National Security Minister Dr Horace Chang says gunmen are reducing the number of shooting incidents they are engaged in but increasing the number of killings.
He made the statement Tuesday as he opened the debate on the much-talked-about Firearms (Prohibition and Regulation) Act, 2022 in the House of Representatives.
When passed into law, those found guilty of gun crimes could face a mandatory minimum sentence of 15 years in prison.
Speaking of multiple killings, the volatile Olympic Gardens community in the tough St Andrew South Police Division has experienced three double murders since Sunday evening.
To address the problem, the Government has justified what Chang acknowledged was the “punitive” nature of the legislation by pointing to rampant gun violence that has claimed upwards of 1,200 lives each year and the proliferation of illegal weapons in the society.
“Given this proliferation of illegal firearms in the country it is not surprising that the security forces have reported a steady rate of firearm recovery over the years,” Chang said in his opening remarks.
He said that since 2018, the security forces have taken more than 3,200 illegal firearms and in excess of 53,000 rounds of ammunition from the nation’s streets.
“In fact, the security forces have seized upwards of 625 firearms annually, and based on the firearm seizures so far this year, they are well on course to surpass the 703 firearms that were seized in 2021.
“As the police become more effective at intercepting the killers, however, we find that they are changing their tactics. They are reducing the number of shooting incidents and increasing the number of multiple killings,” said Chang.
Chang told the House that “what we have today in Jamaica, are well-funded and resourced criminals, with relative ease of access to high-powered weapons and other firearms who, are engaging each other in shoot-outs and are attacking the police and killing law-abiding citizens”.
“As a responsible government, knowing the impact that the regional guns-for-drugs trade is having on our country; knowing the pain and suffering that armed gangs and thugs are inflicting on our people, and the havoc they are causing in the communities; and being mindful of the crisis of criminal violence that we have on our hands …we had to take action!” he argued.
Said Chang: “This government had to respond to this crisis with a strong, comprehensive and impactful legislation, with a mandatory minimum sentence that will effectively deter criminals. This piece of legislation is punitive, but more importantly it will help to save Jamaican lives.”
The security minister said the Act was intended to curb the murder projections and stem the tide of criminal violence in the country.
“We know that legislation alone will not reduce the level of homicides overnight. We are confident, however, that this piece of legislation presents a strong deterrent to persons who are involved in trafficking, diversion, manufacture, stockpiling, and the movement of firearms, their parts, components, and ammunition. And we will not apologise for that! This is an effective tool for the police who have been successfully apprehending and prosecuting, but the current system has become a revolving door for hardened criminals,” said Chang.
The Act will repeal and replace the Firearms Act of 1967. It addresses the current criminal landscape in Jamaica and presents a strong response to the proliferation of illegal firearms within our jurisdiction Chang noted.
He highlighted that the consequential amendments made to the Offences Against the Person Act will increase penalty provisions for Sections 13, 16 and 17 by including a mandatory minimum sentence of 15 years for offences involving the use of a firearm. In addition, under section 20(2) the mandatory sentence has been increased from 15 years to 20 years, in keeping with the proposed penalty regime in the current Bill.

One of Netflix’s most popular children’s series, “CoComelon,” a giggly, musical series with repetitive lyrics, dropped a new special on Monday, providing many parents, like Arinze Odira, of Windsor, Ontario, a reprieve.
“I had a lot of stuff I wanted to do and my wife was sleeping,” explained Odira, whose daughter, Keine, is 13 months. “I put ‘CoComelon’ on and she was there for almost three hours. I had the time to do everything I wanted to do.”
Odira was so thankful, he took to Twitter to share his thanks: “To the producers of ‘CoComelon,’ I owe you guys a bottle of whisky. Thank you for helping millions of parents around the world.”
It may not be as flashy or as high-profile as Netflix’s adult programming, such as “Bridgerton” or “The Crown,” but “CoComelon” is an important show for the streaming service. Besides the US, it’s hit the top 10 in countries including the UK, Philippines, Canada and South Africa.
“CoComelon” and Netflix also plan to go big in 2023 by releasing a new series called, “CoComelon Lane” where the characters speak. Episodes will be set up by main character JJ, a toddler with a tiny curl of hair on the top of his head and two teeth.
“He talks directly to camera, so he talks to the kid at home. It really feels like he’s inviting you into a playdate with him and his friends. He’s asking you to come with him on whatever his journey of the day is,” said Heather Tilert, Netflix’s preschool content executive, who says “CoComelon Lane” is targeted for children a little bit older.
“Cocomelon is really hoping to continue with kids who have fallen in love with JJ and friends already and kind of move with them through their development. So, ‘CoComelon Lane’ we see as really kind of for 3 to 5-years-olds.”
The new hourlong special released this week, called “Fun with Family and Friends,” consists of 20 new musical animated shorts. It’s the first “CoComelon” content exclusively available on Netflix. They’ve upped their music game too, licensing songs parents will recognise including “Twist and Shout” and “Stand by Me,” but touching on skills for reaching pre-school milestones including colours, shapes, movement and even emotions.
“CoComelon” was originally created in 2005 by Jay Jeon, a father in California who had the idea to use songs to teach his own two kids. He began uploading the videos to YouTube. Those videos eventually grew to gain billions of views and “CoComelon” was acquired by Moonbug Entertainment in 2020.
It’s expanded the franchise with spin-offs, a podcast on Spotify and a new live tour called ” CoComelon Live! ” kicking off September 16 in Baltimore.
Tapping into exactly what makes “CoComelon” so popular with kids is “the big question,” said Andy Yeatmen, Moonbug’s managing director of Americas, but he thinks it is due in large part to putting the child first rather than going over kids’ heads to entertain parents.
“Everything is very thoughtful about being from a preschooler’s point of view. So, not what an adult would think about as important to a 3-year-old, but what a 3-year-old would think is important.”

Quentin Miller has been missing in action from the scene for a bit now, but he’s back, and the rapper is talking about some of the moments in his career, including the famous fight he had with Meek Mill.
Quentin Miller is close to Drake, but he somehow got wound up in a feud with Meek Mill in 2015, who claimed that he was Drake’s ghostwriter. At the time, Nicki Minaj was in a relationship with Meek Mill, and it seems that she had taken Meek’s side on things.
In a new interview, Quentin Miller claims Nicki instigated Meek and his Dreamchasers crew to beat him up and extract a video confession.
Nowadays, Nicki and Drake are great buddies, but it seems that while everyone is celebrating the latest Michael Jackson Video Vanguard recipient, at least Quentin recalls Minaj’s past behavior that many might have forgotten.
Drake and Nicki Minaj recently appeared together on the Young Money Reunion tour, where they performed alongside each other, and they even shared some lens time where they appeared to be at a great place with their friendship.
In a recent interview on Rory & Mal’s podcast, the artist and songwriter say that Meek Mill had cornered him when they fought, and everything appeared fine after they spoke.
“The man [Meek] said ‘get on camera and say you was lying, you wrote that sh*t’, and I said ‘nah’, you know what I’m saying,” he began.
“So with that situation, it’s so crazy bro, that day it was insane, so I’m about to go to HitBoy’s house but before I go I’m about to stop at the Nike store. I go to the Nike Store it was on Wiltshire at the time, I get out the Uber, Paparazzi is across the street, it’s just a bunch of paparazzi. I’m like ‘oh sh*t who is it’, me and Meek lock eyes. I just turned. I just go in the store. As I turn I saw one of them like [waving like yow yow] they come into the store… ‘aye yo what’s up man’ he says, ‘all this sh*t like you making me looking me look crazy whatever, and I’m like ‘bruh’…he’s like ‘I could tell you ain’t on no street sh*t. So I ain’t gon do nothing’ So I’m like, ‘Iight.’ so he just left and did a quick turnaround,” he said.
The Atlanta artist, however, says when he thought things were over, Meek’s crew again accosted him with a camera to force a confession out of him to aid the then love of her life, Meek Mill, in his beef with Drake.
“He dips so I’m thinking we good and um, and then his mans came back in with the camera. I found out and I don’t know how true this is but I found out that it was a Nicki Minaj call,” he says.
While he says he can’t prove the claim, he was told that she was the one who came out with the camera idea.
“When Meek evaluated you not a street dude, you not on that street sh*t and they dipped, I heard when they went back to the car, it was Nicki who was like ‘nah run that’, listen bruh, I’m a Nicki fan, I’ve always been a Nicki fan, my daughter is a Nicki fan, but that was fucked up, man,” he added.
When asked if he knew for sure that it was Nicki Minaj who was behind them accosting him to confess on camera, the artist said he never even knew Minaj or had ever spoken to her.
“I hope that wasn’t the case if that was the case, but either way I put it on me but still finding that out that hurt because I never even had a conversation with this lady so why she like that?”
Back in 2015, Drake had responded to Meek Mill’s claim with two heavy diss tracks- “Back to Back” and “Charged.”
The rappers later quit the beef around 2018 after Meek and Nicki Minaj broke up (around 2017) as she alleged that he was abusive and once kicked her.
As for her and Drake, the two were not on good terms for quite a bit, also around 2018.
As Drake became friends with Minaj’s latest enemy Meek, he also allowed Cardi B to perform twice at OVO Fest, which seemed to have led to tensions between the two rappers. Many felt that Drake was being petty at Minaj.
While Minaj and Cardi B are still not on good terms, she and Drake seem to be chummy again.
As for Minaj, she has not responded to Miller’s interview. But in an interview with Zane Lowe in 2018, Minaj claims that she played the role of peacemaker behind the scenes of the beef.
She called the beef “one of the hardest parts of my career” and said she tried to convince Meek to leave it alone, but she was nevertheless involved inevitably.
“I was behind the scenes, wishing it wouldn’t happen,” she explained. “I said, ‘Don’t do that.’ I think, as artists, we all look back on things that we shouldn’t have done. And that was one of those things he shouldn’t have done. But he did it, and it is what it is. What I do know is that Meek and Drake have moved on from that,” she said.

Ce mardi 06 septembre, la compagnie EFT Airways a annoncé la création de deux nouvelles compagnies aériennes sœurs, dont l’une, Fly-Wi, conçue pour opérer en Martinique.
C’est dans un communiqué sur les réseaux sociaux que la compagnie aérienne croate EFT Airways annonce s’installer en Martinique et à la Réunion. Sur sa page Facebook, l’entreprise expose sa participâtes à deux projets d’expansion « dans le but d’établir une présence permanente de (leur) marquée dans les territoires d’Outre-mer françaises ». Le but affiché est de valoriser la communauté de ces territoires dans le réseau de la compagnie.
Pour ces deux projets en Martinique et à la Réunion, les compagnies sœurs ne comptent qu’un avion par flotte au départ, un Boeing 737-800. Les premiers vols sont prévus pour le quatrième semestre de l’année 2022, selon la compagnie.
La flotte pourrait être étendue et deux Boeing 737-800 pourraient être ajoutés d’ici la fin de l’année 2023. Samuel Vivares, ancien directeur régional Caraïbes de la compagnie aérienne Corsair, serait lui aussi de la partie pour « représenter » les deux compagnies aériennes sœurs d’EFT Airways.

MANCHESTER, England (AP) — Former Manchester United great Ryan Giggs will go on trial for a second time on domestic violence charges.
A judge ruled Wednesday that Giggs should face a retrial, a week after the football great was discharged after a jury failed to reach a verdict on charges that he assaulted and used coercive behaviour against an ex-girlfriend.
After approving an application by the prosecution for a second trial, Judge Hilary Manley set a date of July 31, 2023, for a trial estimated to last three or four weeks. Giggs will remain on bail.
He was excused from attending the brief hearing that took place at Manchester Crown Court.
Prosecutors say Giggs assaulted Kate Greville, causing actual bodily harm at his home in Worsley, Greater Manchester, in November 2020. He was also charged with common assault of Greville’s younger sister during the same incident, as well as using controlling and coercive behaviour toward his former girlfriend between August 2017 and November 2020.
Giggs denied all the charges, and the jury couldn’t reach a verdict after more than 20 hours of deliberations.
In his 23-year playing career at Man United, Giggs won 13 Premier League titles, two Champions Leagues and made 963 appearances. He is widely regarded as one of British football’s greatest players.
He stood down as coach of the Wales national team in June, saying he didn’t want to jeopardize preparations for the World Cup later this year in Qatar. He had been on leave since November.

NEW YORK (AP) — Karen Khachanov stood on court, arms raised, basking in a rowdy crowd’s cheers after reaching his first Grand Slam semifinal at the U.S. Open. Not far away, Nick Kyrgios took out some of his frustration at the so-close-yet-so-far result on a pair of rackets.
First, shortly after the last point of his 7-5, 4-6, 7-5, 6-7 (3), 6-4 loss to Khachanov, Kyrgios cracked his piece of equipment against the ground — once, twice, three, four times. Then, for good measure, Kyrgios grabbed yet another racket out of his bag, reared back and hit that one on the sideline, too.

Kyrgios could not quite follow up his victory over defending champion Daniil Medvedev at Flushing Meadows, bowing out in a high-quality, topsy-turvy quarterfinal that began Tuesday night and concluded more than 3 1/2 hours later at about 1:00 am Wednesday in Arthur Ashe Stadium.
“It’s just devastating. Like, it’s heartbreaking,” said Kyrgios, a 27-year-old from Australia who was the runner-up at Wimbledon in July. “Pretty much every other tournament during the year is a waste of time, really. You should just run up and show up at a Grand Slam. That’s what you’re remembered by.”
Asked about Kyrgios’ display of disappointment, Khachanov said he saw “rackets were flying,” and added: “I feel the pain for him.”
Early in the match, two spectators were kicked out after one gave the other a haircut in the stands. By the end, the late-staying spectators were pulling for Kyrgios loudly. At one point in the fourth set, chair umpire James Keothavong pleaded: “Once again, ladies and gentlemen: Respect both the players.”
“I was prepared. I was expecting that the crowd would be more for him, that he was the favourite in their eyes,” said the No. 27-seeded Khachanov who had been 0-2 in major quarterfinals before this one against No. 23 Kyrgios.
Khachanov will face No. 5 Casper Ruud on Friday for a berth in the championship match.
“I’m really proud of myself,” Khachanov said. “I was really focused from the beginning to the end.”
Both he and Kyrgios are equipped with booming serves, and they combined for 61 aces (31 by Kyrgios). They combined for 138 total winners (75 by Kyrgios).
Two stats that were real difference-makers: Kyrgios made 58 unforced errors, Khachanov 31. And Khachanov saved 7 of 9 break points he faced.
The breakthrough at Wimbledon, and two recent victories over No. 1 Medvedev — including in the fourth round, ending his title defense — made Kyrgios a popular pick to claim his first Grand Slam title at Flushing Meadows.
Khachanov was not allowed to play at Wimbledon this year after the All England Club banned all players from his country, Russia, and Belarus because of the invasion of Ukraine.
In Wednesday’s quarterfinals, it’ll be No. 3 Carlos Alcaraz vs No. 11 Jannik Sinner, and No. 9 Andrey Rublev vs No. 22 Frances Tiafoe.
None of the last eight men in the bracket has won a major title.

A High Alert has been activated for six-year-old Niaheim Johnson of Passage Fort in Portmore, St Catherine, who has been missing since Friday, September 2.
He is of brown complexion, slim build and about 91 centimetres (3 feet) tall.
Reports from the Mandeville police are that about 5pm, Niaheim was last seen in Duhaney Park, Kingston 20.
The police said his mode of dress at the time is unknown, and he has not been heard from since.
Anyone knowing the whereabouts of Niaheim Johnson is being asked to contact the Mandeville police at 876-961-5538, police 119 emergency number or the nearest police station.
