A tropical wave was analyzed along 59W south of 14N moving west at 5 knots.

This approaching tropical wave caused an increase in cloudiness and showers across Barbados and parts of the southern Windwards overnight. At Charnocks, 0.9mm was recorded while rainfall accumulations across the island ranged from 0.2mm to 7.2mm. As for the remainder of the region, a ridge pattern was the dominant feature and conditions were fair to partly cloudy with brief isolated light showers.

Further south over Trinidad and Tobago, instability ahead of the tropical wave generated cloudy skies scattered showers, periods of rain and isolated thunderstorms.

Winds across the region were light to breezy, peaking at 23 knots here in Barbados. Seas remained slight to moderate in open water with swells peaking near 2.0m.

The wave will merge with a trough system as the day progresses. Barbados has recorded another homicide.

He is Odwin Ryan Grannum of Licorish Village, My Lord’s Hill, St Michael.

Grannum was one of two people injured in a shooting incident at My Lord’s Hill, St Michael on Tuesday, November 8 at 6:47 pm. He was in critical condition after receiving shots to the leg and abdomen.

The other victim – a 28-year-old man of Barkers Road, St Michael – received a gunshot wound to his mouth.

Both individuals were transported by private vehicle for medical attention. Grannum passed away after receiving emergency surgery at the Queen Elizabeth Hospital.

Belize City’s Hurricane Lisa cleanup campaign continues

Tons of debris have been removed from the city in the days following the passing of Hurricane Lisa, but there’s still more work to be done, says Mayor Bernard Wagner.

The Belize City Council’s massive cleanup campaign is still underway, and according to Mayor Bernard Wagner, the Council, while far from finished, has made plenty of progress.

In an interview with KREM News’ Marisol Amaya today, Mayor Wagner spoke on the devastation that struck the city last Wednesday with the passage of Hurricane Lisa. He noted that the assessments done by the Council show that many residents will be facing an uphill battle when it comes to recovering from the effects of the storm.

From the very moment that the National Emergency Management Organization (NEMO) first gave the all-clear on Thursday, the Mayor and his team at the City Council have been on the ground doing what they can to provide relief to residents.

“From this hurricane, it has been constant for us here at City Hall. Just last night, the emergency operations center was able to close down its operations, given the fact that all those that were in the shelters have now left. Those residents who lost their homes, through the Human Development Office, have been relocated via rent—they’ve been able to pay rent for them for, I believe, three months until they can get their homes back in order,” Mayor Wagner said.

The cleanup campaign was launched on Friday and was bolstered by the service of close to 300 Belize Defence Force soldiers, along with the support of an extensive list of public and private sector partners. Those included the Orange Walk Town Council, the San Pedro Town Council, the National Fire Service, the Department of the Environment, the San Ignacio/Santa Elena Town Council, Teichroeb & Sons Ltd, GEL Quarry Co. Ltd, the Belize Coast Guard, Belize Roadway Construction Ltd., and Belize Water Services, to name just a few.

The campaign has been a display of solidarity that supersedes politics and partisanship, as pointed out by Mayor Wagner when asked about the show of support from UDP politicians such as Mayor Earl Trapp, the mayor of the Cayo District’s twin towns.

“We all serve the people. The people don’t want to hear about this red or this blue during disaster. The people want to hear what you will do for them … and Mayor Trapp answered the [call],” he said.

As of Sunday, the Belize City Council and its partners had cleared debris and mud from more than thirty streets. But according to Mayor Wagner, the Council will also soon be focusing on providing much-needed humanitarian aid to those residents severely affected or displaced by Lisa. The Council, said the Mayor, is committed to leaving no one behind.

In addition to those helping directly with the cleanup, the City Council has received plenty of support in the form of donations. Today, the Placencia Village Council provided Belize City with a truckload of supplies donated by villagers. Those donations included everything from bales of toilet paper to clothing and bedding. The Placencia Village Council is expected to be donating even more supplies for hurricane relief following their second donation drive being held Monday afternoon. Likewise, the Dangriga Town Council, in addition to being on the ground for the cleanup campaign, has provided the City Council with a large donation of clothing.

To add to this, Prime Minister John Briceño last week, during an emergency Cabinet meeting, committed to providing the city with food pantries, in addition to allowing local area representatives access to funds needed to bring relief to their constituencies. The Prime Minister, on Friday, joined the City Council for day two of its cleanup campaign.

“People have genuine needs. People are facing hard economic times, and it has become even harder with Lisa, and so we as leaders have to be there. I told the Prime Minister it’s very critical that we be at our best—that we move fast. We were able to do that. Within four days after Lisa passed, the mobilization of all this heavy-duty equipment and manpower to be able to take out over ten thousand tons of debris out of the city—that’s remarkable,” said the Mayor.

But while tons of debris have been removed from the city, Mayor Wagner says that there is still much more work to be done. He noted that while many of the city’s main streets have been cleared, numerous side streets have yet to be tackled. The City Council has asked residents to exercise patience and to rest assured that their areas will be cleaned.

Elsewhere, many establishments damaged during the storm have begun their own cleanup and recovery efforts. That includes Sister Cecilia’s Home for the Elderly, whose roof is being rebuilt with the help of numerous volunteers, including Carpenter Woodworks in the Orange Walk District. Meanwhile, at Saint Catherine Academy, students and staff began their day with prayer before moving the accumulated dirt and mud from parts of the campus.

The Belize Zoo, which suffered extensive damage, will be closed for quite some time while they recover. Nevertheless, the zoo continues to provide care for all the animals that are housed there and is asking for monetary donations to aid their recovery and repair efforts.

The losses resulting from Hurricane Lisa have been tremendous. And according to Mayor Wagner, many City Council employees suffered significant losses and damages as well.

“The City will be here to help our staff to get their homes back in order and to provide relief, provide pantry wherever possible for our staff to get back on their feet,” he said.

Belizean businessman arrested with 9.95 kilo of suspected heroin in New Delhi

The drugs were stashed under the false bottom of a bag reportedly being carried by Francis Gegg, 70, official leaked documents suggest.

NEW DELHI, India, Mon. Nov. 7, 2022

The Ministry of Foreign Affairs was unable to verify reports of the arrest of prominent Belizean, Francis Gegg, 70, in New Delhi, India. Gegg was reportedly found with 9.95 kilograms of suspected heroin at the Indira Gandhi International Airport in New Delhi on October 30, 2022. The substance was seized, and he was arrested and charged, according to a piece of correspondence sent from the airport officials to the High Commissioner at the Embassy of Belize in India.

Some outlets have reportedly received confirmation from the Foreign Affairs Ministry of the report, but the ministry was unable to provide any update to Amandala when we reached out to them.

Gegg, a prominent Belizean businessman who was once a leader of the We the People Reform Movement, a minor political party formed in 2003, reportedly started his journey in Johannesburg, South Africa, and took a connecting flight in Doha, Qatar, before arriving in New Delhi. The suspected heroin, described as an “off-white powdery substance,” was found in his possession and recovered by airport authorities in India.

The Joint Commissioner of Customs at the IGI airport requested that the authenticity of Gegg’s passport be verified and that his family be informed of his arrest as soon as possible. As mentioned, there is no indication whether authorities in Belize have reached out to the family of Gegg, since the Foreign Affairs Ministry was unable to verify reports of Gegg’s arrest and did not provide any additional information to us.

The heroin, totaling about 22 pounds in weight, is worth at least 16 million Belize dollars, some reports say.

Clarke announces $60-billion increase in national budget Loop Jamaica

Minister of Finance and the Public Service, Dr Nigel Clarke has announced that the 2022/2023 budget has been increased by $60 billion to $972 billion.

The increase of 6.6 per cent is reflected in the First Supplementary Estimates, which the minister tabled in the House of Representatives on Tuesday.

Among other things, he said the Russia/Ukraine war and the supply chain issues and rising inflation that followed were, in part, responsible for the increase. An allocation of $21 billion as part of the compensation package for public sector employees accounts for the bulk of the increased expenditure.

“This arises primarily from the discussions with public sector unions and staff associations in respect of the compensation restructure programmed for implementation during this fiscal year,” Clarke highlighted.

He said an amount of $2.2 billion requested by the Ministry of Health and Wellness to facilitate the payment of salary-related allowances contributed to this increase.

Non-debt recurrent expenditure of $52.7 billion will account for the largest share of the overall increase, while capital expenditure will soak up $1.3 billion and debt service $6 billion.

On the recurrent side, the increased amount is allocated as follows:

-The Ministry of Economic Growth and Job Creation benefits from a net increase of $5.1 billion, of which $4 billion is to support islandwide drain cleaning, de-bushing and minor repairs to gullies; and approximately $3.9 billion for patching, local and general rehabilitation of scoured and damaged roadways islandwide.

-Ministry of Health and Wellness:a net increase of$3.6 billionto support the payment of arrears for goods and services in the Regional Health Authorities (RHAs) and the procurement of drugs and medical supplies in the RHAs.

-Ministry of Transport and Mining: includes approximately $1.1 billion for the Jamaica Urban Transit Company towards the company’s fuel costs and other operating overheads.

-Ministry of National Security group: $6 billionincluding Jamaica Defence Force – $1.5 billion; Police Department – $3.3 billion; and Department of Correctional Services – $862 million.

-Ministry of Education: an allocation of $2.2 billion, including $530 million to supply laptop computers to teachers under the Heads of Agreement with the Jamaica Teachers Association; $592 million towards the production of breakfast/snacks for PATH students; $140 million to support critical repairs in identified schools.

-Ministry of Labour and Social Security: an additional $1.1 billion of the ministry’s increase relates toan 18 per cent increase in the regular cash grants paid to PATH beneficiaries.

Meanwhile, capital expenditure reflects a net increase of $1.3 billion above the approved budget, driven mainly by the additional allocation of $4.1 billion to the South Coast Highway Improvement Programme to facilitate mobilisation of the five remaining work packages and the installation of waterlines.

Clarke told the House that the increase in debt service of $6 billion arises from the impact of increases in interest rates on interest payments. He said interest payments are expected to increase by $10.8 billion, reflecting the result of monetary actions being taken both locally and globally to address the inflationary environment.

“The $10.8 billion increase on interest payments is somewhat countered by a $4.8 billion decrease on amortization payments, which is due primarily to the relative stability of the exchange rate,” he said.

The minister pointed out that theincreased expenditure will be financed primarily through an expected $65.5 billion increase in revenue flows. He noted that the performance of revenues over the first half of the fiscal year has been significantly better than budgeted, reflecting the higher than anticipated recovery of the economy from the impact of COVID-19 as well as the higher than expected inflation.

At the end of September, total revenue flows were $40.4 billion above budget, including $35 billion from tax revenue.

“This performance has been factored into the current forecast, which anticipates total revenue flows of $815.3 billion for financial year 2022/23,” Clarke said.

The revised national budget now has total non-debt recurrent expenditure of $592.2 billion, made up of recurrent programmes of $280.8 billion, compensation of employees totalling $311.4 billion, capital expenditure of $66.4 billion, and debt service of $313.4 billion.

Opposition calls on Gov’t to fix problems at Kingston port Loop Jamaica

The Opposition People’s National Party is calling on the Government to fix the emergent problems at the Port of Kingston, which have resulted in a growing backlog of goods needed by producers and consumers for the impending Christmas season.

Speaking amid recent reports of heightened surveillance and inspection by the Customs and border control agencies of goods coming into the port, which is reportedly among the factors causing delays in the clearance of goods, Opposition spokesperson on Industry, Investment & Global Logistics, Anthony Hylton, said: “Whatever the cause(s) of the backlog in the clearance of goods at the port is, needs to be addressed immediately as this can only worsen an already fragile economic recovery and increase the burden on already stressed consumers and businesses.”

He explained that the delays in the clearance of goods at the port in the run-up to the Christmas peak demand season will only prolong the negative economic effects of the COVID-19 pandemic, in which the supply chain was severely disrupted, thus worsening the current inflationary spiral in which Jamaica and the world are gripped.

The Opposition spokesperson, in a release Tuesday, noted that “the response of the Bank of Jamaica in increasing the policy rate multiple times has resulted in increased interest rates on credit to the productive sector, as well as households.

“Coupled with the rising costs of fuel and basic food items, the pressure on businesses and the most vulnerable has been mounting,” he said.

To add further delays to the clearance of vital supplies and materials for producers and consumers during the peak Christmas season is increasing the risk of the economy slipping back into a recession, Hylton further explained.

He is, therefore, calling on the Government to take the lead in urgently bringing all stakeholders in the port community to the discussion table to fix the problem as quickly as possible to ensure stability at a main artery in the supply and logistics chain at the Port of Kingston.

“The micro and small enterprises, as well as the poor and the vulnerable classes, deserve a good Christmas season after the COVID-19 pandemic,” he said.

The countdown is on. Antigua’s Got Talent is now just 10 days away and more than two dozen contestants are preparing to take to the stage on November 19.

Singers, a pan soloist and a band are among those hoping to claim the crown – and the top prize of a Samsung Galaxy S22 plus six months’ mobile service courtesy of headline sponsor Flow.

The fun-packed event is being hosted by larger than life entertainer Ibis the Livest, and the winner and runners-up will be chosen by a panel of four celebrity judges.

Meanwhile, there’s a host of fabulous prizes up for grabs by the public in the raffle being drawn on the night.

They include a two-night staycation at the luxurious Hermitage Bay resort, day passes for two to Carlisle Bay, day passes for two at Blue Waters, three-course meal for two with wine at Weatherills, a three-course meal for two at Curtain Bluff, a hummingbird painting by Naydene Gonnella, a $400 gift certificate for Maia restaurant at South Point, and more.

Food and drinks will be on sale. Tables can be booked for dining but there will also be casual seating and standing room available.

PAAWS has partnered with AS Bryden & Sons (Antigua) – the local distributor of Tito’s vodka – to create a special cocktail for the event which will see a percentage of each one sold donated to the shelter.

Tito’s has a commitment to rescuing and protecting animals and has supported many causes through its ‘Vodka for Dog People’ programme.

“It gives us great pleasure to partner with PAAWS Antigua for this great cause as compassion for animals is intimately associated with the goodness of character –  that of which we at Brydens stand for,” said AS Bryden’s Managing Director Frances-Ann Minors.
