NIA CHARLESTOWN NEVIS (November 09, 2022) — The following is a notice from the Ministry of Human Resources on Nevis regarding study opportunities in Italy.

The Ministry of Human Resources in the Nevis Island Administration (NIA) wishes to inform you that the Caribbean Development Bank (CDB) in collaboration with the Government of the Republic of Italy has announced the launch of its International Master in Public Procurement Management Scholarship at the Università di Roma Tor Vergata in Italy.

The programme will commence in March 2023 and end in February 2024 and is open to all citizens of CDB borrowing member countries. The selected candidate would be required to be based in Rome for a period of 4.25 months.

The scholarship will cover the following:

1. The full tuition fee for the postgraduate programme;

2. Travel costs to and from Italy for the programme; and

3. An allowance to cover room and board at the university campus and any additional living expenses.

The scholarship application process is now open and will close on Monday November 28, 2022 at 11:59 pm. All submissions should be sent to the CDB at MasterIPPM@caribank.org and should include:

1. A motivational cover letter explaining your interest in the scholarship programme and confirming that the candidate meets the eligibility requirements; and

2. A curriculum vitae (CV).

Jamaica is considering designing a skills exchange programme to supply Guyana’s labour market with short-term technically skilled personnel.

Minister of Investment, Industry and Commerce Senator Aubyn Hill outlined the plan following a recent trade visit to the CARICOM state, which is poised to be one of the world’s biggest oil producers by the end of this decade.

With the expected increase in workforce needs in Guyana, Hill seized the opportunity to highlight the capacity-building potential of HEART NSTA to deliver the National Council on Technical and Vocational Education and Training (NCTVET) certification.

He also stressed Jamaica’s ability to supply short-term technically skilled personnel to support the Guyanese expansion.

Guyana’s workforce needs will reach 2.5 million in the next three years, from a population base of 790,000, according to Richard Rambarran, President of the Georgetown Chamber of Commerce.

This presents expansive opportunities for an increased demand for food from which Jamaica’s agribusiness sector and its players could benefit.

There’s also an opportunity to export processed goods, explore joint ventures with Guyanese entities to utilise raw materials and create synergies along the supply chain for the mutual benefit of Jamaica and Guyana, it was revealed in a statement by the island’s investment agency, Jampro.

What’s more, Guyana’s current building boom requires an expansion of the building industry.

Jamaican contractors and developers with access to capital can find opportunities in this expansion, generating financial gains for Jamaica while supporting the infrastructure growth of Guyana, the release also stated.

The possibilities for the building boom are clear – 12 hotels are under construction, one of which is financed by a Jamaican institution and built by a Jamaican contractor.

A total of 20,000 houses are also expected to be built per year over the next few years to support the expected talent influx. In addition, some 700 km of roads are being built, including a major highway to northeast Brazil.

The growing need for capital to finance this building boom is more than the local institutions can provide, opening opportunities for Jamaica’s sophisticated private equity, debt financiers, micro-credit, and stock exchanges to market their products and services, the Jampro release also said.

“The financial services industry in Guyana is replete with opportunities for Jamaican business acumen and financial know-how to thrive. The Jamaican institutions can play a key role in bringing structured financial instruments to Guyana and support the transformation of the sector,” added Hill.

Conceptualised and led by Hill and organised by JAMPRO, the seven-day mission comprised a Jamaican delegation of 33 private sector and government officials.

JAMPRO arranged over 70 official business-to-business meetings for the Jamaican delegation with Guyanese companies and government agencies. This, with the support and collaboration of sponsor NCB, and key players such as the Guyanese Manufacturing and Services Association (GSMA), the Georgetown Chamber of Commerce (GCC), the Private Sector Council of Guyana and Go-Invest, the Guyanese government’s trade and investment agency.

The Finance Bill 2022 was passed in the Senate on Tuesday after a short debate. One Opposition Senator was heard objecting to the passage of the bill.

In his wrap-up of the debate, Finance Minister Colm Imbert clarified concerns raised by Senator Wade Mark during his contribution. Mark objected to the proposed addition of WASA, TTEC and TTPost to the list of entities supplying information under the Valuation of Lands Act.

Imbert said under the act, the Commissioner of Valuations (CoV) was conceptually empowered to access information from the Board of Inland Revenue, the registrar of the High Court, and departments of government. He said the gathering of information from WASA, TTEC and TTPost is the same, as the information collected will be the addresses and other pertinent information that the Commissioner of Valuations will require for populating the valuation rolls.

“The purpose for which the information is required will determine the type of information. What the CoV will want to know is what do the records of WASA say with respect to the owner or occupant of a property, the address of a property, the type of property, commercial or residential.

“Similarly, with TTPost, they would have information on addresses, and even more helpfully, GIS coordinates with respect to the owners of properties and lands in TT, which will assist the CoV to cross-reference the information the valuation division will have already.

“TTEC will have information on addresses, owners, occupants, and type of structure.

“All of this information will assist the commissioner to be as accurate as possible in determining owner, address, and type of property, So that is the only purpose of the amendment.”

The bill was not sent to a committee of the whole Senate, was read a third time and passed with no opposition.

Opposition Senator Damian Lyder was heard shouting, “Everyone of allyuh is coward,” and the Senate President asked him to apologise.

His initial response was, “I apologise for talking the truth and calling them cowards,” for which he was again asked to apologise.

He then apologised for his comments.

DEAR EDITOR:

I seem to recall that when This Situation concerning Our DPP 1st came to the Public’s Notice, that the DPP wanted to tender his Resignation. However, the Attorney General made the Decision to have him go on Duty Leave for three Months to take care of the case brought against him in Jamaica.

I recall that Duty Leave allows one to be paid their Full Monthly Salary!

When the DPP returned to his position and questions were asked in the Public Sphere, no answers were provided by the Attorney General.

I remember a question put on a Radio program which spoke to comments made in Parliament that compromised THIS Particular DPP who apparently did VERY LITTLE to clear his Name!

No wonder ANU/BAR’s Legal System has the Reputation it now suffers!

I wonder if our Local Judicial And Legal Services Commission will do the RIGHT Thing; or Barring this, that the DPP himself will do what he apparently wanted to do at the very outset of This Very Disturbing Situation (but for the Attorney General’s Intervention) and tender his Resignation.

My hope is that the Latter happens if the Former does not take place.  Time Enough for Steps to be taken to Right so Many Wrongs that Exist in So Many Areas of Governance in Our Nation of ANU/BAR!!!!

If Neither of the Above materializes then May God Have MERCY On Our Nation as well as Our OECS And CARICOM Territories!

Furthermore, I think that what is Presently Taking Place in Our Sister Nation of Dominica [The Decision by the Prime Minister to Call A SNAP GENERAL ELECTION in the next Few Weeks, when EVERYBODY Knows that the Voter’s List is Compromised and Steps were taken by This VERY SAME ADMINISTRATION to CORRECT the FLAWS in that existing Voters List that JUSTICE DEMANDS] Spells DISASTER for Our Justice Systems and Societies, Generally, Throughout the Caribbean!!!

Too Many of Our Usual Gate Keeping Bodies & Individuals Throughout the Caribbean (Churches, Civic Organizations, Persons whose Opinions are VALUED in Our Societies, Etc.) remain QUIET when Integrity / Justice / Morality / And Simple Decency are Compromised in High Places!!!

What it All THIS saying to the Little Man/Woman (or ‘Common Man’ as the Term used to apply to Society in general)?

Is THIS saying that ALL are Involved in This Racket? That ALL are Compromised?

If THIS is the Case, then WE The “Little People” had Better BAND Together to SAVE Our SOULS, Our FAMILIES, Our NATIONS!!

Let Us Begin to View These Happenings with the SERIOUSNESS They require!  All it takes is 1 Person to start the Ball rolling.

Social Media CAN be Used For Our GOOD in Situations Such as These!  Let’s Go Forward to SAVE Ourselves!!!  Peace!
