisé de source diplomatique.

Plusieurs formations sont en effet en cours dans différents Etats membres, notamment en Allemagne et en France, où des militaire ukrainiens sont entraînés pour se servir des canons, lance-missiles et systèmes de défense antiaérienne fournis par les Européens.

La France va former “jusqu’à 2.000 soldats ukrainiens” sur son sol, a annoncé samedi dans un quotidien le ministre français des Armées Sébastien Lecornu.

Il s’agit de dispenser une “formation généraliste” de combattant, de répondre à “des besoins spécifiques signalés par les Ukrainiens, comme la logistique”, et de les former “sur les matériels fournis”, a expliqué M. Lecornu.

Ces formations pourront bénéficier des financements alloués par la Facilité européenne pour la paix (FEP), le fonds constitué hors du budget européen pour aider militairement l’Ukraine.

– Un effort de 3 milliards d’euros –

Au total, l’objectif est de prodiguer une “formation de base” à 12.000 soldats ukrainiens et “des formations spécialisées” à 2.800 autres, a-t-on expliqué de source européenne.

Artillerie, unités du génie, radars: les besoins de l’état-major des forces armées ukrainiennes sont multiples.

La mission européenne va compléter les formations dispensées par les Britanniques et les Américains.

La Pologne va servir de plaque tournante pour la mission, car “elle est la porte de sortie pour les Ukrainiens et la porte de retour”, a-t-on souligné. L’Allemagne veut pour sa part former une brigade ukrainienne.

Un budget de 50 à 60 millions d’euros par an est prévu pour la phase de lancement de la mission, a-t-on précisé à Bruxelles. Il doit être confirmé lundi en même temps que l’octroi d’un nouveau financement de 500 millions d’euros de la facilité pour les armements, portant l’effort des Européens à 3 milliards d’euros, auxquels “s’ajoutent les contributions bilatérales, qui sont beaucoup plus importantes”.

“Un budget pour sept années a été dépensé en sept mois”, a souligné un haut fonctionnaire européen.

La dotation de la Facilité est de 5,7 milliards et les Européens vont devoir remettre au pot. L’Allemagne, la France, l’Italie et l’Espagne sont les quatre plus gros contributeurs.

Le chef de la diplomatie ukrainienne Dmytro Kouleba doit participer à la réunion en visioconférence et Paris doit lui confirmer la livraison à l’Ukraine de six nouveaux canons Caesar (en plus de 18 déjà envoyés), de plusieurs obusiers de 155 mm, des lance-roquettes LRU –l’équivalent français des HiMARS américains–, et des système de défense sol-air Crotale contre les drones utilisés par les Russes .

L’Allemagne et l’Espagne ont également annoncé la fourniture de systèmes de défense antiaérienne.

Les drones sont devenus “un atout” dans le conflit en Ukraine. Les Européens dénoncent la fourniture de telles armes à la Russie par l’Iran en violation des résolutions des Nations Unies, ce que Téhéran dément.

Le chef de diplomatie européenne Josep Borrell a fait part de ces préoccupation au ministre iranien Hossein Amir-Abdollahian lors d’un entretien téléphonique vendredi.

Il a aussi appelé à la fin immédiate de la “répression violente” des manifestations déclenchées par la mort il y a un mois d’une jeune femme arrêtée par la police des moeurs iranienne.

L’UE va sanctionner lundi le chef de cette police et une dizaine d’autres dirigeants jugés responsables de cette répression. M. Amir-Abdollahian a dénoncé cette perspective en appelant l’UE à adopter “une approche réaliste” face à ces manifestations.

NP appeals high court ruling – 67 gas stations at risk of being shut down

STATE-OWNED National Petroleum’s entire network of service stations and those that operate under its company-owned, dealer-operated business models, are under threat of being shut down because of a ruling by the High Court in May.

So dire is the court’s declarations that it will have severe consequences on NP’s business operations, in particular 67 of its service stations, it “will affect the travelling public” and compromise TT’s fuel security.

This was stated by NP in support of an application it made to the Court of Appeal for a suspension of the May ruling and declarations of the High Court.

NP said the judge’s declarations have brought into question the legitimacy of the terms and conditions of contractual arrangements of gas stations operated by dealers. NP’s application for the suspension comes up for hearing before an Appeal Court judge this Friday.

In May, Justice Avason Quinlan-Williams ruled on a judicial review claim of the Petroleum Dealers Association (PDA) which challenged a decision by former energy minister Franklin Khan to grant a retail marketing licence for a gas station in Diego Martin to NP.

Quinlan-Williams ruled that Khan’s decision to grant the licence to NP in 2017 was illegal and therefore void.

DEALERS AT RISK

The PDA claimed that Khan was not permitted to grant the licence as he knew that NP did not intend to operate the station itself, as it was to be leased to an operator. The judge held that delegation by the holder of a retail marketing licence was unlawful.

On June 17, NP, which was an interested party in the claim at the High Court, filed a notice of appeal.

In its application, NP warned the immediate and practical effects of Quinlan-Williams’s declarations are that operations at the Diego Martin station and 66 others, which operate under a similar business model, were rendered illegal.

The company also warned that immediate loss of sales volume for each site will result in severe distress and inconvenience to the public.

NP said each dealer at the respective sites would be required to obtain its own retail marketing licence and while they wait on that process, the gas stations will be inoperable, “which will impact the delivery and availability of fuel to the public.”

Disruption in operations will also have a severe financial impact on NP which will affect its ability to continue operations generally, the application further noted.

NP said these operations were not only limited to the supply of fuel to the service stations network but also included the supply of jet fuel, marine fuel, lubricants, LPG (cooking gas), greases and other products.

Closure of these service stations will not only affect the sale of fuel but other businesses with whom NP has commercial partnerships, for quick service, such as fast food restaurants and commercial banks

The company referred to two sites in O’Meara and Preysal which it described as “high-volume sites” which are valuable profit-generating assets.

“Cessation of business operations would result in its market share devolving onto a competitor entity,” the company warned.

It also said any adverse impact on the profitability of operations would be detrimental to the shareholder – the corporation sole.

“There will be a resultant loss of revenue to Government not only as the shareholder but in relation to all other taxes and levies which are payable by NP on its revenues.”

The closure of service stations will also result in health, safety and environmental issues, NP warned in its application, and the costs associated with eventually reopening each site will be astronomical.

In justifying its application, NP said these were exceptional circumstances to warrant the suspension of the judge’s orders.

NP’s application said if the court’s ruling was correct – which it contends is not – then NP would have to reconsider its operational business model for its 66 other gas stations which are in the same position as the Diego Martin gas station.

“The corollary is that these other 66 service stations will be functioning illegally.”

The company said it would have been better to make an order that the process of publishing the application for retail marketing licences be repealed to allow for an opportunity for objections to be made instead of voiding them, which it said, has the effect of closing down the service station.

“It is in the public’s interest the declarations be suspended. The grave and serious impact is immediately apparent from the nature of the declarations granted,” NP said. It is urging the Appeal Court to grant the suspension order in the interest of the broader society for “preservation and continuance of a reliable distribution and availability of fuels to the nation.” NP’s team of attorneys is led by Russell Martineau, SC.

Credit union week celebrations started on Sunday

MOKO jumbies and a cultural show heralded the start of the Co-operative Credit Union League of TT’s (CCULTT) credit union week on Sunday at the East Mucurapo Secondary School in Port of Spain.

Representatives from over a dozen credit unions attended including the Telephone Workers, Works, Police, Cathedral, Neal and Massy and Antilles credit unions. The theme of this year’s event is, Empower your financial future with a credit union.

A media release on Friday said 1,500 people were expected to attend the opening and indeed there were hundreds gathered for what turned out to be a day of cultural activities. The opening was hosted by the north-west regional chapter of the CCULTT.

At the start of the event, prayers from representatives of the major religions were offered after the playing of the national anthem and then the credit union prayer.

CCULTT president Joseph Remy said, “It’s been two years but we at CCULTT are proud to bring to you our celebrations to herald credit union week. We are trailblazers. It is only in TT that we have celebrations like this.

“I spoke to people at the global level, at a board meeting of the world council and they don’t celebrate credit union week the way we do. We are unique.”

Of this year’s theme, Remy said, “The work we have done over the years is able to provide a platform for that empowerment of the average citizen. I want to advise our line ministry that empowerment does not only reside in the CCULTT. We need an enabling environment for the operations of co-operative credit unions throughout the country.

“We want not just enhanced legislation, but we want to be seated at the table of policy decisions. We want to be in a place where we can influence how things happen because the values of this movement are critically important to curbing the moral decay which we face.”

Technical advisor to the Minister of Youth Development and National Service, Anthony Garcia, brought greetings on behalf of Minister Foster Cummings, saying, “The CCULTT has continuously placed emphasis on empowering one’s financial future and supporting credit unions as an avenue to achieve this.

“Here in TT, credit unions have taken their place in society as people-centred financial institutions owned by its members.”

Garcia said the ministry brought greetings at the start of credit union week because it addresses three core areas, one of which is enterprise development.

“Enterprise development helps people establish, expand or improve their businesses. A credit union is a business model where individuals are members, owners and shareholders. Therefore, credit unions through the co-operative development division, fall under the purview of this ministry.

“It is important that youth have access to resources that will empower their financial future. The earlier they start to financially prepare for the future, the greater their flexibility in pursuing their goals and their dreams,” Garcia said, adding that credit unions play a major role in providing such avenues to young people.

Hunt for woman after Gasparillo man stabbed to death

STABBED TO DEATH: Randy Joseph and his wife Shelly Ann Mungal in better times. Joseph was stabbed to death on Saturday.

POLICE were searching up to Sunday evening, for a 53-year-old woman in connection with the stabbing death of a Gasparillo construction worker.

Police reported that at about 8 pm on Saturday, officers were on patrol when they responded to a report of a wounding at Houssa Trace, Bonne Aventure Road in Gasparillo. They later met residents who told them that Randy “Brent” Joseph, 29, was stabbed in the chest by a woman he knew.

Police were also told the woman had accused Joseph of pelting her house with stones earlier that day. He was stabbed twice in the chest by the woman who then ran off. Joseph died minutes later.

In a telephone interview with Joseph’s wife Shelly Ann Mungal on Sunday, she said he was a good husband to her and great father to their children aged three and six.

She said the suspect and Joseph got along well, until a few months ago, when the suspect began a relationship with a 23-year-old man.

Mungal, 32, said the suspect never had cause to argue Joseph or his family before she became involved with the man. The suspect became hostile with Joseph and his family about two months ago. When a cellphone belonging to Joseph’s brother, went missing, the suspect’s boyfriend was blamed for its theft, Newsday was told.

Since then, Joseph’s brother and the suspect’s boyfriend had had an ongoing feud, which culminated on Saturday, Mungal said, when Joseph’s brother’s home was burnt down.

Mungal described the woman as “a real bully” who in the past had pulled a cutlass and other weapons for other neighbours.

Of the incident which cost her husband his life, Mungal said, “I didn’t even know she had a knife until she passed me. She crossed over the gallery wall and stabbed my husband.”

Mungal said after the stabbing, her husband ran through the house and collapsed at the back where he died.

She said she and her husband was renovating their home and the family was looking forward to it being completed. Investigations are ongoing.

THERE was shock, sorrow and anger following the shooting death of nine-year-old Jamal Modeste, whose only “crime” was to be playing innocently at a recreation ground on Saturday night, when gunmen arrived with murderous intent.

Shock and sorrow ran through Jamal’s immediate family while these two emotions were joined by anger among social media users who reacted to the child’s death.

For her part, Germaine Modeste, 74, was asking why police were not around to prevent the death of her great grandson who was shot in the back as he turned to run away when the gunmen opened fire from inside their car on people liming at the recreation ground before speeding off.

The recreation ground is not too far from the Enterprise Street, Enterprise, Chaguanas home of little Jamal.

According to a police report, at around 8.20 pm on Saturday, several shots were fired from a white panel van near the basketball court at the African Recreation Grounds in Enterprise.

Jamal was struck by a bullet in his back and fell to the ground. He was taken to the Chaguanas Health Centre where he died while being treated. The panel van was stolen at gunpoint earlier on Saturday.

When Newsday visited Jamal’s home at Enterprise Street, Modeste was in a state of utter disbelief over his murder as relatives and neighbours came to the house to express their condolences.

She said Jamal liked playing at the nearby African recreation grounds with his friends. The grounds comprise a football field, basketball court, and play area for children. A football match was taking place at the time of the shooting on Saturday night while a concert was supposed to be held at the basketball court shortly after the game.

On Sunday, the area was deserted with the lights surrounding the recreation ground still turned on.

A resident, who did not give his name, said the lights are normally switched off each night. But he added this was forgotten because of what happened on Saturday.

Modeste said the vehicle which was involved in the incident is one which delivered baked goods to residents.

“I really saw the bakery van going down down the road speeding.” She said there were sounds of shouting and several gunshots shortly afterwards. “It was gunshots for so in the savannah.”

Modeste said there was a big football game in progress at the time. She claimed that 300 people were at the ground and many were children. With such a large gathering, she felt that the police should have been present.

“Where the police and them was? Not a police in sight,” she cried.

Modeste said every time there were football games at the ground, the police were usually present. “But on Saturday night, there were no officers. Where were they last night?”

She said Jamal was playing with his friends when the incident happened. “The fellas and them came and shoot up the place and everybody ran for cover.” Modeste said while Jamal was running, he was shot in his back.

She added that one of Jamal’s friends who was with him, was left traumatised on seeing him get shot.

“He (Jamal’s friend) ran in by the parlour (near the ground) and up to now, he can’t done stop crying. They have to carry that boy for counselling.” Modeste added that Jamal turned nine in March. She said he loved playing football. Newsday was told that Jamal’s father Joel was too distraught to speak.

On her Facebook page, Jamal’s mother posted on Sunday: “Allyuh jus take my heart and soul they I have nothing left in me anymore seeing my son last night trying to wake up is like I died too.

“Why allyuh take him from us, he was jus ah innocent child, a baby, he ain’t (do) allyuh nothing. Oh gosh fudgie, my child, get up please baby.”

Many who posted responses to this post, expressed shock, anger and outrage over the child’s murder.

Modeste said the family was never worried, in the past, about Jamal going to the grounds to play. “He was always playing with his friends. It was over 100 of them who were playing last night.” Modeste reiterated, “where were the police?”

Jamal’s grandmother Rosanne Ramdial-Hamilton was distraught over Jamal’s murder and wept as she hugged her daughter Kitana John. “I want to know why. Why they do my grandson this,” Rosanne cried.

She said Jamal was a quiet child who loved football and playing video games. “My grandson was just playing when they came and killed him. My grandson was innocent,” she cried. Hamilton said Jamal was a student of Carapichaima RC Primary School.

She appealed for an end to crime and for young people not to get involved in it. “This is the second time crime hitting me and twice it’s been murder. It hitting me real hard.”

In a statement on Sunday, acting Commissioner of Police Erla Harewood-Christopher extended condolences to Jamal’s family. She also promised that no stone would be left unturned in bringing his killers to justice.

“Over the years the Police Service has invested resources in the Enterprise area and will continue to work and partner with members of the community,” she said in the release.

Christopher, who was appointed acting CoP on October 11, in the absence of acting CoP McDonald Jacob who is in the United Kingdom on official business, promised that Jamal’s family will receive support from the police service’s Victims and Witness Support Unit.

Alric Lindsay, who serves as a director to Cayman based investment funds, steps down from all government boards in the fourth quarter of 2022

Alric Lindsay, who serves as a member of the Grand Cayman Liquor Licensing Board, Utility Regulation and Competition Office (“OfReg”) and National Roads Authority (“NRA”) confirmed that he has resigned from those roles, effective this fourth quarter.

Lindsay explained to Loop that, “although board resignations are sometimes accompanied by some form of controversy, there was no quarrel in this case.”

He further explained: “My time on these boards was rewarding because of the opportunity it gave me to serve the public interest. In doing so, I realized that I had to balance the perception of members of the public that board members should be doing more and the reality that there are limitations under the Public Authorities Act as to what government boards are permitted to do. In any event, I enjoyed helping the boards implement what they could within the boundaries of the Act.”

During his time, in particular as chairman of the NRA, Lindsay encouraged full transparency, accountability and worked to improve public engagement.

Going forward as a non-board member, he said that he “hoped that this transparency would continue and ultimately, revisions would be made to the Public Authorities Act to allow all agreements between government entities and third parties to be published so that members of the public could understand how public funds are being spent and whether value for money is being obtained.”

Lindsay, whose non-governmental board job has always been as a director of Cayman-based investment funds, said he will now turn his focus to more volunteer activities in the community, including with non-profit organisations where he currently delivers meals weekly to the elderly and shut-ins.

His resignations from government boards are effective on the following dates:

Clarendon man shot dead in Westmoreland Loop Jamaica

The Westmoreland police are probing the murder of a Clarendon man who was gunned down in the resort town of Negril in the western parish on Friday night.

The deceased has been identified as Nickalda Smith, formerly of White Road, Denbigh, Clarendon.

Reports are that about 11:50 pm, Smith was standing along Norman Manley Boulevard in Negril when he was pounced upon and shot by one of two men who rode up on a motorcycle.

The two men made their escape by speeding away on the motorbike.
