Campagne pour Downing Street: Johnson de retour à Londres, Sunak en tête des parrainages

L’ex-Premier ministre Boris Johnson a atterri samedi matin à Londres, de retour de vacances, renforçant l’hypothèse de sa candidature dans la course à Downing Street, pour laquelle Rishi Sunak est en tête, ayant dépassé les 100 parrainages nécessaires. 

Après la démission de Liz Truss, restée seulement 44 jours au pouvoir, trois noms ont émergé dans cette campagne éclair au sein du parti conservateur: l’actuelle ministre des Relations avec le Parlement Penny Mordaunt, qui a officialisé sa candidature vendredi, Rishi Sunak, l’ancien ministre des Finances qui avait perdu début septembre face à Liz Truss, et l’ex-Premier ministre Boris Johnson, qui a démissionné en juillet après une succession de scandales.

Son combat avec Rishi Sunak domine les Unes de la presse samedi. “Johnson et Sunak mènent la course alors que les espoirs d’unité s’évanouissent”, titre The Independent. “Les tribus conservatrices partent en guerre”, écrit The Guardian. 

La télévision Sky News a montré un avion de la British Airways en provenance des Caraïbes atterrissant vers 10H15 (09H15GMT) à l’aéroport Gatwick, dans lequel se trouvait Boris Johnson. 

Vendredi soir, un allié de Boris Johnson au Parlement, James Duddridge, avait rapporté un échange avec son “boss”.

“Il a dit: +Nous allons le faire, je suis prêt+”, selon ce député.

Mais l’ex-Premier ministre, qui avait quitté le Parlement le 20 juillet en lançant “Hasta la vista, baby!”, n’a pas encore officiellement annoncé sa candidature. 

Rishi Sunak dont la démission du gouvernement Johnson, suivie d’une soixantaine d’autres, avait conduit à celle de son patron, ne s’est pas non plus encore lancé dans la course. Il est resté extrêmement discret depuis sa défaite face à Liz Truss début septembre.

Il est le premier à avoir dépassé vendredi soir le seuil des 100 parrainages requis pour espérer prendre la tête du parti conservateur et donc remporter Downing Street. 

“La pire idée en 46 ans”

Les candidats ont jusqu’à lundi après-midi pour obtenir ces parrainages.

Les députés voteront d’abord et, s’il reste deux candidats en lice, les 170.000 adhérents du parti devront les départager par un vote en ligne d’ici au 28 octobre. 

En cas de candidat unique, il entrerait directement à Downing Street en début de semaine.

Selon le site Guido Fawkes, qui suit de près les soubresauts de la course, Rishi Sunak avait samedi matin 107 parrainages, devant Boris Johnson (71) et Penny Mordaunt (25). 

Les alliés de Rishi Sunak étaient en campagne samedi, matin, omniprésents dans les médias. 

“Je suis sûr que Rishi Sunak va se présenter. C’est le candidat idéal”, a dit sur Sky News Dominic Raab, ex-ministre de la Justice. “Si vous regardez le défi économique que nous avons, il est celui qui a toujours eu raison sur ce dont nous avons besoin”, a-t-il affirmé.

“Nous ne pouvons pas revenir en arrière. Nous ne pouvons pas avoir un autre épisode (…) du feuilleton du partygate”, les fêtes illégales à Downing Street durant le confinement anti-Covid, a-t-il également dit.

Les derniers mois du mandat de Johnson ont été marqués par plusieurs scandales, dont celui du “partygate” dans lequel la police avait estimé qu’il avait enfreint la loi. 

Il fait toujours l’objet d’une enquête de la Commission des normes parlementaires qui pourrait, en théorie, aboutir à sa suspension du Parlement, voire son expulsion en tant que député.

“Je ne vois pas comment le nouveau Premier ministre, qui entrera en fonction vendredi prochain au plus tard, pourrait accorder au pays l’attention dont il a besoin et, en même temps, témoigner et répondre à toutes ces questions…”, a dit Dominic Raab. 

L’ancien chef du parti conservateur, William Hague, a averti qu’un retour de Boris Johnson aboutirait à une “spirale de la mort” pour le parti. “C’est probablement la pire idée que j’ai entendue depuis 46 ans que je suis membre du parti conservateur”, a-t-il déclaré à Times Radio.

Mais Boris Johnson peut toujours compter sur de solides soutiens. Pour le député conservateur Andrew Stephenson, “c’est un leader qui a fait ses preuves”. “Non seulement il nous a offert cette victoire historique lors des élections générales de 2019, mais il a aussi obtenu le Brexit, il a mis en place le déploiement de vaccins le plus rapide d’Europe, il est resté aux côtés de nos alliés en Ukraine”, a-t-il ajouté.

Le dixième album de Taylor Swift, “Midnights”, qui marque un retour progressif de la chanteuse américaine vers ses penchants pop, a provoqué des pannes dans plusieurs pays sur Spotify lors de sa publication à minuit dans la nuit de jeudi à vendredi.

Aux Etats-Unis, en France et au Royaume-Uni par exemple, les fans de la star ont dû prendre leur mal en patience pour découvrir ce nouvel opus sur la plateforme de streaming. 

Nombre de “Swifties” courroucés ont posté des captures d’écran affichant le message d’erreur: “Quelque chose ne va pas. Réessayez.” Un problème technique qui a souvent été résolu dans l’heure.

Très attendu, l’album a ensuite connu un succès fulgurant sur la plateforme. “Taylor Swift a battu le record de l’album le plus écouté en une seule journée”, a annoncé Spotify vendredi après-midi sur Twitter.

“Comment est-ce que je peux être si chanceuse, de tous vous avoir, à faire quelque chose d’aussi époustouflant ?”, a tweeté la chanteuse en réponse.

Les passionnés ont découvert 13 chansons entièrement centrées autour de l’heure fatidique où l’horloge sonne les douze coups. “Midnights” est “l’histoire de 13 nuits blanches éparpillées au cours de ma vie”, a expliqué Taylor Swift sur Twitter, et tous les titres “forment un tableau complet de l’intensité de cette heure folle et mystique”.

Avec ce nouveau disque, l’autrice-compositrice de 32 ans délaisse la veine indie-folk de ses deux précédents albums écrits pendant la pandémie, “evermore” et “folklore” – récompensé par le titre de meilleur album de l’année aux Grammy Awards 2021.

“3 am Edition”

Loin du charme acoustique de ces œuvres de confinement, les mélodies de “Midnights” versent davantage dans l’électro-pop, avec l’usage de synthés, de rythmiques inspirées du dubstep et d’effets capables de donner un côté androgyne à la voix de la chanteuse, qui après avoir démarré dans la country est devenue une star majeure de la pop.

Le ton de l’album, où la diva pop Lana Del Rey prête sa voix suave pour un duo sur “Snow on The Beach”, reste volontairement dépouillé. Taylor Swift y partage ses ruminations nocturnes, ses réflexions sur l’âge qui avance inexorablement et sur les implications de l’amour, sans jamais se déchaîner sur les douze coups de minuit. 

Ce nouvel opus est globalement salué par la presse anglo-saxonne. Le quotidien britannique The Guardian souligne ainsi le côté “calme, serein et mature” d’un disque “rempli de chansons fantastiques”.

Certains critiques regrettent toutefois l’absence d’un titre phare et entraînant. “Il est difficile d’identifier un tube foudroyant sur le troisième album feutré de Swift”, déplore le journal The Independent. 

Fidèle à ses habitudes, Taylor Swift a également réservé quelques surprises à ses fans. “Midnights” existe en ligne dans une version étendue, intitulée “3 am Edition”, avec sept titres supplémentaires.

Colours Caribbean says Govt concealed legal fees in Day Bodden case Loop Cayman Islands

Colours Caribbean issued a press release on October 20, 2022 noting that recently, following a regulatory complaint by Colours Caribbean, the Bar Standards Board and Independent Reviewer concluded that Dinah Rose KC, having been instructed by foreign lawyers, was not bound by the so called “cab-rank rule” to accept instructions to appear on behalf of the Cayman Islands Government before the Privy Council in the same-sex marriage case of Day and Bodden v. Cayman Islands Government.

In addition, Colours Caribbean reported that the Cayman Islands Government concealed from the public the exorbitant legal fees paid to Dinah Rose KC for her representation.

Background

By way of background, Colours Caribbean said that, in January 2021, Dinah Rose KC of Blackstone Chambers refused to pull out of the hearing before the Privy Council in the same-sex marriage case of Day and Bodden v. Cayman Islands Government, despite outcry from both Colours Caribbean and Oxford University LGBTQ+ Society.

According to Colours Caribbean, Dinah Rose KC claimed to be bound by the “cab-rank rule” to proceed, saying:

The cab-rank rule applies to the Privy Council brief. As an instruction to appear in a court sitting in England in an area in which I was expert, received when I was available to act, I was obliged to accept it… Under the [Bar Standards Board] code, I am obliged to represent my client independently and fearlessly, and I am expressly forbidden to withdraw from a case because of external pressure.

However, evidence submitted by Dr Leonardo Raznovich pursuant to instruction by Colours Caribbean–in the form of the Respondent’s form filed with the Privy Council in March 2020–demonstrated that Dinah Rose KC had been instructed, exclusively, by foreign lawyers.

This form confirmed that Dinah Rose’ KC’s clients were foreign clients, the legal representative of her clients was the AG’s Chambers of the Cayman Islands and that the instructing attorneys were foreign lawyers. There were no instructing UK solicitors.

The Bar Standards Board concluded that:

…accepting instructions from a foreign lawyer would have brought the Dinah Rose QC within the exemption at rC30.6 and meant she could, in principle, have declined the instructions to appear in the Privy Council proceedings…as a senior barrister she [Dinah Rose QC] could be expected to be aware of the cab-rank rule and its operation in practice. Taking this at its highest, this might possibly amount to evidence of recklessness

Dinah Rose KC has also been criticised by students from the Oxford University LGBTQ+ Society as well as students of Magdalen College, where she has been president since September 2020, for representing the Cayman Islands Government in opposing the legalisation of same-sex marriage, identifying a clear conflict of interest between her role as president and her professional obligations as a barrister.

Despite these damning findings, the Bar Standards Board has ultimately decided not to take any further action at this time with respect to Dinah Rose KC’s involvement in the case.

In terms of legal fees paid to Dinah Rose KC, Colours Caribbean said that, following an investigation by the Oxford University LGBTQ+ Society and a freedom-of-information request made by Colours Caribbean, it was revealed that Dinah Rose KC was paid at least ?134,000 for her initial advice; appearing in the Cayman Islands Court of Appeal in 2019; and representing the Cayman Islands Government before the Privy Council.

Colours Caribbean said that the harm inflicted and disregard for human dignity demonstrated by these collective, blatantly oppressive actions and the parties involved cannot be overstated.

Colours Caribbean added that the defence of Dinah Rose KC was always entirely baseless; she was not obliged to appear in court.

Further, Colours Caribbean noted that the government of the Cayman Islands has effectively given a foreign barrister hundreds of thousands of its nation’s funds to assist in stripping same-sex couples and their families of equal rights in their own home.

Colours Caribbean urges both Dinah Rose KC and the Cayman Islands Government to issue a sincere apology to the lesbian, gay, bisexual, transgender, queer, intersex and asexual (LGBTQIA+) people of the Cayman Islands–in particular, same-sex couples who have long sought to be married in their place of birth or residence–for the unduly distress caused by the uncertainty of their futures, perpetuated by those in positions of power exerting their biases upon them and the local LGBTQIA+ community as a whole.

Colours Caribbean also calls on Dinah Rose KC to donate the money she earned–while not obligated to take on this homophobic work–to a worthy cause in the Cayman Islands.

Kriol Kongsl gets a seaton PPC

Disappointment and disbelief – those were the sentiments expressed by the National Kriol Council (NKC) in a press release issued yesterday after Prime Minister John Briceno stated publicly that the National Kriol Council would not be afforded representation on the People’s Constitutional Commission. The legislation that sets the stage for the formation of the commission was passed in the House of Representatives on Monday and goes to the Senate for final ratification next Monday.

While there is still an opportunity to pass the law with amendments to include the NKC, the council decided to make known publicly their objections to the way the government has responded to their efforts to ensure inclusion of their reps on the commission. The organization, which believes that it has received mixed messages from GoB, said that they reached out to the Director of the Good Governance Unit, Cesar Ross, who indicated to them that the exclusion was an oversight and that Cabinet had already agreed in July 2022 to include representatives of the council. In fact, on the 27th of that month, Prime Minister Briceno made public comments indicating the government’s commitment to have Kriol representation on the commission.

“Therefore, we receive the news of the exclusion of the National Kriol Council by Prime Minister John Briceno at the sitting of the House of Representatives on Monday, October 17, 2022, with disbelief,” the release from the council states. The council further noted in the release that Director Ross had relayed confirmation to them that Hon. Henry Charles Usher, the Minister of Public Service and Constitutional and Political Reform, had committed to adding the NKC to the list of groups to be represented on the commission.

The release from the council states that Ross explained that any amendment to the bill before it was passed would delay the passing for another couple of months, since it would require going back to the House Committee. He thus stated in an e-mail, according to the NKC, that they decided to go through with the three readings of the bill, “as is, as it allows the Minister, after passing to add/subtract from the scheduled list.”

The NKC goes on to state in its release, “There are approximately 102,000 persons who identify as Kriol living in Belize, and given the immense contributions of Belizeans of Kriol descent to the development of Belize, it is unconscionable that this group of Belizeans can be excluded from such an important democratic process.”

They called the apparent refusal to grant the council representation on the PCC “an insult to Kriol people everywhere” and noted that reneging now on a commitment to allow the NKC representation on the commission “can only be and is seen as an attempt to marginalize Kriol communities”. 

Of note, the council had nominated attorney Anthony Sylvester and UB lecturer Adelia Young to be its representatives on the commission. 

The council thus called on the Government of Belize to fulfill its commitments and to take immediate steps to ensure the inclusion of the NKC.

“To do so, would be the democratic thing to do…,” the organization stated.

This evening, the Director of the Good Governance Unit, Cesar Ross, who reportedly met with Minister Henry Charles Usher this afternoon, confirmed to Amandala that “the Kriol Council, as committed before, will be on the People’s Constitution Commission.”

UDP faction moves to recall Shyne

Reliable sources have confirmed that the requisite number of UDP delegates (172) have signed a petition geared at triggering a recall convention for the removal of the Leader of the Opposition, Hon. Moses “Shyne” Barrow, from his position as UDP leader. Hon. Barrow is calling the purported effort to oust him nothing but a big bluff.

Today, AMANDALA confirmed through reliable sources high in the UDP chain of command that an effort is underway to remove the current Leader of the Opposition, Hon. Moses “Shyne” Barrow, from his position as leader of the UDP, and that following the gathering of sufficient signatures on a recall petition, a recall convention at which such a removal could take place is possibly looming. We’ve been told that more than the minimum number of UDP delegates required to trigger such a convention (172) have signed the recall convention petition, a document that calls for the removal of Hon. Barrow as party leader under Article 9(7) of the UDP constitution.

 Six reasons are laid out for his removal—highlighting mainly what the petitioners are classifying as a failed leadership. Hon. Barrow took up the Opposition Leader position in June 2021, in the midst of an effort, ironically, to recall the previous UDP leader, Hon. Patrick Faber, after the surfacing of video footage of a domestic dispute in which Hon. Faber was allegedly involved. Hon. Faber had briefly reclaimed his position in the House of Representatives as Opposition Leader later in the year before he was accused once more of domestic assault—which resulted in his resignation and Hon. Barrow’s return to the Opposition Leader post. Hon. Barrow would later cement his position at the helm of the Opposition when he was elected leader of the UDP at a convention held in March 2022, when he garnered three more votes than his opponent, Albert area rep Hon. Tracy Panton, in a 257-254 victory.

Notably, despite the garnering of 290 signatures to trigger a recall convention to oust Hon. Faber in June 2021, that effort by the UDP’s “Caucus for Change” failed when on July 11, 2021, only 257 of the 483 delegates (53%) who voted at the convention triggered by that petition indicated support of the recall—less than the two thirds of the delegates that was needed in order for the recall effort to succeed. Hon. Faber’s leadership would later end as a result of a police report of domestic assault by his fiancé—which led to his forced resignation. Since the change of leadership, however, there has been incessant infighting within the opposition party—mainly between Hon. Faber (who, along with his supporters such as Delroy Cuthkelvin, a former UDP central executive member, have posted online comments and videos critical of the decisions being made in the party), and current leader, Hon. Barrow. 

Interestingly, point four of the petition states that Hon. Barrow failed to “unite and consult with the party’s active elected parliamentarians”—alluding to every growing rift seen in the Opposition at each sitting at the House of Representatives. Reports from local media are that the area representative for the Albert division, Hon. Tracy Panton, and Albert August, former UDP chairman (considered the party chairman emeritus), are, like Hon. Faber, supporting this recall petition, and are anticipating the submission of the petition shortly.

 We spoke to Hon. Barrow off the record today, but he refused to comment on the matter directly — aside from calling the purported petition effort a bluff by Hon. Faber and his supporters and categorizing reports made by 7News as rumors and hearsay.  

 While we have confirmed that the Faber camp has gathered the number of signatures needed to trigger the recall—which Barrow has said is not indeed the case —it is not yet known how many signatures were gathered or when exactly the submission to the party secretariat will take place. Reports are, however, that the petition signatures will be submitted on Friday.

If that does occur on that date, a process of verifying the signatures would then take place, and if one-third of registered delegates are found to have signed the petition, a recall convention for the removal of Hon. Barrow will take place.  There are reports, however, that the Barrow faction of the party is suggesting that persons who signed the petition are no longer supporting the recall.

BSCFA says ASR/BSI dragging their feet

If the situation between cane farmers and BSI/ASR is not resolved, sooner or later, farmers will begin phasing out of the industry, BSCFA chairman Andy Westby said.

The Belize Sugar Cane Farmers Association (BSCFA) says that they have been proposing, for a number of years, the use of a mediator to quash the impasse between the association and BSI/ASR, which need to agree to the terms of a new commercial agreement prior to the start of the approaching sugar crop season in December. The association held a press conference in Orange Walk this Thursday to respond to statements made by the Prime Minister, Hon. John Briceño, this week. In an interview outside the National Assembly building, Prime Minister Briceño told reporters that both parties (BSI/ASR and BSCFA) had finally agreed to a mediation process that is set to begin in a few weeks.

“What we’ve been discussing and something that we have proposed to both teams is for us to have a mediator—a mediator that can sit with both sides and try to see what are the sticking points and see how we can walk them through to find an agreement,” he said.

This was also revealed by Director of Finance of BSI, Shawn Chavarria, who told 7News reporters on Tuesday that the company and the association had agreed to invite an independent mediator to assist with negotiations.

The vice chairman of the Belize Sugar Cane Farmers Association, Alfredo Ortega, says that the BSCFA has been suggesting the use of a mediator for as much as seven years now. According to Ortega, the first time they made such a proposal, in 2015, it was flatly rejected by BSI/ASR. The association then took the matter to the government, a then UDP administration, which failed to provide an independent mediator.

BSCFA chairman, Andy Westby, says that it is now up to the current administration to succeed where the past one failed. In November of last year, the association submitted their proposal to the Briceño administration, and two weeks ago, almost one year later, BSI/ASR finally indicated that they were prepared to undergo negotiations with the aid of a mediator.

The BSCFA is hoping to resolve the impasse with BSI/ASR before the start of the next crop season in December of this year. One of the main points of contention between the two parties has been what the BSCFA feels is the unfair division of profits from cane production and sales.

The current mechanism being used to share revenue between the cane producers (BSCFA) and the millers (BSI/ASR) sees BSCFA receiving 35% of the revenue, while the BSI/ASR receives 65%, but this division is done only after BSI/ASR has removed overhead costs from the total revenue. According to the cane farmers, this equates to them paying for costs that they have nothing to do with.

The BSCFA also feels that they are being kept in the dark when it comes to the accuracy of those overhead costs. And so, to make things easier and make progress with the negotiations, the association wants to split the gross revenue rather than the revenue left after overhead costs are taken out. And they want to split it 40/60—just as is the case with cane farmers and millers in Brazil and other parts of the world.

“And that is why we have brought to the table that we need these negotiations to go on so that we can have clearly that what is being charged to the farmers—the expenses that are being charged to the farmers—are a true reflection of what they are supposed to be,” said Ortega.

According to Ortega, BSI has said that a 40/60 split would mean transferring 20 million dollars over to the farmers, something which the company says it is unable to do. The Prime Minister, on Monday, also agreed that that request would be unfeasible, stating “To be fair, no company will give up twenty million dollars, and I’ve been saying that to the Belize Cane Farmers Association, that if you give up twenty million dollars for revenues of what, they end up with about sixty million—you’re driving them to bankruptcy. And we need both sides.”

The chairman of the Association said the Prime Minister’s statement was disappointing.

“We were a bit disappointed when the Prime Minster mentioned that no company will transfer 20 million to us as cane farmers. I want to clarify that point—it’s not a matter of transfer. It’s a matter of reflecting the true cost that is being charged on overhead expenses where we as farmers are spending sixty five percent of our money on those costs and those numbers are not disclosed to us in detail in [BSI’s] added report. So we as the BSCFA—if these costs would reflect the true value … then there would be a just payment for both sides,” Westby said.

If an agreement is not made soon, said Westby, farmers will begin to phase out of the sugar industry and will go out of business.

“This is the third time that the Prime Minister has made mention in regards to the transfer of value of twenty million. Because that is what BSI brought up. And these are things that as BSCFA—because as you can clearly see we have 3 other associations—but it is the BSCFA that is in this path moving forward in finding true benefit for our farmers because, as the chairman rightly said, if we are unable to find or to get better value for our product, we’ll be phased out. And as you know, for the past fifty, sixty years, the north, the people from the north have been living, have been getting their benefits out of the sugar industry,” added Vice Chairman Ortega.

Ortega then added that the BSCFA has been prepared “from day one” to negotiate, but BSI/ASR have been “dragging their feet.”

At the moment, the situation between the two parties remains a delicate one, but the BSCFA is standing firm in their proposals.

Raise Your Voice Saint Lucia has welcomed this week’s declaration by the first woman to head the Royal Saint Lucia Police Force (RSLPF) that she has zero tolerance for sexual harassment.

Acting Police Commissioner Crusita Descartes-Pelius made her position known at a news conference.

The Acting Police Commissioner responded to a question regarding reports of a sexual assault investigation involving a senior police officer.

“I have no knowledge of this information. But what I can tell you, I have zero tolerance for sexual harassment,” Descartes-Pelius declared.

Says She Has ‘No Knowledge’ Of Sex Assault Probe Involving Senior Cop Acting Police Commissioner Crusita Descartes-Pelius told reporters at a news conference on Wednesday that she was unaware of a sexual assault investigation involving a senior police officer.

She responded to a reporter’s question regarding the sexual assault allegations investigation.

“I have no knowledge of this information. But what I can tell you, I have zero tolerance for sexual harassment,” Descartes-Pelius declared.

Raise Your Voice Saint Lucia President Catherine Sealys said the stand gratified her.

“We are gratified, yes, and we are finally seeing some progress in that regard in that we have an ally in somebody who stands against any form of gender-based violence,” Sealys told St Lucia Times.

She observed that she and her organisation have advocated for gender equality and better services and support for women and children victims of gender-based violence.

“We have to recognise sexual abuse – sexual harassment as part of the menu of gender-based violence,” Sealys told St Lucia Times.

She said Raise Your Voice Saint Lucia looks forward to seeing how Descartes-Pelius will perform and how strong the new Acting Police Commissioner’s stand will be against gender-based violence.

“How strong she will be about ensuring that support services in terms of victims of gender-based violence who come to police stations to make reports, whether against a member of the public or the Royal Saint Lucia Police Force,” Sealys stated.

“We finally have a woman who appears to understand the consequences, the trauma and the technicalities of gender-based violence,” Sealys said regarding Crusita Descartes-Pelius.

More than 200 bankers, financial services professionals, regulators, Government officials, and representatives of regional and international agencies from the Caribbean, North America, South America, Europe, Asia, and Africa will meet in the coming days for CAB Conference Saint Lucia 2022.

It will be the first time since 2019 that the foremost gathering of regional banks will be convened in person, and from all reports, the highly anticipated event will be crucial and transformative.

The 49th Annual General Meeting of the Caribbean Association of Banks (CAB) Inc. will be held at the Harbor Club – Curio Collection by Hilton on Wednesday 26 October 2022.

During the AGM, members will deliberate on matters affecting the financial services industry. There will also be voting for vacant positions arising on the Board of Directors, including a new Chairperson to replace Mr. Dalton Lee, who has served two terms with distinction.

The AGM will be followed by two days of high-level discourse, presentations by inspirational speakers and industry leaders in technology and finance, under the theme: “Banking For The Future.”

The opening plenary will speak to Sanctions, Supply Chain Resilience, Environmental, Social and Governance Compliance, Trade Finance, and Technology & Payments. The closing plenary will address South-South Co-operation, The Changing DNA of Caribbean Banks, Leadership, and De-risking.
