Tropical Storm Fiona steaming towards Puerto Rico and Dominican Republic

While maximum sustained winds associated with Tropical Storm Fiona are currently only 60 mph, it is possible that Fiona could get stronger and become a hurricane as it approaches the southern or eastern coast of the Dominican Republic Sunday night and Monday.

Interests in Puerto Rico and Virgin Islands are also encouraged to stay vigilant as Tropical Storm Fiona is expected to approach the south of these islands sometime on Saturday where dangerous swells, heavy rainfall, storm surge and flooding is possible.

As a result of the foregoing, a Hurricane Watch is in effect for Puerto Rico, including Vieques and Culebra.

NYON, Switzerland (AP) — A German government minister has asked UEFA to remove Belarus from trying to qualify for the 2024 European Championship, which her country is hosting, citing that country’s support for Russia.

UEFA said on Friday it received the letter to its president Aleksander Ceferin from interior minister Nancy Faeser, which was first reported by Der Spiegel magazine, and would reply to her.

The request comes three weeks before Germany host the Euro 2024 qualifying groups draw in Frankfurt which Russia already were banned from by UEFA.

UEFA and FIFA excluded all Russian teams from international football competitions in February, within days of the military invasion of Ukraine.

UEFA also acted days later against Belarus, which have supported the Russian military and political leadership. On March 3, UEFA prohibited Belarusian teams from hosting games on its territory but stopped short of a competitive ban.

Belarus were described on Friday by Russia president Vladimir Putin as an ally and partner at a conference in Uzbekistan also attended by the authoritarian Belarus president Alexander Lukashenko.

Belarus have never qualified for a major football tournament and won just one game in each of their qualifying groups for the 2022 World Cup and Euro 2020.

In their UEFA Nations League group in June, Belarus played their home games in Novi Sad, Serbia. No fans were allowed to attend.

CAC secures $15.9 million for aggrieved consumers Loop Jamaica

The Consumer Affairs Commission (CAC) secured $15.9 million in refunds and compensation on behalf of aggrieved consumers between April 1, 2022, and August 31, 2022.

This is almost double the amount of $8.4 million obtained for consumers in the corresponding period in 2021.

Of the $15.9 million secured so far this year, the top three categories of Automotive, Electrical Equipment, and appliances and other services amounted to $13.4 million in compensation.

Details were provided by the CAC’s Chief Executive Officer (CEO), Dolsie Allen, who addressed a Jamaica Information Service (JIS) ‘Think Tank’ session at the agency’s headquarters in St. Andrew on September 13.

Mrs. Allen pointed out that for the first five months of the financial year, the Commission handled a total of 838 complaints.

This resulted in a 4.22 per cent increase when compared to the 804 complaints that were handled during the similar period last year.

The CEO noted that the top categories in which most complaints were lodged are utilities, electrical equipment, appliances, and motor vehicles.

“We see the top categories as electrical equipment and appliances, 25.89 per cent; Other Services, 22.11 per cent and Utilities, 15.58 per cent. Of course, Motor Vehicles and parts was 10.95 per cent,” she said.

In addition to the refunds, compensation, and the complaints handled, the CAC responded to 233 requests for advice.

“From time-to-time persons call us wanting to know what exactly to do and how they can deal with some of the issues they are facing,” Mrs. Allen said.

She noted that while the majority of requests for advice are received from consumers, requests are heard from vendors “because they also want to do what is right and they want to know how to handle some of these situations.”

“Our core mandate is consumer protection, and we do this from a three-pronged approach. We do consumer education, surveillance, and complaints handling. We are here to serve the public and to provide information to you,” Mrs. Allen said.

A 2-year-old child and a man were killed during a reported arson attack carried out by criminals in Spanish Town, St Catherine on Friday.

The deceased have been identified as 26-year-old Javaugh Parcell and Alliyah Gilzeane.

Reports are that at about 3:00 am, the two were at home when gunmen kicked in the door to a house in the Central Avenue section of the old capital and opened fire hitting Parcell.

The men then set the house ablaze before they left.

The remains of Parcell and the child were found by a team of firefighters who were called to extinguish the blaze.

The Antigua and Barbuda leaders are in London where they are joining other foreign dignitaries for what is expected to be one of the biggest diplomatic events in recent years, with over 500 heads of state and other dignitaries expected to attend the funeral of the late Queen Elizabeth II at Westminster Abbey on Monday.

Before leaving Antigua and Barbuda on Thursday, Prime Minister Browne said that the late Queen had “an abiding interest in the countries of which she was Queen, and ours was no exception. This House of Representatives today, in this special session, mark the passing of our Sovereign Head of State.  We do so with affection, admiration and respect, for her enduring legacy of service, resilience and quiet demeanour which inspired us all.  May the legacy of her exceptional example endure in perpetuity.

In Antigua and Barbuda, Monday 19th September, the day of the State Funeral for Her Majesty, has been declared a public holiday and a National Day of Mourning.

On Monday at 11 a.m. at the Cathedral of St. John the Divine, Governor General’s Deputy, Sir Clare Roberts and Acting Prime Minister, the Hon. Steadroy Benjamin will participate in a Thanksgiving Service for the Life and Service of Her Late Majesty Queen Elizabeth II.

The Thanksgiving Service will be followed by a parade through the streets of St. John’s by members of the country’s security forces.

THE Ministry of Education has outlined its digital transformation plan for the period 2022-2027.

In a press release on Friday, it said the Cabinet-approved programme “builds on the ministry’s ICT (Information and communications technology) in education policy of 2018.

It consists of 13 digital projects: E-testing, an e-book Platform, a literacy and numeracy adaptive learning platform, a student management system, open educational resources, a national online open and innovative school, student digital literacy, human resource support, a school issue management system, a school learning management system, quick-response identification cards for students, device provision for staff and students, scholarship/bursaries and a management platform.

Education Minister Dr Nyan Gadsby-Dolly said the ministry must provide quality, equitable and modern educational opportunities to “all learners.

“…And the suite of digital transformation projects, when applied in a systematic and responsive manner, has the potential to do just that.”

The press release said these plans will allow the ministry to “make strategic decisions that impact the education sector with present and future technological advances in mind, while providing cost savings and improvements in service delivery.”

It said benefits of some of the projects can be seen as over 63,000 laptops and other technological devices have been distributed to students and teachers.

“Further to this, each of the 134 secondary schools in TT, as of August 2022, has been outfitted with Wi-Fi in their office spaces, libraries and common areas, and this exercise has also been completed in some primary schools.”

It said the e-testing project will be piloted for the January 2023 CXC examinations.

“The benefits of this programme are far-reaching, and will positively impact areas such as records management, management of school infrastructure, curriculum delivery, teacher development and the conduct of examinations.

“Ultimately, the goal is the efficient development of globally competitive citizens, as students are provided with a learner centred and digitally agile education system.”

GPF ask to probe APNU/AFC’s claims of dead, overseas people voting at 2020 polls

In light of the Guyana Elections Commission (GECOM) releasing documents pertaining to the March 2020 polls, the Government has requested the Guyana Police Force (GPF) to investigate the claims made by the A Partnership for National Unity/Alliance For Change (APNU/AFC) that ballots were cast by dead people and persons living overseas.

Last month, Attorney General and Legal Affairs Minister Anil Nandlall had written GECOM seeking information on how private citizens’ data was provided to it by the then ruling APNU/AFC.

After a vote taken by the seven-member Commission, the elections body last week released to the Office of the Attorney General those documents that were submitted by the then APNU/AFC in its bid to discredit the Official List of Electors (OLE) used in the 2020 General and Regional Elections.

Using those documents provided by GECOM, AG Nandlall has now written Police Commissioner (ag) Clifton Hicken, to ascertain the accuracy of the data gathered by the coalition.

“I am forwarding these documents to you with a request from the Government of Guyana that a special investigation is launched by the Guyana Police Force (GPF) and such other agencies, and or person (s) authorised and supervised by the GPF, to determine the veracity of the data contained in the documents as well the authenticity of some of the documents themselves and all matters and actions of persons connected therewith,” the letter, dated September 14, 2022, sent to the Top Cop by the Attorney General.

The PPP/C Government had previously announced that it would be looking into how immigration and registration data of citizens ended up in the hands of APNU/AFC.

In his letter addressed to GECOM Chairperson, Retired Justice Claudette Singh, Nandlall noted that APNU/AFC delivered to GECOM, documents claiming to show that dead people and persons who were overseas on Election Day voted at the elections, as well as documents to claim that there were cases of multiple voting.

“These allegations continue to be peddled in the public domain by leaders and representatives of the aforesaid political entity. At the time and until now, the impression conveyed is that these documents and/or data were generated by and obtained from the official lawful repository of the specific information, for example, the Immigration Department, the Guyana Police Force, and the General Registrar’s Office.”

“It is important that the relevant State agency enquires into the source of this information, upon whose directions they were sourced and, perhaps, most importantly, to officially reconfirm their inaccuracy, for public record. In the circumstances, I hereby request a copy of these documents to initiate this process,” Nandlall wrote.

The AG had previously posited that at the end of the investigation if it is found that laws were breached, culpable persons will face the consequences.

The Opposition-aligned Commissioners at GECOM had objected to the release of the documents in question – a move which Nandlall has since expressed is indicative of the APNU/AFC’s lack of credibility.

“And these are the guys who are repeating the very allegations and are relying upon the allegations in their incredible efforts to impugn the 2020 election results…it is they who are speaking about the information in that document and now the government has signaled an intention to request that document so that it can be investigated so we can know the truth, and the people are objecting, the very people who are peddling the information in that document are now objecting to the document being released so that we can investigate,” Nandlall pointed out.

“These people have no credibility at all, nothing that they do make any sense to anybody,” he further contended. “That is what we have to deal with.”

According to PPP/C-nominated Commissioner Manoj Narayan, the Opposition’s objections to the release of the documents were premised on reasons that include their claims that the information in the documents is contained in the election petition. According to Narayan, the Government side argued that this was not true.

Narayan said that the Opposition Commissioners also advanced the argument that GECOM is a constitutional agency and does not have to release the documents. However, Narayan noted that the Commission, as custodians of the requested documents, had no issue with cooperating with a state agency.

“The Commissioners who were appointed by the now Opposition, they were all against it. They voted against it. They did not want any of those documents to be released to the Attorney General, even though on the other side (we) argued that in the interest of fairness and transparency, we need to release those documents as requested,” Narayan had explained to this publication.

Nevertheless, AG Nandlall has also forwarded his letter which was sent to the GECOM Chair, to the Police Commissioner “to put the government’s request into perspective” and as well as for record in the GPF’s investigation.

Police found 15.9 lbs marijuana in Farm Village

Police in Region Three (Essequibo Islands-West Demerara) have discovered nearly 16 pounds of cannabis at a residence in Farm Village, East Bank Essequibo, on Friday.

Reports are that, acting on intelligence gathered, the ranks went to the residence at about 17:00h, where they met a 23-year-old female teacher.

A Detective Sergeant from the party of police ranks told the teacher that he received information that she is having narcotics and ammunition at her home, and he would like to carry out a search. The teacher did not object to the request by the police.

The rank observed a small red shop in front of the yard and requested to search it, but the teacher informed him that the said shop is controlled by her sister, a 35-year-old vendor, and her reputed husband, who is a 44-year-old taxi driver – both from Vergenoegen, East Bank Essequibo.

The last time that the taxi driver attended to the shop was on Thursday September 15, 2022, at about 18:35h.

Some of the ranks stayed at the shop while the other ranks went to the Vergenoegen home of the couple.

On arrival, the ranks received information that the couple just ran through their back yard and joined a car and went away.

Meanwhile, back in Farm Village, police ranks were getting a strong scent/whiff of suspected cannabis that was coming from the shop. As a result, one of the ranks broke the padlock on the western main door to gain entry into the shop.

On doing so, several blue five-gallon plastic jars were seen on the ground.

One of the ranks then checked each of them during which it was discovered that two of the jars had the bottoms cut opened and contained several bulky parcels wrapped with transparent plastic containing suspected cannabis.

The teacher was questioned about the narcotics ut she denied having any knowledge.The entire process was videotaped and photographed by a Detective. The suspected cannabis was then escorted to Parika Police Station.

On arrival, the parcels were counted and amounted to sixteen, weighing 7.257 kilograms (or 7,257 grams or 15.998 pounds).

The cannabis was then placed into separate transparent evidence plastic bags, sealed, marked and lodged with the Station Sergeant for safe keeping.

El Centro Nacional de Huracanes en Miami, informó en el boletín intermedio de las 8:00 de la mañana, que el centro de la Tormenta Tropical Fiona fue localizado por un avión de reconocimiento de la Reserva de la Fuerza Aérea cerca de la latitud 16.1 grados norte, longitud 63.4 graos oeste.

Fiona se está moviendo hacia el oeste a cerca de 13 millas por hora (mph). Se espera un movimiento hacia el oeste a oeste noroeste con una disminución en la velocidad de traslación hasta el domingo en la noche. Se pronostica un giro hacia el noroeste temprano la semana próxima. En la trayectoria pronosticada, se espera que el centro de Fiona se moverá cerca de las Islas Vírgenes y Puerto Rico hoy hasta el domingo, y se aproximará a la costa sur o este de la República Dominicana el domingo en la noche y el lunes.

Los vientos máximos sostenidos han aumentado a cerca de 60 mph (95 km/h) con ráfagas más fuertes. Se pronostica algún fortalecimiento y Fiona podría estar cerca de la fuerza de huracán cuando se mueve cerca de Puerto Rico y la República Dominicana durante el fin de semana.

Los vientos con fuerza de tormenta tropical se extienden hasta 125 millas (205 km) del centro.

Además, la Guardia Costera estableció la condición de puerto Zulu a eso de las 10 de la noche del viernes, como consecuencia del paso de la tormenta tropical Fiona.
En la condición Zulu, las actividades en los puertos comerciales, están suspendidas.

En el informe de las 5 de la mañana del Centro Nacional de Huracanes, se emitió una vigilancia de huracán para Puerto Rico, ante la posibilidad de que se intensifique en noroeste del Mar Caribe.

A las 5 de la mañana, Fiona se encuentra en la latitud 16.4 grados Norte, 63. 3 grados Oeste, a unas 125 millas al oeste de Guadalupe.

Fiona Se mueve al oeste a 13 millas por hora y sus vientos son de 60 millas por hora.

Se espera un movimiento hacia el oeste-noroeste que va a redundar en una reducción en su fuerza de traslación temprano el lunes. En ese pronóstico, el centro de Fiona debe moverse cerca o al sur de las Islas Vírgenes y Puerto Rico tarde el sábado- madrugada del domingo. Y acercarse al sureste o este de la costa de Republica Dominicana en la noche del domingo al lunes.
