Le secr?taire d’?tat adjoint aux affaires de l’h?misph?re occidental, Brian A. Nichols, a d?clar? dans une interview au Miami Herald que les chefs de gangs qui alimentent la pire crise s?curitaire que conna?t Ha?ti depuis des d?cennies “sont dans la ligne de mire, et leurs actions visant ? d?stabiliser Ha?ti seront sanctionn?es par des interdictions de d?placements internationaux et des sanctions financi?res”.

Nichols a indiqu? au Miami Herald que l’administration Biden esp?re une adoption rapide d’une r?solution ? l’ONU “dans les prochains jours”.

“La r?solution cr?era un cadre des Nations Unies pour imposer des sanctions aux chefs de gangs et ? ceux qui soutiennent, facilitent et financent leurs activit?s”, a-t-il ajout?. “Ces sanctions viseraient leurs ressources financi?res et leur capacit? ? voyager”.

M. Nichols a d?clar? que les ?tats-Unis aimeraient que la r?solution pr?voie des sanctions contre “ceux qui fourniraient des armes illicites aux gangs en Ha?ti”, mais il a not? que la r?solution n’avait pas encore circul? parmi les membres du Conseil de s?curit?.

“RIen dans la r?solution ne devrait emp?cher le transfert l?gitime d’armes aux forces de s?curit? gouvernementales d’Ha?ti”, a-t-il d?clar?.

“Nous contr?lons d?j? soigneusement l’octroi de licences pour les ventes d’armes ? Ha?ti. Le d?fi consiste ? traquer la contrebande d’armes vers les gangs et autres personnes illicites.”

Le secr?taire adjoint a d?clar? que la menace de sanctions “ces derniers jours a eu un effet calmant sur la situation sur le terrain en Ha?ti”, bien que les d?tails de la r?solution potentielle n’aient pas encore ?t? rendus publics.

“Je pense que l’adoption d’une r?solution et la cr?ation d’un cadre vont poursuivre cet effet d’apaisement”, a d?clar? Nichols. “Jusqu’? ce que des individus sp?cifiques soient renvoy?s ? un comit? de sanctions, puis sanctionn?s au niveau international, c’est ? ce moment-l? que vous verrez la nature transformatrice de cela. Je ne pense donc pas que le simple fait d’avoir un cadre soit suffisant. Nous devons d?signer des personnes sp?cifiques.”.

Ces derniers temps, la R?publique dominicaine, a publiquement demand? le retour d’une force multinationale de maintien de la paix, arguant que l’instabilit? d’Ha?ti et la violence end?mique des gangs constituent une menace croissante pour la r?gion. Une telle d?marche exigerait qu’Ha?ti se soumette ? nouveau ? ce que l’on appelle le chapitre 7, ensemble de dispositions de la charte des Nations unies qui permettent au Conseil de s?curit? de d?ployer des forces internationales dans le cadre d’une mission de maintien de la paix.

Apr?s 13 ans, la derni?re mission de paix de l’ONU a pris fin en Ha?ti en 2017 lorsque le Conseil de s?curit? de l’ONU, pouss? par les ?tats-Unis et d’autres pays, a finalement retir? ses op?rations militaires et de maintien de la paix en Ha?ti.

Si le gouvernement ha?tien demande cette aide, “la communaut? internationale examinerait certainement une telle demande”, a ajout? M. Nichols. Mais “les autorit?s ha?tiennes n’ont pas demand? de bottes sur le terrain”, a-t-il ajout?, “et il n’y a actuellement aucune discussion sur une r?ponse ? la situation en Ha?ti en vertu du chapitre 7”.

A la place d’un retour des casques bleus, les ?tats-Unis se sont concentr?s sur le renforcement de la police nationale ha?tienne, qui compte sur le papier plus de 12 000 membres.

Government on alert for severe weekend weather – Chang Loop Jamaica

National Security Minister, Dr Horace Chang, who up to Friday afternoon, was in charge of the Government in the absence of Prime Minister Andrew Holness, said he would have attended a meeting that was called by the Ministry of Local Government to strategise with the Disaster Risk Management Committee as the island braces for severe weather over the weekend.

The island was placed on a tropical storm watch late on Friday afternoon, with the Meteorological Service making the announcement.

“All the agencies have been alerted and are in responsive mood. The Ministry of Local Government, which has responsibility for ODPEM (Office of Disaster Preparedness and Emergency Planning), has called for a meeting tomorrow (Friday) of the Disaster Risk Management Committee, and I will be there. All the relevant agencies, in particular the security forces, JDF, police, NWA, the Ministry of Economic Growth and Job Creation, Ministry of Labour and Social Security and several (other) Government agencies,” said Chang on Thursday.

He added that all Government agencies have been placed on alert in preparation for the inclement weather conditions.

“The whole of Government is on alert in case we are exposed to severe weather conditions over the weekend,” stated Chang.

Fishers have also been ordered to evacuate the cays, and those on land are advised not to venture out to sea.

“The fishers on the cays are advised to begin evacuation now. And those who are on shore, not to go back to sea,” said Chang.

The system is moving westward and likely to get more organised and by the weekend we will see how it is moving. It’s south of us and we should have the impact, whether heavy rains or heavy winds or more severe weather. The Met Office is keeping us alert and every three hours should review and issue bulletins accordingly,” Dr Chang said.

He said he was in touch with Holness, who was scheduled to return to the island on Friday afternoon.

Reggae Boy Greg Leigh to miss Argentina match due to injury Loop Jamaica

Jamaica and Ipswich Town defender Greg Leigh is facing months on the sidelines after suffering an injury late in his club’s 2-2 draw with Sheffield Wednesday last week.

Scans confirmed it was more severe than first thought, meaning the left-back will now face several months out.

The 27-year-old England-born Leigh was due to join up with the Reggae Boyz squad for their friendly against Argentina in New Jersey next Tuesday but will now begin his recovery and rehabilitation.

“He, unfortunately, picked something up at the back end of the Sheffield Wednesday game, which was initially thought to be bone bruising,” manager Kieran McKenna said. “At that point, it was touch-and-go whether he was going to go away for international duty.

“He’s had some scans this week, just to make sure, and unfortunately he has a compression fracture of his leg and will be out for a longer time. That’s a disappointing one for Greg and us as well.

“He’s going to have a lengthy spell on the sidelines, more likely months but hopefully not a long period of months. That depends on the bone healing over the next six weeks, so it’s very much recovery to let it heal, then we’ll be checking and we’re hopeful it’s a short period of months.”

Yung Miami is finally opening up about the source of her mental breakdown over the summer.

City Girls rapper Yung Miami says that when she had tweeted she was having a mental breakdown in July, it had nothing to do with Diddy as some had speculated. While on her Caresha Please podcast on Revolt, Trina spoke about the tweet that went viral and had many people reading into it as they felt that she was having a meltdown after her beau Diddy was spotted out with another woman.

However, the Miami rapper revealed that she hit rock bottom despite trying to push forward when her Godmother Trina’s niece was shot and killed back in July. According to reports, Toni Chester, the 17-year-old niece of the rapper Trina, was fatally shot in Miami, Florida. Two others were injured in the incident. Her death was particularly devastating for Trina, who had a close relationship with her niece and raised her as if she was her daughter.

According to Yung Miami, she had never had a chance to mourn her baby daddy, who was killed years before, and when Chester died, she basically shut down and couldn’t function.

“This was the real reason was we had a show in Toronto and it’s like a whole process to get over there…my shit wasn’t together when we got to the airport…I just got off a plane and I just like kinda just went through a death…you know my baby daddy died and I never got a chance to go through the motions because I am always working so it was one of those moments,” she began.

According to her, she had to call off the appearance because her Godmother Trina needed her.

“so it was one of those moments again somebody close to me had died and here ai am trying to go to a show and I’m like going through my emotions and when I got to the airport I was like I can’t do it and I just broke down. It triggered me so bad,” she added as she explained that she called off the show and went to be with Trina.

The Toronto show that Miami was referencing was on July 30th, and Chester had been killed on July 20th. Trina had also recently lost her mother, so it’s understandable that the entire family would be in pain from Chester’s loss.

Hurricane Shelters open on Sunday Loop Cayman Islands

Further to the issuance of a Hurricane Alert by the Cayman Islands Government and forecast for inclement weather set to affect the Islands beginning on Sunday, 25 September, through Monday, 26 September, the following hurricane shelters have been activated:

Five shelters will open in Grand Cayman on Sunday 25 September at 2pm. They are:Sir John A. Cumber Primary School John Gray High School (Pet friendly)Bodden Town Primary SchoolClifton Hunter High School (Pet friendly)East End Civic Centre

Each of the shelters mentioned above also serves as a designated Emergency Medical Centre.

The Cayman Islands Red Cross shelter will be open from 4pm on Sunday 25 September.The Aston Rutty Civic Centre in Cayman Brac will be open as an emergency shelter at 2pm on Sunday 25 September.Additional shelters activations across all three islands will be announced as needed, depending on the intensity and forecasted track of the tropical cyclone.

It is anticipated that the National Emergency Operations Centre (NEOC) will stand up at 4pm on Sunday 25 September. The decision to activate this national response mechanism is not taken lightly. As with Tropical Storm Grace in 2021, the Cayman Islands Government would prefer to be over-prepared in response to the potential impacts of a tropical cyclone.

Schoolboy football on Saturday postponed due to tropical depression Loop Jamaica

The Inter-Secondary Schools Association (ISSA) has announced that Saturday’s round of matches in the schoolboy football competition will not be played because a tropical storm watch is now in effect for Jamaica.

This comes after ISSA previously announced that “based on discussions with the relevant agencies, ISSA has decided to tentatively bring forward all schoolboy football games (except for the televised game) scheduled for tomorrow at 1:00 pm pending a final decision to be communicated at 6:00 pm.”

Following that announcement from ISSA, the Met Service said in a bulletin that the weather system, which is currently classified as a tropical depression, should begin to impact Jamaica and its territorial waters as early as midday on Saturday with an increase in showers and gusty winds.

In action on Friday, Wolmer’s Boys’ School clipped Hydel High 1-0 in Group E of the ISSA/Digicel Manning Cup competition but it was the high-riding Mona High that stole the show with a thumping 9-1 win over the home team Papine High.

The Craig Butler-led Mona High registered their fourth consecutive win to lead Group E with a maximum of 12 points. They have rattled up an impressive 30 goals while conceding just four times.

At Heroes Circle, Jahmani Bell scored the all-important goal in the 58th minute as Wolmer’s Boys defeated Hydel High and consolidated second spot with nine points. They are three points ahead of Hydel High sitting in third spot on six points.

Camperdown High secured their first win of the season with a 7-0 whipping of Kingston High and moved into fourth spot on four points. Papine High with a point and Kingston High are at the bottom of the group.

Meanwhile, in Group C, Haile Selassie High blanked Bridgeport High 2-0 at Dunbeholden to maintain their lead atop the group with 10 points from four games.

Charlie Smith High stayed in second spot despite being held to a 2-2 draw at Tivoli Gardens High.

Edith Dalton James moved into third spot on six points after they defeated Vauxhall High 1-0.

In Group D, St Andrew Technical High School (STATHS) dismissed Spanish Town High 6-1 at Prison Oval to consolidate the top spot with 10 points ahead of Norman Manley sitting second with six points.

Former champions Excelsior High took charge of Group F with a 1-0 win over Jose Marti High and moved to 10 points.

Campion College continued their good run with a 1-0 win over Kingston Technical to be in second spot on eight points. Kingston Technical are third with four points,

El alcalde de Cayey, Rolando Ortiz Velázquez, volvió a denunciar en Radio Isla que aún no tienen respuesta de LUMA Energy sobre por qué no cuentan con el servicio eléctrico.

“No tenemos luz, LUMA no responde, esto ha sido la crisis… Esto es peor que María. Porque por lo menos en María uno tenía un rayito de esperanza pero aquí no hay manera. Es una cosa que, por más que uno trata, es increíble. Como que no se percibe de la agencia LUMA esa sensibilidad. Yo todavía no he visto un recurso de ellos hablando conmigo”, afirmó el primer ejecutivo al señalar que en los sectores que hay servicio eléctrico se va constantemente.

Ortiz Velázquez informó que, con recursos municipales y el amparo de organizaciones, al momento han repartido compras y agua embotellada para personas con familiares encamados, que han alimentado a unos 3,000 ciudadanos, que continúan asistiendo en derrumbes y que los comercios están cerrando por la falta de diésel.

“Tengo el hospital municipal que no me quieren energizar… El hospital municipal que es una operación muy pero que muy importante para la ciudad porque es el hospital que la gente más utiliza”, añadió.

El primer ejecutivo municipal indicó que no hay razón para que su pueblo no esté energizado, a menos que haya algún tipo de discrimen. Por otra parte, informó que ya no cuenta con personas refugiadas, debido a que en esta ocasión muchos optaron por albergarse junto a sus familiares y vecinos.

“Las comunidades adoptan las personas en sus casas. Y ya yo te diría que casi todos han regresado a sus hogares. Ahora no tenemos refugiados. Ahora, te podría decir, que tenemos presos. La gente está presa en sus hogares porque no se pueden mover, no tienen con qué alimentarse, no tienen con qué hacer una vida normal”, lamentó Ortiz Velázquez.
