Foot: à deux mois du Mondial, la FFF visée par un audit embarassant

A deux mois du Mondial, l’ambiance s’est brusquement tendue à la Fédération française de football (FFF): le ministère des Sports a décidé vendredi de lancer un audit en interne après la parution d’une enquête de So Foot évoquant de sérieuses dérives en matière de management.

“C’est vrai que ce qui se passe là n’est pas super pour préparer une Coupe du monde, on ne va pas se mentir”, estime une source proche de la FFF.

La ministre des Sports Amélie Oudéa-Castéra, à l’initiative d’une réunion vendredi matin avec le président de la FFF Noël Le Graët et sa directrice générale Florence Hardouin, avait prévenu dans une interview au Parisien qu’elle ne les recevrait pas pour “prendre le thé”.

Les deux dirigeants avaient été officiellement +invités+ au siège du ministère pour aborder “différents sujets” à deux mois de la Coupe du monde au Qatar (20 novembre-18 décembre). Mais l’objet central semblait bien lié à l’enquête du magazine So Foot parue le 8 septembre, évoquant notamment, sur la foi de témoignages anonymes, l’envoi de SMS à caractère sexuel à des employées de la FFF par le président Noël Le Graët.

– Affaire épineuse –

Une invitation qui avait donc bien des airs de convocation. L’échange a duré près d’une heure, un moment à l’issue duquel la ministre a diplomatiquement “pris bonne note” des explications des deux dirigeants, selon le communiqué du ministère.

Mais cela n’a visiblement pas suffi. Car la ministre leur a indiqué “qu’elle allait engager une mission de l’Inspection générale de l’éducation, du sport et de la recherche (IGESR) d’audit et de contrôle sur le pilotage de la Fédération et le respect des obligations qui s’y attachent”, d’après les termes du communiqué.

“Noël Le Graët s’est engagé à transmettre à cette mission, dans la plus complète transparence, tous les rapports produits dans la période récente sur la FFF et notamment ceux ayant trait à sa gouvernance et à son management”, a ajouté le ministère.

Pour le président de la FFF, cette affaire de SMS à caractère sexuel, si elle est avérée, est épineuse. La “3F”, remise sur pied par le dirigeant breton après le cauchemar de la grève des Bleus à Knysna au Mondial-2010, et auréolée du sacre planétaire huit ans plus tard à Moscou, pourrait elle aussi en pâtir.

La FFF a bien riposté en portant plainte jeudi pour diffamation contre le mensuel, mais l’affaire risque de “lui coller aux basques pendant longtemps”, selon une source proche de la FFF.

D’après une source interrogée par So Foot, plusieurs femmes auraient démissionné ces dernières années de l’instance car elles se sentaient “harcelées sexuellement, mais aussi moralement”.

De son côté, le syndicat des joueurs professionnels UNFP a déploré “l’inaction” de la Fédération dans la lutte contre le harcèlement, “sexuel ou pas”.

Climat “pas le plus apaisé”

Interrogé sur la situation, le sélectionneur des Bleus Didier Deschamps a reconnu jeudi que le climat actuel de la FFF n’était “pas le plus apaisé”. Mais il a aussi déploré ce qu’il a qualifié de recherche du “buzz”.

Les détracteurs de Noël Le Graët évoquent un exercice autoritaire du pouvoir, un désintérêt pour le foot amateur, ce qu’il conteste, ou encore une gouvernance minée par les conflits autour de la clivante Florence Hardouin.

Côté communication, “NLG” s’est rendu coupable de sorties hasardeuses en minimisant le problème de l’homophobie dans les stades ou du racisme dans le foot, qui “n’existe pas ou peu” selon lui. Sa déclaration aux relents sexistes sur les dissensions entre Bleues qui “peuvent se tirer les cheveux” tant qu’elles gagnent, a aussi fait des vagues.

Mais le “Menhir”, PDG fondateur du groupe Le Graët (780 salariés), spécialisé dans la pêche, les conserves et les surgelés, reste imperturbable: remis d’une leucémie lymphoïde annoncée en 2018, il a balayé mardi la possibilité de passer la main en cours de mandat.

“Je n’ai pas du tout l’intention d’arrêter. Si ma santé reste stable, si je vais bien, il n’y a absolument aucune raison que j’arrête. Je suis très bien à mon poste et tout le monde m’aime bien. J’ai la chance d’être apprécié”, a-t-il affirmé au quotidien L’Equipe.

A forty-eight curfew has been imposed in Craig Town, Admiral Town, Kingston. The Curfew is scheduled to begin today Thursday, September 15 at 6:00 pm and will continue until Saturday, September 17 at 6:00 pm.

The Coordinates are as follows:

NORTH: From the intersection of Studley Park and Slipe Pen Road, north to the Baker Street and Slipe Pen Road.

EAST: From the intersection of Manning Street and Asquith Street, east along Asquith Street, right unto Livingston Street and east on Studley Park Road to the intersection with Slipe Pen Road.

SOUTH: Along Manning Street to Asquith Street.

WEST: From the intersection of Baker Street and Slipe Pen Road, west along Baker Street to Penn Street, west along Penn Street to the Manning Street and Penn Street Intersection.

Minister the Hon. Gaston Browne is today in London, England where he will attend the State Funeral of Her Majesty Queen Elizabeth II at Westminster Abbey on Monday 19th September.

Before departing Antigua and Barbuda for London on Thursday, Prime Minister Browne participated in a special session of the House of Representatives where he spoke of the late Queen’s personality and the humility with which she carried out her duties as Queen of several realms and head of the Commonwealth of Nations.

“She had an abiding interest in the countries of which she was Queen, and ours was no exception. This House of Representatives today, in this special session, mark the passing of our Sovereign Head of State.  We do so with affection, admiration and respect, for her enduring legacy of service, resilience and quiet demeanour which inspired us all.  May the legacy of her exceptional example endure in perpetuity,” stated Prime Minister Browne.

Prime Minister Browne also spoke about the high regard for which the late Queen was held, making reference to  Mozambique, Cameroon, Rwanda, Togo and Gabon joining the Commonwealth, which had no previous links to Her Majesty.

“This fact, in itself, is testimony to the worldwide regard in which Queen Elizabeth II was held, and the great value that was placed in the quality of her leadership,” he said.

“It is no wonder that, throughout the world, including in countries where she was not Queen and which are not members of the Commonwealth,  there has been spontaneous and heart-felt outpouring of grief at Her Majesty’s passing.  This is the measure of respect and affection in which Elizabeth II was personally held,” Prime Minister Browne said.

In closing his tribute to the late Queen, Prime Minister Browne pledged his full support and allegiance to the new head of state, King Charles III, and wished him good health and a long and successful reign.

“The King is no stranger to us, and I look forward to meeting him personally to convey our collective allegiance to him, and, at a personal level, to express our sincere condolences on the loss of his mother – a loss with which each of us can deeply sympathize,” Prime Minister Browne concluded.

In Antigua and Barbuda, Monday 19th September, the day of the State Funeral for Her Majesty, has been declared a public holiday and a National Day of Mourning.  On Monday at 11 a.m. at the Cathedral of St. John the Divine, Governor General’s Deputy, Sir Clare Roberts and Acting Prime Minister, the Hon. Steadroy Benjamin will participate in a Thanksgiving Service for the Life and Service of Her Late Majesty Queen Elizabeth II.  The Thanksgiving Service will be followed by a parade through the streets of St. John’s by members of the country’s security forces.

Statement by the Honourable Prime Minister, Gaston Browne, on the death of Her Majesty Queen Elizabeth II, Head of State of Antigua and Barbuda on Thursday, 15th September 2022 in the National Assembly of Antigua and Barbuda  

Mr. Speaker

Our country has lost the only Head of State known to the majority of our population.

Elizabeth of the House of Windsor, came to the Throne of many realms, including Antigua and Barbuda, in 1952.

In the 70 years of her reign, she met every head of government of our country, going back to our National Hero, Sir Vere Cornwall Bird, even before we attained our political independence in 1981.

Every one of her heads of government of Antigua and Barbuda, including me, can attest to the warmth of her personality, and the humility with which she carried out her duties as Queen of several realms and head of the Commonwealth of Nations.

She had an abiding interest in the countries of which she was Queen, and ours was no exception.

In the course of her reign, she was the Sovereign of more than 30 countries.

Recognizing that she could not be physically present in all of them with the frequency that she might have liked, she ensured that many members of the Royal family visited each of them.

Thus, while she herself came to Antigua and Barbuda several times, so too did her husband, Prince Phillip, her sister Princess Margaret, Prince Charles – now King Charles III –and even her grandsons, William and Harry.

She maintained her knowledge of events in our country, on a regular basis, through her appointed Governors from 1952 until 1981, and, after that, through her appointed Governors-General, who represented her as Head of State, each of whom sent her monthly dispatches.

Sixteen realms around the world now mourn Queen Elizabeth’s passing – seven of them, including Antigua and Barbuda – are in the Caribbean.

Therefore, we in Antigua and Barbuda join with the 15 others, including Australia, Britain, Canada, New Zealand, Papua New Guinea, Tuvalu, the Solomon Islands and six other Caribbean states, in mourning Her Majesty’s passing.

In her 70 years as our Sovereign, Elizabeth II was also head of the Commonwealth of Nations.

When she became head of this voluntary association, its membership was only eight countries of which three were Republics.

Today, 56 nations comprise the Commonwealth and 35 of them are republics, with another 5 having their own monarchs.

Her Majesty The Queen, did not stand in the way of her realms, transitioning to Republican status, if that was the expressed wish of their peoples.

Under her stewardship, 16 of her realms became Republics, and each of them remained part of the Commonwealth, readily accepting her as “the symbol of their voluntary association”.

Remarkably, the five newest members of the Commonwealth, whose Governments and peoples embraced the Queen, as Head of the Association, are not English-speaking and did not have any previous links to Her Majesty.

Those countries are all African – Mozambique, Cameroon, Rwanda, Togo and Gabon.

This fact, in itself, is testimony to the worldwide regard in which Queen Elizabeth II was held, and the great value that was placed in the quality of her leadership.

It is no wonder that, throughout the world, including in countries where she was not Queen and which are not members of the Commonwealth,  there has been spontaneous and heart-felt outpouring of grief at Her Majesty’s passing.

This is the measure of respect and affection in which Elizabeth II was personally held, notwithstanding ancient resentments that persist, regarding the role of her ancestors in colonialism, exploitation and their attendant attributes.

This House of Representatives today, in this special session, mark the passing of our Sovereign Head of State.

We do so with affection, admiration and respect, for her enduring legacy of service, resilience and quiet demeanour which inspired us all.

May the legacy of her exceptional example endure in perpetuity.

In homage to Her Majesty, and in keeping with the protocols regarding the passing of our Head of state, the Cabinet has designated Monday, September 19, 2022 as an official holiday, on the occasion of the Queen’s interment, so that the people of our nation might reflect – each in their own way – on the lessons of her noble life.

I will travel to London this weekend, as Head of Government of Her Majesty’s realm of Antigua and Barbuda, to attend her funeral as a mark of respect, and in recognition of the great esteem in which the late Queen was held by the people of our nation.

May her soul rest in heavenly peace.

Mr. Speaker, on behalf of the Government and people of Antigua and Barbuda, and consistent with the tenets of our Constitution that we are all sworn to uphold, I pledge our full support and allegiance to our new head of state, King Charles III, and wish him good health and a long and successful reign.

The King is no stranger to us, and I look forward to meeting him personally to convey our collective allegiance to him, and, at a personal level, to express our sincere condolences on the loss of his mother – a loss with which each of us can deeply sympathize.

Antigua has again exposed its lack of knowledge of its Aviation responsibility, in particular in emergencies and severe weather conditions.

The Airport Authority has over the past 24 hours been haggling with an operator and her clients, who have requested and obtained Storm Shelter Free of cost to aircraft requiring it during the imminent Storm.

Aircraft on neighboring islands which use Antigua as a hub are also given a thumbs down by ABAA as haggling continues with a Service Provider.

In this weather crisis the Airport seeks to define property ownership, and what lies within and without the airport; and who is an operator, and their own ignorance about the role of Aviation Service Providers who broker services.

In a real airport unlike what is going on, the focus would be on the safety of the aircraft from weather, and the ability to offer Storm Shelter.

It is unbelievable that this ban is in the same Hangar which was used by the Government of Antigua and neighboring governments and organizations, free of cost as a Disaster & distribution air center for the islands devastated by Hurricane Irma.

The Government no longer operates as the Constitution demands, and it could cost the country  a lot of money.

The Permanent Secretary, Aviation, and the Advisor to the Minister should be ashamed to be allowing a Statutory body to be so obtuse, that it fails in its mission to save Aircraft from vile weather, and breaches International Regulations, not to mention insensitivity and lack of common sense.

If the people employed do not serve the purpose of their important and well-paid jobs replace them or expect the Airport to have a bad Safety reputation.

El director de seguridad de LUMA Energy, Abner Gómez, afirmó en RADIO ISLA que “nos tenemos que preparar para apagones” ante el paso de la tormenta tropical Fiona cerca de Puerto Rico. 

“En todas las partes del mundo que pasa una tormenta como esta, siempre van a haber averías. La expectativa es que pueden haber algunos deslizamientos que ocasionen pérdidas de postes. Algunas líneas podrían (caer) por las ráfagas de vientos”, detalló Gómez.

Abner Gómez informó que LUMA Energy ya estableció su centro de operaciones de emergencias y los centros de operaciones regionales. Gómez detalló que la empresa tiene sobre 1,300 empleados de línea y brigadas listas para responder a las emergencias.
