Jamaican man ends journey around the world in Antigua and Barbuda

The Antigua and Barbuda Tourism Authority is celebrating with thirty-seven-year-old, world traveller Romaine Welds, who on his September 18th arrival into Antigua and Barbuda at the V.C. Bird International Airport has completed his quest to visit all 195 countries in the world.

The Antigua and Barbuda Tourism Authority, The Antigua and Barbuda Airport Authority and The Jamaican Consulate in Antigua warmly welcomed Welds, alongside his family and travel friends who journeyed to Antigua to mark the momentous occasion with him.

Welds who is Jamaican-born and migrated to the United States of America in 2007, is the first Jamaican, and possibly the first person in the Caribbean to achieve this goal.

Marketing Communications Manager for the Antigua and Barbuda Tourism Authority, Maria Blackman said, “We’re thrilled to be sharing in this celebration with Romaine.  How amazing is it to be able to travel and experience the wonders and cultures of the world. “Your decision to complete your visit in Antigua and Barbuda speaks volumes of the historic, established and continuous bi-lateral relationship between Antigua and Barbuda and Jamaica”, noted Dr. Campbell.

Welds said his travel adventures begun when he decided to visit bucket-list places he would see on National Geographic. From there he moved on to the ‘7 Wonders of the World’, then the BRICS (Brazil, Russia, India, China, and South Africa) countries and the list kept growing. In 2016 when he reached his then goal of visiting 100 countries by the age of 30, he decided to take on the world!

He reflected that, “As a student in Jamaica, I used to love geography. It was my favourite subject, but never in a million years did I imagine that I would end up visiting every country in the world. It has been a life changing experience. I’ve learned so much while travelling and meeting other inspiring globetrotters around the world and now finally, I have made it to the finish line, visiting 195 countries while working full time!”

On his reason for choosing Antigua and Barbuda as his final destination, Welds said, “I thought it would be great to complete this journey close to home where it all started. I settled mostly on Antigua because it seems like a mini hub in the Caribbean with lots of flight connections. As I wanted my friends and family to get flights easily to join me on this final journey, and also for the beautiful beaches – the choice fell on Antigua & Barbuda.”

Romaine will spend a week in Antigua, exploring the destination with friends.

‘Learning assessment’ to replace national test, NCSE

THE Education Ministry has said a national “learning assessment” will replace NCSE (National Certificate of Secondary Education) and the national test for form three and standard one students.

In a press release it said it reviewed the format of national assessments after collecting data from students “for some time…as one method of determining the effectiveness of the education system as indicated by the levels of student literacy and numeracy.”

The new format is being called the TT National Learning Assessment (TTNLA).

The release said it will be based on existing curriculum guides in maths and English only, and will be administered to a “random, representative sample of schools and students during term three of each academic year.”

It said not all students in form three and standard one will be tested, and not all schools will be selected for testing in any one academic year.

It also explained: “Individual results will not be issued to students or schools – TTNLA results will be used by the Ministry of Education in overall performance analysis.”

No continuous assessment scores will be required, and in addition to the exam, surveys will be given to parents, teachers and students “to allow the results of the examination to be contextually analysed.

“This will better inform the recommendations for systemic improvement aimed at increasing student performance and equity of educational opportunity.”

Principals will be given the results each August, “allowing for analysis towards requisite adjustments in their schools’ operations and practices in the upcoming academic year.

“Schools will be informed through the Office of the chief education officer of their selection for the TTNLA, at which time further details will be provided for the efficient administration of the assessment.”

Moonilal: Government broke tax, customs laws to influence charges against Lee

OROPOUCHE MP Roodal Moonilal is calling on Finance Minister Colm Imbert to tell the country if he personally called former commissioner of police (CoP) Gary Griffith to instruct him to investigate Pointe-a-Pierre MP David Lee.

Moonilal has also called on Griffith to “please identify the Cabinet minister that called you, that sent a file to you with secret, private, confidential information on this said matter involving David Lee.”

A minister’s obtaining and disseminating such information would be doing so in breach of the Income Tax Act and Customs Act, he said.

Moonilal, speaking at the UNC’s Virtual Report on Monday, said Imbert needs to “tell this country – and we have a recording we can find, so be careful of your reply…Did you collect a file on this matter pursuant to your announcement in Parliament?

“Did you call (former CoP Gary Griffith) and say, ‘Mr Commissioner, aha! With your normal Cheshire Cat grin. Did you call and tell Griffith, ‘I have a file. I want you to lock up David Lee’? Did you do that?”

Finance Minister Colm Imbert, winding up the budget debate in October 2020, told the Parliament: “Perhaps the Leader of the Opposition can enquire of the leader for Pointe-a-Pierre as to why he used exemptions and privilege to purchase a motor car,” later adding, “This need investigation.”

Lee was charged last Friday on counts of fraudulently receiving a tax exemption (valued at $1.4 million) and for conspiracy to defraud, in relation to the purchase of a vehicle being driven by another person.

Lee said the charges were a result of a “political witch hunt and distraction by this Government.”

Moonilal said this information received by Imbert and relayed in Parliament would have been leaked from the Inland Revenue Division (IRD) in breach of the Income Tax Act, with further breaches being committed outlined in the Customs Act.

He referred to section four of the Income Tax Act, which says that “any person having official duty or being employed in the administration of this act shall regard and deal with all documents, information, returns, assessments, copies, and so on, as secret and confidential, and shall make and subscribe a declaration in the form prescribed to the effect before a magistrate.”

“So,” Moonilal charged, “do you know, when you are in the Board of Inland Revenue, you take an oath that carries penalties in law, jail, fine, that you cannot give information?

“Mr Imbert, the Cabinet minister with this file, where he get that information from the Board of Inland Revenue, in breach of the Income Tax Act?”

Relative of Vistabella girl, 11, killed by dog faces charges

Rachel Bhagwandeen, 11 –

THE male relative held in connection with the death of 11-year-old Rachel Bhagwandeen – who was mauled to death by a dog in Vistabella – could face three or more charges.

On August 25, Bhagwandeen and her nine-year-old brother Jaylon were watching TV and the dog, which belonged to one of their relatives, entered the room.

She told her brother to run and that she would deal with the dog. Relatives rushed to try to save her, but to no avail.

The dog has reportedly since been put down.

Bhagwandeen’s funeral was held on September 3.

On Monday, police told Newsday a 32-year-old male relative had been arrested over the weekend and was due to participate in an ID parade in the afternoon.

This was rescheduled to Tuesday at 2pm owing to a robbery at Pennywise Plaza, La Romaine on Monday which left seven dead.

After the ID parade, a file will be sent to the Director of Public Prosecutions (DPP).

Guapo road fixed after July landslip

TWO months after a landslip damaged a section of the Southern Main Road in Cochrane Village, Guapo in Point Fortin, a retaining wall has been built and the road has been fixed.

On July 23, Point Fortin MP Kennedy Richards Jr said the damage was caused by “incessant rainfall over the last couple of weeks, as well as the leak nearby.”

Work began soon after.

The damaged section of the roadway caused frequent standstill traffic, which left drivers and commuters frustrated.

The final work was being done on Saturday afternoon and by Sunday afternoon, it was complete.

La Russie balaye le “mensonge” de la…

Le Kremlin a qualifié lundi de “mensonge” la découverte de centaines de tombes dans une forêt près de la ville d’Izioum, récemment reprises par les forces ukrainiennes, dernière dénégation russe en date quant à des exactions.

Les autorités ukrainiennes ont annoncé cette macabre découverte vendredi près de cette cité de quelques 50.000 habitants avant la guerre, passée sous occupation russe d’avril à début septembre.

Des journalistes de l’AFP ont vu vendredi sur place des centaines de tombes marquées d’une croix et de numéros ou de noms et de dates, ainsi qu’une fosse commune renfermant 17 corps de soldats ukrainiens, selon les médecins-légistes.

Au moins l’un des cadavres avait les mains liées avec une corde.

Selon les autorités ukrainiennes, plus de 440 tombes ont été retrouvées dans cette forêt près d’Izioum, où la police nationale a aussi dit avoir découvert, comme dans d’autre localités reprises récemment, des “salles de torture”.

“C’est un mensonge. Nous allons bien sûr défendre la vérité dans cette affaire”, a assuré lundi le porte-parole du Kremlin, Dmitri Peskov.

Le président ukrainien Volodymyr Zelensky a lui évoqué samedi “de nouvelles preuves de torture” à Izioum, où “le processus d’exhumation se poursuit”.

Les forces russes ont été accusées de nombreuses exactions dans les territoires qu’elles contrôlent en Ukraine, et notamment à Boutcha, en périphérie de Kiev, où avaient été retrouvés après leur départ fin mars des cadavres de civils froidement exécutés dans les rues.

Moscou nie avoir commis ces crimes, évoquant une “falsification” ukrainienne.

La présidence tchèque de l’UE a appelé samedi à la création d’un tribunal international spécial pour Izioum et l’ONU a dit vouloir envoyer “sous peu” une équipe.

– Centrale nucléaire visée –

Sur le terrain lundi, l’Ukraine a accusé l’armée russe d’avoir bombardé le site de la centrale nucléaire de Pivdennooukraïnsk, dans le Sud du pays, après des semaines de tensions autour de celle de Zaporijjia, occupée par Moscou et visée par de multiples frappes.

Selon l’opérateur Energoatom, “une puissante explosion s’est produite à seulement 300 mètres des réacteurs” de cette centrale, la prêtant à une frappe nocturne d’un missile russe.

Le président Volodymyr Zelensky a une nouvelle fois assuré que la Russie mettait “en danger le monde entier” et appelé à “l’arrêter tant qu’il n’est pas trop tard”.

Dans son discours du soir, M. Zelensky a assuré que l’armée ukrainienne “tenait fermement ses positions” et “stabilisait la situation” dans la région de Kharkiv, alors que depuis plusieurs jours l’avancée ukrainienne a ralenti.

A Donetsk, bastion des séparatistes prorusses dans l’Est de l’Ukraine, 13 civils ont été tués lundi dans une frappe ukrainienne “punitive” sur une place de cette ville qui échappe au contrôle de Kiev depuis 2014, selon le maire pro-Moscou.

Dans la région voisine de Lougansk, les séparatistes ont condamné à 13 ans de prison deux employés de l’Organisation pour la sécurité et la coopération en Europe (OSCE), accusés de “haute trahison” pour avoir fourni des “informations confidentielles” à des services de renseignement étrangers.

Dans le reste de l’Ukraine, 10 civils ont été tués et 22 blessés ces dernières 24 heures, selon le bilan de la présidence ukrainienne, qui a rapporté des bombardements dans plusieurs régions le long du front et des combats essentiellement dans celle de Lougansk, dans l’Est.

– Pas d’eau, pas d’électricité –

Dans la région de Kharkiv, au nord-est, les journalistes de l’AFP ont constaté des combats d’artillerie sur le front de Koupiansk, tandis qu’un flux régulier de civils traumatisés quittaient la ville, passée sous contrôle ukrainien.

Dans les rues de la ville, d’immenses affiches de propagande prorusse étaient encore visibles, les rues étaient elles jonchées de débris de verre, de douilles de cartouches et de restes de rations.

“Il n’y a pas de lumière, pas d’électricité, depuis une semaine. Pas d’eau”, a déclaré à l’AFP Rouslan, un ancien policier de 49 ans.

Dans la même région, les journalistes de l’AFP ont aussi recueilli les témoignages d’Ukrainiens ayant dit avoir subi des tortures aux mains de militaires russes durant l’occupation des forces russes.

“Ils m’ont frappé les talons, le dos, les jambes et les reins”, témoigne Mykhaïlo Tchindeï, 67 ans, rencontré à l’hôpital d’Izioum. Il dit avoir été détenu douze jours dans une cellule humide et que ses geôliers lui ont cassé le bras à coup de barre de métal.

Les soldats russes l’accusaient d’avoir donné aux forces ukrainiennes les coordonnées d’une école dans laquelle ils s’étaient installés. Un bombardement ukrainien y avait tué de nombreux militaires.

Ouragan Fiona: pluie et vents violents en République dominicaine, dégâts “catastrophiques” à Porto Rico

 L’ouragan Fiona a frappé lundi la République dominicaine après avoir causé des inondations et des dégâts “catastrophiques” à Porto Rico, son voisin des Caraïbes où il a privé les habitants d’électricité et continuait de provoquer de fortes précipitations.

En République dominicaine, l’ouragan a fait un mort et contraint 12.485 personnes à quitter leurs foyers, a déclaré à la presse le général Juan Méndez García, directeur du Centre des opérations d’urgence.

Plusieurs routes ont été inondées ou coupées par des chutes d’arbres ou de poteaux électriques dans les alentours de la station balnéaire de Punta Cana, dans l’est de la République dominicaine, où l’alimentation en électricité a été interrompue, selon des journalistes de l’AFP.

Les vents soufflaient jusqu’à 150 km/h et Fiona devrait encore se renforcer “au cours des deux prochains jours” pour devenir un ouragan de catégorie 3 mardi (sur l’échelle de Saffir-Simpson allant jusqu’à 5), selon le Centre national des ouragans (NHC), basé à Miami.

Fiona se dirige à présent vers les îles Turques-et-Caïques.

L’ouragan, qui a touché terre en République dominicaine tôt lundi, “est passé à toute vitesse”, a dit à l’AFP Vicente Lopez, qui s’occupe de la plage de Bibijagua à Punta Cana, en signalant des commerces détruits.

De forts vents balayaient également la ville de Nagua, dans le nord, a constaté l’AFP.

Des vidéos publiées par la presse locale montraient des habitants de la ville côtière de Higüey (est) de l’eau jusqu’à la taille, tentant de mettre des effets personnels à l’abri.

Etat d’urgence

A Porto Rico, où l’ouragan était d’abord passé et où une alerte à la tempête tropicale restait en vigueur, “les dégâts sur l’infrastructure (…) et les maisons ont été catastrophiques”, a dit le gouverneur de Porto Rico, Pedro Pierluisi, lors d’une conférence de presse.

Fiona a provoqué des glissements de terrain, fait tomber des arbres et des lignes électriques, rendu des routes impraticables et emporté un pont dans la ville d’Utuado.

Un homme est mort “calciné” en mettant du carburant dans un générateur allumé, selon les autorités.

“Malheureusement, nous attendons davantage de pluie sur toute l’île aujourd’hui et demain”, a dit le gouverneur de Porto Rico, exhortant la population à ne pas s’aventurer dans les rues.

“Dans beaucoup de régions, qui n’avaient jamais eu d’inondations, il y a eu une accumulation d’eau sans précédent”, “plus que ce que nous avons vu pendant l’ouragan Maria”, a expliqué M. Pierluisi.

Plus de 800.000 personnes, selon les autorités, se sont également retrouvées sans service d’eau potable. “Nous sommes sans électricité et sans eau”, a déclaré à l’AFP Elena Santiago, anesthésiste à l’hôpital d’Aibonito (centre).

Le passage de Fiona “a été violent”, a-t-elle expliqué. “L’hôpital fonctionne grâce à un générateur, nous ne traitons que les urgences”.

Coupure de courant

Ancienne colonie espagnole, Porto Rico, qui est devenu territoire américain à la fin du 19e siècle avant d’acquérir un statut spécial d’”Etat libre associé” dans les années 1950, connaît de graves problèmes d’infrastructures depuis plusieurs années.

L’île a été dévastée en 2017 par les ouragans Irma et Maria, qui avaient sérieusement endommagé son réseau électrique. Celui-ci a ensuite été privatisé en juin 2021 avec pour but affiché de résoudre le problème des coupures de courant. L’île a cependant connu une panne générale en avril 2022.

L’ensemble du territoire de Porto Rico, qui compte plus de trois millions d’habitants, a été privé d’électricité à l’approche de l’ouragan. Lundi, le courant avait été rétabli pour 100.000 personnes, selon le gouverneur.

Dimanche, Fiona était passé du statut de tempête tropicale à celui d’ouragan de catégorie 1, au bas de l’échelle de Saffir-Simpson, et s’était abattu sur la côte sud-ouest de Porto Rico.

Le président américain Joe Biden a déclaré l’état d’urgence. Il s’est entretenu lundi avec le gouverneur de l’île et a indiqué que le nombre de membres du personnel fédéral oeuvrant déjà à aider le territoire et s’élevant actuellement à plus de 300 allait augmenter “de manière conséquente”.

Avec le réchauffement de la surface des océans, la fréquence des ouragans les plus intenses, avec des vents plus violents et des précipitations plus importantes, augmente.

Fiona avait déjà causé de sérieux dégâts lors de son passage en Guadeloupe dans la nuit de vendredi à samedi. Par endroits, l’eau était montée de plus de 1,5 mètre. Un homme y était mort, emporté avec sa maison par les flots d’une rivière en crue.

Plusieurs dizaines de personnes dans l’archipel devaient être relogées, des axes routiers restaient impraticables et une partie de l’archipel n’avait toujours pas d’eau potable deux jours après le passage de la tempête Fiona, a-t-on appris lundi de sources concordantes.

Dancehall legend, Bounty Killer and Cayman musician, Notch will be among international and local artists performing at the CayJam Fest 2022 music event this week between September 22 and 24, 2022.

To commence the event, there will be a “Welcome Party” at Lillie’s Night Club on Thursday, September 22, 2022 from 10:00 pm to 2:00 am. Here, fans will be able to meet all the artists who are on island at that time.

On Friday, September 23, 2022, the big concert will take place at Safe Haven.

Joining Bounty Killer and Notch on the Safe Haven stage will be Tenn Point, alongside the legendary band, Ruff Cut, Rally Banks and Kaution. In addition, local artists, including Vital (a.k.a. Knockings Boss) and Audre Destune will perform.

According to the event promoters, CayJam Entertainment, the gates at Safe Haven will open from 1:00pm to 6:00 pm, during which time music goers can visit the venue for free to purchase food, beverages, and tickets. Fans will also be able to witness sound-checks and behind the scenes of what it takes to produce an event of this magnitude. During this time, patrons will also be serenaded by our local – Pan N Riddim Steel band.

Gates will temporarily close at 6:00pm to allow for final preparations for the main event.

The gates will then re-open at 8:00 pm for the concert portion of the festival.

The last item on the itinerary will be on Saturday, September 24, 2022, when Cayman Cabana will hold the Sunset Send Off Party, commencing at 6:00 pm. Local and international artists who are still on the island will be present at the send off event.

Commenting on the event line-up, CayJam Entertainment said that their focus is for the CayJam Fest to promote Caymanian and Jamaican artists through music and culinary offerings, which is aimed at focusing on the positive contributions of culture from the Cayman Islands and Jamaica.

In particular, at the main event, on Friday, September 23, 2022, CayJam will be honoring Caymanian and Jamaican icons in the music and entertainment industry, who have contributed to positively. These artists will be displayed all night on a screen on the stage.

Regarding the cost of the event, the prices provided by CayJam Entertainment are as follows:

JMMB Preference shares and Sygnus Real Estate Finance led Monday’s trading on the Jamaica Stock Exchange (JSE).

JMMB Preference shares gained 27 per cent to close at $2.48, it was followed by Sygnus up 16 per cent to close at US$0.02, and Salada Foods up 12 per cent to $4.61.

The day’s top declining stock went to KLE Group down 17 per cent to $1.72, and Mayberry Jamaican Equities down 12 per cent to $11.90.

The JSE Index advanced by 727.77 points (0.20 per cent) to close at 359,229.04 points and the volume traded amounted to 8,448,292 valued at $133,833,060.08.

The Junior Market Index declined by 10.14 points (0.24 per cent) to close at 4,195.77 points and the volume traded amounted to 8,522,197 valued at $29,844,011.68.

The JSE Combined Index advanced by 587.87 points (0.16 per cent) to close at 373,615.14 points and the volume traded amounted to 16,970,489 valued at $163,677,071.76.

Meanwhile, the JSE All Jamaican Composite Index advanced by 1,243.77 points (0.30 per cent) to close at 409,288.75 points and the volume traded amounted to 8,437,589 valued at $128,794,267.93. The JSE Select Index advanced by 48.95 points (0.53 per cent) to close at 9,253.84 points and the volume traded amounted to 1,086,184 valued at $37,490,290.11.

The JSE USD Equities Index declined by 5.19 points (2.44 per cent) to close at 207.72 points and the volume traded amounted to 223,078 valued at $13,622.64. The JSE Cross Listed Index declined by 0.18 points (0.30 per cent) to close at 59.49 points and the volume traded amounted to 10,703 valued at $5,038,792.15.

The JSE Financial Index advanced by 0.20 points (0.23 per cent) to close at 85.54 points and the volume traded amounted to 3,445,250 valued at $99,067,653.85. The JSE Manufacturing & Distribution Index declined by 0.20 points (0.20 per cent) to close at 100.97 points and the volume traded amounted to 4,424,934 valued at $27,976,843.11.
