Algunos aguaceros menores afectaron el este de Puerto Rico y las aguas locales, pero, de lo contrario, condiciones estuvieron mayormente despejadas.

Viento fue leve con alguna brisa terrestre de menos de 5 mph. Temperaturas mínimas hasta las 5 AM AST fluctuaron desde los medios 60s en los valles montañosos a bajos 80s en las áreas costeras expuestas al viento.

Se espera cielo mayormente soleado en la mañana. Luego, se espera que aguaceros de la tarde se desarrollen sobre el oeste de Puerto Rico donde algunas tronadas aisladas no pueden descartarse. El viento estará de este noreste con brisa marina de 15 a 20 mph y ráfagas más fuertes.

Hoy las temperaturas máximas estarán más calientes en la costa sur y el extremo oeste de la isla donde temperaturas alcanzarán los bajos 90s. En el resto del área, las máximas fluctuarán desde los altos 80s en áreas bajas a altos 70s en montanas altas. Una onda tropical entrara al área durante la noche esta noche y se espera que la probabilidad de lluvia mejore considerablemente el domingo en la noche y el lunes.

Los navegantes pueden esperar condiciones marítimas tranquilas con oleaje de 5 pies o menos y vientos de 10 a 15 nudos. Algunas tronadas podrían desarrollarse a través de las aguas costeras del oeste de Puerto rico en horas de la tarde. Para los bañistas, se espera un riesgo moderado de corrientes marinas para todas las playas del norte, este y sureste como también las de Culebra y Vieques.

Current NIS Fund design not sustainable Loop Barbados

The current design of the National Insurance Fund is not sustainable.

As it stands, the Fund is expected to be depleted in another 12 to 20 years.

This was emphasized as an independent Actuary with the National Insurance Board, Derek Osborne, addressed the press conference chaired by Prime Minister Mia Amor Mottley at the Lloyd Erskine Sandiford Centre, August 10, 2022.

Noting that such a depletion could be “as soon as 12 years from now, in 2034 on a pessimistic outlook, but on a more optimistic outlook, it could be in 2041”, Osbourne said:

“In the next 12 to 15 years, we are looking at the Fund being really challenged in a crisis position and a Fund being depleted does not mean that NIS will no longer exist. It just means that NIS would need to find additional funds because there is no longer any savings, which you can deplete to meet immediate benefits.”

The NIS, which is a comprehensive system of social protection for Barbadians, carried out reform in 2003/04. Changes made back then saw the contribution rate increase from 14 per cent to 18 per cent. Additionally, the pension age for full pension was increased from 65 to 67 and benefits were made slightly less generous.

Osborne, who also pointed out that the last 18 years had been challenging. said some economic cycles had not been good to the NIS, and not been good to Barbados. He noted the population was now declining and starting in 2017 there had been more deaths each year than births, migration and what is deemed the natural increase of population is now negative.

“We believe that migration outward continues, and so the population is now lower than it was five years ago and lower than it was 10 years ago. Again, for economic reasons, employment levels have come down. There are about 9,000 fewer workers, before COVID started, than there were 10 years prior. So, we have declining populations, declining employment-based economy over the last 13 years. Nine of those 13 years saw a negative growth; average, real GDP growth in that period was barely positive, over that time period,” he explained.

While he stressed that COVID-19 affected the labour force in 2020, and contribution income was down, Osbourne noted, however, that no benefits on the National Insurance Fund were affected. “All of the increase in benefits were on the unemployment fund, which paid out over $150 million in the year and a half during COVID. That fund is back on good footing. Money was borrowed from National Insurance Fund to be repaid. And also government will be recapitalizing that fund over a period of three years,” he said.

Osborne addressed the current financial state of the NIS, which he said has just under $4 billion and this was why the country was addressing it at this point in time. Identifying factors responsible for this, such as the island’s ageing population, the actuary stated: “In the 60s, families became smaller and smaller. So what we have in the last 18 years from the last pension reform is a reduction in the number of people paying in versus the number who are taking out. So back in 2004, there were 3.6 people paying in for every one pensioner, now it’s 2.4 and shrinking every year. And, the outlook is that it will be 1.8 in 2040, and down to 1.7 in 2060.”

The development of Barbados’ social security scheme in 1967 had its origins in the late 19th century. The growth of national social security includes the passing of the Poor Law Relief Act in 1880 to the creation of the Maternity Grant in 1985. The NIS celebrated 55 years of existence in June of this year.

Annual Healthcare Conference taking place in October Loop Cayman Islands

The annual Cayman Islands Healthcare Conference will take place from 20 to 22 October at the Ritz-Carlton Grand Cayman, returning to its three-day format after two years of a virtual and in-person hybrid due to the COVID-19 pandemic.

As in pre-pandemic years, there will be presentations and panels featuring both local and international healthcare professionals as well as exhibitors from healthcare related organisations and various charities.

The virtual portion of the 2021 edition had more than 8000 views on the CIGTV YouTube channel over the three days of the conference.

The theme for the 2022 conference is Your Health Promotion, Prevention & Positive Intervention and will focus on non-communicable diseases (NCD) whichare non-infectious health conditions that last for a long period of time and are also known as chronic diseases. These include hypertension, coronary artery diseases, cerebrovascular disorders, diabetes, autoimmune disorders, cancers and so on. Other areas of focus include occupational health; dental health; disorders affecting the youth; genomic sequencing; and organ transplants. In addition, one half day during the conference will be dedicated specifically to mental health.

Commenting on the upcoming conference, Minister for Health and Wellness, Sabrina Turner, said:

It is my pleasure to lead the Ministry’s hosting of the 13th annual Cayman Islands Healthcare Conference. As I’ve previously said, my aim as Minister for Health and Wellness is to promote and facilitate healthy behaviours that will result in better physical and mental health outcomes, not only on an individual level but collectively as a country. It is this Government’s vision to see our citizens not just surviving but thriving. This can only be done in partnership with likeminded persons who are willing to advocate for their personal health by asking themselves and their medical practitioners the important or worrying health-related questions, then taking the positive steps that lead them to better health once they have been empowered with the answers. This conference will help them do just that.

Minister Turner also said that the government is looking forward to the opening of the long-awaited and much-needed mental health facility later this year, further evidence of the government’s commitment to ensuring that persons living with mental health conditions have access to quality community-based mental health services and that their rights and best interests are protected.

Lizzette Yearwood, Chair of the Conference Planning Committee and CEO of the Cayman Islands Health Services Authority, echoed the Minister’s sentiments.

Yearwood said:

Every year the annual Healthcare Conference demonstrates its relevance and value to this community; this year is no different. As the country starts to return to some semblance of normality, we are learning to live with COVID in the community, a new mindset which allows us to enjoy the liberties that we had pre-pandemic while understanding that the virus is ever with us. With these freedoms come a responsibility and an opportunity to assess our health and overall wellbeing to see how we can live our best lives mentally, physically, emotionally, environmentally and spiritually. This conference aims to provide the tools for attendees to do so. It is an opportunity for attendees to increase their knowledge about such conditions as non-communicable diseases (NCD), ask the experts, and perhaps recognise the importance of prioritising their health even more than ever.

Community steps up to support Academy Girls USA Cup football team Loop Cayman Islands

With the help of several corporate and other community sponsors Academy Sports Club was able to include a Girls U17 football team to compete at the recent Target USA Cup tournament in Minnesota.

The local football club started its girls program only 7 years ago and has been growing it’s girls teams over the years.

“Several new recruits recently joined the program from John Gray High School which gave our numbers a huge boost”, said Academy’s Technical Director, Virgil Seymour.

Seymour explained that when Academy’s volunteer coach and Head of Youth Development Paul Byles first met with the group of young ladies he told them that if they worked really hard the club would work equally hard to ensure they got an opportunity to compete at the international level. The girls performed really well during the season and the club kept its promise.

That promise was kept partly due to the tremendous support of a number of individuals and companies within the local community.

Grant Thornton was among them.

“We are thrilled to support the Academy Sports Club Girls U17 team on their journey to the USA Cup in Blaine Minnesota,” said Dara Keogh, Managing Partner at Grant Thornton Cayman Islands. “Their program is inclusive and promotes integration within our community”.

The club also received support for both boys and girls from numerous other good corporate citizens including DMS, the Ministry of Social Development, the Ministry of Finance and the Ministry of Sports.

“It has become much more difficult receiving support for local sports over the past few years and given the positive impact on young people it’s really encouraging to see these organisations and individuals stepping up to help,” said Byles. “Academy is much more than a football program. Ask the teachers within the schools and some social workers about the work our coaches with our youth players on a daily basis.”

Six teams from Academy Sports Club competed at this year’s Target USA Cup, the largest youth football tournament in North America. Over 1,200 youth teams from all over the world competed at the National Sports Center’s 860-acre campus in Minnesota.

Seymour says the club is very appreciative of the support they received to make the trip a success. “It took a lot of effort to make it happen this year and we are extremely grateful to everyone who stepped up to help make it happen, especially for the girls team,” he said.

Tabor: Corthwright Marshall’s replacement to be announced after General Council meeting

OBSERVER: It could be approximately two weeks before a final decision is made on who will replace United Progressive Party (UPP) candidate for St Mary’s South, Corthwright Marshall.

The party’s Public Relations Officer (PRO) Damani Tabor made the revelation while speaking about a recent letter to Marshall – which was leaked to Observer – that advised Marshall that due to his failing health, the UPP hierarchy has decided to find a replacement to contest the upcoming general elections in the St Mary’s South Constituency.

This is despite Marshall apparently insisting he was strong enough to run against the incumbent Samantha Marshall of the Antigua Barbuda Labour Party (ABLP), and Andrew Antonio, the candidate for the Democratic National Alliance (DNA).

According to Tabor, that final decision will take more than a few days to be ratified.

He explained on the Observer AM show that the UPP’s General Council will have to meet and it would be up to the members to determine what direction the party will take regarding this matter.

“Ultimately, the General Council, which is the highest decision-making body outside of the convention, is who ratifies any new candidates, or they could even go in a different direction or whatever the case may be. I cannot say definitively who all the contenders are as the political leader [Harold Lovell] is currently engaged.

“He [Lovell] is a consultative guy and wants everybody to be affirmed and involved going through the process of meetings. It’s a dynamic process and I cannot speak precisely to where we are. In terms of when the General Council [meets], that meeting is on the 21st so that’s Sunday after next. So, certainly by then after that Sunday, by the next day, we will to tell the public what’s our final position,” Tabor explained.

While the missive to Marshall did not disclose the specific condition afflicting him, it alluded to the fact he had been hospitalised at least three times and may be seeking treatment in New York or Barbados.

Tabor, however, confirmed that several meetings had been held with the St Mary’s South branch office, but was tight-lipped on whether or not the branch supported the removal of Marshall from the UPP slate.

“I can advise that meetings with the branch did take place, for example, with the political leader and a contingent of people who I don’t quite recall exactly … but I can’t speak to what was said and what the responses are. I can’t speak to the substance of the discussions of the meeting, but what I do want to speak to is the political leader’s commitment to having a process that is affirming of the perspectives of all people, a process that recognises the value of all people and that tries to ensure that, whatever the outcome, everybody will be able to participate in redeeming Antigua and Barbuda and will be able in government to serve,” he added.

Marshall unsuccessfully contested the St Mary’s South seat for the UPP when he ran against Marshall in the 2018 general election.

When contacted by Observer, Marshall said the matter was private and he would not be making a public statement on it.

La ville a même changé trois fois de patronyme en assez peu de temps : d’abord nommée Mancenillier, du nom de l’arbre à la sève toxique qui abondait à cet endroit, le bourg était alors au pied du morne, et son environnement plutôt insalubre. En 1730, après la construction d’un canal dont l’objectif était de remplacer les routes terrestres, elle prend le nom qu’on lui connait encore aujourd’hui en créole, Kannal.
