Le pape François a appelé vendredi à l’unité face à la logique des “blocs opposés” entre l’Est et l’Ouest, au deuxième jour d’une visite inédite à Bahreïn en grande partie consacrée au dialogue interreligieux.

Premier pape à visiter le royaume majoritairement musulman du Golfe, le souverain pontife a insisté sur l’importance du “dialogue” et du “rôle spécifique” de la religion à l’occasion d’un sommet interconfessionnel à Awali (centre).

“Des puissants se concentrent dans une lutte résolue pour des intérêts partisans (…) en redessinant des zones d’influence et des blocs opposés”, a déploré le jésuite argentin.

Selon lui, cette logique s’exprime notamment par une opposition entre “l’Orient et l’Occident”, qui “ressemblent de plus en plus à deux mers opposées”, une allusion au conflit en Ukraine dénoncé sans relâche par François depuis l’invasion du pays par Moscou fin février.

“On joue avec le feu avec des missiles et des bombes, avec des armes qui provoquent des pleurs et des morts”, a déploré François, qui n’a cessé de dénoncer le recours à la force et la menace nucléaire.

En marge de ce discours, le cardinal Pietro Parolin, numéro deux du Saint-Siège qui a rencontré en septembre le ministre russe des Affaires étrangères Sergueï Lavrov, a fait état devant la presse de “quelques petits signes” d’avancées dans les négociations avec Moscou. 

“Toutes les initiatives pour la paix sont bonnes, l’important est que nous les menions ensemble et qu’elles ne soient pas exploitées à d’autres fins”.

“Importance symbolique”

Cette visite du pape, la deuxième dans la péninsule arabique depuis son voyage historique aux Emirats arabes unis en 2019, intervient sur fond d’appels d’ONG qui dénoncent la répression politique et les discriminations visant la communauté chiite de ce pays insulaire de 1,4 million d’habitants, dirigé par une dynastie sunnite.

En milieu d’après-midi, il rencontrera le grand imam d’Al-Azhar, institution respectée de l’islam sunnite, qui a pour sa part appelé au dialogue entre chiites et sunnites, deux branches de l’islam parfois en conflit au Moyen-Orient.

“Cette rencontre est d’une grande importance symbolique, tant au niveau local qu’international, pour promouvoir les racines de la paix et les principes de la coexistence pacifique entre les différentes religions et civilisations”, a déclaré à l’AFP Hala Ramze Fayez, députée chrétienne.

François s’exprimera ensuite à 16H30 (13H30 GMT) devant le “Conseil des sages musulmans” à la Mosquée du palais royal, puis lors d’une prière oecuménique à la cathédrale Notre-Dame d’Arabie, la plus grande église catholique de la péninsule, inaugurée fin 2021.

Avec cette visite Bahreïn, qui a formalisé ses relations diplomatiques avec le Saint-Siège en 2000, entend jouer la carte de la tolérance pour adoucir son image, assurant que le pays “ne tolère pas la discrimination”.

Mais neuf ONG ont appelé le pape à “exiger publiquement que Bahreïn mette fin à toutes les exécutions, abolisse la peine de mort et enquête sérieusement sur les allégations de torture et les violations du droit à un procès équitable”.

“Droit à la vie”

Après son arrivée jeudi, le chef des 1,3 milliard de catholiques a appelé à ce “que les droits humains fondamentaux ne soient pas violés, mais promus”. Il a également insisté sur la “nécessité de toujours garantir le droit à la vie”, “même envers ceux qui sont punis”, une allusion à la peine de mort, toujours en vigueur dans le royaume.

Sayed Ahmed Alwadaei, directeur de l’ONG Bahrain Institute for Rights and Democracy (BIRD), a dénoncé dans un communiqué “une hausse drastique de l’utilisation de la peine de mort contre des manifestants pro-démocratie” à Bahreïn, depuis la révolte de 2011, dans le contexte des Printemps arabes. 

Jeudi, le pape, qui aura 86 ans le mois prochain, a confié aux journalistes avoir “très mal au genou”, une douleur chronique qui l’oblige à se déplacer en chaise roulante.

Depuis son élection en 2013, il s’est rendu dans une dizaine de pays à majorité musulmane, notamment en Jordanie, en Turquie, en Bosnie-Herzégovine, en Egypte, au Bangladesh, au Maroc et en Irak.

Vainqueur des législatives, Benjamin Netanyahu a lancé les tractations avec ses alliés ultra-orthodoxes et d’extrême droite en vue de former un gouvernement qui pourrait être le plus à droite de l’histoire d’Israël, suscitant des inquiétudes internationales et locales.

“Où vont-ils?” titre vendredi le Yediot Aharonot, journal le plus vendu en Israël, avec les portraits de Benjamin Netanyahu, inculpé pour corruption, et de la star montante de l’extrême droite, Itamar Ben Gvir.

Avec 64 sièges, le bloc de droite mené par M. Netanyahu, déchu du pouvoir en juin 2021 après 12 ans de règne continu, est arrivé en tête des législatives de mardi.

Son parti, le Likoud, a obtenu 32 sièges, ses alliés ultra-orthodoxes 18 et l’alliance “Sionisme religieux” 14, un record pour l’extrême droite.

“Cela va être un gouvernement sans précédent”, prédit dans le Yediot Aharonot la chroniqueuse politique Sima Kadmon. “La plupart des portefeuilles importants seront entre les mains de fanatiques (…) Tout le monde sait que si seulement une fraction de ce qui a été promis est mise en oeuvre, cela va être un pays différent.”

En face, le camp “anti-Netanyahu” mené par le Premier ministre sortant Yaïr Lapid (centriste) a obtenu 51 sièges.

 Compliqués

L’annonce, jeudi soir, des résultats des législatives, les 5e en trois ans et demi, est survenue dans un contexte de regain de violences israélo-palestiniennes.

L’armée israélienne a frappé dans la nuit “des sites militaires” dans la bande de Gaza après des roquettes tirées de cette enclave palestinienne vers Israël. Et jeudi quatre Palestiniens, dont un assaillant, un combattant et un adolescent, ont été tués par les forces israéliennes en Cisjordanie occupée et à Jérusalem-Est.

L’enclave de Gaza est sous blocus israélien depuis plus de 15 ans et la Cisjordanie et Jérusalem-Est sont occupés par Israël depuis 1967.

Le chef de la diplomatie américaine, Antony Blinken, a exprimé jeudi sa “profonde inquiétude” face à ces violences et appelé à une désescalade.

Conformément à la loi électorale israélienne, les résultats définitifs des législatives seront transmis le 9 novembre au président Isaac Herzog, qui devra ensuite mandater officiellement le candidat ayant reçu le plus de recommandations de la part des partis pour former un gouvernement, vraisemblablement M. Netanyahu.

Ce dernier aura alors 42 jours pour former son équipe.

Selon les médias locaux, il a d’ores et déjà mandaté Yariv Levin, un de ses proches, pour entamer des pourparlers qui pourraient s’annoncer compliqués, avec la formation “Sionisme religieux” notamment.

Le chef de ce parti, Bezalel Smotrich, a indiqué vouloir le ministère de la Défense, et son n.2 Itamar Ben Gvir, celui de la Sécurité publique, deux postes clés à l’avant-scène du conflit israélo-palestinien.

Chez les ultra-orthodoxes, le chef du parti séfarade Shass, Arieh Dery, revigoré par ses onze sièges, lorgne sur les Finances ou l’Intérieur. M. Dery a été reconnu coupable de fraude fiscale en 2021 et avait auparavant été emprisonné pour corruption.

 “Qui est le maître!”

Mais M. Netanyahu est conscient que propulser ces personnalités à des postes clés pourrait “endommager” ses relations à l’étranger, estime Shlomo Fischer, du Jewish People Policy Institute à Jérusalem.

“Il ne veut pas que MM. Ben Gvir et Dery mènent la danse”, dit l’analyste à l’AFP. “Il est très prudent, il ne veut pas perdre sa légitimité internationale (…) Il pourrait essayer d’élargir sa coalition pour minimiser leur influence”.

Alors que M. Ben Gvir multiplie les appels à faire usage de la force contre les Palestiniens et à “montrer qui est le maître” en Israël, les Etats-Unis ont dit, avant l’annonce de la victoire de M. Netanyahu, espérer que “tous les responsables israéliens continueront de partager les valeurs d’une société démocratique et porteuse de tolérance pour toute la société civile, en particulier les groupes minoritaires”.

Du temps où il était Premier ministre avant 2021, M. Netanyahu s’était aliéné les alliés historiques d’Israël au sein du parti démocrate du président américain Joe Biden et avait travaillé en étroite collaboration avec l’ex-président républicain Donald Trump.

Le Royaume-Uni a lui aussi invité jeudi, avant l’annonce des résultats définitifs, “tous les partis israéliens à s’abstenir de tout langage incendiaire et à faire preuve de tolérance et de respect envers les groupes minoritaires”.

Probe launch into police response to triple murder on TCI Loop Cayman Islands

The Royal Turks and Caicos Police Force has denied that it did not respond in a timely manner to reports of gunshots near the scene of a triple murder that occurred in Dock Yard earlier this week.

In a statement, Commissioner of Police Trevor Botting said the control room received multiple reports about gunshots being heard on October 31 in Timber Crest.

A team was sent out to the area and nothing was found, according to the top cop.

Bottling said members of the public found the vehicle outside of the area that cops searched.

The commissioner said a probe will be launched to determine the facts and changes will be made once deficiencies are found.

“As a learning organisation and in the interests of transparency, the police response to the calls regarding gunshots being heard during the evening of 31st October is under review, so we can establish how we dealt with that call and identify where we could have enhanced our initial response,” he said.

The commissioner condemned persons who took photos of the murder victims, which included a three-year-old boy, and of the injured seven-year-old who survived the incident. The images were widely circulated on social media.

He said their actions added to the trauma that the child experienced.

“To those who did take, circulate and recirculate those photographs I would ask that you imagine how you would feel if this was a member of your family, a loved one that was either killed or was in need and others did not help but took photos for circulation,” he said.

Bottling called on members of the public to refrain from sharing the images.

Basseterre, St. Kitts, November 03, 2022 (SKNIS):  The Department of Constituency Empowerment and the St. Kitts and Nevis Football Association (SKNFA) signed a Memorandum of Understanding (MOU) on Thursday, November 03, 2022, signalling a commitment to partnering for community development and empowerment programmes through sports empowerment ambassadorship.

Minister responsible for Constituency Empowerment, the Honourable Senator Dr. Joyelle Clarke signed the MOU with the President of SKNFA, Atiba Harris and the Presidents/representatives of the 2022 Super Six Teams, namely Conaree FC; St. Paul’s FC; Garden Hotspurs; Village Superstars; St. Peter’s FC and Cayon Rockets FC.

“We are thankful that the SKNFA have willingly decided to support us and to provide that channel or that bridge between the clubs and Constituency Empowerment. Essentially we are going to provide development brands through the SKNFA and then through the clubs, first with the Super Six Teams and then, of course, with all 12 teams in the Premier Division,” said Minister Dr. Clarke.  “The Prime Minister [the Honourable Dr. Terrance Drew] expressed his desire to have partnership for empowerment with the sports, in particular with football because of the number of young persons who play football and, of course, because youth could be useful ambassadors for some of the empowerment programmes that we have.”

Dr. Clarke noted that the department will focus on eight (8) empowerment areas including energy; water; food security; youth activism; education; climate action; culture and sports development.

“We do have a focus on energy, water, youth activism… and we are happy that the teams in the Super Six would be able to have a very general memorandum of understanding with us to be ambassadors for one of the empowerment areas,” said Minister Dr. Clarke.

Teams will be able to access grants in the amount of EC $10,000 among other assistance. Senator Dr. Clarke said that the grants will be used to support club development. Grants will also be made available for the empowerment agenda. There is also a “small grant” that will be provided for community activists to host events such as impromptu football festivals, or to support a community event by past footballers or a party to name a few.

The grants will be accessible through the Premier League Football Teams and then Constituency Empowerment will provide the sponsorship.

“I think that the final grant approach is very critical because usually, individuals can’t access project funding through Constituency Empowerment, but if the individual can partner with the community to access the funds, it would be good,” said the Minister.President Harris described the initiative as extremely timely, adding that SKNFA “appreciates” the government’s “contribution.” He said that clubs have a “social responsibility and it is timely in [the sense] that we are about to take the games back to the communities.”

Basseterre, St. Kitts, November 3, 2022 (SKNIS): MSR Media has announced that it is set to produce 35 films in St. Kitts & Nevis over five years. The first film is the action movie Fast Sea, written by Sean Michael Argo and Leigh Scott, produced by Philippe Martinez and directed by Leigh Scott. Production is slated to start in January 2023 in St. Kitts.

During a meeting this week with the Prime Minister of St. Kitts and Nevis Honourable Dr. Terrance Drew, MSR Media producer Philippe Martinez revealed that MSR Media, a SKN based company, is committed to hiring 150 people over the next four months and is finalizing the purchase of a leading hotel in Basseterre, St. Kitts, which will create 100 new jobs when the hotel reopens. MSR Media is looking to hire now 50 young persons who are college graduates to work in their film division and will be opening a new film academy in all disciplines in St. Kitts for nationals. MSR Media’s total investment in this new deal with St. Kitts will be $150 million over five years.

Christmas in the Caribbean, a romantic comedy shot entirely in St. Kitts starring British actress Elizabeth Hurley and directed by Philippe Martinez is set to premier in the United States in December.

The Federation of St. Kitts and Nevis is becoming a top film-making destination in the Caribbean thanks to MSR Media and its Chief Producer Philippe Martinez and Lee Beasley, Managing Director, who since setting eyes on the two Caribbean Islands, have been seduced by their beauty and charm and have made them their home.

Since coming to the Federation, a year and a half ago, MSR Media has produced several films including One Year Off, Assailant, A Week in Paradise, Christmas in the Caribbean and Us or Them.

In an interview with Prime Minister of St. Kitts and Nevis Honourable Dr. Terrance Drew on Sunday, October 30, 2022, at Kittitian Hill, Mr. Martinez said:

“In the past 18 months, MSR Media has invested and produced eight (8) films in the Federation. The creation of the Ministry of the Creative Economy is a wonderful initiative by the Prime Minister and his Government that will help companies like ours to continue creating many more jobs and portray this beautiful country in our films to a worldwide audience.”

Mr. Martinez thanked Prime Minister Dr. Drew for reopening the country and for his commitment to a diversified economy, investing in education, and for his Government’s dedication to making St. Kitts and Nevis a hub for the Hollywood film industry.

Actress Elizabeth Hurley, who was also in the interview said “What’s really important for me and for the other actors that are involved is that we really feel that we are working within communities that seem so open to have us as filmmakers, that seem to be very keen to be involved…we’ve now integrated and we have so many local people learning all the different trades, backstage, in the film and in front of the camera and that’s a wonderful thing for us to see.”

Prime Minister Dr. Drew, who was impressed with the proposals from MSR Media said “You will definitely have our support and we will develop this industry.”

NIA CHARLESTOWN NEVIS (November 03, 2022) — The Department of Agriculture was gifted with 2,000 pineapple slips from the Taiwan Technical Mission in St. Kitts and Nevis on November 02, 2022.

Mr. Roy Yuan Hung Lo, the new Mission Chief, delivered the donation to Mr. Huey Sargeant, Permanent Secretary in the Ministry of Agriculture, on his first visit to Nevis. He replaces Mr. Yu-Ming Lu who served in that position for the past nine years.

The new Mission Chief endeavoured to do his best during his tenure to develop agriculture on the island.

“Today is my first time to come to Nevis and I feel the environment is really nice. The air is fresh, and thanks for the welcome to come here.

“I will do my best to help Nevis to develop agriculture and also other areas. I will do my best as the leader of the Taiwan Technical Mission,” he said.

Mr. Sargeant while welcoming Mr. Lo expressed gratitude for the gift.

“Mr. Lo came bearing gifts of 2,000 pineapple slips which we are going to distribute on the estates here on the island of Nevis and in welcoming Mr. Lo, we want to also say thank you for the gifts. You’ve come at a good time and we are very grateful. So welcome!” he said.

Permanent Secretary Sargeant noted that during a meeting with senior staff of the Department of Agriculture and Mr. Lo, they spoke of matters affecting Nevis.

“We would have discussed a number of issues affecting our Federation, Nevis in particular, and we would have carved out a way forward for continued assistance from the Taiwan Technical Mission,” he said.

Mr. Sargeant also used the opportunity to extend best wishes to Mr. Lo during his tenure, while registering gratitude to Mr. Lu for serving nine distinguished years as Mission Chief in St. Kitts and Nevis.
