Deputy Governor Franz Manderson has issued the following statement in response to recent allegations in the media around civil servant employment contracts and reporting of wrongdoing.

The statement is as follows:

I am aware of recent media reports concerning allegations of assault by a Member of Parliament against female civil servants who were attending an official event on 13 September.

I am also aware of media conversations that have suggested that civil servant employment contracts restrict the ability of civil servants to report matters to the police or other official reporting bodies, which is incorrect. Our workplace rules both allow and encourage the reporting of wrongdoing.

As Head of the Civil Service, I wish to make it clear that we are committed to ensuring the safety of our employees and protecting their rights, including their right to report wrongdoing. The Civil Service has zero tolerance for misconduct.

The allegations of assault on 13 September are under RCIPS investigation, as confirmed by their statement on 14 September, I am therefore unable to comment further on the matter at this time. I will continue to exercise duty of care for all civil servants and will not abrogate my responsibility to provide a safe work environment where they feel cared for, protected and comfortable giving feedback including to senior leaders.

Après le déluge de la veille, hier matin, Adrien Baron, et son équipe ont sillonné la commune et découvert des gens qui avaient tout perdu. 

Très tôt dans la matinée, Adrien Baron, maire de Sainte-Rose, est sur le terrain, pour constater les dégâts causés par la tempête tropicale Fiona. Interrogé, il parle immédiatement des administrés de La Boucan et plus particulièrement du quartier de Fondor, coutumier du fait. Dès qu’il y a une montée des eaux, celles-ci s’invitent à leur domicile. Fiona a fait comme les autres. Mais, elle surtout, elle ne leur a pas fait de cadeaux. Elle a pénétré dans la cinquantaine de maisons qui bordent la rivière. “la rivière est sortie de son lit, raconte le maire, l’eau est montée à plus de 3 mètres, elle n’a pas trouvé d’issue pour sortir ; les gens ont tout perdu”. Construites juste à côté de la rivière, les maisons sont situées en zone rouge, et comme très souvent, les occupants refusent de quitter les lieux.

“Heureusement, pas de victime”,

Les sapeurs-pompiers ont dû intervenir urgemment et sortir vingt personnes qui ont dû monter sur le toit de leur maison. “la rivière de Ti-Boucan et la grande rivière de Goyave, ont fait un”. Les gens se sont retrouvés bloqués notamment à Cadet. “Nous n’avons pas eu de victime, les pompiers continuent d’intervenir ; à la Boucan, la rivière a recouvert le pont, poursuit le maire, vous vous rendez compte… 12 mètres”. Le bord de mer a été inondé, et les restaurants envahis par la boue. A Desbonnes, s’est produit un éboulement. “Heureusement, pas de victime”, ajoute M. Baron. Si les sapeurs-pompiers ont continué toute la matinée à intervenir sur le terrain, une chose est sûre, c’est qu’ils ne sont pas au bout de leur peine, avec les pluies, qui tombent à nouveau.

Quand les Goyaviens se sont réveillés, samedi matin,  ils tont découvert avec tristesse que plusieurs familles avaient tout perdu, et que les deux ponts de la commune étaient détruits. Le maire Ferdy Louisy et son personnel sont allés  sur le terrain pour faire un premier bilan. 

Goyave n’a pas échappé au passage de la tempête Fiona, qui a déversé près de 400ml en quelques heures dans la commune. “Pas de victimes”, se félicite Ferdy Louisy, le maire de Goyave ayant probablement en tête le mort retrouvé sur les berges de rivière des pères, à Basse-Terre. Toutefois, les Goyaviens se retrouvent comme partout ailleurs sur le territoire sans eau et sans électricité. Personne n’aurait imaginé que la tempête tropicale n°7, Fiona, prénom écossais, qui signifie blanc, laisserait derrière elle, autant de désolation et des habitants sous le choc. “Nous avons, en revanche, enregistré des dégâts matériels impressionnants”, souligne Ferdy Louisy, sur le terrain depuis le matin, avec les services municipaux de la ville. La Zac de l’Aiguille où quelque 1 500 personnes vivent n’a pas été épargné. Les immeubles concernés sont les résidences Camille-Mortenol, Le Patio, Mahogany et Bois-de-Rose. Pendant la tombée des pluies, le parking s’est transformé en piscine.

“Les appartements ont été ravagés par la rivière qui est sortie de son lit”, déclare le premier magistrat. A Sainte-Claire, sur la RD 33, le pont qui relie la partie nord de la commune à la partie sud a été détruite ainsi que le Pont Eiffel. Des familles ont tout perdu, la rivière a emporté voitures, appareils électroménagers et même le matériel scolaire des enfants”. En faisant le tour de la commune, il a vu également des animaux appartenant aux éleveurs pris au piège. Avec la montée des eaux torrentielles, plusieurs habitants ont été recueillis dans les écoles du bourg. Vers 3 heures du matin, l’école François-Auguste a été ouverte pour l’accueil des sinistrés.

 “Je lance un appel à la solidarité pour aider ces personnes qui ont tout perdu, mais également aux bailleurs sociaux pour les reloger rapidement. Plusieurs sont en situation de handicap. Ils vivaient au rez-de-chaussée des immeubles. J’aurais aimé que leur soient enlevées les lourdeurs administratives pour les aider”.

Il a fallu organiser leur ravitaillement, et la boulangerie Zozo, s’en est chargé pour leur livrer du pain frais. En outre, pour un retour à la normale, les services de l’EDF ont été contactés pour retirer les fils électriques tombés sur les routes. Pour leur part, le service technique de la ville veille à la sécurité des routes. Toujours en vigilance rouge, le phénomène climatique ne faiblit pas. Les pluies semblent de nouveau être d’actualité. Aussi, il faudra rester prudent, et attendre demain pour faire un point plus complet.

Hundreds gather in Clarendon to remember Merciless Loop Jamaica

Late dancehall artiste Leonard ‘Merciless’ Bartley was on Saturday, September 17, remembered as a son of Jamaica whose love for family and those around knew no bounds.

The thanksgiving service to remember the entertainer regarded as one of the greatest lyricists to come from the island, which has a population of 2.9 million, was held at St Gabriel’s Anglican Church Hall on Church Street in May Pen, Clarendon.

Reports are that scores of people from all walks of life came out to pay their final respects.

“On July 19, 2022, his music stopped suddenly, yet, it echoes on in sweet, soulful refrains. But, for every joy that passes, something beautiful remains. His love of music, of his family, is, was, and will always be his legacy. His song has ended but the melody lingers on,” one relative, Kiara Mitchell said while reading his eulogy.

“His generosity was extended to just about anybody who happened to cross his path. He gave without remembering yet received without forgetting,” said the relative.

“Leonard lived a life that mattered. He was determined and his spirit of resilience would see Lenny through more pain and tragedy than most of us will ever know. He lost three siblings, his wife and experienced personal failings and setbacks in the most public way possible. It’s a string of events that would have broken a lesser man. It would have been easy for him to let himself become bitter and hardened; to surrender to self-pity and regret; to retreat from public life and live out his years in peaceful quiet. No one would have blamed him for that but that was not Leonard, the relative said.

“So, even as the drumming slowed and the instruments started losing their tuning Lenny persevered. He never stopped doing music, even a simple dub for a friend no matter how small the incentive was. No matter what life threw at him, music softened the blow,” the relative suggested.

Leonard leaves to mourn, his mother Etle Bartley, brothers – Leroy and Larry, sisters – Jacqueline and Claire, his four sons – Isiah, Leonard, Judah and Jacob, three grandchildren, nieces, nephews, special friend Marsha, an immeasurable extended family, friends and associates from the music industry, an army of fans from all over the world, and a host of well-wishers.

Merciless was found dead at a motel off Beechwood Avenue, St Andrew on July 19, hours after he complained of not feeling well. He had turned 51 on July 1.

According to the National Hurricane Center, Tropical Storm Madeline has now formed over the Eastern Pacific.

Regarding Madeline’s strength and movement, Tropical Storm Madeline has maximum sustained winds of 45 mph and is currently about 520 miles south south east of the southern tip of Baja California.

While Tropical Storm Madeline continues to move in a northerly direction towards Mexico, it is expected to generate swells and life-threatening surf and rip current conditions.

Interests in southern Mexico and Baja California are encouraged to monitor this development.

St Lucia Kings moved back into the play-off spots with a commanding 49-run victory over St Kitts and Nevis Patriots in the 20th match of the 2022 Hero Caribbean Premier League (CPL) season on Saturday.

St Kitts and Nevis Patriots won the toss and chose to field first, but it was Faf du Plessis (41 from 21 balls) who got the Kings off to a dominating start by scoring boundaries throughout the opening overs.

Johnson Charles then continued to score runs, before big hitting from David Wiese and Roshon Primus powered the Kings to 189 for seven off their allotted 20 overs at the Brian Lara Stadium in Trinidad.

Charles hammered 61 from 41 balls, Wiese, an undefeated 21 from 12 balls, and Primus, 18 from 10.

In their chase, the Patriots could not find fluency as they lost four wickets in the first 10 overs and were eventually dismissed for 140.

Wiese was the stand-out bowler for the Kings, taking three wickets for just eight runs from his four overs.

Keswick Williams (3-32) and Primus (2-23) supported well.

St Kitts and Nevis Patriots had begun to build a foundation in their chase but lost both openers Andre Fletcher (9) and Evin Lewis (19) in the fifth over.

With Wiese then taking the wickets of both Darren Bravo (19) and his brother Dwayne (3), the Patriots began to rebound with Dewald Brevis scoring some crucial runs before he was caught out for 32.

As the Patriots lost more wickets with Williams proving a threat with the ball, they were unable to keep up with the required run rate.

With the victory, St Lucia Kings moved to third in the six-team points table with six points to trail leaders Barbados Royals (12) and second-place Jamaica Tallawahs (8).

The top three are followed by St Kitts and Nevis Patriots (6), Trinbago Knight Riders (5), Guyana Amazon Warriors (3).

LONDON (AP) — Son Heung-min ended his goal drought this season by scoring a hat trick after coming off the bench in Tottenham’s 6-2 win over last-placed Leicester in the English Premier League (EPL) on Saturday.

The result left Leicester manager Brendan Rodgers’ job under serious threat after six straight losses for his team.

Son was rotated — or was he dropped? — for the game after a run of poor performances and entered in the 59th minute with the score at 3-2. The South Korea forward curled two shots into the top corner and completed his 13-minute hat trick in the 86th with a strike under Leicester goalkeeper Danny Ward. The goal needed to be confirmed by video review before he was sure of being the seventh Premier League player to score a hat trick as a substitute.

“My finishing has been poor this season,” Son said. “I’ve also been a little bit unlucky with an own-goal, two offside goals and hitting the crossbar.

“I knew goals were coming and I wasn’t worried. I’ve always had great supporters, teammates and coaches behind me.”

Harry Kane and Eric Dier scored following corners as Tottenham responded to conceding in the sixth minute to Youri Tielemans’ penalty, which needed to be retaken because Hugo Lloris was off the line when he saved the first kick.

James Maddison hooked in an equalizer before halftime only for Leicester to fall behind again when Wilfred Ndidi was dispossessed by Rodrigo Bentancur, who drove forward to curl home.

It was a second consecutive heavy loss for Rodgers — after a 5-2 at Brighton two weeks ago — to ensure Leicester remained bottom of the league, winless and on just one point.

The Foxes have conceded 22 goals in seven games.

“For 73 minutes, it was a good game and we were arguably the better side with the chances we created,” Rodgers said. “We got punished for mistakes.”

Rodgers accepted his job was under pressure heading into a two-week international break, which gives Leicester time to bed in a new manager.

“I understand the game,” he said. “The scoreline didn’t reflect the game but the bottom line is it’s a heavy defeat. They (the owners) have given me brilliant support. Whatever happens to me at Leicester, whether I stay and continue to fight on, I’ll always respect them.”

Norma Samuel of Antigua helps Sorrel expected to take pride of place in Florida

Jamaica Gleaner: Sorrel farmers and lovers of the drink across the Caribbean stand to benefit from the findings of a Florida university research unit now evaluating varieties of the plant, their particular qualities, and the possibility of the crop being available all year round, and in commercial quantities.The project was prompted by a proposal from Florida resident Norma Samuel to the Sustainable Agriculture and Research Education Programme (SARE) for help in learning how to grow sorrel.

Grant funding from SARE will now support investigations by the University of Florida Institute of Food and Agriculture Sciences (UF/IFAS) Extension into a farm research demonstration project in collaboration with the University of the Virgin Islands for growing sorrel on a commercial basis.

Samuel, a native of Antigua and Barbuda, has been living in Florida since 2002. She started growing sorrel in her backyard in Central Florida in 2002 with seeds she got from friend.

A successful crop and several excited customers later, her own 4-H Club began selling sorrel plants as a fundraiser each year at the UF/IFAS Extension Marion County Master Gardener plant sale.

She says the response was overwhelming with persons returning year after year, and new persons showing an interest in growing sorrel.

“When I started in Marion County where I live usually you would see one or two people here with sorrel and you know that’s a Caribbean person. But then after we started having these plant sale fundraisers then it was becoming more widespread, you see a lot of people now planting sorrel,” she shared with The Gleaner.

Seeing the increased interest, Samuel said she then realised that it could be a cash crop for farmers.

The challenge was that they had no research-based information on sorrel production in Florida.

This became the catalyst for submitting the proposal for grant funding to SARE to do research on sorrel production in the sunshine state with the goal being to share the results via fact sheets and other avenues to prospective farmers.

“There is a plant breeder at the University of the Virgin Islands by the name of Thomas Zimmerman and he is well known when it comes to sorrel breeding. We collaborated with him and we got three varieties: Day Neutral, Black, and Festival from him to produce,” Samuel said. She notes: “Sorrel produces when the days are short. The idea of the Day Neutral is to have a variety that can produce sorrel year-round in tropical climates like the Caribbean and possibly South Florida.”

Four varieties of sorrel are being evaluated. The fourth called Local, is a the variety that was being grown by one of the farmers prior to participating in the on-farm field research project. The Day Neutral and Local varieties were the top performers in terms of time to harvest and yields. “The Black and Festival varieties produced later, and they did not realise their full potential in Central Florida before the first frost of the season.”

According to Samuel, the research will provide data to show what varieties would perform well in Florida making it a viable option for the farmers.

The research is expected to be completed by April 2023 and the information, including instructions on production, pest threats and fertilisation routine, will be passed on to farmers through UF/IFAS Extension. Other Extension faculty members participating in the research project are extension agents Matt Smith and Brandon White as well as Bountiful Farms, Dirty Dog Organics and Whispering Oaks Winery.

Several Jamaicans participated in a field day held in November 2021, and were very excited about the prospect of being able to produce sorrel year-round.

Minister of Education, Priya Manickchand, was conferred with the title of Honourary Fellow of the Commonwealth of Learning (COL) on Wednesday, September 14, in Calgary, Canada.

The title was conferred on Minister Manickchand in recognition of her outstanding service to the advancement of quality education and social justice which has made a positive difference in the lives of her fellow Guyanese.

Her servant leadership, boldness in tackling difficult issues, and results-oriented, solutions-focused approach came in for high commendation and were noted to be of significant relevance and importance in the delivery of quality education generally and during the COVID-19 pandemic.

The institution has credited the Minister’s trademark countrywide consultations for her success in achieving goals and milestones as it evidences her respect for diverse perspectives and her conviction that everyone counts.

Under Minister Manickchand’s leadership, during COVID 19 Guyana saw a steadfast return to relative normalcy in the education sector, has seen the expansion of the country’s only teacher training college with the aim of 100% of teachers being trained or in training by 2024, the expansion of the Guyana Learning Channel, a television channel dedicated to the delivery of education equitably, the establishment of a radio station dedicated to education, the provision of textbooks to all primary school children, expanded TVET offerings, the establishment of GROW a second chance program for those who did not attain secondary exit qualifications, new curricula and sensible practical responses to COVID 19 closures including the consolidating of relevant curricula, the preparation of curriculum-aligned, teacher-crafted worksheets for each topic from grades 1 to 9 and a commitment to delivering universal secondary education. It was Minister Manickchand’s leadership that saw Guyana enter into a partnership with the Commonwealth of Learning and COURSERA, which in less than 6 months had realised more than 43, 305 certificates issued to 9,473 Guyanese making Guyana a  leading country as it related to registrants and graduates.

She also launched nationally the ProFuturo program where teachers are trained in the usage of ICT, which became even more necessary during the pandemic.

More than 50% of the country’s teachers have enrolled and begun the training.

“In all her roles, the Honourable Minister has given practical expression to her love of country, her spirit of service and her alma mater Queen’s College motto Fideles Ubique Utiles (or Faithful and Useful Everywhere),” COL said.

The award of Honourary Fellowships was instituted by the Commonwealth of Learning in 1999. It is intended to honour carefully selected individuals who have made outstanding contributions to the growth and development of technology-mediated learning in their own country, and internationally, and to the advancement of education in the Commonwealth generally.

The award was conferred at the Tenth Pan-Commonwealth Forum on Open Learning (PCF10) held in partnership with Athabasca University – Canada’s online university from September 14 to 16 under the theme “Innovations for Educational Resilience.”
