A&BUT calls for 24-hour security at schools by today to avoid industrial action tomorrow; PM claims its demand is political

Black Immigrant Daily News

REAL NEWS- Public-school teachers have been cautioned against taking industrial action without first consulting a lawyer – in order to avoid breaches of the law – and told that the deadline for action on their demands is unreasonable.

In a September 30 letter addressed to Education Director Clare Browne, the Antigua and Barbuda Union of Teachers (A&BUT) threatened that educators would down tools tomorrow, Tuesday – if all government schools do not have the promised 24-hour onsite security by today, Monday, October 3,

Union President Casroy Charles’ letter says that ample opportunity has been given to the Ministry of Education and, by extension, the Government, to liberate teachers from the reign of terror being imposed on them by vandals and thieves.

Several weeks ago, the Union was assured that, by September 15, all public schools would have 24-hour security. However, on Saturday, October 1, Prime Minister Gaston Browne said the less-than-24-hours’ notice by the teachers is irrational.

With the correspondence having been received after the 3 p.m. workday on Friday, Browne said the Union’s ultimatum is unreasonable, since it allows the Government no time to commence negotiations to fix the problem.

Browne is calling on the Teachers’ Union to cease and desist and to seek legal advice, since it might be in violation of the Civil Service Act, 1984, by staging an illegal protest action. At the same time, he says the Government recognizes members’ right to take industrial action.

According to the Prime Minister, teachers have been critical of the Government; yet, at no time has the Union spoken out against the constant vandalisms and break-ins at the public schools.

Browne, the Minister of Finance, says the Government is unable to afford 24-hour security at all public schools at this time, since it already costs over $12 million for daytime security alone.

Browne claims that his Administration has been working along with the teachers. It has even gone as far as meeting with Special Security Services, pointing out that gaps in the system – especially during school hours when teachers and students are present –

should be plugged, and security should always be onsite.

Accordingly, the Prime Minister says the idea of teachers holding the Government hostage and picking a fight on the eve of an election is suspect, and he claims to know exactly what is happening.

He is calling on all teachers to show the highest level of professionalism and not allow themselves to be led by certain political factions.

In making the accusation, the Prime Minister points directly at a brother of Jamale Pringle, the United Progressive Party’s Deputy Political Leader, who is a teacher.

According to the Teachers Union, as of September 28, over 90 per cent of the schools identified to receive 24-hour security have not yet received this service.

And, on September 29, checks revealed that one school had not received any security at all since the commencement of the term. PM Browne gave an undertaking that this would be addressed first thing this week.

The teachers further claim that between September 5, the beginning of the new school year, and September 28, there have been seven reported incidents of burglary and vandalism.

The Union President says that victims – teachers and students – are often left with varying levels of frustration, anxiety, lowered morale, and loss of contact time.

The Government’s inability to stop this onslaught just emboldens the perpetrators to continue with their criminal acts, Charles notes.

UPP Hosts Successful Public Forum in Atlanta

UPP Hosts Successful Public Forum in Atlanta

The UPP hosted a public forum in Atlanta, GA last Thursday, as part of the Diaspora Connect Roadshow.  The first stop on this three city US tour featured four panelists:  Political Leader Harold Lovell, Deputy Political Leader Jamale Pringle, UPP Candidate for St. Mary’s North, Johnathan Joseph and UPP Candidate for St. Phillip South, Sherfield Bowen.

This initiative held under the theme“ Partnership for Investment and Nation Building,” targeted Antiguan and Barbudan nationals and those linked to the country by friendship, business, education, interest or affinity.

“This format aligns with the UPP’s philosophy and practice of tapping into people-centred ideas. We want to empower Antiguans and Barbudans in the Diaspora who have the means – and the interest – to invest in their country and to contribute to nation building,” said Harold Lovell.

The Political Leader also announced that the Linking Experts and Advocates in the Diaspora (LEAD) project will be established to engage highly qualified experts, professionals and advocates, to tap into their skills and expertise.

“It is important to engage the Diaspora in national conversations since many of UPP plans and programs will also affect those who have an interest in returning home or establishing a second home, “ Lovell said.

Going forward Lovell will make several announcements about a structure that will facilitate Diaspora Direct Investments (DDI), as well as special investment packages.

Several nationals also used the opportunity to express their grievances and discontent with the ABLP Government’s continued dire performance in office. They spoke of issues such as the inadequate supply of water, increase in crime, a lack of development in the business landscape, the Government’s persistence in using temporary solutions when fixing potholes, and many more. Drawing on their professional experience  in healthcare, agriculture, business and other disciplines they provided in-depth, knowledgeable analyses of problems and workable solutions.

“The discussions at the forum were of a very high quality, demonstrating the tremendous intellectual capital that remains untapped, undeveloped and under-utilised throughout the Diaspora.  These contributions will be given serious consideration by the UPP leadership as we finalize our plans and policies,” Lovell said.

A similar forum will be held in New York on Monday October 3rd. These programs are livestreamed and available for viewing on UPP’s YouTube channel.

PM Browne dismisses allegations by Everette Christian over US$200m

Black Immigrant Daily News

A gavel and a name plate with the engraving Lawsuit

Everett Christian, a retired banker with 30-plus years in the financial sector, says he is reliably informed that the Gaston Browne Administration used the funds from the July 2021 bond to pay debts and reported this to the International Monetary Fund (IMF).

Only recently, the United Progressive Party became aware that Government had “secretly” floated a 10-year bond for EC$540 million, with a 4 per cent interest rate, which had been taken up by Resilience Partners Incorporated.

During Thursday’s sitting of Parliament, Prime Minister Browne denied receiving those funds. And he proffered what some pundits say was an unrealistic explanation for the bond being listed among the country’s debt stock on page 102 of the 2022 Budget Estimates.

But according to Christian’s sources, during the IMF Article IV consultations earlier this year, the Government informed the agency that the bond funds were used to pay outstanding debts and finance the country’s deficit, among other uses.

Christian says the Browne Administration is “lying through its teeth.” He recalls Lennox Weston, the de facto Minister of Finance, boasting that a half-billion dollars had already been secured and that the Government was not waiting to go “cap in hand” to beg any lending agency – namely the IMF.

Despite this, the Prime Minister is seeking to persuade the Nation that the July 2021 bond and the bond that he announced in February this year – and said had been cancelled – are one and the same.

But Christian is highly skeptical.

The former banker says the Browne Administration needs to be honest with the taxpayers and let them know exactly what the money was used for – since what he heard coming from the PM’s mouth does not make any sense.

Summing up the situation, Christian says this is a case in which Cabinet Members have been caught with their “hands in the cookie jar;” and now, they are trying to find the most plausible explanation for this debacle.

According to Christian, Browne was attempting to explain the inexplicable, and so his explanation appears to have further muddied the water.
