Dans son ?dition du vendredi 26 ao?t 2022, l’?mission D?y? Kay, pr?sent?e par Roberson Alphonse, a re?u la repr?sentante r?sidente en Ha?ti de la Fondation panam?ricaine pour le d?veloppement (PADF), C?drelle Alexis Jean Louis. Dans cette ?mission, la directrice pays de la PADF a fait un survol des diff?rents projets impl?ment?s par cette organisation qui est pr?sente dans le pays depuis pr?s de 40 ans.

Selon C?drelle Alexis Jean Louis, la PADF poursuit plusieurs objectifs ? travers le pays. Cette organisation, qui est une branche de l’Organisation des ?tats am?ricains (OEA), cherche ? am?liorer les moyens de subsistance de la population et ? r?duire la pauvret?, renforcer les capacit?s des gens, notamment des jeunes, r?duire la violence dans les communaut?s en encadrant les jeunes, d?velopper la r?silience des gens face aux catastrophes, etc.

Comme beaucoup d’organisations, les projets de la PADF sont financ?s par des bailleurs comme la USAID, la Banque mondiale, la Banque interam?ricaine de d?veloppement (BID) et le secteur priv?. Le point fort de cette organisation pr?sente depuis 60 ans dans la zone Am?rique latine et Cara?be, nous dit Mme Jean Louis, c’est la philosophie de son approche qui se base sur l’appropriation. C’est-?-dire, explique la directrice pays de la PADF, qu’avant d’impl?menter un projet dans une communaut?, l’organisation discute avec les instances concern?es afin que tout le monde se mette d’accord sur la pertinence du projet.

Ainsi, en 40 ans, la PADF a un CV bien garni de ses r?alisations en Ha?ti et a particip? ? cr?er plein d’histoires ? succ?s. Par exemple, soutient C?drelle Alexis Jean Louis, l’organisation r?alise des formations au profit des jeunes qui leur permettent d’avoir un m?tier et apr?s celles-ci elle proc?de au placement de ces jeunes, donne des kits de sortie ? certains et des formations sur la gestion financi?re. <>, annonce Mme Jean Louis.

En outre, gr?ce ? un financement de la Banque mondiale, la PADF ex?cute dans certaines communes du d?partement du Nord un projet de d?veloppement municipal et de r?silience urbaine. C’est un projet qui consiste entre autres ? renforcer les capacit?s de r?silience urbaine en r?duisant les risques li?s aux inondations. Par ailleurs, l’organisation impl?mente un projet de renforcement de la r?silience au changement climatique dans les communaut?s c?ti?res vuln?rables de la Gon?ve. C’est un projet qui vise ? planter plus de 60 000 arbres sur l’?le ainsi que 60 000 mangroves.

La PADF est ?galement le ma?tre d’ouvrage du projet de gestion des risques et de r?silience aux al?as climatiques (PGRAC) qui est un projet de l’?tat ha?tien, ? travers la Direction g?n?rale de la Protection civile et mis en oeuvre par l’Unit? de coordination de projets (UCP) du minist?re de l’Int?rieur et des Collectivit?s territoriales (MICT). Cette organisation a ?galement r?alis? dans le pays un vaste programme, le Community-Driven Development (CDD), impl?ment? dans 15 communes des d?partements du Sud, de la Grand’Anse, de l’Ouest et du Nord ayant quatre composantes, notamment le support au renforcement de la gouvernance locale et l’am?lioration des infrastructures d’eau potable et d’assainissement (EPA).

La PADF intervient aussi apr?s les catastrophes dans le pays, nous dit C?drelle Alexis Jean Louis, directrice pays de l’organisation, qui rappelle que celle-ci a men? plusieurs actions sur le terrain apr?s le tremblement de terre du 14 ao?t 2021. <>, informe Mme Jean Louis.

La PADF, ajoute sa repr?sentante r?sidente en Ha?ti, a offert un accompagnement aux agriculteurs de Camp-Perrin en partenariat avec l’Organisation pour la r?habilitation de l’environnement (ORE) qui est une organisation de base de la zone. L’organisation a distribu? des semences, des engrais fertilisants et a organis? des s?ances de formation.

Au niveau de l’?ducation, indique Cedrelle Alexis Jean Louis, la PADF a initi? le programme STEM dans le grand Sud apr?s le tremblement de terre. C’est un programme qui vise ? d?velopper des comp?tences cl?s, le raisonnement critique chez l’enfant ? travers les sciences, la technologie, l’ing?nierie et les math?matiques, d’o? le nom du programme. Ils ont ?galement r?alis? des th?rapies de groupe avec les parents et les professeurs pour leur permettre de savoir comment s’entretenir avec les enfants.

La directrice pays de la Fondation panam?ricaine de d?veloppement a mentionn? beaucoup d’autres projets et activit?s r?alis?s par cette organisation durant ses 40 ans dans le pays. THE OFFICE of the Attorney General has written to former police Gary Griffth’s attorney Larry Lalla saying his client and all those affected by the finding of the Firearms Users Licence (FUL) audit report will be given the chance to respond before the Prime Minister lays it, or a summary of it, in Parliament.

The AG’s letter, signed by director (legal) Tenille Ramkissoon, was issued to Lalla on Tuesday in response to Lalla and another of Griffith’s attorneys Avery Sinanan SC, who last week threatened legal action if the report is laid in Parliament before their client was given a sufficient chance to comment.

The AG’s office wrote, “Although it is proposed that the audit report or any summary thereof will eventually be laid in Parliament, it is not proposed that same be laid until and unless the matters stated below are actioned, by reason of which it is not proposed to lay the audit report or any summary thereof in Parliament at this time.”

Ramkissoon said that “consideration is further being given to having that person (or body of persons) report back to the Honorable Prime Minister or such other persons as the Honourable Prime Minister may direct…”

“The Attorney General is of the opinion that fairness and the law demand that before there be any publication of the report or its summary, all persons who may be adversely affected by the findings therein should be afforded the opportunity to comment and make representations on any such specific findings.”

The letter added that the report will not be laid in a manner “as to prejudice its value as an investigative audit report.”

Later on Tuesday, Lalla told Newsday via a Whatsapp voicenote that while he appreciated that his client’s name will “not be unfairly tarnished and besmirched” by the executive report being laid in the Parliament, he is concerned that letter appears to assume “investigatory powers” onto the Prime Minister.

“The letter seems to indicate that the Prime Minister is going to control the further investigation that takes place in relation to that report,” Lalla said.

“The Prime Minister does not have that power; that investigatory power lies with the police, and only in a dictatorship would a Prime Minister arrogate such power onto himself.

“So, that misplaced power originating out of the Attorney General’s office, that misplaced attention rather, ought to be corrected.”

The FUL audit report is believed to include a summary into an investigation into the issuing of firearms users’ licences at the police service’s firearms department and other operations and practices relative to firearms users’ licences, completed by retired ACP Wellington Virgil, retired ACP Raymond Craig, retired Inspector Lennard Charles, and others.

TTUTA president Antonia De Freitas says the union is yet to decide on a further course of action after the success of its teachers’ day of rest and reflection on Monday.

This is because the union is awaiting further discussions with Chief Personnel Officer Dr Daryl Dindial after the union rejected his latest offer of a four per cent wage increase for the 2014-2019 collective bargaining period, last Friday.

“The CPO provided us with a response from TTUTA on Friday of last week. We have to await correspondence on a willingness to continue discussions even though we rejected the current offer,” De Freitas told Newsday on Tuesday.

“We, therefore, have to wait for the CPO to invite us to a meeting, hear what that response is and then our general council will make a determination on the next course of action.”

She added, “Is not the president calling for something every Monday morning. It does not work like that. The general council because of the membership feedback would make a determination. That is what happened in terms of the action yesterday (on Monday) and that is what will happen when we get feedback from the CPO.”

De Freitas could not say when the union is likely to get a response from the CPO to continue discussions.

“We have not seen of heard of any correspondence as yet.”

On Monday, approximately 70 per cent of the country’s teachers heeded TTUTA’s call to stay away from classes – the first day of the new school term – to protest the CPO’s latest offer.

Of the 30,100 teachers who were expected to return to physical classes, only 3,243 teachers reported for duty at government and denominational schools.

Statistics from the Division of School Supervision said 27 per cent of teachers (1,392) turned out to classes at primary schools while 1,851 teachers reported for duty at secondary schools.

Education Minister Dr Nyan Gadsby-Dolly had called on teachers to ignore TTUTA’s call but the union urged its members to stay away from classes to express their dissatisfaction with the CPO’s latest wage offer.

Asked about the turnout of teachers on Tuesday, De Freitas said, “Our members are back out to work today (Tuesday), because our members decided only on action for Monday, September 5. And that was done.”

She said, however, TTUTA will continue with its I Am TTUTA campaign, where members are being asked to wear red or magenta on every working Tuesday.

Data obtained from the Ministry of Education confirmed De Freitas’ assertion about Tuesday’s turnout.

It said 92.52 per cent of teachers and 81.98 per cent of students came out to primary schools across TT on Tuesday.

Secondary school numbers were slightly lower with an 85.67 per cent turnout among teachers and 78.1 per cent of the student population coming out.

National Parent-Teacher Association (NPTA) president Kevin David also told Newsday the majority of the country’s teachers reported for work.

“From what I understand a lot of the teachers are out and a lot of the students are out. It was less emotional that yesterday,” he said.

David said while he understands the plight of teachers in clamouring for increased salaries, “At the end of the day we have a mandate to ensure that our children are taught and not left unsupervised in not having a teacher in front of them.”

He added, “We have a lot of lost time during the school term itself so to have any intention to disrupt the learning of students, we are not in agreement with that at all.”

David appealed to TTUTA to use other mechanisms to show its dissatisfaction with the salary negotiations.

“Whatever is done should be in the best interest of the children. We should avoid having our children lose more time, especially where we just came back from two years of the pandemic.”

Saying the NPTA will be addressing literacy during the term, David said the association will be launching an awareness campaign from Thursday (International Literacy Day)

“So schools could look forward to the different initiatives that will be propping up during the course of the term itself into next year.”

Breast Screening Programmes calls for men to get tested Loop Barbados

Dr Stephanie Date is reminding citizens that not only women are susceptible to breast cancer.

The committee member of the Breast Screening Programme of the Barbados Cancer Society ignited a call for men to get tested for breast cancer recently at the launch of the CIBC FirstCaribbean Walk For The Cure press launch.

With 189 cases recorded in 2020, and up to 700 persons tested annually, Dr Date pinpointed that men go untested because they ignore the signs.

“A lot of the time, unfortunately for men they dont like to come forward and go to the doctor…. They might find a lump, some scaling of the skin, redness, nipple discharge and a lot of the time they ignore it,” Dr Date told Loop News.

She warned that medical officials have reported seeing “more aggressive subtypes in persons of African descent which includes males” and strongly advised for men to get tested.

“If they [men] are getting breast cancer, they tend to wait until it gets a little more advance. We really want them to come forward,” said the medical practitioner.

“It is the best thing you can do for yourself and your family,” she added.

Goals continue galore in the BFA Republic Cup Loop Barbados

The Barbados Football Association (BFA) Republic Cup moved into their second week of action last weekend at eight venues across the country

After a whopping 64 goals on the opening day, the goal feast continued , as 87 goals were scored over two days of competition.

The biggest win over the weekend was attained at the Valery playing field. Home team Brittons Hill FC dismissed St John representatives College Savannah 11-1 in the feature match, while Premier League outfit Abrahams United Silver Sands made lightwork of their junior opponents Eastern United Football Club, winning 7-1 in the 6 pm fixture.

Over at the Belleplaine playing field, there was another massive win for the home team. St Andrew Lions blanked Technique 7-0 and in the earlier encounter at the same venue, Beverley Hills won the town versus country battle when they defeated Youth Milan 3-1.

Over at the Dover playing field, Pinelands blanked FC Bydes Mill 5-0 and in the southern derby Pride of Gall Hill won 3-1 against Parish Land.

In the other matches on Saturday evening at Bridgefield, a youthful Carlton Red & White unit edged Whitehall FA 2-1 and Bagatelle FC were 3-1 winners over St Peter Cosmos.

On Sunday evening the score lines were more amicable, but the goals continued to flow.

At the Mahaica playing field in Speightstown Spartans FC and WRBSSC played to a 2-2 tie and Checker Hall FC and Villa United played to a similar result.

In the Division Two clash at Friendship, Caribbean United defeated Benfica 3-0 and the Barbados Soccer Academy (BSA) won 5-2 against the home team Hothersal Turning.

Another home team reaped success in their fixture on Sunday evening.

Fitts Village FC put four goals beyond Greens United to emerge 4-2 victors and Potential Ballers brushed aside Mavericks SC 4-1.

Finally at Briar Hall. Kickstart Rush won 5-1 against Dayrell’s Road FC and L&R United defeated Chickmont FC 4-0.

C’est la troisi?me rencontre de ce genre et la deuxi?me dans le nord, dans le cadre de cette d?marche. Il s’agit de r?unir tous les acteurs de la fili?re cacao afin de pr?senter les grands enjeux du diagnostic de la fili?re dont le but est de tirer les grandes orientations strat?giques pour r?diger le document cadre. Ils ?taient environ une vingtaine d’acteurs intervenant ? tous les maillons de la chaine ? avoir pris part ? cette activit?.

L’id?e, est de continuer ? recueillir leurs points de vue avant d’arriver ? l’?laboration du cadre strat?gique pour le d?veloppement et la gouvernance de la fili?re cacao qui sera, selon Jude-Mary Saint-Martin, consultant en diagnostic planification participative du Group Croissance, une sorte d’?l?ment-guide afin de situer chaque acteur de la chaine.

Il s’agit, poursuit-il, d’une ?tape interm?diaire. C’est un atelier de pr?sentation-discussion sur les diff?rents enjeux de la fili?re cacao dans les volets de gouvernance et de d?veloppement et des ?ventuelles perspectives d’am?lioration suivant le mod?le de d?veloppement de strat?gies ?conomiques efficaces du professeur Michael Porter.

Ainsi, en plus des discussions, le Group Croissance, par l’interm?diaire de son PDG, Kesner Pharel, a pr?sent? ce mod?le de d?veloppement ?conomique. Des conseils ont ?t? prodigu?s. L’environnement de la fili?re, ses forces et ses faiblesses, la gestion de risques dans les affaires, la production, le financement agricole, la qualification dans la fili?re, la commercialisation, la transformation, la recherche, tout a ?t? amplement d?battu lors de cette rencontre.

Les mesures d’encadrement et incitatives favorables aux op?rateurs de la fili?re comme la politique fiscale et budg?taire ont ?galement fait l’objet de discussion. Le consultant en diagnostic planification participative pour le Group Croissance a, quant ? lui, explor? aupr?s des op?rateurs la faisabilit? et la pertinence des perspectives d’am?lioration de la gouvernance et du d?veloppement de la fili?re d?gag?e ? partir de la recherche documentaire.

Les responsables prennent tr?s ? coeur cette d?marche. Selon le responsable du projet <>, Gary J?r?me, le document qui sortira de ces consultations est d’une importance capitale. Beaucoup d’acteurs, explique-t-il, interviennent dans cette fili?re sans aucune coordination. Aucun document, ne pr?cise qui fait quoi. <>, a soutenu M. J?r?me. C’est insiste-t-il les principales ambitions du plan.

Les participants en ont, par ailleurs, profit? pour attirer l’attention des responsables sur la situation de la fili?re notamment l’absence des normes dans la transformation du cacao destin? ? la consommation locale. Aussi l’assistance jugeait inacceptable que le cacao ha?tien ne soit pas connu ? travers le monde comme ?tant un cacao fin et aromatique malgr? la pr?sence du criollo par le simple fait que le pays n’est pas affili? ? l’Organisation Internationale du Cacao (ICCO).

Le cacao figure parmi les produits agricoles ha?tiens les plus export?s. En 2011, la f?ve de cacao a constitu? 28% du total des exportations agricoles ha?tiennes pour une valeur totale d’environ 7 millions de dollars am?ricains. Selon les donn?es rendues publiques par les tenants du projet, 90% de la production locale est r?serv?e ? l’exportation. Les responsables croient dur comme fer qu’on peut faire mieux avec une meilleure coordination dans cette fili?re. L’augmentation de la production et donc l’exportation est plus que possible. D’o?, expliquent-t-ils, l’importance de ce cadre strat?gique pour le d?veloppement et la gouvernance de la fili?re cacao d’Ha?ti.

Jamaica’s 4x100m women’s relay team that won the bronze medal at last month’s Commonwealth Games in Birmingham, England could have the medal upgraded to silver as Nzubechi Grace Nwokocha, who anchored Nigeria to gold, has been provisionally suspended for the use of a banned substance.

The suspension of Nwokocha was disclosed by the Athletics Integrity Unit (AIU) in a statement on Saturday

“The AIU has provisionally suspended Nigerian runner, Nzubechi Grace Nwokocha, for the Presence/Use of Prohibited Substances (Ostarine & Ligandrol) (Article 2.1 and Article 2.2),” the body said.

A provisional suspension means an athlete is temporarily banned from competition before a final decision is taken at a hearing conducted under WADA rules.

The 21-year-old Nwokocha powered Nigeria to the gold medal in an African record of 42.10 seconds. England finished second in 44.41 and their silver medal could be upgraded to gold.

Jamaica with Kemba Nelson, Natalliah Whyte, Remona Burchell, and Elaine Thompson-Herah combined to complete the event in 43.08 seconds for their third-place finish.

Three people were shot two fatally in a drive-by attack by gunmen in Olympic Way, Kingston just metres away from the police station in the area.

Reports are that a group of people was standing in the area on Tuesday evening when men traveling in a silver motor car alighted from the vehicle and opened fire.

The men then fled from the location.

Police were called and several people were found suffering from gunshot wounds they were rushed to the hospital where two from the group were pronounced dead.

There is now heavy tension in the area.
