Weather disturbance over central Caribbean

The National Hurricane Center is reporting a weather disturbance over the central Caribbean sea.
As of Sunday morning (October 30), the system continued to move west-northwestward at 10 to 15 mph, producing disorganized showers and thunderstorms.
According to the National Hurricane Center, if the disturbance develops further, it could form into a tropical depression over the next couple of days. (The chance of formation over the next two days is medium, at 60 per cent and the chance of formation over five days is high, at 70 per cent.)
During this time, portions of the Lesser Antilles, the Virgin Islands, Puerto Rico, Hispaniola, and Jamaica may experience heavy rainfall.
Interests in the Cayman Islands are also encouraged to monitor this development.

La bousculade qui a fait plus de 150 morts à Séoul dans la nuit de samedi à dimanche lors d’une fête d’Halloween figure parmi les mouvements de foule les plus meurtriers des dix dernières années.
Le 24 septembre 2015, une gigantesque bousculade sur le site de la lapidation des stèles à Mina près de La Mecque, lors du pèlerinage annuel, fait quelque 2.300 morts, soit la catastrophe la plus meurtrière de l’histoire du hajj.
L’Iran, qui a annoncé la mort de 464 de ses pèlerins, a vivement mis en cause l’Arabie saoudite pour son organisation jugée défaillante.
Des pèlerins ont expliqué la bousculade par la fermeture d’une route près du site de la lapidation et la mauvaise gestion par les forces de sécurité du flux des fidèles. Après l’Iran, le Mali –avec 282 morts– est le deuxième pays le plus touché.
Le 1er octobre 2022, un mouvement de foule survient dans un stade de football à Malang (Est de l’île de Java) après que la police a voulu repousser des supporteurs avec du gaz lacrymogène, provoquant la mort de 133 personnes, dont plus d’une quarantaine d’enfants.
De nombreuses victimes, prises de panique, ont été écrasées ou asphyxiées en tentant d’emprunter des portes de sortie fermées ou trop étroites.
Six personnes, dont trois policiers, ont été mis en examen et le chef de la police régional transféré. Le stade Kanjuruhan va être démoli.

Soleimani, tué le 3 janvier par une frappe de drone américain devant l’aéroport de Bagdad, était considéré comme un héros dans le pays.
Le 2 octobre 2016, au moins 52 personnes décèdent selon les autorités –au moins 100, selon l’opposition– dans un mouvement de foule à Bishoftu (50 km au sud-est d’Addis Abeba), après des affrontements avec la police pendant le traditionnel festival oromo Irreecha qui marque la fin de la saison des pluies.
Le 21 mars 2021, 45 personnes meurent dans une bousculade au stade de Dar es Salaam, capitale économique de la Tanzanie, où se tenait un hommage au président défunt John Magufuli.
Le 30 avril 2021, une bousculade lors du pèlerinage marquant la fête juive de Lag Baomer au mont Meron dans le nord d’Israël fait au moins 45 morts, assombrissant le plus grand rassemblement dans le pays depuis le début de la pandémie de Covid-19.

Plus d’un million de Mexicains et d’étrangers, pour beaucoup déguisés et maquillés en têtes de morts, étaient présents samedi à Mexico au défilé préludant au Jour des morts qui honore les défunts, ont annoncé les autorités locales.
Des danseurs vêtus de costumes de mariachis ou de papillons monarques – symboles du Mexique -, le visage grimé, ont participé au défilé qui a envahi les rues principales de la capitale mexicaine.
“Ce qui me plaît, c’est la créativité des stylistes pour les costumes de chacun des participants au défilé”, confie à l’AFP Javier Alemán, un entrepreneur âgé de 36 ans.
Les spectateurs, euphoriques, ont applaudi tout du long les squelettes et démons mais aussi les “Catrinas” en robes à dentelles multicolores, célèbre personnage de femme-squelette créé par le dessinateur José Guadalupe Posada en 1910.
Le défilé prélude aux célébrations du Jour des morts,” El Dia de los Muertos”, la fête la plus courue du Mexique. Mélange de rites préhispaniques et de fêtes chrétiennes, elle se déroule les 1er et 2 novembre au moment de la fête catholique de la Toussaint suivie du jour de commémoration des défunts pour les fidèles.
C’est l’occasion pour la population de “faire revenir” les défunts, les couvrir d’offrandes sous forme de fleurs et de victuailles et faire parader leurs ossements dans les rues.
Partout dans le pays, chaque foyer érige des autels avec des photos de ses morts, leurs plats et boissons favoris, des cadeaux pour honorer l’âme des morts qui reviennent visiter les vivants dans la nuit du 1er au 2 novembre, selon la tradition. Des pétales orangés de “cempasuchil”, une fleur mexicaine emblématique qui donne sa couleur à la Fête des morts, sont éparpillés au sol pour montrer le chemin aux esprits.
Le défilé de samedi, lui, ne fait pas partie de ces rituels mais est né du tournage en 2015 d’un film de James Bond, “Spectre”, qui l’avait imaginé pour sa mise en scène. Le succès du film a poussé la municipalité à réitérer ce défilé chaque année depuis 2016.

Police are seeking the public’s assistance in locating three missing teens who left their Bodden Town home for school, and have not returned home since.
Jahsmine Ebanks, age 14, departed her home for John Gray high school on Thursday morning, 27 October and have not returned home since. She was last seen wearing her John Gray High School uniform, and is described as 5ft 4 inches tall, dark complexion, and medium built.
Both Mackailia Cunningham, age 12 and Austina Williams, age 13, left their Bodden Town home yesterday Friday 28 October for the Clifton Hunter High School, in their school uniforms, and did not return home on the school bus as expected. Mackailia is described as having dark skin, medium build and dread locked hair. Austina is described as dark skin, medium build with long braided hair.
Officers are encouraging Jahsmine, Mackailia and Austina to return home or attend the nearest police station immediately. Anyone with information on her whereabouts is encouraged to call the Bodden Town Police Station at 947-2220 or the M.A.S.H Unit at 649-6000.

The Royal Cayman Islands Police Service (RCIPS) reported that, just after 8.30pm on Friday, police were dispatched by the 9-1-1 Communication Centre to a report of an armed robbery said to have taken place at the Mostyn’s Esso Gas Station on Bodden Town Road.
It was reported that four men dressed in dark coloured clothing entered the store of the gas station three of whom were armed with hand guns and made demands for cash and other items. The four men made off with a quantity of cash, liquor and cigarettes in an unknown direction.
Police did an extensive search of the area where the incident occurred and the police helicopter was also deployed to assist with locating the four men, however, they were not located.
The incident is being investigated and detectives are encouraging anyone with information to call the Bodden Town Police Station at 947-2220. Alternatively, tips may also be submitted through the RCIPS Confidential Tip

Even as the murder toll crossed 500, the acting Commissioner of Police (CoP), McDonald Jacob, urged the police and public to remain resilient in the fight against criminals.
Jacob said one of the significant factors contributing to homicides was the use of high-powered guns. Because of this, the number of double, triple, and quadruple killings has increased.
“We even had incidents where five people were killed. Even though they may be fewer incidents, there is a higher number of the murder figure,” Jacob told Sunday Newsday on Saturday.
Three murders between Friday night and Saturday increased this country’s homicides to 501. On Friday night, Roger Charles, 26, was shot dead in Enterprise, Chaguanas. As of Saturday morning, the latest victims were brothers Elvis Hernandez, 28, and his brother Nirmal Rambaran, 18. Their bodies were found in the Tunapuna cemetery.
Jacob assured that the police are making all efforts to remove guns from the streets and prevent them from entering the country. The police have charged 1,211 people, so far this year, for gun-related offences and have seized 580 guns. Of those, 102 were submachine guns – AR-15s and AK-47s – weapons used by soldiers in war.
“This is the first time in the history of TT the police ever recovered so many high-powered weapons. In fact, the average over the last five to ten years have been 56 per year,” Jacob said.
He gave an example of the impact of such weapons, saying out of 25 shooting incidents, about 90 people were hit.
Jacob said, “Out of those, 65 people lost their lives. In years gone by, out of those 25 incidents, we might have recorded 30 murders.”
Recently, the police have seized several high-powered weapons coming from North America.
Jacob also recalled that three people were charged in the US earlier in the week for exporting illegal guns to TT.
“Our trans-national crime unit is working hand-in-hand with the international agencies, including Homeland Security, and the Alcohol, Tobacco and Firearms Bureau to undermine this network that is operating and sending firearms to TT,” he said.
“In simple words, it is big business. An AK-47 or AR-15 costs between $40,000 to $45,000. A Glock pistol costs about $20,000. A revolver costs about $12,000.”

Jacob said that “somebody, somewhere” is earning millions from the number of illegal guns being sent to TT and other Caribbean countries.
He said he and the executive were very concerned about the murder figure, saying it gives them no solace.
He also called on lawmakers to review the entire aspect of the Bail Bill. The Attorney General has said he planned to review the law and bring new legislation back to Parliament.
“We are simply asking them to give the police service another chance. Give us another chance with the bail bill where for 120 days, people found with guns would not be granted bail,” Jacob said.
“We also ask people in the criminal justice system to review the penalties being meted out to convicted people. The police service is now more prepared to have the matters completed in the court in a timely manner.”
The police, he said, have introduced case management offices in all the divisions and are managing matters “more effectively.”
“Some people we deem as gang members and who were killed, their records showed that they were charged on several occasions. At the time of their deaths, many were on bail,” he said.
“We cannot continue fighting the battle this way by protecting the rights of the minority over the general public.”
Apart from the proliferation of high-powered weapons, the influx of the Venezuelan migrants is another significant issue
“Some of them have joined gangs and are involved in criminal activities in TT. So in 2022, we have another layer to add to the whole crime landscape that we need to manage,” Jacob said.
The police are aware that some guns come through illegal ports from the mainland but the majority are coming through the legal ports, Jacob added.
Jacob pleaded with people to stop making negative remarks about the police.
“Stop doing and saying things to demoralise my officers. They are making genuine efforts to address the crime situation.”
He went on, “I plead to the general population to not be despondent. We want you to continue supporting us because some of the guns we took off the streets, came from your help.”
Sixteen people, including three-year-old Nazim Owen of Diego Martin, were killed over the Divali holiday long weekend between October 21 and 24.
Nazim died days after nine-year-old Jomol Modeste was killed in a drive-by shooting at the Africa Recreation Grounds, Enterprise, Chaguanas.
On October 25, the Opposition wrote to Port of Spain South MP Keith Scotland chairman of the Joint Select Committee (JSC) on national security meeting to discuss the “staggering increase” in the murder rate.
The letter was signed by Oropouche East MP Dr Roodal Moonilal and Senator Jayanti Lutchmedial. In response, Scotland said he is prepared to discuss the proposal at the committee’s next meeting as a matter of urgency.
Opposition MP Rodney Charles on Saturday labelled this month as “Bloody October.”
He called on the Cabinet to resign, accusing the Prime Minister of being “totally silent.”
Charles, in a statement, said the country has surpassed the murder rate for a similar period in 2008. A total of 550 murders were recorded in 2008.
That year, it took 11 months to get to 500 murders, Charles said.
“Unless decisive, serious, intelligent, and visionary action is immediately taken, 2022 will become the new deadliest year,” he said.
“The Prime Minister boldly labelled crime as a public health emergency four months ago, yet nothing has been done.”
Charles charged that criminals have become more brazen and gruesome in their activities.
“We have reached a point where hearing reports of 14 murders over a weekend is the new normal. How can Minister (Fitzgerald) Hinds and the acting CoP claim victory over seizures of high-powered rifles when the masterminds bringing in those guns roam freely and undetected?”
The Naparima MP posed several questions to Cabinet members, “Has Minister Hinds and PM Rowley become numb to the violent crimes occurring daily? What new crime fighting initiatives has Minister Hinds implemented since office?”
He charged that if the Government cannot develop a “proper” crime plan, the UNC would be willing to give “some pointers.”
Calls to Hinds and the PM went unanswered yesterday. At the passing out ceremony for 100 police recruits on Wednesday, Hinds said he was aware of the challenges posed by murders, but government continues to do all it can through the protective services, noting recent seizures of high-powered guns.

ST PAUL’s Anglican Church and the Manning family have paid their respects to the late Esther Manning, who died on Saturday morning at the age of 105.
Mrs Manning was the second wife of the late Arnold Manning, the father of the late prime minister Patrick Manning.
Contrary to earlier reports, Dr Petronella Manning-Alleyne clarified that Esther Manning was not her mother.
Manning-Alleyne said Elaine Johnson-Manning, who died in 1977, was the mother of Arnold’s five children – Dr Pamela Manning, Panzetta Manning, Patrick, herself, and another child who died at the age of 17. After Elaine’s death, Arnold married Esther, Elaine’s sister.
Patrick Manning died on July 2, 2016.
San Fernando East MP Brian Manning, Patrick’s son, said of Esther, “She was my grandmother’s sister, but she raised us as like our grandmother. “
Esther died on Saturday morning at the family’s Cocoyea Village, San Fernando home.
Anglican priest, Rev Dr Knolly Clarke noted the loss of two of its stalwarts, Esther Manning and Wayne Charles, whom he said, both contributed to the musical life of the church.
Brian Manning acknowledged Esther’s valued contribution to the musical landscape of the Anglican Church, particularly St Paul’s Anglican on Harris Promenade, San Fernando where he and his family attended almost every Sunday.
“She was a long time manager of the St Paul’s Anglican Church. She managed the Sunday School, which I attended while growing up. She led the church choir and the Mother’s Union for an extended period of time.
“During my entire childhood, I think, she was the choir leader.”
Brian Manning said she was very influential in his upbringing and in him becoming the man he is today.
“In terms of discipline,” he explained.
“She was a great disciplinarian. She taught discipline and ensured my parents brought us (he and his brother David) to Sunday school every Sunday.
“She would call and complain if they didn’t,” he said.
He recalled visiting her during the 2020 election campaign where she gave him her blessings. His visits were curtailed during the pandemic because of her frailty and he did not want to accidentally infect her.
“She was ailing for some time. I passed by the house a few times when the restrictions were lifted and she was going strong.”
He said her health waned earlier this year, but she recovered, much to everyone’s surprise.
“She was doing well, but on Saturday she transitioned.”
Funeral arrangements are yet to be arranged.
