Cops crack egg-stealing case

THREE men were arrested after being found with several cartons of stolen eggs in the Port of Spain Central Market on Tuesday morning.

Port of Spain city police at the market’s police post were on sentry duty at the main gate at around 5.30 am when they saw the men with a quantity of eggs in their vehicle.

Police said the men were not registered vendors in the market and were questioned on where they had got so many eggs.

The men gave conflicting stories when questioned individually and later admitted to stealing the eggs from a farm in Las Lomas. Police arrested them and confiscated the eggs.

Officers said there has been an increased effort to clamp down on illegal alcohol and stolen produce being sold in and around this market.

The exercise was led by Snr Supt Glenn Charles with support from acting Sgts John and McShine and support from PC Sabessar and WPC Archer.

Chief Secretary Farley Augustine has dared Deputy Chief Secretary Watson Duke to bring a motion of no confidence against him at the next sitting of the Tobago House of Assembly (THA) on September 22. But Augustine warned Duke that if the motion fails, he will demand his immediate removal.

Augustine was speaking on Tuesday on 195.5FM, six days after Duke, the political leader of the Progressive Democratic Patriots (PDP), began publicly criticising the PDP-led THA and Augustine’s leadership.

The public feud began after Duke slammed the THA for “neglecting” and leaving 27 members of the Roxborough Folk Performers “hungry” and allegedly sleeping on the streets in New York.

Augustine has denied Duke’s version of what transpired and promised to review his responsibilities as Deputy Chief Secretary.

Duke later removed Augustine as deputy leader of the PDP.

On Tuesday, Augustine said he could not understand why Duke felt compelled to publicly criticise the assembly he is part of.

However, he said he welcomed the challenge to his leadership and if a motion of no confidence is brought against him, PDP assemblymen would be allowed to vote freely.

“I wish to also go out on a limb here and take a position that some may have advised me not to take.

“The House resumes on the 22nd of September and so there are a few hours from two days or so before a motion has to be entered for debate, and if the Deputy Chief Secretary feels so aggrieved, feels so disappointed in my leadership – I would remove the parliamentary whip from over his head and let him enter a motion of no confidence in me.

“I am giving him full privilege to do so, let him go right ahead. Mr Duke, go right ahead. But if he enters it and it is unsuccessful, I will demand his removal immediately.”

The Ministry of Health, Wellness and Elderly Affairs are in the midst of policy design aimed at caring for Saint Lucia’s ageing population.

Dr. Xysta Edmund of Xya Consulting is tasked with the composition of such a policy.

“The changes that have happened with regard to the new policy came about as a result of lessons learned and two of the main lessons learned were this. Firstly, there is need to put the elderly first and ensure that we are building and strengthening communities that will care for older persons. Secondly, there is a need to focus on ageing as a process. From the time we are born we are ageing and therefore plans have to be made and systems have to be in place to care for older persons.”

Dr. Edmund explained that many members of the elderly community find difficulty in procuring affordable housing and families often struggle financially when charged with caring for their elders. Thus, housing will be priority for the policy redesign.

The new policy development encourages stakeholder engagement.

“All persons who work with older persons and our NGO partners joined us in this discussion. We also invited the persons who are involved in the home caregivers program and managers of senior living facilities in Saint Lucia. Their contributions have been phenomenal.”

An ageing population is one that is defined as having 7 percent of its population above the age of 65. Currently, Saint Lucia’s ageing population is at 9.5 percent.

Acusan a septuagenario por actos lascivos y tentativa de agresión sexual contra una menor en Quebradillas

Las autoridades informaron que en la tarde de ayer, lunes, agentes del Negociado de la Policía, adscritos a la división de Delitos Sexuales y Maltrato de Menores del área policíaca de Arecibo, realizaron una investigación que culminó con la radicación de cinco cargos por actos lascivos y un cargo por tentativa de agresión sexual contra Ramón Medina Lugo, de 72 años, residente en Quebradillas. 

Según la uniformada, Medina Lugo cometió los hechos que se le imputan para el año 2016, en el mencionado municipio, contra una menor de edad.  

La prueba fue presentada ante la jueza Cynthia Irizarry Casiano, del Tribunal de Primera Instancia de Arecibo, quien luego de escuchar la prueba determinó causa para arresto y le señaló una fianza de 150 mil dólares, la cual prestó quedando en libertad bajo supervisión electrónica hasta la vista preliminar pautada para el 28 de septiembre de 2022. 

Investigó la agente Yajaira Pérez Vélez, adscrita a la División Delitos Sexuales y Maltrato de Menores de Arecibo, bajo la supervisión de la teniente Rose Mary Rosado Pérez, en unión a la fiscal Evelyn Trinidad Martell, quien instruyó la radicación de los cargos antes mencionados.

Gobernador confirma Salud anunciará hoy eliminación del uso obligatorio de mascarillas en las escuelas

El gobernador Pedro Pierluisi informó hoy, martes, que el secretario del Departamento de Salud (DS), doctor Carlos Mellado López, anunciará hoy las nuevas guías o políticas a seguir en cuanto al coronavirus en las escuelas, incluyendo el que será opcional el uso de mascarillas en los planteles escolares. 

“Entiendo que el secretario está haciendo el anuncio en el día de hoy. Y será el secretario el que establecerá cuándo es que entra en vigor esta nueva guía o política del Departamento de Salud. Entiendo que lo que está exigiendo el Departamento de Salud es recomendarles a los padres y a los estudiantes que utilicen la mascarilla, pero no va a ser obligatorio su uso, así que va a quedar en manos de los padres y de los estudiantes […] el usar la mascarilla o no”, informó el primer ejecutivo.

Esta mañana, Salud reportó 12 muertes y 273 hospitalizaciones por contagios del virus.

Ebanks-Wilks updates financial industry players at Spectrum conference Loop Cayman Islands

The annual Spectrum conference was held at the Ritz Carlton on September 8, 2022. The full-day event, organized by FTS and Spectrum founder, Paul Byles, featured local and international financial players who not only shared insights about the current state of the financial services industry but also innovations for the future development. Parliamentary Secretary and Acting Minister for Financial Services, Commerce, Investment, Innovation, and Social Development, Mrs Katherine Ebanks-Wilks, also joined stakeholders to communicate the government’s vision.

Government’s vision

Regarding the government’s vision for the financial services industry, the Acting Minister highlighted that, although “As a jurisdiction, the Cayman Islands is moving forward responsively and proactively to ensure we are well positioned to meet both regulatory and market developments,” the execution of the jurisdiction’s strategy must be “a collaborative endeavour.” That is, a successful financial industry strategy for the jurisdiction must incorporate “input from all stakeholders both in the strategy’s formation and execution” for it to work for the benefit of the largest number of stakeholders.

Proposals

To carry through on the government’s commitment to improvements in the financial services industry, the Acting Minister shared a number of positive developments. These included the following:

Creation by the Ministry of Financial Services of a single Beneficial Ownership Act, which is expected to be presented to Parliament later this year Passing of digital ID legislation to securely deliver more personalised online services to residents without the need for individuals to repeatedly provide the same information to different government agenciesChanges to the Accountants Act to ensure clarity in legal definitions, allow additional licensing conditions for public accountants, and expand the membership categories for the Cayman Islands Institute of Professional AccountantsEnhancements to the Limited Liability Companies Act, Exempted Limited Partnerships Act and the Companies Act to streamline processes and improve our financial services industry

Other enhancements

In addition to the foregoing proposals, the Acting Minister noted that “the Cayman Islands has made strong progress toward completing our three-point action plan to address the outstanding items of the FATF’s 63 recommended actions for improving our AML/CFT regime, which was issued in February 2021.”

Regarding this, the Acting Minister emphasized that “the focus continues to be on the Cayman Islands’ removal from the Financial Action Task Force grey list and our subsequent removal from the EU’s AML list of high-risk third-country jurisdictions.”

In relation to the European Union’s anti-money laundering list, the Acting Minister said:

On the EU front, as you know, in March of this year Cayman automatically was added to the EU’s AML list, as a result of being included in the FATF list… In May of this year, during an engagement trip to Brussels whereby the Minister and I had face to face meetings with EU officials, the EU confirmed it will not require Cayman to complete any additional measures in order for Cayman to be removed from its list. As a result, Cayman’s removal from the EU list should occur shortly after the FATF action plan has been satisfied.

Acting Minister says more industry engagement necessary

In order for Cayman to stay on the right track and continue to have a “strong compliance culture” both on paper and in practice, the Acting Minister said that “Our financial services industry and regulators must work together to prevent and detect financial crimes in Cayman, as ultimately, our desire is for a strong compliance culture…”

The Acting Minister noted that government is committed to making this happen not only through planned international engagements with EU and US policy makers, but also by engaging and networking with local stakeholders.

Having a collaborative viewpoint towards the overall reputation of the Cayman Islands will put us in good stead for market opportunities and effective regulatory practices.

Basseterre: St. Kitts, Monday, September 12, 2022:​ Staff and students of the Verchilds High School (VHS) adorned themselves in the schools colours [maroon and white] to commemorate the celebration of the institution’s 30th Anniversary.

The celebratory ceremony for the school’s anniversary coincided with the return of students to the school on Wednesday, September 07. Addressing the gathering, Minister of Education, Hon. Dr. Geoffrey Hanley, extended congratulatory remarks to the staff and students of the institution for achieving the mile stone. 

“The message I bring to you, Verchilds High School, it doesn’t matter where you start off, and it is how you end up. Take advantage of the education that is available to you. As you celebrate 30 years, you have a track record to go by; your school has been excelling in just about all of the areas.”

Minister of Agriculture, Fisheries, Marine Resources Entrepreneurship, Cooperative and Creative Economy, Hon. Samal Duggins extended congratulatory remarks to his Alma Marter for its anniversary celebrations and thanked the first principal as well as the previous staff members for the pivotal role played in his growth and successes.

“Verchild’s High School, Bright Star in the West, you are ever worthy of our praise. We pledge to do our best as excellence through discipline becomes our watchword through, pointing us to pathways as our goals we pursue” he said repeating the opening lines to the VHS school song. “As part of the student body that were here when our motto was created- Excellence through Discipline. I want to say to you here and now, that is probably one of the most powerful statements that you will witness throughout your entire life.”

The principal of the institution, Mr. Miguel Thomas explains the significance behind this anniversary celebration.

“Well, 30 is a big deal! Verchild’s High School is a big deal! Verchilds High School has a lot of history, much of which hasn’t been advertised or noted by the community and at this juncture in the school’s history we are taking the time. We deem it necessary to ensure that people understand what Verchild’s High School is, where it came from and where we are heading, as we are trending upwards. At this 30 Anniversary, we want to celebrate in grand style; we want to ensure that the community; the entire world knows that there is a Verchilds High School and that we are doing great things,” exclaimed Mr. Thomas.

Addressing the celebratory activities, Principal Thomas noted that the activities will be included in the school’s calendar of events for the 2022-2023 academic year.

“First of all we are an institution of learning whose main goal is to educate the nation’s children. So it is quite a delicate balance that we are trying to strike with the academics and the celebratory activities for the 30th Anniversary,” he said.
