Kirk Ramclam, Jr., 27, was hit by a vehicle and died shortly after on the scene. 

BELIZE CITY, Mon. July 11, 2022  A business analyst and manager of a Belize City contact center lost his life this afternoon in a traffic accident after his motorcycle collided with a car on the Boom-Hattieville Road.Kirk Ramclam, 27, reportedly died on the scene at 2:00 this afternoon, shortly after the accident occurred at Mile 2 ½ on that road. He was traveling on his motorcycle when it collided with a grey Ford Escape being driven by 63-year-old Samuel Flores, a contractor of Burrell Boom. Flores, who survived the accident with minor injuries, reported to police that he saw Ramclam approaching on his black and red motorcycle from the opposite direction and, according to a police report released this evening, “moments after seeing the cycle Flores felt an impact, which caused him to lose consciousness.” When Flores regained consciousness, he found himself and his vehicle (the front of which was extensively damaged) in front of a lamppost. Ramclam’s motionless body was found by police near a tree, and his extensively damaged motorcycle was seen lying on the same side of the road.  A police investigation into the accident continues.  “It was a pleasure working with you, Bro. One of the most humble and intelligent individuals I had ever met,” Wesly Downs, Ramclam’s work colleague, posted on his Facebook page.

BELIZE CITY, Mon. July 11, 2022Dr. Theodore Aranda wore many hats throughout his adult life—UDP leader, Garifuna activist, PUP parliamentarian, academic, and most importantly, a prominent figure in the shaping of our nation, and we at AMANDALA are saddened to learn of his passing this week.Dr. Theodore—affectionately known as “Ted”—transitioned on Sunday, after a recent decline in health. Many knew him as a politician and scholar; even more persons knew him as an advocate for the Garifuna people. But to the AMANDALA publisher, Evan X Hyde, Dr. Aranda was an ally, as admirable as he was enigmatic. In an interview with KREM News and AMANDALA, Hyde reminisced on the days when he first got to know of the local politician: “I had never heard of Dr. Aranda until he returned to Belize. And he returned to Belize as a high official of—you said on the radio the Peace Corps. I have always been confused, thinking it was CARE; there was an American organization called CARE. but probably Peace Corps. I don’t know—I was in the midst of a lot of turmoil with UBAD because UBAD began in February of ’69 and it was a time of the Vietnam War…,” Hyde said.Dr. Aranda obtained a Ph.D. in Education from the University of Illinois Urbana-Champaign in 1971. Three years later, he would join the newly formed United Democratic Party and quickly rise up its ranks. He also worked with the Peace Corps in the country and served as its director.In an interview series titled “Lions of the South”, aired in June 2014, Dr. Aranda told Leonides Sanchez about his foray into the world of politics, which occurred while Belize was approaching independence:“Since I didn’t see any serious effort by the Opposition—that was the UDP at that time—and by the leading brains of Belize to sort of fight for the welfare of the country and the survival of the country, I started writing articles about it, then eventually the UDPs came to me and asked me to work with them and run with them, and I was more than happy to,” he said.“I think Dr. Aranda probably joined the UDP pretty soon. He didn’t run in ’74. In ’74 Mr. Paul Guerrero ran for that Dangriga seat for the UDP—he was one of 6 UDP winners,” noted Hyde.While he did not run in the 1974 elections, Dr. Aranda served as the representative for the Dangriga constituency after it was handed over to him by Paul Guerrero. He would later become one of five UDPs to win their seats in 1979 for the constituency, and would soon after go on to serve as UDP leader from 1979-1983, later being succeeded by Rt. Hon. Dr. Manuel Esquivel.“He won it [his constituency] in ’79, which is when three district representatives chose him as the UDP leader, because only two city UDPs had won—Mr. Goldson and Curl Thompson,” said Hyde.While he was known to have lived a private life, Dr. Aranda is recognized for his significant contributions to the development of the nation. Born and raised in Dangriga, he helped to improve his hometown’s drainage system, as well as develop its commercial center, and improve health services in Belize. He was also an advocate for the Garifuna people during a time when the Garinagu and other Afro-Belizeans were subject to extreme racism and discrimination as a result of Belize’s colonial past.“He had so many outstanding credentials—he wasn’t a carouser. The thing, of course, was this ethnic prejudice in Belize, right? And the racism in Belize has—I’m not talking about just the ethnic part having to do with the Garifuna. It’s very entrenched and can be subtle, and very, very painful; you know how the racism works in Belize. But Belize she, ‘well we nuh have no race problem;’ that’s what they’re always saying—‘oh you bring that from America!’. Well, the British had their own way how they created that racism,” remarked Hyde.Dr. Aranda’s days as UDP leader have been described as tumultuous, and the terms of his exit from the party in late 1982 have often been debated, but according to AMANDALA’s publisher, the Dangriga area representative had resigned:“Now he has said to me—Dr. Aranda has said to me—because my impression as publisher/editor of AMANDALA in late 1982 was that they had pushed him out, whereupon they held a leadership convention in early 1983 involving Esquivel, Lindo, and Goldson…But Dr. Aranda has said to me personally that he resigned,” Hyde said.Aranda later joined the PUP and would regain the Dangriga seat from 1989 to 1993. But before that, Dr. Aranda formed his own party, the short-lived Christian Democratic Party. Years later, he would play another pivotal role in Belize’s history—the planning of the Belize Black Summit alongside Hyde himself.“Now, I would like to say this before we end, and before I forget, and like I said, I hope nobody takes it disrespectfully: I think Dr. Aranda started as a UDP, became a PUP, and ended up UBAD,” joked Hyde. “Because without him there would not have been a Black Summit.”Hyde became working allies with Dr. Aranda sometime around the time of the 2003 General Elections. The duo—Hyde’s United Black Association for Development (UBAD) alongside Dr. Aranda’s World Garifuna Organization, which he founded in 2000—began working on the historical Black Summit set to take place in September of that year.“The World Garifuna Organization travelled to Belize City, I can’t say on how many occasions, but I know we in UBAD also traveled to Dangriga. We held months of meetings to put that Black Summit together, and it was a bone in my throat for many years, and so I will always be grateful to Dr. Aranda for being my ally,” said the AMANDALA publisher.

“A remarkable man, a unique man. He maintained his dignity and privacy, and of course, his people always had that affection and respect for him to the nth degree,” he added.AMANDALA sends our condolences to the family of Dr. Theodore “Ted” Aranda as well as to his friends and the Garifuna community.

Father of 9 slain on Antelope Street

BELIZE CITY, Mon. July 11, 2022On Friday night, July 8, just after 11:30, Dwayne White, 44, a Belizean labourer, was gunned down by an unknown assailant who entered his brother’s yard on Antelope Street and fired several shots at him while he was socializing with friends and family members.According to the Communications Director of the Belize Police Department, ASP Fitzroy Yearwood, White’s killer exited the yard after the shooting and passed through an alley located next to a popular Chinese shop on the same street.White was rushed to the Karl Heusner Memorial Hospital, where he succumbed to his injuries.During Monday’s police press briefing, ASP Yearwood noted that police are yet to confirm what was the motive for the shooting; however, there are indications, based on what White’s neighbours have told police, that White’s death might have been the result of a war over drug turf that has been brewing in the area.“We haven’t established a true motive, but we are examining several. From what we are picking up in the neighborhood, it would want to sound like a turf war. But like I said, we can’t go by just hearsay; we’re trying to establish motive. We have to be real: we’re in Belize City. That area is known for the sales of several illegal narcotics. So it would want to appear that this is as a result of the sale of illegal narcotics. We have our operational teams out there trying to do their best in bringing an arrest in this murder, and at the same time trying to apprehend these illegal vendors,” said ASP Yearwood.Recently, the Belize Police Department has made several drug busts of considerable size, and ASP Yearwood said that such operations will continue.“For the past week or so, you have seen where we have made several busts and some found properties, large quantities, countrywide and we will not stop this operation. We’re trying our best to clean the streets of these illegal narcotics and our operations team will be pushing out there,” said ASP Yearwood.White’s family, however, refutes those claims that he was involved in any drug or gang rivalry and says that he had stopped going to his brother’s yard. The victim, a father of 9, is well-known in the community. Several suspects are detained at this time ASP Yearwood said.

Virtual assets great for Cayman, but FATF notes money laundering risks | Loop Cayman Islands

When it comes to Cayman’s compliance with anti-money laundering and anti-terrorist financing standards set by the Financial Action Task Force (FATF), the new government has taken positive steps ensure that Cayman continues to adhere to international requirements. This is also the case in relation to similar concerns raised by the European Union (EU). All of the work to date, however, may be in peril if the FATF and the EU continue to see new products in the virtual assets space as facilitating money laundering and terrorist financing rather than eliminating or mitigating the risks.

FATF Recommendation 15

The general concern for the risks surrounding these new products is found under FATF Recommendation 15. It says that “countries and financial institutions should identify and assess the money laundering or terrorist financing risks that may arise in relation to (a) the development of new products and new business practices, including new delivery mechanisms, and (b) the use of new or developing technologies for both new and pre-existing products. ” In practice, these risks must be assessed prior to the launch of new products.

In relation to the assessment of risks, FATF Recommendation 15 says that, to manage and mitigate the risks emerging from virtual assets, countries should ensure that virtual asset service providers are regulated for AML/CFT purposes and licensed or registered and subject to effective systems for monitoring and ensuring compliance with the relevant measures called for in the FATF Recommendations. To comply with the regulatory spirit of FATF Recommendation 15, Cayman has passed the Virtual Asset (Service Providers) Act, requiring persons who carry on, or purport to carry on, virtual asset service in or from within the Cayman Islands to register with the regulator.

Regarding the implementation of relevant measures to prevent the misuse of virtual assets for money laundering and terrorist financing, the Cayman authorities published notices that Part XA of the Anti-Money Laundering (Amendment) (No. 2) Regulations, 2020 (“AMLRs”), commenced on July 1, 2022, to address identification and record-keeping requirements relating to transfers of virtual assets. However, the onus is on virtual asset service providers to advise the Cayman regulator how such providers will comply with these requirements, including details of their compliance arrangements, relevant policies and procedures and the use of resources (including technological tools). If providers are compliant with the AMLRS and any other relevant Act and the regulator is satisfied as to such compliance, the exercise could result in the prevention of criminals or their associates from holding, or being the beneficial owner of, a significant or controlling interest, or holding a management function in, a virtual asset service provider.

Ongoing monitoring

The initial assessment of virtual asset service providers for compliance is not the end of the exercise, either. There must be ongoing regulation and supervision or monitoring to ensure that virtual asset service providers are effectively implementing the relevant FATF Recommendations (enshrined in a careful and responsible manner within relevant Cayman laws) to mitigate money laundering and terrorist financing risks emerging from virtual assets, including risks associated with to decentralized finance (DeFi), non-fungible tokens (NFTs), unhosted wallets, the potential misuse of virtual assets for sanctions evasion and the threat posed by ransomware actors who may misuse virtual assets to facilitate payments in connection with cybercrimes. In relation to DeFi, an FATF report dated June 2022 noted that DeFi is “increasingly used for money laundering, and the percentage of funds sent from illicit wallets to DeFi protocols compared to centralized exchanges is increasing; DeFi received 17% of all funds sent from illicit wallets in 2021 (15% in 2020).”

International cooperation

In addition to local assessment of emerging risks, where money laundering and terrorist financing concerns for a particular virtual asset service provider are communicated from another country to the Cayman regulator, the Cayman regulator will be expected, in the spirit if the FATF Recommendations and existing agreements, to exchange information promptly and constructively with its foreign counterparts. The response to such requests, gathering and sharing of relevant information may involve the consideration of complex matters, however, including data protection and privacy rules, which may slow down the sharing of information or present barriers to sharing information.

Consequences of compliance failures

The implication of all of the foregoing is that, while Cayman may soon come off FATF and EU lists of countries dubbed as having strategic deficiencies in relation to their anti-money laundering and anti-terrorism financing regimes, any misuse of virtual assets connected to a local virtual asset service provider to facilitate money laundering or terrorist financing or any failure to mitigate such risks (which is later detected in an FATF inspection or review) may put Cayman right back on the map as a candidate for future EU or FATF grey or black lists.

Fifty-one-year-old Wai Guan, otherwise called ‘Ms Chin’, a businesswoman of Bogue Heights Drive in St James has been missing since Friday, July 8.

She is of light complexion, slim build, and is about 150 centimetres (4 feet 11 inches) tall.

Reports from the Montego Bay police are that Wai was last seen at home. Her mode of dress at the time she went missing is unknown. She has not been heard from since.

Anyone knowing the whereabouts of Wai Guan is asked to contact the Montego Bay police at 876-979-8452, police 119 emergency number, or the nearest police station.
