LIAT gets timely boost with pledge of support from Grenada PM

OBSERVER Newsco: Sustained efforts from Prime Minister Gaston Browne to revitalise regional carrier LIAT, received a timely boost in the past couple of days with a declaration of support from Grenadian Prime Minister, Dickon Mitchell.

“It’s difficult for me to see why our previous administration did not see the need to support LIAT. I mean, now that we don’t have it, I think we really understand the crucial role that LIAT played in regional travel, regional integration, fostering closer ties, and economic and cultural development, certainly within the OECS”, Mitchell declared during an interview with Good Morning Saint Lucia late last week.

“So, I’m certainly committed [and] my government is committed to doing all that we can to support LIAT or any other version of LIAT that can provide the services that we so desperately need for regional travel.”

Since LIAT was forced to temporarily shutter operations back in 2020, PM Browne has been on a campaign to return the airline, albeit with a slightly different name, to its former glory days.

He has been lobbying LIAT’s fellow shareholder governments – Barbados, Dominica and St Vincent and the Grenadines – to support his vision to restructure the airline and keep it flying, rather than to liquidate it.

Just last month, the government revealed that a proposal is on the table for LIAT’s expansion, with several operational changes intended to make the carrier more efficient. These include applying minimum revenue guarantees, maintaining a reduced fleet of aircraft, and keeping “salaries, wages and other emoluments” low.

Those plans could form part of the wider subregional discussions on air transport which, according to Mitchell, could come to fruition in a matter of months.

“I’m happy to indicate that, in fact, while in St Lucia [recently], OECS Heads would have had a caucus and we recommitted to redoubling our efforts to address the issue of regional air transportation.

“We have a follow-up call with the Caribbean Development Bank for the second of August, and so we really are hoping that by the end of the year, we can come to our citizens with concrete proposals as to how we intend to address this issue,” Mitchell said.

The lawyer-turned-politician also voiced his willingness to reduce the cost of air travel into his country – a move that could inspire countries similarly dependent on tourism, particularly in the context of a vulnerable international market.

“In the case of Grenada, we subsidise international travel. We subsidise American Airlines, we subsidise British Airways to come to Grenada, and so I make bold by saying I have no hesitation in subsidising regional air travel to and from Grenada.

“It’s very important to us as a people, as we try and build our Caribbean civilization, [and] it’s very important to our tourism in Grenada,” the PM added.

As Mitchell mentioned, regional leaders were scheduled to meet with the Caribbean Development Bank (CDB) yesterday, to further talks on the way forward for regional transportation.

The A Partnership for National Unity/Alliance For Change (APNU/AFC) held a rally on Burnham Court on Tuesday, where they promised to boycott the next sitting of Parliament.

In the wake of the National Assembly’s decision to suspend eight APNU/AFC Members of Parliament for their association with the infamous mace grab, Opposition Leader Aubrey Norton promised that the Opposition will be boycotting the next parliamentary sitting on August 8.

“We have to be very clear. They have suspended eight of our Members of Parliament. They have a parliamentary session on Monday. Well, they will talk to themselves. They will speak to themselves,” Norton said.

In his address, Norton claimed that the MPs were not afforded a hearing. Last month, the National Assembly adopted a report from the Parliamentary Committee of Privileges, which recommended the suspension of Opposition Chief Whip Christopher Jones, Ganesh Mahipaul, Sherod Duncan, Natasha Singh-Lewis, Annette Ferguson, Vinceroy Jordan, Tabitha Sarabo-Halley, and Maureen Philadelphia over their conduct in the House on December 29, 2021.

Chief Whip Jones, Mahipaul, Duncan and Singh-Lewis have been suspended for four consecutive sittings each over their attempts to disrupt the passage of the Natural Resource Fund (NRF) Bill and ignoring the authority of the Speaker on December 29, 2021.

MPs Ferguson and Jordan are suspended for six consecutive sittings over severe and egregious violations by removing the Parliamentary Mace from its rightful position, not only damaging the object, but also injuring and assaulting a staff of the Parliament Office.

Meanwhile, Sarabo-Halley, who entered the Communication Control Room of the Arthur Chung Conference Centre and destroyed several pieces of audio-visual equipment, is suspended for six sittings.

Additionally, Philadelphia is facing a suspension for six consecutive sittings for verbally assaulting a Parliament staff.

Y es que esta semana, el cuarteto invitó al actor a un ensayo a las puertas de su presentación en el festival Lollapalooza, en Chicago (EE.UU.).

Quinn conoció a Metallica y tuvo la oportunidad de tocar junto a la banda la canción de 1986, un tema musical que, gracias a él, 36 años después ha vuelto a las listas de popularidad. Pouvoir d’achat: le Sénat a voté le second volet de mesures

 Le Sénat a adopté en première lecture, un peu avant 4h mercredi (3 août), le second volet des mesures en soutien au pouvoir d’achat après une nouvelle inflexion à droite et un coup de pouce aux collectivités.

Le budget rectifié pour 2022 (PLFR) ainsi adopté par le Sénat ouvre 44 milliards d’euros de crédits, dont 9,7 pour financer la renationalisation à 100% d’EDF. Il prévoit notamment la poursuite du bouclier tarifaire sur l’énergie et de la remise carburant à 30 centimes le litre en septembre-octobre puis 10 en novembre-décembre, et la revalorisation du point d’indice des fonctionnaires.

Les sénateurs l’ont voté par 225 voix contre 101. Ce projet de loi de finances rectificative doit désormais faire l’objet d’une adoption dans les mêmes termes par les deux chambres. Mercredi soir, députés et sénateurs tenteront de trouver un terrain d’entente sur le texte, qui pourrait en cas d’accord être validé définitivement jeudi.

La gauche a voté contre. Le socialiste Rémi Féraud a déploré “des reculs sociaux” ajoutés par la majorité sénatoriale, Pascal Savoldelli (CRCE à majorité communiste) pointant “une connivence désormais claire entre la droite sénatoriale et le gouvernement”.

Christine Lavarde (LR) s’est au contraire félicitée que les apports du Sénat “confortent le pouvoir d’achat par le travail”, tandis que la centriste Sylvie Vermeillet faisait “un constat mitigé”.

L’exécutif vise une adoption définitive de ce texte et de l’autre projet de loi d’”urgence” pouvoir d’achat destinés à répondre à l’inflation galopante au plus tard dimanche.

Le volet “urgence” pouvoir d’achat, sur lequel députés et sénateurs ont trouvé un accord en commission mixte paritaire, devrait être adopté mercredi.

Sur l’autre volet, le PLFR, le Sénat avait voté en fin de journée avec l’approbation partielle du gouvernement un soutien supplémentaire aux collectivités touchées notamment par l’augmentation des prix de l’énergie et la hausse du point d’indice des fonctionnaires, portant l’enveloppe totale à 750 millions d’euros.

En début de nuit, les sénateurs ont satisfait une demande forte du président du groupe LR Bruno Retailleau en votant 20 millions de crédits pour lancer la mise en place d’une carte Vitale biométrique. L’objectif est de lutter contre la fraude.

Interrogé mercredi matin sur RTL sur la possibilité que le gouvernement ne soutienne toutefois pas cette carte Vitale, M. Retailleau a assuré qu’il ne voterait pas un “texte final” sans qu’elle y soit prévue et que les sénateurs LR “en feron(t) une condition” lors de la commission mixte paritaire mercredi soir.

Suscitant un tollé à gauche, ils ont remplacé, contre l’avis du gouvernement, la prime de rentrée exceptionnelle de 100 euros, réservée aux minima sociaux, par une majoration exceptionnelle de 150 euros aux bénéficiaires de la prime d’activité.

“Vous profitez de la nuit pour vous permettre de taper une fois de plus sur les plus pauvres”, a accusé l’écologiste Thomas Dossus. Pour le rapporteur général LR Jean-François Husson, c’est “un signal” aux travailleurs pauvres qui “souvent passent à côté” des aides.

“C’est les enfants que vous allez pénaliser”, a lancé le socialiste Jean-Claude Tissot.

Une enveloppe de 40 millions d’euros pour les banques alimentaires a en revanche fait consensus.

« Alliance des droites »

Plusieurs points “chauds” avaient été adoptés dès lundi, malgré un tir de barrage de la gauche contre “une alliance des droites” entre gouvernement et LR.

Avec l’appui du ministre de l’Economie Bruno Le Maire, le Sénat a pérennisé le rehaussement de 5.000 à 7.500 euros du plafond de défiscalisation des heures supplémentaires, voté par l’Assemblée nationale pour la seule année 2022.

La Haute assemblée a aussi voté, mais contre l’avis du gouvernement, la pérennisation de la possibilité pour les entreprises de racheter aux salariés les jours de RTT, prévue par les députés seulement jusqu’à fin 2023 – rachat exonéré d’impôts et de cotisations.

“On est en train en pleine nuit au mois d’août d’enterrer les 35 heures”, avait déjà accusé M. Dossus, le socialiste David Assouline parlant “de coup de force”, comme les syndicats qui s’insurgent contre la mesure, vue comme une mauvaise réponse à l’inflation.

“Nous assumons parfaitement de mettre un coin dans les 35 heures en laissant la liberté aux salariés de convertir les jours de RTT non pris en salaire”, avait affirmé Mme Lavarde.

Le Sénat a également voté la suppression de la redevance TV, promesse d’Emmanuel Macron.

Comme l’Assemblée, le Sénat a écarté une taxation des “superprofits” de grands groupes, pourtant portée, en plus de la gauche, par le groupe centriste, seconde composante de la majorité sénatoriale.

Concernant le prix des carburants, le rapporteur général n’a pas souhaité revenir sur le compromis trouvé par le gouvernement avec les députés LR.

Bruno Le Maire a aussi jugé “sage” de s’en tenir à la solution retenue par l’Assemblée nationale. Il estime possible d’avoir, avec les remises des distributeurs et des pétroliers, “un prix du litre d’essence ou de diesel à la rentrée autour de 1,50 euro”.
