La durée d’indemnisation des demandeurs d’emploi ouvrant des droits à partir du 1er février sera réduite de 25% avec un plancher minimal de 6 mois, ont annoncé lundi les partenaires sociaux.

“Le gouvernement vient de nous annoncer une baisse généralisée des droits de 25%”, a dénoncé Michel Beaugas (FO) à l’issue d’une réunion au ministère du Travail. Denis Gravouil (CGT) a critiqué une réforme “totalement inacceptable”.

Un chômeur qui aurait eu droit par exemple à 12 mois d’indemnisation dans le système actuel n’aura plus droit qu’à 9 mois.

Les premiers impacts sont donc attendus à partir du 1er août.

Cependant, lorsque les demandeurs d’emploi arrivent en fin de droits, si l’état du marché du travail est “rouge” – un taux de chômage au-dessus de 9% ou en progression de 0,8 point sur un trimestre, alors leur durée d’indemnisation reviendra au niveau d’aujourd’hui. 

Si, pendant trois trimestres de suite, le taux de chômage revient sous les 9% et ne connaît pas de progression supérieure à 0,8 point, la situation repassera au “vert” et la durée d’indemnisation sera donc de nouveau réduite de 25%.

Aujourd’hui, la durée d’indemnisation est appliquée selon le principe un jour travaillé, un jour indemnisé, avec un maximum de 24 mois pour les moins de 53 ans, 30 mois pour les 53-54 ans et 36 mois pour les 55 ans ou plus.

Le niveau d’indemnisation et les conditions, soit le fait d’avoir travaillé six mois sur une période de référence de 24 mois, ne sont pas modifiés.

Jamaica is eyeing “foreign dons” who continue to orchestrate murders in the Caribbean island despite being overseas, as one of the measures to curb crime locally.

Speaking at the Jamaica Labour Party’s 79th Annual Conference at the National Arena on Sunday, Prime Minister Andrew Holness, in calling on the Opposition to support an extension of the recently declared state of emergency, said the Jamaica Labour Party (JLP) Administration is not solely relying on emergency powers to control murders.

The Government, he said, is also looking to close “several loopholes” in the country’s systems.

“We have been engaging with our US counterparts in discussions on further measures that could be taken to stem the flow of illegal guns into Jamaica. The discussions are focused on greater security measures at our ports… including securing more scanners,” said Holness, who added that the need to require greater identification for people sending packages to Jamaica from the US has also been discussed.

“We will also be opening discussions with our US friends to have special operations to target Jamaican dons overseas who are using their resources and influence to solicit and direct murders here in Jamaica,” the prime minister said.

He insisted that, for too long, “foreign dons” have been able to get away with this and that is Administration is going to ensure that they can no longer stay in another country and “direct crime” in Jamaica.

He said:

Personally, I think that it is a shame that someone who got the opportunity to migrate would use the opportunity to seek to make their community a living hell for the people they have left behind instead of sending back computers and assisting with school fees, they are sending guns and bullets to encourage you to kill your brothers and sisters. They mean us no good. They must be arrested and locked away for good.

The United States Ambassador to Jamaica Nick Perry was among the guests at the National Arena on Sunday, as the prime minister vowed to put a stop to it.

Turning his attention closer to home, he said criminals overseas are not the only ones “remotely programming crimes and murders locally”.

“In our local prisons, criminals are conducting extortion operations and directing murders right out of our prisons,” Holness said.

He said he has instructed that a high-security prison with a “communication dead spot”, which has been on the books for some time, be built as a project of strategic national interest.

“This means that, we will have a prison with a communication dead spot where we can put our high-risk criminals. We can put them in facilities where they cannot influence crime and murders outside of the facilities,” he said while admitting that technology can only guarantee security to a point.

Among the measures to address crime, the prime minister said there are plans for a new Corrections Bill that will speak to “stiffer custodial penalties” for people charged with securing criminals and preventing them from having access to the outside world but are facilitating the criminals in the prison.

He also pointed to the new Firearms Act and legislation that is to come, such as a new Bail Act and the Enhanced Security Measures Bill, which the Government intends to have before Parliament in the next fiscal year.

Pointing out that his Administration has never accepted as normal the murder rate of over a thousand people each year in a free and democratic society, Holness outlined the crime plan during the conference on Sunday.

Caleb Gardiner to replace Teco Lake as Senator

Caleb Gardiner, a recent graduate of the University of the West Indies (UWI) Five Islands, has been officially announced as the newest member of the Antigua and Barbuda Senate.

Prime Minister Gaston Browne publicly broke the news of the appointment on his radio programme, Browne and Browne, on Saturday. Last week he revealed to Observer media that the intention was to have Gardiner begin his public service on January 1.

Gardiner, 22, will replace the retiring Senator Eustace ‘Teco’ Lake who has served as a Member of Parliament since 2009 and once served as Minister of Works and Housing.

Observer media spoke to the “honoured” Gardiner yesterday about his appointment and how he plans to contribute to Antigua and Barbuda’s political development.

“I plan to use it to provide access to leadership development for young persons, to get persons more engaged and involved in community, personal and professional development,” he stated.

Gardiner said he feels he is someone young Antiguans can connect with.

Gardiner has held various leadership positions throughout his lifetime, including the first President of UWI Five Islands’ Guild of Students, a member of JCI Antigua – Jaycees, and a member of the National Youth Parliament of Antigua Barbuda (NYPAB).

Gardiner said he hoped his appointment will also inspire more young people to take up leadership positions.

“Throughout all these experiences, the main purpose was serving the youth of Antigua and Barbuda because my phrase is ‘service to humanity is the best work of life’.

“We want to know our purpose in life, and I do believe by volunteering, being active in community issues and community development, that any young person can, one—develop their own abilities—and two—contribute to nation building,” he said.

Gardiner recently graduated from UWI Five Islands with a degree in Human Resource Management.

The announcement of his appointment came in the aftermath of a commitment made by the Cabinet last week to promote more young persons to leadership positions, including Carl Christopher as Executive Chairman of the Free Trade Zone.

Prime Minister Browne also relayed to Observer media that the Cabinet will announce the name of the youth who will head the Board of Directors at the Antigua and Barbuda Institute for Continuous Education (ABICE) in due course. SOURCE OBSERVER by Newsco

MBS stages Fitness Challenge as last activity for this year and invites residents to walk, run or ride to Long Bay next weekend

Dr. Janelle Charles-Williams, the Communications and Marketing Manager at the Medical Benefits Scheme (MBS), says a reunion walk, run, or ride fitness challenge will wind up the Prevention Unit’s activities for this year.

Over the summer, a walk and a ride were held, Charles-Williams says, and the persons who participated are being invited and encouraged to take part in this final “Las’ lap” event.

The challenge will be held this Saturday, November 26, at three different starting points, in order to accommodate all levels of fitness.

The end point is Long Bay, and persons can opt to start from the MBS headquarters whether they choose to walk, run, or ride.

The second starting point is the Sir Vivian Richards Cricket Ground, and the third is in Glanvilles, next to the gas station.

Those who decide to start at the Scheme’s headquarters on Nevis Street will move off at 4 a.m., after a five-minute warm-up, Dr. Charles-Williams says.

To take on this challengeh, Dr. Charles-Williams advises that participants may sign up as teams.

She notes that physical activity is vital to a healthy lifestyle and, therefore, residents should come out and take part in this MBS activity.

Since the Chinese investor has failed to perform, Opposition Leader Jamale Pringle wants the Government to revisit the arrangement it made with YIDA.

When Prime Minister Gaston Browne announced the creation of the Special Economic Zone on Guiana Island, he claimed that developer Yida Zhang would pump millions into the economy on an annual basis.

However, eight years later, the development remains stalled and there is no activity taking place on the island or its surrounding acreage.

Accordingly, Pringle says that Zhang has not fulfilled his part of the contract and, therefore, some of the concessions he received ought to be taken back.

Given that the Chinese investor has failed to perform adequately, the Opposition Leader says some degree of re-negotiation should have taken place.

He notes that Zhang can still make money on the project – although he has not satisfied the agreement – and so, in the interest of the people, the Government should be trying to get something back.
