NODS and WMO Host Four-Day Workshop On Early Warning System and Flood Forecasting

The National Office of Disaster Services (NODS) has partnered with the World Meteorological Organisation (WMO) to host a four-day workshop on how best the implications for men and women can be assessed as it relates to early warning and flood forecasting.

The workshop entitled “Mainstreaming gender in End-to-End Early Warning System for Flood Forecasting and Integrated Flood Risk Management” began Tuesday at Dennis’ at Ffreys Beach.

It brought together individuals representing the Gender Departments, the Met Offices and the Disaster Offices from St. Kitts/Nevis, Montserrat, Anguilla, the British Virgin Islands and Dominica.

The Caribbean Disaster Emergency Management Agency (CDEMA) and the Caribbean Meteorological Organisation (CMO) are also participating.

Blairmont Estate foremen protest for equality after some junior workers get 5% pay hike

Some 40 field foremen attached to the Blairmont Sugar Estate took to the picket line today calling for fair treatment and equal opportunities.

Waving placards outside of the Estate Manager’s Office, the employees say they are peeved that a 5% salary increase which was given to three foremen who they consider their junior. This means that those three foremen, with lower years of experience, are now earning more than their colleagues.

Workers say they voiced their concerns with the Estate Manager on Tuesday but were not satisfied with the outcome of that engagement.

According to information received, out of all the foremen, only 12 were given an opportunity to take a test and from this, three obtained at least 80% passes. It is these three who were given the 5% salary increase.

The field foremen say they are unaware of what criteria was used to select the 12 who got the opportunity to take the test. Moreover, they say an opportunity like this was never presented to them in all their years of working with the estate.

In fact, the protestors said the 12 who took the test were trainee foremen, and after confirmation, earned equal salaries to them.

King’s masterful century in vain as Amazon Warriors win crucial match 25 of CPL 2022

A brilliant century from Brandon King went in vain as Guyana Amazon Warriors won by 12 runs in match 25 of the 2022 Hero Caribbean Premier League at Providence. King’s royal innings of 104 failed to take Tallawahs across the line, as they ended on 166 all out in 19.5 overs, responding to Warriors’ 178-8 in 20 overs.

In the chase, Tallawahs had a good start, scoring 45-1 in the powerplay. They had lost Kennar Lewis, who made 13. He was trapped by the skillful Imran Tahir at 23-1. Kirk McKenzie then ran himself out for 15 and Tahir then got the big fish of Rovman Powell (04) at 58-3 in 10.1 overs.

The Warriors kept things tight but Brandon King was standing tall. He and Raymon Reifer took the score to 84-3 in 12 overs, and at that stage, Warriors were 77-4. The Royal Jamaican, King reached his 50 from 38 balls with a six off the Shakib.

Tallawahs 100 came up in the 14th over compliments of King, who was dealing in boundaries against Odean Smith. Reifer who was a spectator in the partnership of 54 from 24 balls, made only six from seven balls. He was dismissed by Smith caught at short mid-wicket by Junior Sinclair at 112-4. Fabian Allen stayed briefly at the crease, scoring only one, to give Shakib his only wicket of the night.

The rain came with Jamaica on 131-6 in 17 overs. In the final two overs, Tallawahs required 31, and Motie was tasked to bowl the penultimate over. He removed Imad Wasim to give Warriors hope. Odean King reached his century in style, but he was run out, failing to take his team across the line. He made 104 from 66 balls, an innings that included seven sixes and eight fours. Tahir had 2-17 to be the pick of the bowlers, while Odean Smith successfully defended 20 in the final over.

Earlier, the Warriors had included Shakib Al Hassan, Rahmanullah Gurbaz, Gudakesh Motie and Shai Hope in the team. Hemraj got Providence roaring when he struck a fine boundary off Mohammad Amir in the first over. Chris Green got immediate success, removing the debutant Gurbaz for a golden duck, edging one behind at 8-1.

Chandrapaul Hemraj showed promise but he made a run-a-ball 13, departing at 34-2 after four overs. The golden boy, Shakib also departed for a golden duck, trapped at the crease by Imad Wasim. Captain Shimron Hetmyer and Shai Hope attempted to rebuild the innings, adding 28 runs. Hetmyer who made 11 from 18 balls, was trapped by the off-spinner Mohammad Nabi at 62-4 in 10 overs.

Hope danced down the track with elegance, hitting sixes off the spinners, and driving boundaries with grace. He stood tall, and entertained the almost-packed Providence. He reached his half-century from 36 balls, hitting four boundaries and two sixes at that stage. The Barbadian showed great improvement with his strike-rate, respecting the good balls and thumping the bad balls.

A furious Romario Shepherd (09) was caught by the juggling Rovman Powell at long-on and Warriors slipped to 87-5 in 13.4 overs. Hope eventually played across the line to a Nabi-ball that kept low, and his solid innings ended after he faced 45 balls and scoring 60. His innings was decorated with four boundaries and three sixes.

At 97-6 in 15.1 overs, Warriors were in need of a strong finish. Gudakesh Motie who was promoted to counter the left-arm spin on offer, made only two. He was trapped by the veteran Nabi. Odean Smith partnered Paul and the duo added the finishing touch. Smith damaged Miguel Pretorius hitting him for five sixes in the 18th over. That over included five sixes and one wide.

Keemo Paul then took 24 runs off Mohammad Amir with some clean ball-striking and Warriros had surpassed the par-score of 141 at Providence. Paul who showed versatility hitting the ball to all parts, struck the Tallawahs leading wicket-taker for two sixes and two fours.

Paul and Smith added 74 from 35 balls in a game-chaning partnership that took Warriors to 178-8 in 20 overs. Smith was looking for another six, but he was bowled by Powell for a 16-ball 42. His innings had six maximums, while Paul ended on 24 from 12 balls. Junior Sinclair struck the final ball for a six, as Tallawahs yielded 81 runs from the final five overs.

Nabi had 3-12 from two overs, while Green had 2-24 from his quota. The CPL will continue on Thursday at Providence with Trinbago Knight Riders battling St Kiitts and Nevis Patriots from 10:00h, while Warriors wil battle St Lucia Kings from 19:00h.

Suspected Suicide And Attempted Suicide In Micoud – St. Lucia Times News

One man died by suspected suicide, and a woman was in hospital after an attempted suicide in Micoud on Wednesday.

Police identified the deceased as Simius Paul, who was in his thirties.

They said he was found hanging at his home in Desruisseaux, Micoud, at approximately 10:00 pm.

In another incident earlier the same day, a woman in her twenties reportedly consumed a toxic liquid at  her Anse Ger, Micoud, residence at about 11:00 am and was rushed to St Jude Hospital.

There are no further details at present.

Just recently, Clinical Counselor Alison Joseph-Edward disclosed that from 2017 to 2020, Saint Lucia recorded at least 43 suicides.

She noted that of the 43 suicides, only three involved women.

Joseph-Edward was part of a National Television Network (NTN) panel discussion on the theme: ‘Suicide Prevention – Creating Hope Through Action.’

The participants underscored the need for people with mental health issues to get help.

However, they acknowledged that personal, community, and societal stigma, represent a challenge.

Nevertheless, the panelists encouraged people who need help for themselves or their loved ones to access the national helpline by dialling #203 from a landline or mobile telephone.

The call is free, and the helpline is available 24 hours a day, seven days a week.

The service provides confidential support to people in suicidal crisis or emotional distress.

La AEE tenía helicópteros, pero LUMA contrata compañía privada para inspeccionar líneas

El exgobernador Aníbal Acevedo Vilá denunció en RADIO ISLA que la empresa LUMA Energy recurrió a contratar a una compañía privada puertorriqueña de helicópteros para inspeccionar las líneas. 

Según Acevedo Vilá, esto ocurrió ayer, miércoles 21 de septiembre, días después del paso del huracán Fiona por Puerto Rico el domingo pasado. Acevedo Vilá publicó en sus redes sociales que la empresa contratada fue Master Link Corporation, cuya sede está en Barceloneta. En esta carta, Master Link le informó a William Meléndez, quien es ‘Aviation Safety Inspector’, que fueron contratados por LUMA para volar un helicóptero sobre las líneas y examinarlas.

¿Qué ocurrió con la flota de helicópteros que tenía la Autoridad de Energía Eléctrica (AEE)? 

La AEE tenía una flota de cinco helicópteros para realizar el trabajo de inspección y reparación de líneas, según reveló Héctor Rosario, exdirector de esta agencia gubernamental. “Estamos especulando, pero parece que no le dieron el mantenimiento, porque el helicóptero es una de las herramientas más importantes para patrullar las líneas”, expresó Rosario.

Ángel Figueroa Jaramillo, quien es el presidente de la Unión de Trabajadores de la Industria Eléctrica y Riego (UTIER), aseguró que “la Autoridad le transfirió aérea a LUMA. ¡Toda! Varios pilotos (que eran de la AEE) no se quisieron ir con LUMA”. Figueroa Jaramillo informó que el piloto que LUMA tenía hizo patrullajes hasta el mes de abril “antes de que lo sacaran” (de la empresa).

History in the making! Bajan swimming English Channel for 2 charities Loop Barbados

Barbados’ Mark Farmer is swimming the English Channel and writing his name on history’s page once more for the sake of two charities – Variety – The Children’s Charity and the Ubunye Challenge in South Africa.

According to the website where donations could be made, it says that Farmer has only swum in warm, tropical waters his whole life. Therefore, this time he is truly out of his regular depths and comfort zone. He is attempting the Herculean task of swimming in the frigid waters of the English Channel, from England to France, considered the Mount Everest of open water swimming.

Farmer is doing this historic swim to raise funds for The Ubunye Challenge to replace the existing pit latrine toilet facilities at the Sophuele Childhood Development centre in the Eastern Cape of South Africa. The new facilities will consist of new environmentally friendly and sustainable ECO-Dry toilets.

While at home, funds will also be donated to Variety, which assists numerous children in Barbados with a myriad of needs from assistance with school and day-to-day living essentials to medical treatments and more.

On the website – https://ubunye.web.app/ – donations of $20, $75 or $150 can be made.

At 6pm, September 21, according to the tracking map, Farmer has almost completed the humongous feat as well.

24 juin 2022. Baky avait donn? son premier grand concert un mois apr?s la sortie de <> et <>. A l’h?tel El Rancho, ? P?tion-Ville, commune en banlieue de Port-au-Prince, devant environ trois mille fans qui ont d?fi? l’ins?curit? et la pluie en milieu de soir?e, il lance sa tourn?e et offre le premier grand rendez-vous de l’?t? dans la capitale ha?tienne. A cet instant, on ignorait que cela allait annoncer le d?but d’une aventure de cette envergure. Le d?but d’un voyage entre artistes pour un public toujours au rendez-vous.

8 juillet 2022. Apr?s Ha?ti, il met le cap sur la Floride, dans le Sud ‘Est des ?tats-Unis, pour son premier concert en terre ?trang?re. Tout comme lors de son premier concert ? El Rancho Hotel, au Sport of Kings, il a fait d?filer toute sa cavalerie. Quatre des artistes qui ont collabor? sur son dernier-n? (Medjy, Troubleboy, Steves J.Bryan, Kenny Ha?ti) sont pr?sents pour faire le show devant un large public.

14 et 15 juillet 2022, ce fut au tour de nos voisins en R?publique Dominicaine et des compatriotes qui vivent de l’autre c?t? de la fronti?re de d?couvrir Baky et ses amis.

Deux affiches pr?vues. Le premier jour au club Euphoria, ? Santo-Domingo et le second ? Lamanjay Restaurant & Lounge, ? Santiago ont permis ? la troupe de d?rouler leur savoir faire pour le bonheur des fans. Les images sur les r?seaux sociaux parlent d’elles-m?mes. Baky vide son sac de merveilles et fait des heureux gr?ce ? ses chansons toutes fra?ches, avant de revenir chez lui, en Ha?ti.

Le 23 juillet 2022 restera une date phare de ce cycle de concerts. Presqu’un mois apr?s le lancement de sa tourn?e, Baky offre un concert chez lui, dans la ville des Cayes, chef-lieu du d?partement du Sud. Cette fois, tous les yeux sont davantage braqu?s sur l’interpr?te de <> qui a d?cid? d’offrir toute la recette ? son ancienne ?cole, le Coll?ge Saint-Jean et ? l’h?pital Caramed. Ces deux ?tablissements localis?s dans la cit? d’Antoine Simon, qui avaient ?t? s?v?rement endommag?s lors du s?isme d?vastateur ayant frapp? le grand Sud d’Ha?ti, le 14 ao?t 2021.

Ce soir-l?, sur la cour du coll?ge Saint-Jean (CSJ), berceau d’une bonne partie de ses souvenirs d’adolescent, Baky a remis en question l’expression : <>. <>, avait ?crit Jordany Jean Verdieu dans son reportage pour Ticket.

Ce soir-l?, l’averse n’a pas pu avoir raison des milliers de Cayens qui sont rest?s suspendus aux l?vres de ce fils de la maison et de ses invit?s (Tafa Mi- Soleil, Troubleboy, Charlin Bato et Steves J. Bryan). Son objectif bien en vue, un public qui scandait <> d?sormais en poche, C?sar a ?t? plus fort que la pluie.

Au Salon Richmond, il partage une tranche de son g?teau avec ses fans du Canada et s’envole ensuite pour la Big Apple. Un autre grand rendez-vous est pr?vu pour le 19 ao?t, au club Amazura. Puis, il revient en Ha?ti, en direction de Hinche, dans le plateau central, pour son premier show dans cette r?gion du pays ? l’H?tel Le Manguier, le 28 ao?t 2022.

Le mois de septembre ne change pas la donne. Apr?s Miami et New York, Baky et <> font la f?te avec les fans de Boston, le samedi 10, ? Oceanside. Bank of England raises rates but avoids bolder hike like Fed Loop Jamaica

The Bank of England raised its key interest rate Thursday by another half-percentage point to the highest level in 14 years, but despite facing inflation that outpaces other major economies, it avoided more aggressive hikes made by the US Federal Reserve and other central banks.

It is the Bank of England’s seventh straight move to increase borrowing costs as rising food and energy prices fuel a cost-of-living crisis that is considered the worst in a generation.

Despite facing a slumping currency, tight labour market and inflation near its highest level in four decades, officials held off on acting more boldly as they predicted a second consecutive drop in economic output this quarter, an informal definition of recession.

The bank matched its half-point increase last month — the biggest in 27 years — to bring its benchmark rate to 2.25 per cent. The decision was delayed for a week as the United Kingdom mourned Queen Elizabeth II and comes after new Prime Minister Liz Truss’ government unveiled a massive relief package aimed at helping consumers and businesses cope with skyrocketing energy bills.

The new measures have eased uncertainty over energy costs and are “likely to limit significantly further increases” in consumer prices, the bank’s policymakers said. They expected inflation — now at 9.9 per cent — to peak at 11 per cent in October, lower than previously forecast.

“Nevertheless, energy bills will still go up and, combined with the indirect effects of higher energy costs, inflation is expected to remain above 10 per cent over the following few months, before starting to fall back,” the monetary policy committee said.

The bank signaled it is prepared to respond more forcefully at its November meeting if needed. Its decision comes during a busy week for central bank action marked by much more aggressive moves to bring down soaring consumer prices.

The US Federal Reserve hiked rates Wednesday by three-quarters of a point for the third consecutive time and forecast that more large increases were ahead. Also Thursday, the Swiss central bank enacted its biggest-ever hike to its key interest rate.

Three of the British bank’s nine committee members wanted a similar three-quarter-point raise but were outvoted by five who preferred a half-point and one who voted for a quarter-point.

The decision “suggests the Bank of England is concerned about the UK’s economic deteriorating outlook amid the looming threat of recession,” said Victoria Scholar, head of investment at interactive investor. “The timid increase will do little to stem the slide in sterling but may avoid inadvertently inducing unnecessary pain for the economy which is already grappling with slowing demand and deteriorating confidence.”

Surging inflation is a worry for central banks because it saps economic growth by eroding people’s purchasing power. Raising interest rates — the traditional tool to combat inflation — reduces demand and therefore prices by making it more expensive to borrow money for big purchases like cars and homes.

Inflation in the United Kingdom hit 9.9 per cent in August, close to its highest level since 1982 and five times higher than the Bank of England’s two per cent target. The British pound is at its weakest against the dollar in 37 years, contributing to imported inflation.

To ease the crunch, Truss’ government announced it would cap energy bills for households and businesses that have soared as Russia’s war in Ukraine drives up the price of natural gas needed for heating.

The Treasury is expected to publish a “mini-budget” Friday with more economic stimulus measures, and the bank said it won’t be able to assess how they will affect inflation until its November meeting.

The Bank of England expects gross domestic product to fall by 0.1 per cent in the third quarter, below its August projection of 0.4 per cent growth. That would be a second quarterly decline after official estimates showed output fell by 0.1 per cent in the previous three-month period.

The weakness partly reflects a smaller-than-expected rebound after an extra June holiday to celebrate the queen’s 70 years on the throne and the impact of another public holiday Monday for her funeral, officials said.

The bank avoided pressure to go bigger even as other banks around the world take aggressive action against inflation fuelled by the global economy’s recovery from the COVID-19 pandemic and then the war in Ukraine.

This month, Sweden’s central bank raised its key interest rate by a full percentage point, while the European Central Bank delivered its largest-ever rate increase with a three-quarter point hike for the 19 countries that use the euro currency.

But British policymakers signalled they will “respond forcefully, as necessary” if there are signs that inflationary pressure is more persistent than expected, “including from stronger demand.”

The bank said it’s also moving ahead with plans to trim its bond holdings built up under a stimulus program, selling off 80 billion pounds ($90 billion) worth of assets over the next year to bring its portfolio down to 758 billion pounds.

MANCHESTER, England (AP) — Manchester United are set to reduce their activity in the transfer market in upcoming windows, one of the club’s senior executives said on Thursday, following an overhaul of the squad after the arrival of new manager Erik ten Hag.

United were one of the biggest spenders in Europe in the summer transfer window, with an outlay approaching $250 million on players including Antony, Casemiro and Lisandro Martinez.

The record 20-time English champions reported a net loss of 115.5 million pounds ($130 million) for the 2021-22 season, with the net debt under their unpopular owners — Glazer family — rising 95.4 million pounds ($107.5 million) to 514.9 million pounds ($580 million). That’s an increase of 22%.

The influx of new players is starting to take effect, with United winning their last four English Premier League games after opening with back-to-back losses that put Ten Hag under some pressure.

“We will continue to support Erik in ensuring he has players with the right quality and characters to achieve success, while ensuring that investment remains consistent with our commitment to financial sustainability,” John Murtough, United’s football director, said on a call to investors.

“Overall, we are ahead of schedule in our recruitment plans as envisaged at the start of the summer, and we do not anticipate the same level of activity in future windows.”

United chief financial officer Cliff Baty said the club’s financial results were adversely affected by the absence of a summer tour in July 2021 and the impact of the weakening of the pound on some non-cash finance costs.

United’s revenues rose by 18%, to 583 million pounds ($657 million). Baty said the club expects to have revenues of 580-600 million pounds ($655-677 million) for the next financial year despite the team being in the Europa League this season and not the more lucrative Champions League.

Following the signings in 2021 of Cristiano Ronaldo, Jadon Sancho and Raphael Varane, United’s wage bill rose by 19.1% to 384.2 million pounds ($433.6 million) — the highest in the Premier League according to the latest figures released by clubs.

Payoffs to managers Ole Gunnar Solskjaer, who was fired in November, and Ralf Rangnick, who replaced Solskjaer on an interim basis and then did not take up a two-year consultancy role at the end of the season, and their associated coaching staff contributed to the cost of “exceptional items” amounting to 24.7 million pounds ($27.9 million).

“Every bullet, every bomb, every shell that hits a target in Ukraine, hits our pockets and our economies in Africa.”   Those were the words of the President of Ghana, Akufo-Addo, at the UN General Assembly on September 21.

The Ghanaian President was referring to Russia’s invasion of Ukraine, which aggravated an already difficult worldwide economic, caused by the COVID-19 pandemic.

While he spoke as an African, Akufo-Addo could have been speaking for every developing region of the world, including the Caribbean.

Several African countries now have inflation rates, surging three to four times higher than they were just two years ago.  The situation is no different in the Caribbean region.

If the world was turned upside down because of the Covid-19 pandemic, Russia’s invasion of Ukraine is damaging it still further.   And, with no end in sight.

No region of the world, or any person within regions, has escaped the consequences of Russian President Vladimir Putin’s ill-advised invasion of Ukraine, clearly aimed at seizure of large tracts of Ukrainian land and strategic access to the sea and global commerce.

In July, the International Monetary Fund (IMF) said “global growth is projected to slow from an estimated 6.1 percent in 2021 to 3.6 percent in 2022 and 2023. This is 0.8 and 0.2 percentage points lower for 2022 and 2023 than projected in January”.

The IMF emphasized that the economic costs of the Russian war against Ukraine “are expected to spread farther afield through commodity markets, trade, and—to a lesser extent—financial interlinkages. Fuel and food price rises are already having a global impact, with vulnerable populations—particularly in low-income countries—most affected”.

Therefore, the troubling economic and financial situation should completely dispel the illusion, held by some in the developing world that the war has nothing to do with us.  In fact, the entire world has a vested interested in encouraging its immediate end.

The leaders of the two most important developing countries, Xi Jinping of China and Narendra Modi of India recently indicated their concerns about the war.   Significantly Recep Tayyip Erdogan, the President of Turkey, has called for an end to the war in Ukraine “as soon as possible through diplomatic channels.”

As in all unpopular wars – and this one certainly is – Russian military forces have been losing ground to the more committed Ukrainian troops.   The former are soldiers, carrying out orders; the latter are men and women determined to protect their homeland with their lives.  Despite the superior Russian military firepower, especially missiles launched from areas bordering Ukraine, the Ukrainians, armed with improved weaponry – gifted by sympathetic nations – and fortified by a patriotic resoluteness, have pushed Russian troops out of Ukrainian territory that they had earlier seized.

This has caused President Putin to announce conscription of reservists and other civilians.  But his plan has met resistance.  More than 800 Russians were arrested in anti-war demonstrations in 37 cities, including Moscow and St. Petersburg, according to the independent Russian human rights group OVD-Info. The number of men fleeing the country has increased as has widespread protests by Russian citizens.

The protestors have been assaulted with military force and hundreds have been detained.  Journalists in Moscow, with the international news agency, Associated Press, reported that they witnessed at least a dozen arrests in the first 15 minutes of a night-time protest in the capital, with police in heavy body armour tackling demonstrators and , hauling some away as they chanted, “No to war!”

Fighting a war, which relies on reluctant conscripts, is unlikely to bring the success that Putin told the Russian people was imminent.  Instead, the Ukrainians have recaptured vast swathes of Russian-occupied territory.  In addition to sinking confidence in any achievement, resulting from the war, the Russia economy is also suffering.

Despite all this, and in a departure from reality, President Putin is planning to hold referenda “on joining Russia” in areas of the Ukraine that Russian troops occupy.

Referenda in the middle of a war, and with the populating living under the guns of occupying forces, would hardly be credible to any nation in the global community.  However, the decision to hold them clearly shows Putin’s intention to annex the areas to Russia.   Consequently, the war will escalate further, as the Ukrainians intensify their resistance.

The referenda are scheduled to start on September 23 and to continue for 5 days, after which Russia will no doubt announce that the people of the areas have voted in favour, and they have opted to join Russia.   In his quest to re-establish the Soviet Union, President Putin is doing so by seizing the territory of a neighbouring state and balkanizing it.  This is a grave violation of the international legal order, which Russia was party to establishing, and which has been applied by the UN Security Council since 1945.

But, in the way of powerful nations, rules and laws are discarded when it does not suit the ambitions of their governments.

Every government, at the United Nations General Assembly this month, at the General Assembly of the Organization of American States next month, and in every international meeting, should make it very clear to President Putin that the war against Ukraine is not only unpopular, but it is fast becoming a war against global economic peace and growth, which are vital conditions for economic progress in developing countries.

Developing countries, especially, small states, depend on adherence to international law; they also need global peace that facilitates travel for tourism, aid money being spent on development and not on arms, and competitive commerce that reduces high prices for food and other goods.

President Putin has jeopardized all that.
