Chief Secretary Farley Augustine is denying that a trip by the ten-member Tobago contingent in Grenada cost $291,000, The trip was to promote Tobago’s inaugural Carnival, scheduled for October 28-30.

Speaking on Tobago Channel Five’s Rise and Shine programme on Wednesday, Augustine said, “The cost of the trip is actually less than the $291,000.

“What was leaked was a much earlier document, so it’s under $291,000.”

The exact figure, he said, would be provided on Thursday.

He said for the carnival, there are three main target areas.

“We have the diaspora community that resides outside of the Caribbean. Secondly, we have the regional community, and thirdly, we have the national community, more so the Trinidadian community.”

He said the THA is attempting “an almost unimaginable feat, which is to prepare and execute the carnival, a brand-new carnival, in under one year.”

He said there were several reasons behind the Grenada trip. Firstly, he said, the carnival traveller must be targeted.

“One must appreciate that in the world there are over 86 carnivals that are influenced by the Trini carnival. You have a large group of people that travel from carnival to carnival – so they were in Barbados some weeks ago, they’re in Grenada next, then they’ll move to (Brooklyn) Labor Day next, they would be in Toronto, and so on and so on.

“When we looked at that grouping moving through the region especially, the cheapest target would be Grenada.”

He added that for marketing purposes, it is much more difficult to market to people on an international level than from a national level, noting that the first target naturally has to be those from outside, as that is a much more difficult market to penetrate.

“One would also appreciate that for an international marketing (campaign), we really should be marketing more than one year in advance. We are literally doing it months, weeks in advance, and so we have to get on to the international market even before the national market.”

He said Tobago is at fault for underinvesting in marketing, and spent around ten-$14 million per year in a normal year, pre-covid19, on marketing Tobago, whilst competing with territories like Barbados, Grenada and St Lucia that are spending sometimes close to US$40 million .

“In comparison to our neighbours, who are actually getting a lot more tourists than we do, significantly more than we do, we are spending peanuts on marketing, and they are pumping their investments into marketing their island because they understand where the returns are.”

He said reports to date are that the trip was a huge success, adding that the delegates met with high levels of the Grenadian government, from permanent secretaries to ministers to the prime minister.

Commenting on the travel between Tobago and Grenada via an inter-island ferry, he said he met with Minister of Works and Transport Rohan Sinanan on April 29 at his office at the Victor E Bruce Financial Complex, Scarborough. The meeting, he said, involved several technocrats and also included a site visit.

“I had already had my first meeting with the port authority. I indicated to Mr Sinanan that we started conversations with the port authority about doing a ferry service to Grenada. I even explained in that meeting, that included other administrators, including the chief administrator – I explained that the first step would have to be doing a one-off chartered service to see the feasibility of the thing.”

He said subsequently he has had other meetings with the port authority, the last of which took place on Friday.

“The agreement that we have with the port authority now is that we would set up a working committee. (On) this committee we are going to include a rep from port authority, customs, immigration, health, and we are also working on getting a representative from the Grenadian side of things, so that we can discuss the matter, look at all that needs to be in place to have a ferry service of this nature.”

Murdered lifeguard remembered as man of peace

MOURNERS at the Belgrove’s Chapel, Orange Grove Road,Trincity, who came to pay their final respects to murdered lifeguard Gideon Hollis Valdez were encouraged that they will meet him again one day.

The media were not allowed to attend the funeral, which was carried live on YouTube for those unable to attend in person.

Valdez, 41, and his wife Shereen Bailey-Valdez were murdered at their home at Rincon Road, Las Cuevas on July 29. The couple was found on the floor of their bedroom at about 7.45 am. They had been shot a total of seven times, Valdez shot four times and his wife three times.

Bailey-Valdez will be cremated on Friday at the Port of Spain Crematorium.

At the chapel, Keith Cudjoe prayed that Jehovah comforts the family and that those gathered along with relatives support the couple’s teenage daughter, who he said received a “double blow.”

In his sermon, a member of the La Fillette Kingdom Hall of Jehovah’s Witnesses, who was identified as Brother Gooding, told those listening that the righteous will reign on the earth one day. He encouraged them to take comfort in that and the fact that those who are resurrected will return to a world free of pain, suffering and death and will live forever.

While this is only for the righteous, he said one can qualify by doing the right thing, as there are those, unlike Valdez, who chose the wrong path when they know right from wrong.

“If we keep these things in our hearts, it will be as if Gideon went abroad on a short vacation. A funeral reminds of the uncertainty of life. He was only 41. No one knows what will happen.”

Among those gathered were some of Valdez’s colleagues who wore their yellow t-shirts in solidarity with his family and each other. Valdez’s own T-shirt was put next to a picture of him wearing it with his lifeguard whistle. During the viewing of the body, someone blew a lifeguard whistle, but it was unclear if it was his, as the camera was focused on the slideshow of Valdez with family.

Gooding said he met Valdez in 2001 and some years later, Valdez’s daughter was baptised into the faith. Valdez’s death was a tragedy that “really hurts,” but he remembers the type of person Valdez was, and urged those who knew him to reflect on that.

“He was determined, peaceful, respectful, loving, supportive and, as someone told me earlier today, he was just the best. Some people see these qualities as a weakness, but to him it was a strength.”

Gooding said Valdez exemplified those qualities in his everyday life, as he chose peace even when it hurt him.

“It takes strength to remain calm under provocation.”

He reminded the crowd that Valdez had a laugh that was bigger than life. He planned to make his relationship with Jehovah stronger and had a goal for his family to be united in worship with Jehovah.

Those watching the live stream expressed their condolences to the family and prayed for them to be comforted. Among them was Anthony Frederick, who recalled Valdez always having a bright smile on his face. “I can see it now” he said.

Marcia Garcia said “God give our family grace, it is so hard, so sorry.”

Lerone Celestine typed “Oh boy, oh boy. My brother saying you will be missed is just words of expression, but man, our hearts will forever long for your company.”

The decomposing body of Franklin Abel Clement, the man suspected of killing the couple, was found in the Rincon forest three days later. He is expected to be cremated next week.

NEW Zealand took a 1-0 lead in the three-match T20 series against West Indies with a 13-run win in the first match at Sabina Park in Kingston, Jamaica, on Wednesday.

New Zealand’s innings was interrupted by rain, but it did not stop the flow of runs as they posted a competitive 185/5 in 20 overs.

Captain Kane Williamson struck four fours and two sixes in his knock of 47 off 33 balls. Opener Devon Conway also contributed with the bat hitting 43 off 29 deliveries.

Fast bowler Odean Smith was the chief destroyer for West Indies grabbing 3/32 in four overs.

In reply, the West Indies top order failed to impress and were 49/4 in the seventh over.

Shamarh Brooks tried to keep West Indies afloat with 42 off 43 balls with two fours and three sixes.

Romario Shepherd and Odean Smith gave West Indies a glimmer of hope scoring 31 not out and 27 not out respectively, but it was in vain.

Spinner Mitchell Santner snatched 3/19 in four overs for New Zealand. The second match will be played on Friday at 2.30 pm (TT time) at Sabina Park.

JLP Youth group calls for Bunting’s resignation over FLA revelation Loop Jamaica

The youth arm of the Jamaica Labour Party (JLP), Young Jamaica, is calling for Peter Bunting to resign as Opposition Spokesperson on National Security following media reports pertaining to the governance practices and actions of the Firearm Licencing Authority (FLA) in 2013 and 2015.

Bunting was the minister of national security when the concerning acts occurred.

“The Opposition Senator clearly has lost all moral authority to speak on national security matters. The revelation of apparent complicity, by the then FLA board under the PNP, in the granting of permits to an alleged kingpin will only serve to undermine the crime-fighting efforts of the Government, and the confidence of the Jamaican people.

“While Young Jamaica is not accusing Senator Bunting of bestowing grants for the acquisition of firearms to an accused gun smuggler personally, it was under his leadership and through a board he appointed that these acts took place,” Young Jamaica said.

“We are disappointed by the continued silence from the legislator and security spokesperson. In light of his clear lack of judgement, we call for Peter Bunting to resign as Opposition Spokesperson until a fair and just investigation is undertaken by the relevant authority,” the political group added.

It came to light recently that the FLA granted gun permits to a person of criminal antecedents. The person is now in police custody after being charged with the smuggling of over a dozen firearms into Jamaica.

“Should Mr Bunting remain defiant in his position, we are urging all civil society groups with an interest in national integrity, good governance, and accountability in Jamaica to join our call,” the group said.

Young Jamaica is specifically urging PNP President and Leader of the Opposition Mark Golding to demand Bunting’s resignation.

Young Jamaica said it and all well-thinking Jamaicans, are truly shocked by recent revelations as reported by major media organisations pertaining to the governance practices and actions of the 2013 and 2015 Firearm Licencing Authority (FLA) under the former minister.

“This is not the first instance of perceived impropriety at the FLA during the stewardship of Mr Bunting as security minister as an Integrity Commission Report also made damning revelations earlier this year,” Young Jamaica said.

PayWise gets green light to issue e-money

THE Central Bank issued a provisional registration to PayWise Ltd to become an electronic money (e-money) issuer on Wednesday.

E-money is an electronic store of monetary value on a technological device (including mobile phones) that may be widely used for making payments to entities other than the e-money issuer.

The device acts as a prepaid bearer instrument which does not necessarily involve bank accounts in transactions.

E-money can be used for payment transactions with or without bank accounts. Examples of e-money include pre-paid cards or web-based services, such as PayPal.

In a statement, the bank said the provisional registration authorises PayWise to issue e-money in TT from September 1.

Under the terms of the provisional registration, PayWise will be allowed to enlist new customers in a controlled environment monitored by the Central Bank.

PayWise is a company incorporated in TT in 2013. The company was registered as a payment service provider since 2019 by the Central Bank. On its website, the company said its mission is to “provide alternative means of payments that are easy to use, convenient and secure.”

PayWise will be the first company, apart from banks and non-bank financial institutions, authorised to issue e-money domestically. This is allowed for under Section 17(4) of the Financial Institutions Act.

Entities allowed to apply to become e-money issuers include money remitters registered with the Financial Intelligence Unit (FIU) and credit unions. A money remitter is a payment service provider that accepts funds from a payer for the purpose of making them available to a payee, without necessarily maintaining an account relationship with the payer or payee.

Information on the Central Bank’s website showed that entities applying to become e-money issuers must comply with all anti-money laundering and counter terrorism financing regulations of the FIU.

The bank also states that e-money issuers in TT are prohibited from doing certain things. These include issuing or allowing joint accounts and only issuing e-money in TT currency.

Augustine: Let’s work out the airbridge arithmetic

THA Chief Secretary Farley Augustine has called for discussions with Caribbean Airlines (CAL) to “work out the arithmetic” as he described the domestic airbridge as an essential service.

One week ago, CAL in a media release said its operations between the two islands over the years have been characterised by heavy and consistent losses, amounting to millions of dollars. In a statement on Monday, retired director general of Civil Aviation Ramesh Lutchmedial agreed that the airline continues to lose millions of dollars on the airbridge. Lutchmedial called for a new model of flight operations, claiming each flight between Trinidad and Tobago loses at least $40,800, even if it is filled.

He said CAL and its predecessor, BWIA (British West Indian Airways), hardly achieved profitability throughout their existence.

Speaking on Tobago Channel Five’s Rise and Shine programme on Wednesday, Augustine said the service between TT must be seen as an essential service.

“Essential public services are not provided for profit; they are provided for necessity, first and foremost. Public transportation connecting the two islands must be seen as essential public service. The service Caribbean Airlines is providing must be seen as a public transportation service, which is an essential public service.”

He said a dialogue must be had on the issue.

“If Caribbean Airlines know they want to raise the fare, if they know they want to do something else to make some more money, they should come clean. Be honest and let’s have an honest discussion about what it takes to have an efficient interisland airplane service, but the island cannot remain disconnected. Say what you need to say to us. If you’re saying $300 is not doable, you need to add a $100 – let’s work out the arithmetic.”

He added: “The fact that the Minority has remained silent on it. We have not heard a word from our MPs, and Cabinet is in charge of Caribbean Airlines, tells you that they are playing a nasty game, they do not care about Tobago being disconnected, they want Tobago to fail.”

Chastanet Presents Documents In Joint Hilaire-Juffali Account Controversy – St. Lucia Times News

Opposition leader Allen Chastanet told reporters Wednesday that he had presented documents to House Speaker Claudius Francis regarding a claim made in parliament the previous day.

The claim came amidst debate on the Special Prosecutor Act aimed at addressing corruption by incumbent public officials and others who have demitted office.

Chastanet had declared in the house that Castries South MP and former Saint Lucia High Commissioner to the United Kingdom Dr. Ernest Hilaire had a joint account with late Saudi billionaire Walid Juffali.

Juffali received an appointment in April 2014 as Saint Lucia’s Permanent Representative to the International Maritime Organization (IMO).

Chastanet made the joint account claim while calling attention to the Hilaire Range Rover controversy, which the opposition United Workers Party (UWP) dubbed ‘Rovergate’.

But Hilaire, accusing the Micoud South MP of ‘stepping out of line’ and misleading the house, told parliament that he never had a joint account with anyone in his life.

However, Chastanet declined to withdraw his statement and promised to present evidence the next day.

“I have provided to the Speaker of the House already a letter from the Auditor General indicating that the account existed,” the former Saint Lucia Prime Minister told a news conference on Wednesday morning.

According to Chastanet, the letter indicated that no permission was sought to open the account, that 66,500 pounds were placed in it, and monies from the fund went to some staff members.

He said he also provided the Speaker of the House with letters from the Accountant General.

“I also have copies of the opening of the account and that the account was in the name of Ernest Hilaire as High Commissioner and that the co-signature on it was Juffali as the Ambassador,” Chastanet told reporters.

And he explained that he would provide the remaining documents ‘early next week’.

Colombian Aroca remanded, attorney asks for matter to be expedited Loop Barbados

Oswaldo Aroca has been remanded to HMP Dodds till September 7, 2022.

The prosecution objected to bail for the Colombian national who was arrested on August 2, 2022, when an exercise led to the discovery of 422.66 kilos of cannabis valued at BBD $3,331,280, and he was found at the exact location in St George.

The prosecutor said that Aroca could be deemed “a flight risk” and further objected to him being granted bail on the basis of the quantum of drugs and the “very serious nature” of the matter.

Amongst his five indictable charges, for which he was not required to plead, Aroca is facing the offenses that between July 29, 2022, and August 2, 2022, he entered Barbados by sea except than at a port of entry in contravention of the Immigration Act Chapter 190 and he arrived in Barbados by sea and disembarked without the consent of an Immigration Officer in contravention of the Immigration Act Chapter 190

The three drug charges he faces are having a controlled drug possession to wit: Cannabis in contravention of the Drug Abuse (Prevention and Control) Act Chapter 131, traffic in a controlled drug to wit: Cannabis with contravenes the Drug Abuse (Prevention and Control) Act. and having Cannabis which was intended by him or some other person for supply in contravention of Drug Abuse (Prevention and Control) Act.

Attorney-at-law Shadia Simpson appeared for Aroca and did not object to the prosecution’s bail objection but asked the court for the matter to be expedited. She also gave the court notice that she would want full disclosure in this matter.

Interpreter Senor Archibald was on-hand to assist with communication between Magistrate Douglas Fredericks, prosecutor, attorney and the Spanish-speaking Aroca.

Education Minister Kay McConney has congratulated the full cohort of over 3,000 students who wrote the 2022 Barbados Secondary Schools’ Entrance Examination (BSSEE), commonly known as the 11-plus and Common Entrance.

With many parents and adults putting much stress on students about passing to the “good schools”, the Minister took a moment to encourage all students to be happy with their results.

“I offer my congratulations to all of the students , all of you…

“Remember it is not where you go but what you do when you get there,” she advised.

Furthermore, she called on the students, “be proud to go to your secondary school and wear the colours well, do your best and give your best. Know that the Ministry of Education, Technological and Vocational Training will do everything in our power to support you in the best of outcomes.”

From today, parents could apply for reviews of scripts in-person at the Ministry of Education or for transfers via the online form on the Ministry’s website.

As it pertains to the applications for transfers, Acting Chief Education Officer Joy Adamson told parents and guardians desirous of a switch that the Ministry will assess that all the requirements are met and “it is not a first come first served basis.” She insisted it depends on spaces available and if the students fall within the particular range.
