The Milton Cato Memorial Hospital is expected to be transformed into a Maternal Child and Health Care Centre of Excellence, once the Acute Care Hospital at Arnos Vale is opened.

That’s according to Minister of Health Wellness and the Environment St Clair Prince, who was speaking during a News Conference hosted yesterday by Minister of Finance and Economic Planning Camillo Gonsalves.

The Media Briefing was held to provide an update on funding for the Acute Referral Hospital.  Minister Prince outlined plans for the Milton Cato Memorial Hospital, after the Acute Referral Hospital is opened.

Minister Prince said the Acute Referral Hospital would allow the Government to be better able to respond to public health emergencies and building resilience.

He said health services would be expanded, while there would be the introduction of new services, such as Cardiology, Neurology, including enhanced acute stroke care, Thyroid Services, care for Chronic Non-Communicable Diseases, enhanced Opthalmology, as well as major invasive surgeries.

The total cost of the project, including equipping the facility, will amount to 98-million U.C. dollars.

Permanent Secretary in the Ministry of Health, Cuthbert Knights says the coming on stream of the Acute Referral Hospital at Arnos Vale will mark a significant change in health governance in St. Vincent and the Grenadines.

He made the point during the Media Briefing hosted by Finance Minister Camillo Gonsalves yesterday

A 65-year-old soup vendor was shot and killed on Barnett Street, St James on Wednesday, August 10, just meters away from the police station.

The deceased has been identified as Allan Morgan of Morning Side Drive in Brandon Hill, St James.

Reports from the Montego Bay Police are that citizens stumbled upon the body at about 5:00 am and summoned them.

On arrival of the lawmen, Morgan’s body was seen lying on its back with a gunshot wound. The scene was processed and his body was removed to the morgue. Investigations continue.

Sources report that he was attacked just minutes after he arrived at the location and was preparing to catch an early morning sale.

UPP Reiterates Call To Raise The Minimum Wage and Condemns ABLP Governments Unexplained Delay

After calls from the United Progressive Party(UPP) Leader, Harold Lovell to raise the minimum wage to a fair level, the Minister of Labour Steadroy “Cutie” Benjamin, hastily moved to convene a meeting of the National Minimum Wage Advisory Committee on Friday, February 25. Now, over 5 months later, there has been no progress or updates.

The UPP calls on the ABLP Administration to end their unconscionable delays to addressing the Minimum Wage, while also failing to tackle the rapidly rising prices of goods and services.

The United Progressive Party (UPP) Political Leader, Harold Lovell states “At present, the minimum wage stands at $8.20 an hour. This is simply not acceptable in 2022.” He further comments “The UPP’s interventions through the Minimum Wave Review committee were responsible for the increases in 2006 and 2008; and the last increase, in 2015, was the result of a review undertaken before the UPP left office. The ABLP Administration is wicked and unconscionable to leave the minimum wage unchanged for 7 years, while the costs of goods and service have rapidly risen every single year.”

The UPP maintains that the National Minimum Wage needs to be reviewed, with the objective of increasing earnings to a “National Living Wage.” and that the Minimum Wage Review Committee should make timely adjustments to ensure that the minimum wage is always in line with inflation.

The UPP Political Leader further states “While I was pleased that my call to raise the minimum wage seemingly penetrated the indifference of the Labour Minister and Gaston Browne, 5 months later it is now clear that the ABLP is not serious about ensuring that The People have a living wage which enables them to feed themselves and their families.”

Barrackpore retiree fears losing her property to landslip

A massive landslip at Papourie Road in Upper Barrackpore is threatening the property of a retired schoolteacher who wants the authorities to stabilise the land and save her from further destruction.

Phenola Bachan said she spent about $300,000 from January to now trying to save the property.

“I give up. I do not know what to do again. My house keeps cracking as the land moves. Maybe if they can fix the road and the underground problem, my property could still be saved,”

She said she retired from the teaching service eight years ago, has spent all her gratuity money and does not have any more to secure the property.

She said she has lived on the property all her life and had expected to be relaxing after retirement. A representative visited, but no work was done underground to deal with the root of the problem.

Her nightmare began in January when the land started moving rapidly. A retaining wall at the front of her home keeps sinking due to excessive water underground.

Unsure what was causing this, she went to the Water and Sewerage Authority (WASA) for help. However, workers are yet to fix the underground issue. While she believes the authority might be culpable, no one know for sure if a line broke or the root cause of the leak.

There were workers from the Works and Transport Ministry on the site doing remedial work to allow cars to pass. The road has single-lane traffic.

“This is the third time for the year these workers are here. The materials help the road surface in that it helps make the road passable for now,” Bachan said.

She said she intends to write to the Works and Transport Minister Rohan Sinanan to get some relief.

World javelin champ thrown overboard from Harbour Master in Grenada

Reigning World javelin champion Anderson Peters was beaten and thrown overboard from the Harbour Master during a boatride in Grenada on Wednesday night.

The Grenadian recently returned home to a grand welcome after also claiming silver at the Commonwealth Games in Birmingham, England.

Grenada is also celebrating its popular Spicemas carnival.

A video circulating on social media appeared to show Peters being beaten by five men and subsequently thrown overboard.

The Royal Grenada Police Force, in a statement, confirmed it was investigating “an incident involving Peters that occurred aboard the Harbour Master vessel.”

Police said Peters is currently receiving medical attention for minor injuries.

They said several crew members are in custody assisting with investigations.

The Harbour Master, a Trinidadian pleasure boat, is owned by Adrian Scoon, son of Trade Minister Paula Gopee-Scoon. His Ocean Pelican boat was involved in a police investigation into an event that took place on the boat while covid19 restrictions were in force in Trinidad and Tobago on Boxing Day 2021.

UN Body Calls For Halting Cryptocurrency Rise In Developing Countries – St. Lucia Times News

The UN trade and development body, UNCTAD, has called for action to curb cryptocurrencies in developing nations, in three policy briefs published on Wednesday.

Although private digital currencies have rewarded some individuals and institutions, they are an unstable financial asset that can bring social risks and costs, the agency warned.

UNCTAD said their benefits to some are overshadowed by the threats they pose to financial stability, domestic resource mobilization, and the security of monetary systems.

Rise of crypto

Cryptocurrencies are an alternative form of payment. Transactions are done digitally through encrypted technology known as blockchain.

The use of cryptocurrency rose globally at an unprecedented rate during the COVID-19 pandemic, reinforcing a trend that was already in motion. Some 19,000 are currently in existence.

In 2021, developing countries accounted for 15 of the top 20 economies when it comes to the share of the population that owns cryptocurrencies.

Ukraine topped the list with 12.7 per cent, followed by Russia and Venezuela, with 11.9 per cent and 10.3 per cent, respectively.

Not so golden

The first brief – All that glitters is not gold: The high cost of leaving cryptocurrencies unregulated – examines the reasons behind the rapid uptake of cryptocurrencies in developing countries, including facilitation of remittances and as a hedge against currency and inflation risks.

“Recent digital currency shocks in the market suggest that there are private risks to holding crypto, but if the central bank steps in to protect financial stability, then the problem becomes a public one,” UNCTAD said.

Furthermore, if cryptocurrencies continue to grow as a means of payment, and even replace domestic currencies unofficially, the “monetary sovereignty” of countries could be jeopardized.

UNCTAD also highlighted the particular risk that stablecoins pose in developing countries with unmet demand for reserve currencies. As their name implies, stablecoins are designed to maintain stability as their value is pegged to another currency, commodity or financial instrument.

“For some of these reasons, the International Monetary Fund has expressed the view that cryptocurrencies pose risks as legal tender,” the agency said.

The second policy brief focuses on the implications of cryptocurrencies for the stability and security of monetary systems, and to financial stability in general.

“It is argued that a domestic digital payment system that serves as a public good could fulfil at least some of the reasons for crypto use and limit the expansion of cryptocurrencies in developing countries,” said UNCTAD.

For example, monetary authorities could provide a central bank digital currency or a fast retail payment system, though measures will depend on national capacities and needs.

However, UNCTAD has urged governments “to maintain the issuance and distribution of cash”, given the risk of deepening the digital divide in developed countries.

Tax evasion fears

The final policy brief discusses how cryptocurrencies have become a new channel for undermining domestic resource mobilization in developing countries, and warns of the dangers of doing too little, too late.

While cryptocurrencies can facilitate remittances, UNCTAD warned that they may also enable tax evasion and avoidance through illicit financial flows – similar to a tax haven, where ownership is not easily identifiable.

“In this way, cryptocurrencies may also curb the effectiveness of capital controls, a key instrument for developing countries to preserve their policy space and macroeconomic stability,” the agency added.

Curbing crypto

UNCTAD has outlined several actions aimed at halting cryptocurrency expansion in developing countries.

The agency urged authorities to regulate crypto exchanges, digital wallets and decentralized finance to ensure the comprehensive financial regulation of cryptocurrencies.

Furthermore, regulated financial institutions should be banned from holding cryptocurrencies, including stablecoins, or offering related products to their clients.

Advertising related to cryptocurrencies also should be regulated, as is the case with other high-risk financial assets.

Governments are advised to provide a safe, reliable and affordable public payment system adapted to the digital era.

UNCTAD also advocates for global tax coordination regarding cryptocurrency tax treatments, regulation and information sharing.

Additionally, capital controls should be redesigned to take account of what the agency described as “the decentralized, borderless and pseudonymous features of cryptocurrencies”.

El Consorcio del Estuario de la Bahía de San Juan invita a la población al Día de Monitoreo de Calidad de Agua, edición 2022, la iniciativa de ciencia ciudadana más grande de Puerto Rico. Con el apoyo del equipo del Estuario, los ciudadanos identificarán el cuerpo de agua a monitorear, contarán con el equipo necesario para el monitoreo y comunicarán los resultados a través de plataformas virtuales. Esta experiencia brinda la oportunidad de generar conciencia y conocer la condición de cuerpos de agua aledaños a sus viviendas. La actividad en la Isla, este próximo sábado, 27 de agosto, se une al World Water Quality Monitoring Challenge, esfuerzo mundial donde se monitorean más de 8,000 cuerpos de aguas en todo el planeta.

“La calidad del agua ha sido objeto de discusión en los pasados meses – por enfrentar problemas relacionados a racionamiento de agua causados por sequías y falta de infraestructura adecuada en el país. El Estuario ofrece una oportunidad de comenzar a atender estos asuntos desde las bases y a través de plataformas con herramientas, como lo es la Red Comunitaria de Agua. Todo participante contará con el adiestramiento y con los recursos necesarios para convertirse en el ciudadano científico que necesita Puerto Rico”, expresó Brenda Torres Barreto, directora ejecutiva del Estuario.

Encuentran cadáver frente al correo en Ponce

El cadáver de un hombre fue encontrado a eso de las 4:00 de la madrugada del jueves, en la calle Atocha, frente al correo en Ponce.

 Según el reporte preliminar, en el lugar se encontró el cuerpo de un hombre acostado sobre la acera.  No presenta signos vitales y no ha sido identificado.

Agentes adscritos a la división de Homicidios del Cuerpo de Investigaciones Criminales de Ponce investigan.

En prisión sujeto que supuestamente chocó intencionalmente a mujer en Rincón

Un hombre fue ingresado en prisión por supuestamente intentar atropellar a una mujer y su hija en horas de la tarde del miércoles en la carretera PR-125, del barrio Pueblo de Rincón.

Según el reporte de la Policía, el sujeto utilizó su auto y chocó impactó de manera intencional el vehículo Mitsubishi, Outlander Sport, año 2016 y le provocó daños a la carrocería.

En el vehículo se encontraban una mujer de 53 años y su hija como pasajera.

El sujeto fue puesto bajo arresto y un juez le impuso una fianza de 65 mil dólares que no prestó.

Fue ingresado a una Institución Carcelaria del país.

The Transport Board will be meeting this week with representatives from the Minis Bus and Taxi Associations, to discuss a request for an increase in bus and taxi fares.

Word of this came from Acting Prime Minister and Minister of Transport and Works, Lands and Physical Planning, Montgomery Daniel.

Minister Daniel made the announcement during NBC’s Face to Face program yesterday morning.
