The Cayman Islands Customs and Border Control Service (CBC) confirmed that a vessel with six (6) male migrants arrived in Cayman Brac at approximately 10:45 am on Tuesday, August 23, 2022.
The six migrants have disembarked the vessel and are being processed in accordance with CBC’s established protocols.
The migrants will now join the existing migrant population in the Cayman Islands, the number of which is unclear.
What is clear, however, is that no one seems to know what is the background of the migrants- criminal history or any other risks that they may pose to Cayman which may materialize if or when they join the regular population.
The necessity of such background checks is becoming increasingly important as Cayman has seen men wanted for murder arrive in Cayman illegally and then move around in society as if they were other visitors. As most Cayman residents would not know who these wanted people are in order to identify them, Cayman authorities should start checking into the backgrounds of every illegal person who lands here in order to reduce the risk exposure that the general population may face. In other words, while it is good to be “CaymanKind,” it is also wise to be “CaymanSmart,” completing proper due diligence and make comprehensive risk assessments to curb any potential dangers to the general population.

ANOTHER DRUG SEIZURE AT POST OFFICE
Twenty-four pounds of cannabis with an estimated street value of $144,000 were seized at the General Post Office on Monday 22 August.
The police and customs department conducted a joint drug operation at the main postal service and discovered the controlled substance hidden inside three separate cardboard boxes.
The substance was taken to the police station as further investigations are on the way.

Le sociétaire de l’ACVPB a réalisé une performance lors de ces championnats de France en montant sur le podium du scratch. Sylvanise fait partie des 5 Guadeloupéens engagés sur cette compétition avec Marie-Louisa Drouode, Didier Boubouillon, Dylan Tifeau et Yannel Ciette Jocolas.
Matthias Sylvanise est décidément un cycliste complet. Le licencié du club de Petit-Bourg vient de décrocher, hier lundi, une médaille de bronze aux championnats de France de cyclisme sur piste à Hyères (Var) dans la catégorie scratch. Après son titre de champion de Guadeloupe de VTT l’an dernier et vainqueur de deux étapes du Tour de Guadeloupe cadets cette année, le jeune espoir de 15 ans rajoute une nouvelle ligne à son palmarès.

Jamaica Public Service (JPS) customers will see an average increase of approximately 0.7 per cent on their bills next month.
This follows the Office of Utilities Regulation (OUR) assessment of the power company’s 2022 Annual Review and Extraordinary Rate Review application.
Based on the OUR’s analysis, JPS’s proposed adjustment to the rates would have had an average overall impact of two per cent, the regulator said.
Meanwhile, the average increase in the overall rates varies from 0.4 per cent for the very large commercial and industrial customers (RT70) to 1.2 per cent for the large commercial and industrial customers (RT50).
The OUR approved a revenue target of $48.16 billion for 2022, down from the $51.3 billion proposed by JPS.
Summary of the major proposals by JPS and OUR’s approved rates
The 2022 JPS Annual Review application is in keeping with the provisions of the Electricity Licence, 2016, which allows for the realignment of JPS’ revenue targets each year against inflation and exchange rate movements, as well as its performance in the previous year.
Though JPS proposed a heat rate target of 9,791 kJ/kWh, the OUR established the target at 9,495 kJ/kWh. The heat rate indicates the efficiency of JPS’s generation plants, the OUR said.
In its Extraordinary Rate Review submission, JPS requested approval for an additional US$22.5 million capital expenditure for four projects. One of the projects involves the life-extension of 171.5MW of the capacity of existing generation plants until 2026 to avoid widespread outages.
The other three projects target stability and reliability on the grid, particularly in the Corporate Area Energy System (CAES) and the North-Eastern region of the island. The OUR approved all these capital projects. However, they will not be captured in JPS’s revenue requirement until 2023.

Chief Justice (acting) Roxane George has ruled that President Dr Irfaan Ali’s appointment of the Integrity Commissions is lawful, while also applying the de facto doctrine to the appointment of the Police Service Commission, which she ruled was not properly constituted, in order to preserve its decisions.
These decisions relate to the appointment of Clifton Hicken as acting Police Commissioner as well as the recent police promotions.
The Chief Justice handed down her ruling earlier today in a legal challenge that was brought by Opposition Leader Aubrey Norton.
In the case of the Integrity Commission, the Chief Justice noted that the President followed Article 232 of the Constitution in his efforts to consult with the Opposition.
According to the Chief Justice, however, the President’s efforts were not reciprocated in a reasonable manner by Norton, who she noted had all the necessary information to determine if the nominees for the Commission were suitable. As she put it, it takes two hands to clap.
When it comes to the Police Service Commission, the Chief Justice ruled that the entity was improperly constituted. She noted, however, that there is no evidence to suggest that the Commission knew it was not properly constituted.
As such, she noted that it would not be wise to say that all of the Commission’s actions are nullified. Additionally, the Chief Justice noted that there is no claim in the application seeking to nullify all the Commission’s actions, nor will she exercise her discretion to grant such an order. She went on to apply the de facto doctrine to preserve the Commission’s actions.
With Pastor Patrick Findlay as Chairman, the new members of the PSC are: Attorney-at-Law Mark Conway, and businessmen Ernesto Choo-a-Fat, and Hakeem Mohammed.
Meanwhile, the Integrity Commission has Demerara Bank Corporate Secretary Chandra Gajraj as Chairperson, along with Mohamed Haniff, lawyer and former Solicitor General Kim Kyte-Thomas, Hardesh Tiwari, and Reverend Wayne Chris Bowman as members.
The two constitutional commissions were appointed on May 31.
Article 210 of the Constitution mandates that “the Police Service Commission shall consist of – a Chairman appointed by the President acting after meaningful consultation with the Leader of the Opposition from among members appointed upon nomination by the National Assembly”.
Norton, who is also the leader of the PNCR—the largest party in the APNU/AFC coalition—contended that he was not afforded a “reasonable opportunity” to express a considered opinion on the matter of consultation concerning the appointments of the PSC and Integrity Commission.
He deposed that President Ali did not provide adequate information to him in respect of the President’s rationale, reasons, and/or grounds having regard to the respective persons’ suitability and/or competence for appointment to the respective public offices.

A man, who recently tied the knot, is now dead following an accident which occurred along the Bath Public Road, West Coast Berbice (WCB).
Dead is Beesham Dhoray also known as “Lako”. His newly-wedded wife, Viroshni “Roshni” Persaud, is said to be in a critical condition.
Reports are that the couple was travelling in a motorcar which lost control and crashed into a utility pole along the roadway.
The couple got married on Sunday, August 21.

The Royal Saint Lucia Police Force (RSLPF) has launched an investigation into the conduct of some officers at the Richfond, Dennery police station.
A viral video appeared on social media complaining about their response to a report of stone-throwing and damage to property at La Caye, Dennery.
The video featured the voice of a distraught female.

Assistant Commissioner of Police Elvis Thomas while not mentioning the social media video, indicated in a statement on Tuesday that the Richfond police had invited the affected parties to discuss their concerns and apologies were offered.
