70 expressions of interest for condominiums, townhouses in Guyana

With the passage of the Condominium Bill, the Ministry of Housing and Water has received some 70 Expressions of Interest (EoI) for the construction of condominiums and townhouses here.

Minister, Collin Croal said the ministry has commenced the administrative aspect, which allows investors to register for the construction of Condominiums at the Central Housing and Planning Authority (CHPA).

“We have moved on that aspect and so we expect a lot of applications for persons to construct similar types of buildings,” Minister Croal told DPI on the sidelines of the recently concluded International Building Expo.

The minister said as Guyana’s economy progresses, there is a need for higher standards and more modern approaches to housing development.

Already, Guyanese-owned Trican Development Inc is planning to construct a 10-storey building to be used for 54 condominiums on three acres of land in Cummings Lodge.

“That is why Guyana is expected to evolve because it provides a gain, another lifestyle, another type of housing you can benefit from…you have a space, you pay for that space and no additional responsibility in dealing with yard space issues if you are busy or on the move, he explained.

Described as a ‘modern’ piece of legislation, the Condominium Bill 2022, was passed on May 17 in the National Assembly, paving the way for the construction of condominiums and the conversion of existing buildings into units for individual ownership.

More importantly, it allows persons who have purchased duplexes or condominiums from the state to access their ownership documents for their lands.

The crafting and tabling of such a bill fulfills the promise of the PPP/C Government after it was discovered that the former Coalition Administration constructed duplexes (a home with two individually-owned units in one building) without amending the relevant legislation that guides the regulation of such properties. TRINIDAD and Tobago cyclist Nicholas Paul won his second medal of the 2022 Birmingham Commonwealth Games in England when he snatched silver in the men’s sprint event, on Sunday. Former TT cycling star Gene Samuel believes in Paul’s talent and said he can become this country’s first cyclist to earn an Olympic medal.

The sprint silver medal came just one day after Paul won gold in the men’s keirin event.

Competing against Australian Matthew Richardson in the final the Aussie won the first two races to clinch gold.

He was moved to tears after the event.

In race one, Richardson made the move first with Paul in pursuit. It was a tight sprint to the finish, but Richardson held on to take a 1-0 lead in the best of three final.

In race two, Richardson again positioned himself in front and with one and a half laps left went into another gear and never looked back to win it comfortably.

Earlier in the semifinals, Paul fought back to defeat Australian Matthew Glaetzer.

After Glaetzer won the first ride, Paul needed back-to-back wins to qualify for the final.

In race two, Paul took the lead with one lap left and never relinquished his advantage and won easily.

Race three had a similar outcome. Paul made his move even earlier as with one and a half laps remaining he sped away from Glaetzer and eased his way into the final.

Samuel praised Paul for his performances at the Commonwealth Games.

“As elated as any other Trinidadian…really happy for him,” Samuel said.

Paul has a strong support system said Samuel, including his parents which is an added boost for an athlete.

Samuel said Paul is showing his quality against the world’s best. “I am glad he did not have any accidents. It is not easy when you up at that level. He definitely has earned his respect as a world-rated rider consistently for the last year or two.”

Samuel has high hopes for Paul and believes he can get TT’s first cycling medal at the Olympic Games.

“My hope is to see Nicholas surpass (us) and get a medal at the Olympics. Roger (Gibbon) nor I did that. As I said Roger was fifth in the Olympics, Njisane (Phillip) and myself were fourth.”

Samuel said Paul “will be an Olympic champion soon.”

On the Team TTO Twitter page, Paul said, “It has been a great run for me here in London here so far. I have gotten the gold medal in the keirin and now to back it up with a silver medal in the sprint it has been a great experience for me thus far. Although it is not finished yet because tomorrow I have the km time trial.”

He said the schedule has been intense. “It has been a long day of racing today and yesterday so it is time to rest, recover and go again.”

Ministry of Sport and Community Development Shamfa Cudjoe, who is in England, congratulated Paul after earning the silver medal.

Paul will line up in the 1K time trial from 10.32 am TT time, on Monday.

Kwesi Browne also participated in the men’s sprint but was eliminated in the second round.

Also in cycling, Alexi Costa-Ramirez did not complete the women’s 25K points race final and in the men’s 15K scratch race qualifying Akil Campbell advanced with a tenth place finish in heat one.

In the final, Campbell did not finish.

The TT swim pair of Dylan Carter and Jeron Thompson competed in the men’s 50m backstroke.

Carter, competing in heat four, advanced after finishing fifth in 25.81 seconds to qualify for the semifinals as the 15th fastest swimmer. Thompson missed out on qualification after ending eighth in heat six in 26.93.

It is uncertain why Carter did not compete in the semifinals.

In boxing, TT super heavyweight boxer Nigel Paul defeated Jean Christophe Stephan Otendy in the round of 16. The referee stopped the contest giving Paul the victory.

In women’s beach volleyball, the TT pair of Phylecia Armstrong and Suraya Chase lost their opening pool B match to a Cyprus team 21-7, 21-17.

In netball, TT suffered a 62-28 defeat to Uganda and in triathlon the TT mixed relay team finished 11th in the field of 12 in one hour, 35 minutes and 41 seconds. The TT men’s 3×3 basketball team lost 21-12 to New Zealand in pool B action.

I join in extending greetings to all Guyanese, especially the African-Guyanese community, on Emancipation Day 2022.

President Dr Irfaan Ali

Emancipation Day of 1838 was a milestone in our country’s history. It signalled the demise in our country of the most repugnant and inhumane system known to humanity. And while Emancipation did not bring an end to colonial oppression, it struck a hefty blow in the cause of human dignity and freedom.

Our society changed as a result of Emancipation. The abolition of slavery in the British colonies opened the doors to immigrants from other parts of the world. It also triggered a process of social transformation.

African Guyanese were at the forefront of that process. It was Africans who had laid the productive infrastructure of our country. After Emancipation, they expanded the peasantry, launched the Village Movement, and established economic enterprises. They pioneered education and local government.

African Guyanese have made indelible contributions in all facets of national life. Their legacy is secure. Their future is assured.

I want to reassure our African-Guyanese brothers and sisters that my government is committed to an inclusive future for all. Whatever concerns or grievances, you can be certain of a receptive and responsive government.

No one is going to be left behind or left out of national development. Outreaches have already begun in communities across our country so that the people can join us in working to bring solutions.

On this Emancipation Day, I pay homage to the sacrifice and struggles which our African ancestors endured in pursuit of freedom and human dignity. I join in saluting their undeniable contributions to national development. I assure our African brothers and sisters that an inclusive future awaits us all.

Broad St man chopped to death

Police have launched an investigation into the death of a 33-year-old mason, who was found lying on the La Penitence public road, Georgetown. Dead is Rodwell Philips, called ‘Fishie’ of Broad Street, Charlestown.A cutlass was found next to the body.

According to Police, the incident occurred sometime between 00:30 to 01:00 hrs this morning. Police said that the scene was processed by investigators where Philips’ body was examined and one chop wound was seen to the  center of his chest, one chop wound to his right side face, one chop wound to his left side back, and one chop wound  to his left foot.Several persons were questioned in the area. CCTV footage to be viewed by police.The  body was pronounced dead by a doctor from EMT Central Fire Station and escorted to the Memorial Gardens Funeral Home awaiting PME. Investigations are in progress.

Sod turned for €149M Paediatric and Maternal Hospital at Ogle

President Dr Irfaan Ali on Sunday joined officials for the sod-turning ceremony of a specialised €149 million Paediatric and Maternal Hospital that will be constructed at Goedverwagting, East Coast Demerara.

The facility, which will be financed by the United Kingdom’s export credit agency – UK Export Finance (UKEF), will be built and equipped in two-years’ time by Austria-based Vamed Engineering. The company, which is partially-owned by the Austrian Government, is a global provider for hospitals and other facilities in the healthcare sector.

The low-rise Paediatric and Maternal Hospital will have 256 beds and will be a referral centre for women and children. It will specialise in maternal, neonatal, and paediatric care with a huge imaging suite for services such as CT scans and MRIs, a modern laboratory, and surgical suites.

Delivering the feature address on Sunday, President Ali stated that this hospital is not a standalone development but is specialised in critical care for two of Guyana’s most important groups – children and at-risk mothers.

“This facility is a specialised facility. It is not that the other health facilities would not have these services. But this will be a specialised hospital for these facilities alone because women and children are critical components of the development of our country,” he stated.

According to President Ali, the hospital is a demonstration of the relations established between the two nations. As such, he said Guyana intends to strengthen these ties with the European country in order to tap into its vast technology capabilities in other sectors.

This, the President stated, will be important as Guyana seeks to adopt world-class standards for its infrastructure in order to position the country for regional traffic in the medical field.

“Whatever, we’re developing is for regional prosperity. So, our cardiac centre, our centre to deal with cancer, our centre to deal with research and development are positioned with standards and infrastructure that will make it a want to go to destination in terms of regional traffic,” the Guyanese leader posited.

New era in healthcare

Meanwhile, Health Minister Dr Frank Anthony outlined that this project is reflective of the Ali-led Administration’s commitment to fulfilling its promise of improving healthcare delivery in Guyana to international standards.

“Today, we are at another milestone in the development of public health in Guyana. The turning of the sod… would usher in a new era of public health investment in Guyana… it would be the [single] largest public health investment in the entire history of Guyana,” he noted.

Dr Anthony explained that even with massive investments and upgrades, the Georgetown Public Hospital – the country’s only referral hospital – is still limited in its capacity for certain services such as specialised paediatric care.

“We need to develop a facility that is going to be level five, that’s the highest level, and offer sub-specialty care to our children if they need it. And also, we know from time to time there would be at-risk mothers and therefore, we also need to cater for these at-risk mothers,” he stated.

According to the Health Minister, the services that would be offered at this facility will not only be far-advanced but services that were never offered in Guyana before. He explained that the primary goal of expanding the healthcare services here is to make sure that Guyana reduces its morbidity rate, have less diseases and is able to treat diseases properly.

“That’s the ultimate objective. So, the investments that we’re making here is really people-centric investments to make sure that our people benefit from the highest quality of healthcare, world-class healthcare, and they will be able to access it right here in Guyana, free of cost so that you don’t have to travel abroad… and I think that is extremely important,” the Minister stated.

Nevertheless, Dr Anthony stressed that this project would be a catalyst in changing the health landscape of the country and is the beginning of a wave of projects in the local health sector that will bring about total transformation.

In fact, he teased that in the next couple of weeks, many other similar projects will be rolled out across the country.

The Specialised Paediatric and Maternal Hospital was birthed from a Memorandum of Understanding between Guyana and Austria. The contract was signed just last month with Vamed for a Design, Finance, Build (DFB) model.

Austrian Trade Commissioner for Guyana and the Caribbean, Andreas Schmid during Sunday’s ceremony, reassured that Vamed is experienced as a market leader in turn-key hospitals across the world. He expressed hope that this facility will be the first step in long-lasting bilateral cooperation between the two countries.

“It is a direct result of the fundamental need to attend to the growing population and “mother and child care”, a vision of his Excellency, President Ali. This hospital is also an excellent example of a successful Government-to-Government project which we are delighted to explore also in other areas of bilateral cooperation,” he stated.

The specialised hospital will be equipped with high-quality equipment sourced from the United Kingdom.

…will not allow anyone to play politics with Guyana’s future

President Dr Irfaan on Sunday lashed out at naysayers who have been making and spreading “reckless statements” about his recent visit to the United States and warned that he will not allow persons to play politics with Guyana’s future.

On the sidelines of the sod-turning ceremony for a Paediatric and Maternal Hospital, the Head of State made reference to articles that suggested he was “summoned” to the US which had “ulterior motives” in the region.

But President Ali contended that the US is a bilateral partner of Guyana just like the United Kingdom, China and Cuba.

“[I] saw some headline with this relationship with the US, and I went there, and the US has ulterior motives in the region. Absolute nonsense! In all my discourse with all the partners, and we’re very frank [in our] discussions, ultimately what we represent is the best interest of Guyana, the partners will represent the best interest of their country, and together we represent what is best in our relationship and the development of our relationship,” he pointed out.

Last week, President Ali led a team of Government officials to Washington, DC, where he had high-level engagements with a series of US leaders including Vice President Kamala Harris and Secretary of State Antony Blinken on a variety of areas.

One of the major outcomes of the visit was a US$2 billion Memorandum of Understanding signed between Guyana and the US EXIM Bank.

According to the Head of State on Sunday, this deal speaks to the seriousness of the relationship as well as the strong bilateral partnership and strategy that the US and Guyana are embarking on.

Moreover, the Guyanese leader noted that while those meetings held last week in the US capital were excellent, they were not without very hard work and little sleep – something which he said the critics will never do to advance the development of Guyana.

“They will never put an ounce of energy behind what we did last week. Never! It’s not easy. They believe it’s easy to start at five in the morning and work and get back to the hotel just in time to review the next day and perhaps get a few hours’ sleep for the next meetings.”

“I have a little son too [whom] sometimes I don’t speak to for three or four days because of the scheduling. Those behind the headline would never understand that because they don’t have to put the work in behind that. They would never understand and I intend to speak about it because I’m beginning to get tired of the naysayers,” he posited.

In fact, the President highlighted that this pattern is now even more worrying since the attacks have become personal. This, he outlined, can damage the country’s reputation – something which the People’s Progressive Party/Civic (PPP/C) Administration has been working tirelessly to repair since assuming office almost two years ago.

“In the middle of a very high-level important conversation with our bilateral partners, you have all these reckless statements… when we’re advancing specific cause and results for our country. What are they trying to achieve? I promised myself I will not address it but it had to because it must not continue without being addressed,” he stressed.

Moreover, President Ali further outlined that every US official that he requested to meet during his visit he met, with the exception of Congressman Hakeem Jeffries.

Jeffries, who is a representative of parts of Brooklyn and Queens in New York, which is home to a large Guyanese population, has been closely aligned with APNU/AFC Opposition supporters and makes public statements about discrimination in Guyana.

The Guyanese leader said he had instructed the Foreign Affairs Ministry and Guyana’s Ambassador to the US, Samuel Hinds, to request a meeting with the Congressman but he never responded.

“He has not responded to the Ambassador’s invitation. Ask yourself why. If you have all these concerns why you haven’t attended a meeting that you were invited to? Stop playing politics with the future of a country. This President will not allow it. I will speak about it and in stronger terms, I’ll speak about it,” Ali declared.

Nevertheless, the Head of State pointed out the importance of building trust with development partners so that Guyana gets the support needed as it undertakes this unprecedented transformational path. He said a lot of time is spent redefining that path.According to the President, Guyana has to be a country and a people that the world trusts and unless this happens, then no one will want to do business here.

“We have to be able to build trust with our partners and I have been working hard every single day on the international circuit to build that trust, bring back that trust and confidence in our country. Let me tell the naysayers something, it is not easy to go into a room to hear about your country’s democracy records and election records as negative against your country. And we have to spend hours dismantling that negative perception about our country. It is not easy and I sit there for hours, painstakingly positioning this country where it rightfully belongs.”

“Never believe that any of you have the right again to take this country back down that path and don’t believe you’ll lecture me now because I have the unfortunate job of repairing the damage that you caused. And I do so with great humility, honour, and pride because I know the vast majority of the people of this country stood up against it and worked hard against it and fought against this and stood up for what is right and they believe in what is right and know what is right and they will do what is right. And that is my greatest motivation at the end of the day,” the Guyanese leader contended.

Nurses Praised For Their Contribution To CARICOM’s COVID-19 Response – St. Lucia Times News

The valiant contribution of nurses to the Community’s response to the COVID-19 pandemic was strongly applauded at the recently held 49th Annual General Meeting of the Regional Nursing Body.

Director of Human and Social Development of the Caribbean Community (CARICOM) Secretariat, Ms. Helen Royer, and the Chair of the Regional Nursing Body (RNB), Ms. Margaret Smith gave the acknowledgement as the RBN held its first face-to-face meeting in two years, in Georgetown, Guyana.

Ms. Royer said the COVID-19 pandemic placed the spotlight on nurses and midwives, through whom lives were saved because of their dedication, knowledge, skills and leadership in health administration, health care, health promotion, and emergency response.

“We witnesses your tireless efforts, sleepless nights, and in some cases, neglect of your family, especially in times of crisis, and we applaud you,” Director Royer stated.

Chair of the RNB, Principal Nursing Officer of Antigua and Barbuda, Ms. Margaret Smith, said that despite limited human resources for health during the acute phases of the pandemic, nurses “worked valiantly.”

“It is important that we honour all health care workers for the achievements made, but especially our nursing colleagues who have demonstrated how invaluable a resource nurses are to the health system’s resiliency,” Ms. Smith said.

Describing nurses as “indispensable pillars” supporting healthcare systems through very challenging times, she expressed appreciation for their “unwavering dedication in the fight against this deadly health emergency.”

She said while it was well established that up to 80% of primary health care can be delivered by nurses, their role in the COVID-19 pandemic proved that “without a doubt.”

“They are the true unsung heroes on the front lines of disease prevention and care,” Ms. Smith said, adding that investment in nurses and midwives “is good value for money.”

She urged nurse leaders to advocate for the strengthening of Nursing and Midwifery through the implementation of the Global Strategic Directions for Nursing and Midwifery (SDNM) 2021-2025, as well as the Regional Nursing Body’s Strategic Plan for Nursing and Midwifery 2020-2024.

The RNB meeting highlighted priorities for advancing Nursing and Midwifery in CARICOM. With some delegates participating virtually, the Meeting also examined the enhancement of the Caribbean Examination Council (CXC)-managed Regional Examination for Nurse Registration (RENR), climate change and its implications for nursing and nursing education, vaccine hesitancy among health care workers, and task shifting in the profession

At the meeting, the Pan American Health Organisation (PAHO) sounded the alarm that routine childhood vaccination coverage has recorded a significant decline. With this trend, PAHO said there is a risk for the importation of vaccine-preventable diseases like measles and polio.

PAHO’s Advisor on Immunization for the Caribbean Sub-region, Dr. Karen Broome reminded the RNB that the target for childhood vaccination coverage is 95 percent and illustrated its concern about some countries not meeting that goal by noting that in 2018, two countries reported less than 90 percent in Polio 3 coverage, but in 2019, the number of countries doubled.

Dr. Broom noted that while some countries regained ground in 2020 and 2021, the very high vaccination coverage, which allowed the Region to gain recognition as a best practice for childhood immunization, is under threat.

Even as PAHO acknowledged the negative impact of the COVID-19 pandemic on the Expanded Programme on Immunisation (EPI) in the Caribbean Community (CARICOM), including the redeployment of the highly trained EPI personnel to COVID-19 inoculation efforts, the PAHO Immunization Advisor urged the RNB to commit to identifying and implementing innovative strategies to strengthen the EPI.

Task shifting and what it means for the Nursing and Midwifery profession were shared with the RNB by the Director of PAHO/World Health Organisation (WHO) Collaborating Centre for Advanced Practice Nursing, Jennifer Dohrn.

She noted that task shifting, which involves the redistribution of health tasks within workforces and communities, is important for reducing morbidity, mortality, and burden of diseases when a shortage or inaccessibility of high-trained health workers limits access to effective healthcare.

Dr. Dohrn said that the WHO recommends the adoption of task-shifting as a public health initiative, within an enabling regulatory environment for implementation.

The RNB also received a presentation by the Chief Executive Officer of EarthMedic and EarthNurse Foundation for Planetary Health, Dr. James Hospedales, on the implications of Expanded Programme on Immunisation (EPI) on nursing and nursing education.

The presentation highlighted the worsening impacts of climate change on patients and communities.

It served as the backdrop against which the RBN committed to developing guidelines for capacity building for nurses to address cross-cutting climate change and health issues

Smooth to moderate in open water with swells ranging from 1.0 to 2.0 meters ( 3 to 7 ft ).

Winds:

Fresh east-northeasterly to easterly breeze from 35 to 45 km/h (22 to 28 mph) with higher gusts.

Masqueraders head to highway for Grand Kadooment jump Loop Barbados

Grand Kadooment is off to a good start.

From 8 am, hundreds descended upon Massy Warrens car park to gather with their respective bands. Eleven bands will be jumping along the new route which travels from Warrens to Emancipation Statue (Bussa Roundabout), and then back down the ABC Highway to the National Stadium.

The bands are Blue Box Cart, Aura Experience, Envy Mas, HIV Commission Truck, Colorz Entertainment, Eunoia Mas, Betty West, Khepri Kulture, Zulu International, Passion Vybz, Romp International, Kontact Band, Krave the Band and the Revellers Band will be the last to head down to the National Stadium.

Thus far, police have reported no major incidents.
