Man’s skeleton found at Cedros beach, feet tied with rope

South Western Division police were called in after a human skeleton washed ashore in Cedros on Friday night.

A blue nylon rope was tied around the bones of both feet and investigators believe the victim was an man. The skeleton was intact.

Police said they received an anonymous call on Friday evening about three bodies seen at sea near Chatham Beach South.

Shortly after 9 pm, Point Fortin CID, South Western Division Task Force and Cap-de-Ville police found the skeleton at the beachfront near an abandoned hotel.

The police were expected to return to the site on Saturday to search for evidence as well as the possibility of other skeletons.

Anyone with information which can help solve the case can call the Point Fortin police station at 648-2426 or the nearest police station.

Miner killed in pit after sand wall collapses

Police are investigating the death of Omar Oselmo, a 37-year-old miner of North-West District, Region One (Barima-Waini) who died after a sand wall collapsed on him.

The incident occurred at about 18:00h on Thursday at Sand Hill Backdam, Cuyuni River, Region Seven (Cuyuni-Mazaruni).

When police ranks visited the scene, the body was seen in an old dug out pit next to a wall of sand, which appeared to have collapsed.

Enquiries revealed that Oselmo is employed by a mining operation at Sandhill Backdam.

On the day in question, Oselmo and his co-workers finished working for the day and went to camp. Then at about 18:00h, the victim returned to the workground to ‘punt’ and suddenly the walls of the pit caved in on him trapping him in the process.

His co-workers heard his scream and rushed to his assistance, but they did not see him.

As a result, they began digging and later found Oselmo’s motionless body beneath the sand.

The body was removed, and the Police notified.

The body was examined and no mark of violence was seen. The scene was processed and photographed, and statements taken.

The body was later escorted to the Bartica Regional Hospital where it was pronounced dead on arrival. The body was thereafter escorted to the Bartica Regional Hospital’s Mortuary for storage awaiting PME.

Investigation in progress.

1 dead, another seriously injured in WCB crash

One man is now dead and another seriously injured following a two-vehicle collision on the West Coast Berbice Road early this morning.

Dead is Salim Yusuf, who works as a taxi driver in the nights. He was driving a Toyota 192 motorcar at the time of the accident, which occurred sometime around 04:15h today.

While details of how the accident occurred remain sketchy, it appears to have been a head-on collision with Yusuf’s car severely damaged.

The dead man was discovered with his head fallen backwards. Public-spirited persons who arrived on the scene early speculated that Yusuf’s neck might have been broken.

It is believed that the taxi driver died at the scene. However, he was taken in an unconscious state to the Fort Wellington Hospital, where he was pronounced dead on arrival.

Meanwhile, the driver of the second vehicle is said to have received injuries to his upper body and was also taken to a hospital.

Los residentes en 63 municipios que sufrieron daños en sus hogares o a sus bienes personales pueden solicitar asistencia por desastre a la Agencia Federal para el Manejo de Emergencias (FEMA, por sus siglas en inglés).

Los afectados pueden solicitar asistencia incluso si la solicitaron para el huracán María, los terremotos y cualquier otro desastre declarado por el presidente en Puerto Rico.

Las personas, entre ellas los dueños de vivienda y los inquilinos que hayan sufrido daños o pérdidas a causa del huracán Fiona en un área designada, ya pueden solicitar la asistencia.

La asistencia puede incluir subvenciones para una vivienda provisional y las reparaciones en el hogar, préstamos a bajo interés para cubrir las pérdidas de bienes no asegurados y otros programas para ayudar a las personas y a los dueños de negocio a recuperarse de los efectos del desastre.

La Policía rescató un cadáver, a eso de las 6:25 de la tarde del viernes, en el Canal de Blasina, en la avenida 65 de Infantería, kilómetro 8.9 en Carolina.

Según el reporte de la Policía, la unidad Rescate de F.U.R.A. rescató el cuerpo de Jimmy Morales Cruz de 61 años y residente de Carolina, quien fue identificado por su hijo en la escena.

Supuestamente, Morales Cruz corría bicicleta por el lugar y cayó al cuerpo de agua.

El agente Rivera, adscrito a la división de Agresiones del Cuerpo de Investigaciones Criminales de San Juan y el fiscal Omar Vissepó investigaron los hechos.

Education Minister condemns alleged rape of female student at school Loop Jamaica

The Minister of Education and Youth, Fayval Williams has “strongly condemned” the alleged sexual assault of a female student at the Oracabessa High School in St Mary on Monday.

“I am heartbroken by reports that a student at the Oracabessa High School … was sexually assaulted. I have instructed that counselling be provided to the student and members of her immediate family. I have also ordered a speedy and thorough investigation into the matter of the alleged assault,” Williams said in a statement Friday.

She noted that officers of the Child Protection and Family Services Agency (CPFSA), an agency of the education ministry, have since visited the school and started their investigations.

Williams underscored that schools must be safe spaces for students and teachers, in order for teaching and learning to take place unhindered.

She said the Ministry’s Region 2 which has particular responsibility for schools in Portland, St Thomas and St Mary has been asked to identify additional ways in which security can be improved at the school.

According to reports, the 10th grade student was found unconscious on the floor of a bathroom at the school about 4:00pm Monday while classes were still in session.

She was reportedly found by another student with bruises on parts of her body and was rushed to hospital.

The administration of the school has since confirmed the incident but has indicated that it is now a police matter.

Further reports are that her parents of the traumatised student have pulled her from the public school system out of fear for her safety.

A 48-hour curfew has been imposed in sections of Crescent Road in the St Andrew South Division. The curfew began at 6:00 pm, on Friday, September 23, and will remain in effect until 6:00 pm, on Sunday, September 25.

The boundaries of the curfew are as follows: NORTH: Along Waltham Park Road from Brotherton Avenue to Crescent Road. East along Crescent Road from Waltham Park Road to Spanish Town Road. South along Spanish Town Road from Crescent Road to Brotherton Avenue. West along Brotherton Avenue from Spanish Town Road to Waltham Park Road

Persons within the boundaries of the curfew are reminded that during the hours of the curfew, they are required to remain within their premises unless otherwise authorized in writing by the ground commander.

… as Ministry making strides to clear backlog of 14,000 applications

Some 1,200 house lots in the West Coast Demerara corridor have been distributed by the Housing and Water Ministry on Friday during another leg of the ‘Dream Realised’ housing drive in Region Three (Essequibo Islands-West Demerara).

Hosted at the Uitvlugt Community Centre Ground, West Coast Demerara (WCD), the event was attended by hundreds of persons. House lots were delivered in two areas: Meten-Meer-Zorg and Stewartville, and allottees were from low to high-income categories.

Minister within the Housing Ministry, Susan Rodrigues, said this distribution would move the Government one step close to reducing the deficit in Region Three, which has the second largest demand for house lots. She added that new applications are welcome.

“There was a lot of neglect in the housing and water sector in the previous administration, so we had a buildup of applications. The demand was very, very high in the housing sector, so we have a lot of work to do,” she said.

“When we came into office, we found a backlog of approximately 14,000 pending applications in this region. So far, we have distributed approximately 4,000 house lots, thereby reducing our deficit here in the region.”

“We welcome the new applications as well, because we are continuously and always in pursuit of our national target of 50,000 lots in the first five years in office,” Rodrigues has expressed.

Apart from land distribution, the Minister pointed to the robust effort to construct homes. This, she said, is one of the fastest ways to assist persons to own their homes.

“We especially like to support our young people to ensure that they realise their dreams. While we have been focused on reducing our pending applications, we also have an aggressive housing construction drive. You will see hundreds of houses being constructed in Region Three,” she has promised.

Accompanying the advancements in housing is the commitment to better water quality for the region, as part of the Government’s five-year plan. By 2025, five new water treatment plants will be constructed in the region.

She posited, “We know there are many challenges here with the quality of water, but we have a very ambitious target, a strategic plan at the Guyana Water Inc, with which we’re pursuing 100 per cent treated water by 2025.”

Meanwhile, Housing and Water Minister, Collin Croal, revised numbers from recent years, showing that only 496 lots were distributed in the region during the last administration’s five-year stint in office.

During the International Building Expo in July, close to 3,000 persons received their lots from the Ministry. Now that there has been a turnaround in these numbers, other major infrastructural works are also in the pipeline. These include the new Demerara Harbour Bridge, the four-lane roadway from Crane to Schoonord, and the gas-to-shore project.

“You can see development is happening at a rapid pace. We also will see, by the end of this year, the tenders going out for new development within Meten-Meer-Zorg, Anna Catherina, Stewartville, Leonora, and this will form part of our 2023 infrastructure programme,” he said. “Just for new infrastructure, next year will be at least $4 billion injected in Region Three.”

Eight contractors who will be constructing the $11.8 billion Schoonord-to-Crane 4-lane Highway visited the area on Friday, and were taken to their individual lots to determine access points, traffic management, and other logistics, as mobilisation for works is expected to start on Monday.

These contractors were also given the opportunity to get acquainted with the surveyor and engineers of the CHPA who will be supervising each lot throughout the project’s timeline. Additionally, an engagement on environmental health and safety measures is slated for tomorrow.

The new four-lane highway will significantly reduce commute time along the route and create avenues for housing and commercial developments. It features 4.1 kilometres of dual carriageway reinforced concrete roads with emergency lanes. Scope of works also includes the rehabilitation of 2.4 kilometres of roadway, construction of 2 roundabouts, 11 reinforced concrete box culverts, 36 pre-stressed bridges, and road signage and markings.

The contracts for the project were signed on September 7, 2022 by VR Construction Inc, Avinash Contracting & Scrap Metal Inc, L-Heureuse Construction and Services Inc, GuyAmerica Construction Inc, AJM Enterprise, Vals Construction, Puran Bros Disposal Inc, and JS Guyana Inc.

805 Reg Five fisherfolk get $150,000 one-off cash grant

– VP Jagdeo urges fishermen to qualify themselves in other fields

Vice President Bharrat Jagdeo on Friday rolled out the $150,000 one-off cash grant to the fisherfolk of Region Five (Mahaica-Berbice) at the Mahaica Mahaicony Abary-Agriculture Development Authority (MMA-ADA).

Grants were distributed to over 805 fisherfolk in the Abary, Bath, Blairmont, Bush Lot, Mahaicony, One Door, Onverwagt, Rosignol, Three Door, Number Two, Number Three, Number Four, Number 11, Number 12, Number 29 and Number 37 Villages.

The distribution represents an approximate $120 million investment.

The Vice President told the large gathering of fisherfolk that while the announcement of the grant was made a while back by President Dr Irfaan Ali, the Government had to take some time to verify the list of beneficiaries.

However, he explained that this is part of the Government’s efforts to cushion the effect of the rising cost of living due to a number of external factors, including the war in Ukraine and the COVID-19 pandemic, which have affected the global supply chain.

In addition, he told those gathered that they need to acquire a second skill while noting that they can continue fishing even when doing so.

“We have a big shortage of carpenters – you can’t find a carpenter in Region Four; sometimes between $10,000 and $12,000 they demand per day, plumbers, electricians and welders. We need a lot of welders – in a year you can be certified. In some places a certified welder can get US$2500 a month. That is the future.”

He pointed out that there is a great scope in the hospitality industry and high-end agriculture.

“So, you can’t just go and fish because you will be left behind if you only have that skill. You have to make some sacrifices if you want to make some progress. Jagdeo assured that Government is prepared to provide the programmes and also pay for training…so you can develop yourself, I can assure you that,” he told the fishers.

He also made reference to the part-time jobs initiative which enables persons to earn up to $40,000 per month for at least 10 days of work in Government Ministries and other agencies, the COVID-19 and farmers’ flood relief grants, which were also part of efforts to supplement household income.

“So, we’re trying to put more money into people’s pocket, expand employment. So that whilst we’re generating the big plans for the development of the country and creating better jobs, people can have a better life. To help the farmers we have now given them some free fertiliser because their cost of fertiliser went up, so that we can help them also. So, we’ve been working with all the interest groups and we know that the fishermen too, they face difficulties,” Jagdeo noted.

Given the seasonal nature of fishing, the Vice President urged fisherfolk to explore other options to earn, such as small business ventures, for which there is Government support.

“Our economy is shifting in a different direction, so we are preparing for that shift,” the VP noted as he highlighted that a portion of the revenues accrued from the oil and gas sector will be used for major transformational projects in the health, education, infrastructure, agriculture and other sectors.

As it relates to the harassment of fishermen who have to ply their trade in Surinamese waters, the Vice President said the Administration is aware of the challenges they face and will be writing the Caribbean Community (Caricom).

“I want to assure you, some of you may be fishing in those waters, we can’t tell them what to do, but we are not just going to be sitting on our hands,” he assured.

The Vice President also addressed a number of concerns raised by the residents. He was accompanied by Agriculture Minister Zulfikar Mustapha, Local Government and Regional Development Minister Nigel Dharamlall and representatives of the Agriculture Ministry.

The Vice President recently spearheaded the distribution in Regions Six, Four, and Three.

Essequibo twin brothers attacked at Sandhill, one shot dead

One man is now dead while his twin brother and another person are injured after coming under gunfire at the hands of a father and son duo.

Dead is 22-year-old Ray Wame Narine, a miner of Spring Garden, Essequibo Coast. His twin brother, Ron Keme Narine, and 30-year-old Rakesh Chunilall, also a miner of Banana Land, Berbice managed to escape and go into hiding.

The suspects – a father and his son duo – are from Pearl Village, East Bank Demerara.

The incident occurred on Thursday between 23:30 hours and 00:00 hrs at Sandhill Landing, Cuyuni River, Region Seven.

Police say the motionless body of Ray Narine was found covered with several tree branches in the northern corner of the main access road which runs East to West.

The body was clad in a grey jersey and black/white trouser. Upon examination, investigators observed two suspected gunshot wounds to his chest area along with one-inch lacerations to the abdomen and shoulder, and a 2-inch laceration to his right arm.

One suspected exit wound was observed on the right side of his back.

Additionally, a suspected warhead was also recovered in close proximity of the victim which appear to be of .32 (Caliber) ammunition.

Investigations so far revealed that the two brothers operate a dredge in the Sandhill Backdam.

According to the surviving twin, Ron Narine, about 23:30h on Thursday, he and his brother left their 4-inch mining operation and went to Sandhill Landing, Cuyuni River. He said while sitting on the front step of Shanaz Allicock shop, a Honda XR motorcycle (# unknown) rode up from a Western direction with both suspects (father and son).

Ron Narine said he recognized the pillion rider – with whom he had an altercation days before. Ron had relieved the suspect of a firearm and ammunition, which was later handed over to the Police.

The suspects dismounted the motorcycle, hurriedly walked towards the brothers’ direction with what appeared to be handguns and started to discharge several rounds in their direction.

As a result, they ran in a westernly direction with the suspects still discharging rounds in their direction.

Ron Narine recalled seeing his brother collapsed on the roadway as he continued running and sought refuge in some bushes, where he remained for about two hours after which he returned to the landing.

Upon arrival, he found his brother lying motionless on the road with what appeared to be blood on him. He later learnt that the suspects had made good their escape after shooting his brother.

Ron Narine also observed a gunshot wound to his right forearm, which was received while he was evading the suspects.

He later contacted the police and reported the matter.

Meanwhile, according to Rakesh Chunilall, he was a customer at another shop next to where the brothers were seated. He recalled he was at ‘Momo shop’ when he saw the two suspects passed him on a motorcycle and they parked the cycle in a dark area. Thereafter, he saw when they walked towards the two brothers who were sitting at a nearby shop and he saw when they pointed what appear to be handguns towards them, and he began hearing loud explosions which sounded like gunshots.

On hearing that, he and others at the shop ran to take cover and during that process, Chunilall said he felt a burning pain in his lower abdomen. He fell to the ground and became unconscious.

He was picked up by public spirited persons, placed in a motor car and taken to the Bartica Regional Hospital where he was seen and examined by the doctor on duty who observed a single suspected gunshot wound to his lower stomach which exited through his lower back.

Chunilall was thereafter referred to the Georgetown Public Hospital where he underwent an emergency surgery and admitted a patient currently in the recovery room.

His condition is regarded as serious but stable.

The body of Ray Narine was escorted to the Bartica Regional Hospital where it was pronounced dead on arrival and subsequently escorted to the Hospital’s Mortuary for storage, awaiting PME.

The Area was canvassed for CCTV but none was seen. Several persons were contacted, interviewed and useful information was received. Statements are currently being taken.

Police are currently looking for the two suspects.
