The Meteorological Service is urging people in Jamaica to be mindful of flash flooding across sections of the island Monday, as it announced that a flash flood warning is now in effect for additional parishes.

A flash flood warning is now in effect for low-lying and flood-prone areas of Manchester, St Elizabeth, and Westmoreland.

These parishes have been added to St Mary, Portland, St Thomas, Kingston and St Andrew, and Clarendon, for which the flash flood warning issued Sunday has been extended.

The three additional parishes were previously under a flash flood watch, but that has now been upgraded to a flash flood warning.

The update came from the Met Service as Tropical Storm Ian, now upgraded to Hurricane Ian, is expected to move into the north-western Caribbean on Monday, but its outer bands have still been producing adverse weather conditions across Jamaica.

“Observational data indicate that the outer bands of Ian have been producing moderate to heavy showers since Sunday and light to moderate rainfall and thunderstorms over the last few hours, mainly across north-eastern and southern parishes,” the Met Service said in the release early Monday.

The Met Service said, too, that the forecast is for “periods of moderate to heavy rainfall and thunderstorms to continue across southern and north-eastern parishes Monday through to early Tuesday”.

“Periods of showers and thunderstorms, especially in the afternoon, are expected for the remainder of the island during this time. Additionally, due to the extended period of rainfall and high ground saturation, landslides are likely,” the Met Service said.

The Met Service said the flash flood warning would remain in effect until 5am Tuesday.

El administrador de la Administración de Desarrollo Socioeconómico de la Familia, ADSEF, Alberto Fradera, informó en RADIO ISLA que beneficiarios del Programa de Asistencia Nutricional (PAN) recibirán dos nuevas ayudas esta semana. 

Alberto Fradera indicó que se trata de dos desembolsos, el primero es de $51 millones de dólares provenientes del fondo de emergencia. “Hemos recibido las aprobaciones por parte del gobierno federal para hacer desembolso de estos fondos. Todos nuestros participantes del PAN van a recibiendo 38 dólares, aproximadamente”, expresó Fradera.

Fradera agregó que el otro desembolso de ayuda, responde a lo que es el PAN EBT. El mismo corresponde a niños de 0 a 5 años de edad. Aquellos que sean beneficiarios de este plan, recibirán $66 mensuales.

Hurricane Ian is expected to intensify between Cayman and Florida

The National Hurricane Center reported early Monday morning that Hurricane Ian was located just under 100 miles southwest of Grand Cayman and about 315 miles southeast of the western tip of Cuba.

As a category 1 hurricane, Ian is exhibiting maximum sustained winds of 75 mph, with hurricane-force winds extending outward up to 15 miles from the center. Tropical-storm-force winds extend outward up to 90 miles.

Although Hurricane Ian is currently moving northwest and passing the Cayman Islands today (Monday), Ian is expected to turn north-northeast by Tuesday night or early Wednesday.

Ian’s next stop after the Cayman Islands is forecasted to be near or over western Cuba by Tuesday night. Florida’s west coast is expected to experience the impact of Ian by Wednesday.

Forecasters predict that Ian may rapidly strengthen as it leaves the Cayman area.

As a result of the foregoing, the below watches and warnings are in place.

The Ministry of Education and Youth has advised that students in the eastern parishes of St Thomas, Portland and St Mary, which make up Region 2, should remain at home on Monday, September 26.

The advice follows heavy rains associated with Tropical Storm Ian that impacted sections of the island between Saturday and Sunday.

In a statement Sunday evening, the ministry said the report from Region 2 indicates that, based on the adverse weather conditions which disrupted electricity, worsened road conditions and caused flooding in some areas, students should remain at home and work remotely as previously advised in Bulletin-133/2022, entitled “Severe Weather Alert”.

The Met Service had also declared a flash flood warning for the parishes in Region 2 on Sunday.

The ministry said that while reports from Region 5 (St Elizabeth and Manchester) do not indicate significant cause for concern, school boards and principals are advised to make use of both remote learning and only use face-to-face where conditions allow.

Meanwhile, the ministry said that based on the situational update from the Office of Disaster Preparedness and Emergency Management and the Meteorological Office, schools can open for face-to-face classes where conditions are safe.

“Based on reports from our seven regions as to the impact of the weather conditions in their locality, boards and principals are being advised to exercise caution in determining the operations of schools for Monday, September 26,” the statement said.

It urged school administrators to use their communication channels to communicate with all parents, students and staff to advise of the operations of schools based on their local situation.

“All staff and parents should exercise their best judgement, paying special attention to self-care and safety in all circumstances,” the ministry said.

THE Opposition has put the country on notice for even more hardship and stress when Finance Minister Colm Imbert presents the budget on Monday in the House of Representatives.

In fact, Oropouche East MP Dr Roodal Moonilal said on Sunday, the public can expect more nuisance taxes to be announced in Imbert’s presentation.

Moonilal and Mayaro MP Rushton Paray spoke at the Opposition’s weekly Sunday media briefing at the Office of the Opposition Leader, Charles Street in Port of Spain.

“I can predict tomorrow (Monday) there will be more taxes. Every little thing you do in life will have a tax attached to it. And what they cannot introduce new, they will increase.

“I am telling the country today, from where I sit, it appears that we are in for a rough road ahead. I tell the people of Trinidad and Tobago, to expect more hardship,” a grim Moonilal said.

He predicted that allocations for the Tobago House of Assembly and the Police Service will be cut.

“It was just a few months ago that the people of Tobago, to use a colloquial term, spit-out the PNM and rejected them with an overwhelming majority. I ask the Minister of Finance, ‘Will you come tomorrow and punish the people of Tobago for doing that with your measures?’”

Moonilal said he wasn’t hopeful the budget would include measures to address crime, unemployment, poor road infrastructure, new investments to stimulate the economy, offer ease to high food prices, or initiatives to close the existing gap in the education system.

“You know it is sad that we have a crisis with the cost of living, we have a crisis with crime and insecurity, we have a crisis with joblessness and the last several years.” He raised concerns over the high unemployment rate and lack of job opportunities.

“The NIB records show that 112,000 fewer persons have been contributing to NIB with their payments. So it tells you that people are no longer working because they cannot pay national insurance.

“You cannot fill the economy without jobs and we don’t expect job-creation but I want to warn the country that I don’t think he (Imbert) will speak anything about creating jobs. He may speak about taking away jobs and closing down sectors.”
