Specialist Mathematics Teacher Training programme commences at
NCERD

Over the next four days, 30 teachers from across Region Four will be engaged in a Specialist Mathematics Teacher Training programme.

The programme aims to prepare primary school teachers to serve as SpecialistMathematics Teachers of the Number and Operations Strand of Grades One to Fourcurriculum and develop a repository of resources for them to utilize when planning theirsessions.

The programme is being hosted in NCERD’s auditorium and is a collaborationwith the Government of Canada through the Canada Caricom Expert EmploymentProgramme (CCEP).

During brief remarks, Director of NCERD, Ms Quenita Walrond-Lewis said that theprogramme plays a significant part in the rollout of the renewed curriculum. Sheexplained that while the new Mathematics curriculum is guided by international bestpractices, it is contextually prepared for Guyana.

“We are not plucking and transplanting. We are assessing what is good what is quality,and what is best for our indigenous setting because that is the only way that theseinitiatives work. When we take the best that we can find around them and adapt for ourcontext.”

She added that also aligns with the education sector plan to create citizens who arecritical thinkers, problem solvers, and who are future stewards of this nation.

“So, we are excited because we get to do a new thing in primary mathematics educationwhere we bring learning back to the hearts of children, back to play, back to pedagogythat requires us to be curious, experimental, ask questions and seek answers in waysthat are endemic to the ways that children learn naturally which is throughmanipulation and experimenting implementation.”

Chief Education Officer, Dr Marcel Huston deemed the programme as transformativefor primary education and urged the participants to view the sessions as such.

“When we look at our strategic plan 2021-2025 Vision 2030, you will see thatMathematics is central to what we need to do in terms of reforming the school systemfor better results.”

High Commissioner of Canada to Guyana, His Excellency Mark Berman highlighted thisis the first in-person technical assistance initiative through CCEP being carried out inGuyana. He further expressed that this will be the first in many areas of expertiseCanada can bring to Guyana to work with professionals in several sectors.

Pierre Urges Resilience Amid Difficult Times – St. Lucia Times News

Prime Minister Philip J. Pierre has urged resilience amid the current difficult times in remarks at Tuesday’s press launch of the 53rd annual meeting of the Caribbean Development Bank (CDB).

Pierre is the current Chairman of the CDB Board.

He recalled that when he accepted the Chair, he noted that finding solutions for difficult times would define his one-year tenure.

“If there is one lesson to be learned from the pandemic and the ongoing fallout from the Russian-Ukraine conflict is that the sooner we understand and expect that “difficult times” may now be more the norm than the exception, the sooner we can set about focusing on resilience to ensure that no matter the degree of difficulty – we have what it takes to chart a sustainable life for our people,” the Saint Lucia Prime Minister told his audience.

In this regard, Pierre declared that he will be promoting two issues of regional importance.

He identified them as social and economic empowerment of youth which he has coined the ‘Youth Economy’ and relatedly, access to adequate and affordable finance for development

The Saint Lucia Minister of Finance and the Youth Economy noted that Approximately 17 % of the region’s population comprises young people 15-24 years old and 25% between 10-24 years old.

Pierre said given this large youth demographic, the potential contribution to social and economic development is significant.

However, he asserted that for this potential to be realised, optimal engagement of youth in the economy is imperative.

Concerning access to adequate and affordable financing, Pierre said it is well accepted that given the region’s debt sustainability constraints, it needs to develop new and innovative financing mechanisms to foster social, economic, and environmental resilience.

He explained that the classification of many countries in the region as middle and high income solely based on per capita Gross National Income (GNI) is devoid of consideration for their inherent vulnerability to environmental and economic shocks and our low propensity for a speedy recovery.

“This has significantly constrained access to much-needed concessional resources to fund development priorities such as the mitigation of and adaptation to climate change,” Pierre said.

And he declared that for this reason Saint Lucia is firmly behind the innovative work being undertaken by the CDB to develop the Recovery Duration Adjustor that seeks to incorporate a resilience-adjusted GNI measure to determine access to concessional finance

El alcalde de Caguas, William Miranda Torres, reaccionó con “frustración” el referido al Panel sobre el Fiscal Especial Independiente (PFEI) del legislador municipal José Torres Torres por supuesto uso indebido de propiedad y servicios públicos para su beneficio personal.

“En la tarde de hoy advine en conocimiento, a través de informes de prensa, sobre la recomendación, por parte de Justicia, de un Fiscal Especial Independiente (FEI) contra el legislador municipal, José R. Torres Torres. Ante ello, mi primera expresión pública es que recibí con frustración la noticia. Mi administración y la historia gubernamental de Caguas se ha caracterizado por la transparencia”, dijo Mirana Torres en declaraciones escritas.

“Debo destacar que en febrero de 2022 realicé un referido de investigación a la Oficina de Ética Gubernamental. Existe una separación de poderes que siempre he respetado y por ello en cumplimiento con el Código Municipal nuestras acciones y políticas públicas han sido ejecutadas desde esa deferencia a los poderes que representan cada rama. Todo funcionario electo tiene la responsabilidad de actuar con cero tolerancias a la corrupción y a cualquier conducta que pueda lacerar la confianza de la ciudadanía en su gobierno”, añadió.

El secretario del Departamento de Justicia, Domingo Emanuelli Hernández, recomendó a la Oficina del Panel sobre el Fiscal Especial Independiente la designación de un Fiscal Especial Independiente (FEI) para que investigue al expresidente de la Legislatura Municipal de Caguas, José Torres Torres, por el supuesto uso indebido de propiedad y servicios públicos para beneficio personal.

“Conforme a los hallazgos, la norma legal vigente y el quantum de prueba exigido en esta etapa de los procedimientos, recomendamos la designación de un FEI. En el día de hoy referimos el informe de la investigación preliminar y el expediente a la Oficina del Panel sobre el Fiscal Especial Independiente”, dijo el secretario de Justicia en declaraciones escritas.

Emanuelli Hernández explicó, que realizó la correspondiente notificación a la OPFEI tras acoger un informe de la División de Integridad Pública y Oficina de Asuntos del Contralor (DIPAC) del Departamento de Justicia, que estuvo a cargo de la investigación junto al Negociado de Investigaciones Especiales (NIE). La DIPAC concluyó que existe causa suficiente para creer que las actuaciones de Torres Torres constituyen infracción a los artículos 202 (fraude), 216 (archivo de datos o documentos falsos), 252 (aprovechamiento ilícito de trabajos o servicios públicos) y 264 (malversación de fondos públicos) del Código Penal de Puerto Rico. Igualmente, concluyó que el querellado incurrió en la conducta delictiva tipificada en el artículo 4.2 de la Ley Núm. 1-2012, conocida como la Ley Orgánica de la Oficina de Ética Gubernamental de Puerto Rico.

La investigación preliminar del Departamento de Justicia reveló que Torres Torres, mientras fue presidente de la Legislatura Municipal de Caguas, utilizó la propiedad pública y los servicios de los empleados públicos para atender asuntos estrictamente personales, ya que encomendó a funcionarios municipales a transportarle en vehículo oficial a diferentes foros en los cuales ofrecía conferencias, en su capacidad personal y por las cuales recibía remuneración económica de entidades privadas. Asimismo, lo trasladaban en vehículo oficial, ida y vuelta, al Aeropuerto Internacional Luis Muñoz Marín para viajes personales, no relacionados con sus funciones oficiales.

Entre las actuaciones indebidas del funcionario también se incluyen la impresión de las asignaciones escolares de sus hijas y el traslado de estas tareas a su residencia en días y horas laborables. Además, durante la pandemia de COVID-19, este solicitó los beneficios federales del Programa de Asistencia de Desempleo Pandémico (PUA, por sus siglas en inglés) y ofreció información falsa al indicar que no había recibido remuneración ni salarios en las semanas para las cuales solicitó dichos beneficios en el Departamento del Trabajo y Recursos Humanos de Puerto Rico.

“El señor Torres Torres tiene el derecho que nos cobija a todos y a todas a la presunción de inocencia. Sin embargo, le solicito su renuncia como legislador y confío que la Legislatura Municipal lo retire inmediatamente de sus funciones. Además, los exhorto a que sus esfuerzos diarios estén matizados por el compromiso que le deben a la gente”, reiteró Miranda Torres.

“El Municipio Autónomo de Caguas continuará colaborando con las autoridades como lo hemos hecho hasta ahora. Mi equipo de trabajo está apercibido de que no toleramos la corrupción y nos mantenemos en educación permanente. Como funcionarios electos tenemos que comprometernos en servir de forma íntegra y velando siempre por el bienestar de nuestro País. El pueblo no aguanta más abusos a su confianza”, concluyó.

Le nombre de nouveaux cas de coronavirus continue de diminuer entre le 1er et le 7 août par rapport à la semaine précédente, selon le bilan hebdomadaire de l’Agence Régionale de Santé de ce mardi 9 août.

Les indicateurs du Covid-19 sont toujours en baisse cette semaine (pour la neuvième semaine consécutive). On dénombre 799 nouveaux cas de coronavirus (contre 960 nouveaux cas la semaine précédente).

Ce qui porte à 217 007 le nombre de personnes contaminées depuis le début de l’épidémie, contre 216 335 la semaine précédente.

Le nombre de tests diminue encore avec 6 183 tests contre 8 038  il y a 7 jours.

Le taux d’incidence reste en dessous des 500 nouveaux cas, avec 228 nouveaux cas pour 100 000 habitants. Il était de 274 la semaine dernière. Il reste supérieur au seuil d’alerte (50 pour 100 000) depuis 49 semaines.

Le taux de positivité est en revanche en augmentation pour la deuxième deuxième semaine consécutive en légère augmentation, avec 12,9%. Il était de 11,9% la semaine dernière. Il est au-dessus du seuil d’alerte (10%).

Le nombre d’hospitalisations reste stable cette semaine : 18 contre 18 il y a une semaine, dont 0 en soins critiques (contre 0 la semaine dernière).

7 nouveaux décès du coronavirus sont à déplorer, avec 1 029 morts depuis le début de l’épidémie.

À ce stade, selon l’ARS, 144 790 personnes de 12 ans et plus disposent d’un schéma vaccinal complet (48,3%) et 91 693 (29,6%) ont reçu une dose de rappel (1er rappel).

« Depuis plusieurs semaines, la situation épidémiologique de la COVID-19 n’a cessé de s’améliorer en Martinique. En semaine 32, les taux d’incidence et de dépistage poursuivaient leur diminution; le taux de positivité était stable (+ 0,7 point de pourcentage). Les classes d’âge de 30 à 39 ans et 40 à 49 ans enregistraient les taux d’incidence les plus élevés.

La situation en milieu hospitalier restait stable et favorable bien qu’une légère augmentation du nombre de décès ait été enregistrée. Le nombre de visites pour suspicion de coronavirus réalisées par SOS Médecins était en légère diminution. », note l’Agence régionale de santé.

Le meurtrier présumé de Marie-Josèphe Regard a été mis en examen pour homicide volontaire et placé en détention provisoire ce mardi (16 août).

L’homme de 54 ans interpellé dimanche soir (14 août), suite au meurtre de Marie-Joséphe Regard, a été présenté, à la suite de sa garde à vue, au parquet puis au juge des libertés et de la détention. Il est mis en examen pour homicide volontaire et placé en détention provisoire. Pour rappel, c’est au 166 chemin La Treize, au quartier Palmiste, au Lamentin, que la femme de 54 ans a été découverte sans vie.

Elle gisait dans une mare de sang. Ce sont les voisins et le compagnon de la victime qui ont fait la macabre découverte et qui ont alerté les forces de l’ordre. Un suspect est en garde à vue. C’est un ami d’enfance de la victime. Il était présent sur les lieux. Les voisins avaient réussi à le maîtriser avant l’arrivée des secours.

Held in the Cabinet Room of the Office of the Prime Minister, Monday’s meeting featured the full slate of Cabinet members including Deputy Prime Minister, Dr. the Honourable Geoffrey Hanley; the Right Honourable Dr. Denzil Douglas; the Honourable Konris Maynard; the Honourable Samal Duggins; the Honourable Marsha Henderson, the Honourable Senator Garth Wilkin, Attorney General, and Senator Dr. the Honourable Joyelle Clarke.

In delivering brief remarks, Prime Minister Dr. Drew noted that his administration is ready and fully committed to working in the best interest of the people of St. Kitts and Nevis.

“Today, I want to say to the people of St. Kitts and Nevis that we are ready, ready to really set the agenda to take St. Kitts and Nevis back to number one,” the Honourable Prime Minister said.

Prime Minister Dr. Drew again congratulated all of his Cabinet colleagues on their new ministerial positions, noting that they “now form part of a transformative Cabinet, one that I know would make the people of St. Kitts and Nevis very, very proud for selecting us to lead the Government at this time.”

The Prime Minister also challenged the Ministers of Government to remain in constant communication with the people whom they serve “so that there can be constant feedback between us and the people so that we make sure that we stay on the path that we have put forth.”

Russell, Narine Join Abu Dhabi Knight Riders for UAE’s T20 league Loop Jamaica

West Indies Twenty20 international specialist Andre Russell is among 14 players signed by Abu Dhabi Knight Riders (ADKR) for UAE’s International League T20 (ILT20).

ADKR announced their overseas players on Tuesday and the list also includes five other West Indians – Sunil Narine, Akeal Hosein, Raymon Reifer, Kennar Lewis and Ravi Rampaul.

The ADKR franchise is owned by the Knight Riders Group, which also manages teams like Kolkata Knight Riders (IPL) and Trinbago Knight Riders (CPL).

Russell of Jamaica and Narine of Trinidad and Tobago have been part of the IPL’s Kolkata Knight Riders since 2012 and 2014 respectively, while Narine also plays for the CPL team Trinbago Knight Riders.

England’s swashbuckling player Jonny Bairstow is another prominent overseas signing by the Abu Dhabi franchise for UAE’s inaugural T20 league season.

“Firstly it’s great to see that our global footprint continues to grow in line with our vision & strategy. KKR in IPL, TKR in CPL and now ADKR in the ILT20,” Venky Mysore, CEO of Knight Riders, said.

“It’s also terrific that we have our mainstays – Sunil Narine and Andre Russell as part of ADKR. We are really delighted that Jonny Bairstow joins the Knight Riders family and will no doubt play a huge part in ADKR’s journey in ILT20. We are also delighted that Akeal Hosein, Ravi Rampaul, Ali Khan, Colin Ingram and Seekuge Prasanna, who have been part of Trinbago Knight Riders before, are also a part of ADKR.”

ADKR said that their local UAE players would be added to the squad later via in the draft.

The ILT20 is scheduled to begin in January next year in the UAE and is competing with South Africa’s T20 League for players.

A family of four is now without a roof over their heads after a seven-bedroom house was gutted by fire on Text Lane in Central Kingston early Tuesday morning.

The victims say they heard explosions about 2am and realised their house was on fire. They also reportedly smelled gasoline.

“Mi inna mi bed a sleep and the fire heat tek mi. By time mi get up and push door, pure fire mi see,” said Devon Bailey, who believes that his house was firebombed although he cannot think of a reason for that.

This is the second fire in Central Kingston in recent days that has left people homeless.

Last week, fire destroyed the homes 30 people, including children, on James Street and Smith Lane in Central Kingston.

No major injuries were reported.
