Shawayne Deshawn Williams alias ‘Steppy’ is wanted for questioning in connection with serious criminal matters.

The Barbados Police Service is seeking the assistance of the public in locating the 27-year-old.

Williams, whose last known addresses are Main Avenue, Eden Lodge, St Michael and Mahaica Gap, Green Hill, St Michael is approximately 6 feet 1 inch tall, has a brown complexion and a slim build. He has an oval-shaped head, a bulbous nose and small ears, both pierced once.

Williams is advised that he can present himself to the Criminal Investigations Department of the District ‘E’ Police Station, Speightstown, St Peter accompanied by an Attorney-at-Law of his choice.

Any person, who may know the whereabouts of Williams, is asked to contact the Criminal Investigations Department of the Northern Division at telephone number 422-0813 or 419-1737, Police Emergency at 211, Crime Stoppers at 1 800-8477 (TIPS) or the nearest police station.

Members of the public are also reminded that it is a serious offence to harbour or assist wanted persons; any person caught committing this offence can be prosecuted.

Häagen-Dazs Vanilla ice cream voluntary recall for chemical contamination

The Prices and Consumer Affairs Division advises consumers of a product recall on Häagen-Dazs Vanilla ice cream due to chemical contamination. CLICK HERE TO JOIN OUR WHATS APP GROUP

The recall is due to the presence of trace amounts of the chemical ethylene oxide found in this flavour of the ice cream.

According to the manufacturer, General Mills Australia Pty Ltd it is conducting a recall of

Häagen-Dazs Vanilla 457ml and  Häagen-Dazs Classic Collection Mini Cups 4 x 95mL 

Date markings 

All Best Before dates from 4th July 2022 up to and including 21st July 2023

Out of an abundance of caution, the Division is advising consumers not to consume these recalled goods since food products containing ethylene oxide may cause illness.

For full refunds, consumers should contact the place of purchase.

ABEC Refutes UPP Claims Made In Recent Antigua Newsroom Article

The Antigua and Barbuda Electoral Commission (ABEC) is categorically refuting claims made by the Unite Progressive Party in a recent article published by the Antigua Newsroom online titled “UPP demands explanation for ABEC’s late publication of June’s Voters’ List and calls for more voter education”.

The article was published on Monday 11th July 2022.

ABEC wishes to advise that the Register of Electors for June 2022 was published on June 26th 2022 and posted in the places required by the Representation of the People Act (ROPA) by June 27th 2022.

Copies of the document can be seen at the High Court, Public Library, St. John’s Police Station, the Post Office and other areas within the 17 constituencies, including each Registration Unit.

The Supplementary List (the list of persons registered between the 1st and 30th of June) which is required to be published by law by the 15th of every month has been published way in advance on July 8th.

The Supplementary List facilitates the process of claims and objections for first time applicants.

Saint Lucia Police Seize $3M In Cocaine – One Man Arrested – St. Lucia Times News

On Sunday, July 10, 2022, a joint police operation involving officers attached to the Drug Unit, Special Services Unit and the Police Marine Unit, resulted in the interception of cocaine, valued about three million dollars.

The intelligence driven operation was conducted at Lanse Cork Beach in Dennery.

One hundred (100) blocks, with a combined weight of one hundred and sixteen (116) kilograms of suspected cocaine, were seized and one individual was arrested in connection with the seizure.

Titus Alfred of Victoria Street, Dennery, was formally charged with Possession of a Controlled Drug to wit: Cocaine and Possession of a Controlled Drug with Intent to Supply, contrary to the Drug (Prevention of Misuse Act).

The defendant will be escorted to the District Court for a bail hearing, today, Tuesday July 12, 2022.

When I sit and think of this place all I see is animals in a cage. We wallow in our own filth; we eat what we get and instead of togetherness we fight amongst ourselves. Neither animals nor human beings were meant to live this way, but in this crazy place they do.

We press for sincerity in religion, honesty in politics, and fairness for the underprivileged, but still the truth is hidden away.

Many have tried and tried to be delivered from crime, alcoholism, drug addiction and so many perversions and degradations known to man. We have gone through all types of treatment, spiritual counselling, psychiatric care, even medical attention – all have us every single one of them.

The question I leave you to ponder – What shall we do when our lives have been imprisoned?

Can any of you imagine this place or have been to this place just to visit how human beings are stacked up like sardines four to six a pile in a small apartment?

I think each and every one of you knows the answer and will be disgusted. Because for evil to continue to prosper is for good men and women like you to sit and do nothing.

El euro igualó este martes el valor del dólar en el mercado internacional por primera vez desde diciembre de 2002.

De esta manera, el euro alcanzó su nivel más bajo en 20 años en un contexto de crecientes temores de una recesión que se intensifican por preocupaciones de la seguridad energética de la Unión Europea, así como la actual situación inflacionaria que atraviesa el continente.

A eso se suman las expectativas de que el Banco Central Europeo podría elevar las tasas de interés próximamente para combatir la subida de precios.

En tanto, el dólar ha ganado en las expectativas de que la Reserva Federal estadounidense continuará aumentando agresivamente las tasas a medida que aborda el problema inflacionario.

“La FED va a subir las tasas de manera más agresiva que la mayoría de los otros bancos centrales de mercados desarrollados y no creemos que otros bancos centrales de mercados desarrollados realmente tengan la capacidad para mantenerse al día”, explicó Bipan Rai, jefe de estrategia de divisas para América del Norte en CIBC Capital Markets, citado por Reuters.

Por otra parte, Rai señaló que la preocupación más próxima para los mercados es si el gasoducto Nord Stream 1 volverá a funcionar o no, luego de que Rusia suspendiera temporalmente el suministro de gas a Europa para llevar a cabo un mantenimiento anual programado.

Tribunal declara inconstitucional enmienda a Ley Notarial firmada por el gobernador

El juez del Tribunal de Primera Instancia de San Juan, Alfonso Martínez Piovanetti, declaró el martes, inconstitucional el Artículo 86 de la Ley 52 de 2022 sobre Ley Notarial.

“A diferencia de las demás disposiciones de la Ley Núm. 52, no surge del texto del Artículo 86 qué relación, si alguna, tiene la referida enmienda a la Ley Notarial con el “asunto general” o el “objetivo principal” de revisar o atemperar el tratamiento contributivo que reciben ciertas entidades en Puerto Rico. Aún tras realizar una interpretación liberal sobre la constitucionalidad de dicha disposición y hacer todas las inferencias posibles a su favor, no hemos logrado identificar cuál es el nexo racional entre el asunto general referente al tratamiento contributivo de ciertas corporaciones con el nuevo requisito de una tasación, un plano de mensura y un estudio de título para todas las transacciones inmobiliarias en Puerto Rico. Nótese que la aplicabilidad de dicho requisito no se limitó a las transacciones de segregación, agrupación o traslado de bienes inmuebles que realicen dichas entidades foráneas, sino que su alcance es ilimitado y aplica a cualquier escritura para modificar el dominio de un bien inmueble que autorice un notario en nuestra jurisdicción, sin distinción de entidades o personas.

Además, ni tan siquiera se articuló en ninguna parte de la ley si esos requisitos tienen un propósito que se pudiera inferir de algún modo que tendrían algún impacto contributivo o algún otro propósito relacionado con el “asunto general” u “objetivo central” de la Ley Núm. 52. Por consiguiente, y aun cuando el título de la ley menciona someramente que se enmienda el Artículo 11 de la Ley Notarial, entre múltiples enmiendas a otras leyes especiales, ello no es suficiente para satisfacer el requisito constitucional que exige expresamente que toda ley aprobada por la Asamblea Legislativa regule un solo asunto o materia; y que ninguna enmienda a un proyecto de ley cambie su propósito original o incorpore materias extrañas al mismo. Sin duda, se trata de un rider cuyo alcance y contenido es totalmente ajeno al proyecto de ley.

En consecuencia, y según reseñamos detalladamente en la sección anterior, el texto, la historia y la estructura de la Constitución, así como la jurisprudencia interpretativa del Tribunal Supremo, requieren que dicha enmienda se declare nula y se tenga por no puesta por contravenir el proceso legislativo exigido por nuestra Ley Suprema. Ante ello, procede emitir una sentencia declaratoria en virtud de la Regla 59 de Procedimiento Civil, supra.

Por todo lo anterior, se dicta la presente Sentencia mediante la cual se declaran Ha Lugar las solicitudes de sentencia declaratoria presentadas por la Asociación de Abogados de Puerto Rico, el Colegio de Abogados y Abogadas de Puerto Rico, y las partes interventoras. En particular, declaramos que los demandantes e interventores han presentado un caso claro y terminante de violación al requisito constitucional de “una ley, un asunto” que establece la sección 17 del Artículo III de la Constitución del Estado Libre Asociado de Puerto Rico. Como cuestión, de hecho, la enmienda presentada y aprobada por la Asamblea Legislativa que posteriormente se convirtió en el Artículo 86 de la Ley Núm. 52, resultó en que se incorporara una materia totalmente extraña e incongruente al proyecto de ley sobre el tratamiento contributivo a las corporaciones foráneas (PC 1367) y que se cambiara su propósito original, por lo que éste constituye un rider prohibido por nuestro ordenamiento constitucional. En consecuencia, se decreta la inconstitucionalidad y nulidad del Artículo 86 y la enmienda relacionada al Artículo 11 de la Ley Notarial que requería a los notarios incluir en la planilla informativa sobre segregación, agrupación o traslado de bienes inmuebles una tasación, un plano de mensura y un estudio de título. No obstante, en atención a la cláusula de separabilidad que surge del Artículo 88 de la Ley Núm. 52-2022 y la normativa constitucional aplicable, las demás disposiciones de la Ley Núm. 52-2022 permanecen en vigor y continúan teniendo efecto legal por sí solas”, reza la sentencia del juez Martínez Piovanetti.

Hallan cuerpo en avanzado estado de descomposición en área verde del Expreso 22

La Policía investiga el martes el hallazgo de un cuerpo en avanzado estado de descomposición localizado en un área verde del kilómetro 33.6 en el Expreso 22, en Vega Alta, en dirección hacia San Juan.

Según la Uniformada, mientras personal de Metropistas realizaban labores de ornato, sintieron un fuerte hedor y, al verificar en el lugar, localizaron el cuerpo.   

Las autoridades no brindaron mayores detalles.

Al momento, se espera por personal del Cuerpo de Investigaciones Criminales (CIC) de Vega Baja y por el fiscal de turno para continuar con la investigación correspondiente.

Top CoP: Police out in their numbers at Crop Over events | Loop Barbados

Members of the Barbados Police Service will be out at all approved Crop Over events in their numbers to protect patrons.

Commissioner of Police Richard Boyce in speaking at a recent press conference on the current crime situation on island, said that he wants Barbadians to rest assure that the police are the job and the safety of all citizens, residents and visitors is a priority, especially as persons try to enjoy the sweetest summer festival.

He said:

“Persons must be willing to go about their places without that fear of being threatened, harmed or otherwise, whether it is firearm of whatever the violence is. But I can assure the public that we in the Barbados Police Service will be with them out in the field, moving to and fro, making sure that all areas, especially where these Crop Over events are being heard, whether it is music, dance, whatever it is, and where they are putting on performance-wise, our men and women will be in their numbers and making people feel safe and secure in that type of environments and situations.

“So that is what I can tell the public, yes, we are ready. our numbers are engaged. We are in that mode for giving that quality police service to all the members of the public.”

Over the weekend, at one event where there was a perceived threat, there was an extra heavy police presence on location, according to patrons.

And Boyce had stressed ahead of the fete, “People will be aware that we are in the area and focused over the Crop Over period and that is where we have [and will have] a very high active public movement here and there.”

Reiterating that , he urged that “the quality of life for persons in Barbados must be at its best. Persons must be allowed to move freely about communities doing their businesses, whether it is school, whether it is having a lime, football, wherever it is, persons must go unimpeded and real relaxing in their way of living, their mode of living about. So I can assure the Barbadian public that the officers in the Barbados Police Service will be looking after their welfare, their safety, their comfort. That is our remit, day and night, 24 hours per day, that is our intent in dealing with this firearm crime.”

BHTA and BETA sign Memorandum of Understanding | Loop Barbados

The Barbados Hotel and Tourism Association (BHTA) and the Barbados Entrepreneurship & Tourism Association (BETA) have signed a Memorandum of Understanding (MOU).

The two-year arrangement, intended to reinforce the strength of both organisations in the areas of advocacy and lobbying, will also facilitate the pooling of resources for training, marketing and promotional activities, among other undertakings, on behalf of members.

Chairman of the BHTA, Ren?e Coppin, said she was pleased to be heading the Association’s Board at this important juncture, “Today’s signing, especially at this moment in the history of tourism, emphasises the importance of us working collaboratively. In 2020 we signed a similar MOU with the Intimate Hotels of Barbados (IHB) which continues to be a mutually beneficial arrangement and we are delighted to be teaming up with BETA in the same manner.

“This process commenced under former Chairman Geoffrey Roach and it is symbolic that he is now here as our Interim CEO during this period. I am also pleased that we were able to finalise the agreement while our outgoing CEO Rudy Grant is still with us as he played a major role in the process.

“Within the BHTA we already have a non-hotel accommodation/villa segment which we represent but we also wanted to ensure that the Airbnb type accommodation, which BETA represents, also falls under the BHTA umbrella as this is a great opportunity for the industry to progress initiatives and strengthen the relationships within that segment of the market. We certainly look forward to representing and learning from our new members as we move forward.”

President of BETA, Dawne Pollard, stated that signing of the MOU was a milestone for the Association: “This is really an honour for BETA. Our Past President Deborah Grant started the process and our Executive team is pleased to have brought it to fruition. Our 60 plus members are ecstatic as it indicates that BETA is now being recognised as a key player in the shared economy within the local tourism industry and we want to thank the BHTA for this show of confidence.

“To have the backing and collaborative working arrangement with an organisation such as the BHTA gives our members a higher sense of security and will no doubt strengthen our lobbying, negotiating and promotional efforts in the shared economy and vacation rentals segment of the sector.

“We are definitely looking forward to working with the BHTA and anticipate that our agreement will pave the way for a long lasting relationship and the exchange of valuable information and expertise between our members, which will augur well for the industry on a whole.”
