EXPLAINER: Why Pelosi went to Taiwan, and why China’s angry Loop Jamaica

When House Speaker Nancy Pelosi flew into Taiwan on an Air Force passenger jet Tuesday, she became the highest-ranking American official in 25 years to visit the self-ruled island. China announced military manoeuvres in retaliation, even as Taiwanese officials welcomed her and she headed to her hotel.

The reason her visit ratcheted up tension between China and the United States: China claims Taiwan as part of its territory, and it views visits by foreign government officials as them recognizing the island’s sovereignty.

President Joe Biden has sought to calm that complaint, insisting there’s no change in America’s longstanding “one-China policy,” which recognizes Beijing but allows informal relations and defence ties with Taipei.

Pelosi portrays her high-profile trip as part of a US obligation to stand with democracies against autocratic countries, and with democratic Taiwan against China.

A look at some of the issues at play:

WHY DID PELOSI GO TO TAIWAN?

Pelosi has made a mission over decades of showing support for embattled democracy movements. Those include a trip in 1991 to Tiananmen Square, where she and other lawmakers unrolled a small banner supporting democracy, as frowning Chinese security officers tried to shut them down. Chinese forces had crushed a homegrown democracy movement at the same spot two years earlier.

The speaker is framing her Taiwan trip as part of a broader mission at a time when “the world faces a choice between autocracy and democracy.” She led a congressional delegation to the Ukrainian capital of Kyiv in the spring, and her latest effort serves as a capstone to her years of promoting democracy abroad.

“We must stand by Taiwan,” she said in an opinion piece published by The Washington Post on her arrival in Taiwan. She cited the commitment that the US made to a democratic Taiwan under a 1979 law.

“It is essential that America and our allies make clear that we never give in to autocrats,” she wrote.

WHAT IS THE U.S. STAND ON TAIWAN?

The Biden administration, and Pelosi, say the United States remains committed to its “one-China policy.”

Taiwan and mainland China split during a civil war in 1949. But China claims the island as its own territory and has not ruled out using military force to take it.

China has been increasing both diplomatic and military pressure in recent years. It cut off all contact with Taiwan’s government in 2016 after President Tsai Ing-wen refused to endorse its claim that the island and mainland together make up a single Chinese nation, with Communist Beijing the sole legitimate government.

Beijing sees official American contact with Taiwan as encouragement to make the island’s decades-old de facto independence permanent, a step US leaders say they don’t support.

HOW IS THE CHINESE MILITARY HANDLING THE TENSION-RAISING TRIP?

Soon after Pelosi’s arrival, China announced a series of military operations and drills, which followed its promises of “resolute and strong measures” if Pelosi went through with her visit.

China’s People’s Liberation Army said the manoeuvres would take place in the waters and skies near Taiwan and include the firing of long-range ammunition in the Taiwan Strait.

China’s official Xinhua News said the army planned to conduct live-fire drills from Thursday to Sunday across multiple locations. An image released by the news agency indicated that the drills were to take place in six different areas in the waters surrounding Taiwan.

Taiwan’s Defense Ministry said early Wednesday that China had sent 21 planes flying toward Taiwan, 18 of them fighter jets. The rest included an early warning plane and an electronic warfare plane.

HOW HAS THE UNITED STATES RESPONDED?

While Biden has expressed some wariness about Pelosi’s trip, the administration has not openly opposed it and said it is up to Pelosi to decide whether to go.

Ahead of Pelosi’s visit, the American military increased its movements in the Indo-Pacific region. The aircraft carrier USS Ronald Reagan and its strike group were in the Philippine Sea on Monday, according to officials who spoke on condition of anonymity to discuss military operations.

The Reagan, the cruiser USS Antietam and the destroyer USS Higgins left Singapore after a port visit and moved north toward their home port in Japan. The carrier has an array of aircraft, including F/A-18 fighter jets and helicopters, as well as sophisticated radar systems and other weapons.

IS ARMED CONFLICT A RISK?

Chinese President Xi Jinping and Biden both have made clear they don’t want that. In a call with Biden last week, Xi echoed a theme of Biden’s — their countries should cooperate in areas where they can.

The biggest risk is likely an accident if China tries the kind of provocative manoeuvre it’s increasingly been executing with other militaries around the South China Sea. Those include close fly-bys of other aircraft or confronting vessels at sea.

However, when it comes to the United States, with the world’s strongest military, “despite a chorus of nationalistic rhetoric, China will be careful not to stumble into a conflict with colossal damages on all fronts,” said Yu Lie, a senior research fellow at the Chatham House think tank.

For China, the best approach is patience and time, Jie said — building toward the day when its economy and military could be too big for the US to challenge.

The Police High Command is investigating the circumstances that led to an entertainer gaining unauthorised access to visit police Constable Noel Maitland, who is in custody at the Grants Pen lock-up charged with the murder of his girlfriend, social media influencer Donna-Lee Donaldson.

Already, one police officer has been transferred, the Police High Command confirmed at a press conference earlier Tuesday.

Maitland, who is also known as Noel Onetime, moonlights as a fairly successful music producer who has worked with a number of recent and up and coming acts.

Maitland has been charged with the murder of Donaldson, who was last seen at his Chelsea Road apartment in Kingston on July 11.

Donaldson was reported missing on July 13 and within a week, family, friends and thousands of social media supporters took to the street to protest what they believe to be the slow pace at which the police were handling the case.

The police collaborated with other agencies to investigate the disappearance of Donaldson and Maitland was subsequently arrested and charged.

Jamaica 60 Float and Street Parade stirs national pride Loop Jamaica

It was a resplendent display of national pride, jubilation and all things Jamaican, as the Independence Float and Street Parade made its historic return on Monday, August 1, in the streets of Kingston.

Last held in 2008, the parade included 1,000 participants, eight themed floats, a convoy of classic cars transporting a bevy of beauty queens, a Jonkonou band, costumed dancers, and music trucks, all signifying various aspects of Jamaican culture.

Onlookers, unfazed by the 92-degree temperature in the nation’s capital, lined the various streets along the route from the Ranny Williams Entertainment Centre, through Hope Road and Half-Way-Tree to the National Stadium Car Park.

From their workplaces, homes and all the areas they stood waiting, they waved flags, danced with participants, and used their cellphones to capture the moments as the spectacle passed by.

Leading the float parade was ‘Crime Stoppers’, by the Jamaica Constabulary Force (JCF), which represented the reassurance and confidence in the JCF and what it provides for the country. It was designed and built by Clinton Smith.

Float two, ‘God is Love’ by Patrick Brown, acknowledged the presence of God in all things, while float three, ‘Diamond Heroes’ by Scheed Cole, featured Jamaica’s seven national heroes.

‘Sounds of Jamaica’ by Larry Watson paid homage to Jamaican music from 1962 to present day, such as ska, rocksteady, reggae, and dancehall. Behind it was ‘Reap What you Sow’, also by Larry Watson, representing the ingenuity, self-reliance, and resilience of Jamaican culture using agriculture.

Also participating in the float parade were ‘Bridge to Progress’, ‘Sweet Jamaica’, and a ‘Balloons in Unity’ float which was designed by international balloon artiste, Guido Verhoef.

The Jamaica Defence Force and the Jamaica Fire Brigade also staged enlightening and intricate parades, showcasing different aspects of their operations.

A major highlight of the occasion was a stop in Half-Way Tree where hundreds gathered, and Prime Minister Andrew Holness participated in a release of doves as a symbol of peace and unity.

He was joined by Minister of Culture, Gender, Entertainment and Sport, Olivia Grange; Opposition Leader, Mark Golding; Archbishop of Kingston, Kenneth Richards; Mayor of Kingston, Senator Councillor Delroy Williams; Commissioner of Police, Major General Antony Anderson; Chief of Defence Staff, Jamaica Defence Force, Rear Admiral Antonette Wemyss-Gorman; Miss World 2019 and Queen of the Parade, Toni-Ann Singh; representatives of the youth of Jamaica and others.

“Today we commemorate and celebrate our freedom [and] our march towards nationhood. We are a proud people, a strong people and today, the sun shineth,” the Prime Minister declared.

The theme for the Independence Float and Street Parade was ‘Reigniting a Nation for Peace, Love and Unity’. It was a precursor to the Grand Gala, which takes place on Independence Day, Saturday, August 6, at the National Stadium. Some 30,000 spectators are expected to be in attendance.

Two more cops charged with murder Loop Jamaica

Two members of the Jamaica Constabulary Force (JCF) were on Tuesday placed before the Kingston and St Andrew Parish Court, to answer to a murder charge and other related offences.

“These charges were a result of an investigation by the Independent Commission of Investigations (INDECOM), with support from the JCF, and a ruling by the Office of the Director of Public Prosecutions (ODPP),” a release from INDECOM stated.

The men, Corporal Miguel Ebanks and Constable Purcell Carter, were each charged with the following offences: murder, shooting with intent, making use of a firearm to commit a felony

Corporal Ebanks was further charged with two counts of committing an act of corruption, contrary to section 14(1)(a) of the Corruption (Prevention) Act.

Corporal Ebanks and Constable Carter were charged in relation to the fatal shooting of Phillip Wallace at East Kirkland Heights, St. Andrew on Saturday, July 16, 2022.

Corporal Ebanks and Constable Carter will remain in police custody until the next mentioned date. The officers will return to court on Friday, August 5, 2022.

Another policeman, constable Noel Maitland was also charged with murder in a separate case.

Maitland, the boyfriend of missing social media influencer Donna-lee Donaldson, was charged with her murder.

Deputy Commissioner of Police Fitz Bailey made the announcement at a press briefing.

Maitland was charged with murder on Tuesday after being arrested last week Wednesday in relation to Donaldson’s disappearance on July 13.

Maitland was arrested following a case review by the Office of the Director of Public Prosecutions and other stakeholders.

Dancehall artiste Skeng, who has had a meteoric rise to stardom since last year, was unable to make it to Dream Weekend because of “medical problems”.

The ‘London’ artiste pulled out of the event due to a “medical diagnosis of exhaustion and dehydration during his visit to Trinidad and Tobago”.

He was a highly anticipated act among the stellar line-up of entertainers who were set to perform at the 2022 staging of Dream Weekend from July 29-August 1, but the organisers issued an apology informing “all the patrons and fans of the star’s absence”.

The announcement of his condition came via Dream Weekend’s Instagram page on Monday. The announcement said that Skeng has had a hectic travelling schedule from which his body now needs rest.

“Skeng’s management has been in constant dialogue with the super event organisers and it has been mutually agreed that the young star’s health is priority,” the announcement stated.

The organisers apologised to the patrons who came out to see the entertainer, and sent gratitude to the “Dream camp for their understanding and support”.

The bodies of two young men were found at Long Beach, Christ Church.

Police responded to the scene after the Police Operations Control Room received a telephone call about 11:13 am today, Tuesday, August 2, 2022, from an individual who alerted them to the discovery of the two lifeless bodies.

Police from the southern division Oistins Station responded and are are currently conducting investigations.

The identities of the two men are yet to be confirmed.

La présidente de la Chambre américaine des représentants Nancy Pelosi s’est rendue mardi à Taïwan, malgré les avertissements et les menaces de Pékin qui considère cette visite comme une grave provocation risquant d’enflammer des relations sino-américaines déjà tendues.

En tournée en Asie, Mme Pelosi, 82 ans, est la plus haute responsable américaine élue à effectuer un déplacement sur cette île en 25 ans. Pékin a clairement dit voir en sa visite une provocation majeure.

Arrivée mardi soir dans un avion militaire américain, elle a été accueillie par le ministre taïwanais des Affaires étrangères Joseph Wu, dont les services, dans un communiqué, ont salué le soutien américain “inébranlable”.

Mme Pelosi a rappelé dans un communiqué distinct ce “soutien inconditionnel de l’Amérique à la vibrante démocratie de Taïwan”, estimant que sa présence ne contrevenait en “aucune façon” à la politique de longue date des Etats-Unis envers la Chine.

Sa visite n’avait pas été confirmée à l’avance mais plusieurs médias américains et taïwanais l’avaient évoquée.

Dès l’arrivée de Nancy Pelosi à Taïwan, le ministère chinois des Affaires étrangères a dénoncé “une grave violation” des engagements américains vis-à-vis de la Chine, qui “porte gravement atteinte à la paix et à la stabilité” régionales.

Il a aussi fustigé les multiples actions “extrêmement dangereuses” ces dernières années des dirigeants américains, qui “utilisent Taïwan pour contenir la Chine”, notamment avec cette visite.

– L’armée menace –

Selon l’agence officielle Chine nouvelle, Pékin a convoqué mardi l’ambassadeur américain en Chine, Nicholas Burns. Le vice-ministre chinois des Affaires étrangères, Xie Feng, lui a exprimé les “protestations fermes” de son pays, ajoutant que “l’initiative (de Mme Pelosi de se rendre à Taïwan) est extrêmement choquante et les conséquences en seront très graves”.

Le ministère chinois de la Défense a quant à lui promis des “actions militaires ciblées”, avec une série de manoeuvres militaires autour de l’île qui commenceront mercredi, dont “le tir de munitions réelles de longue portée” dans le détroit de Taïwan.

Les autorités taïwanaises ont signalé dans la nuit que 21 avions militaires chinois avaient pénétré mardi dans la zone d’identification de défense aérienne de l’île, beaucoup plus large que l’espace aérien.

La Chine estime que Taïwan, avec ses 23 millions d’habitants, est l’une de ses provinces, qu’elle n’a pas encore réussi à rattacher au reste de son territoire depuis la fin de la guerre civile chinoise (1949).

Opposé à toute initiative donnant aux autorités taïwanaises une légitimité internationale, Pékin est vent debout contre tout contact officiel entre Taïwan et d’autres pays.

Des responsables américains se rendent régulièrement sur l’île. Mais la Chine juge qu’une visite de Mme Pelosi, un des plus hauts personnages de l’Etat américain, est une provocation majeure.

La semaine dernière, dans un entretien téléphonique avec son homologue américain Joe Biden, le président chinois Xi Jinping avait déjà appelé les Etats-Unis à ne “pas jouer avec le feu”.

Le précédent président de la Chambre des représentants des Etats-Unis à avoir visité Taïwan était Newt Gingrich, en 1997.

Depuis 1979, Washington ne reconnaît qu’un seul gouvernement chinois, celui de Pékin, tout en continuant à apporter un soutien aux autorités taïwanaises, via notamment d’importantes ventes d’armes.

Les Etats-Unis pratiquent également “l’ambiguïté stratégique” : ils s’abstiennent de dire s’ils défendraient ou non militairement Taïwan en cas d’invasion.

– “Pure provocation” –

La Russie, alliée majeure de la Chine, a accusé mardi les Américains de “déstabiliser le monde” et décrit la visite de Nancy Pelosi comme une “pure provocation”. “La partie chinoise a le droit de prendre les mesures nécessaires pour protéger sa souveraineté et son intégrité territoriale concernant le problème de Taïwan”, a déclaré le ministère russe des Affaires étrangères.

Juste avant l’arrivée de Mme Pelosi, la télévision publique chinoise CGTN avait annoncé que des avions de chasse Su-35 étaient en train de “traverser le détroit de Taïwan” séparant la Chine continentale de l’île. Dans un communiqué, l’armée taïwanaise a démenti toute traversée du détroit par des Su-35.

Plusieurs navires américains croisaient également mardi dans la région, dont le porte-avions USS Ronald Reagan, selon des sources militaires américaines.

La plupart des observateurs jugent faible la probabilité d’un conflit armé. Mais des responsables américains ont dit se préparer à des démonstrations de force de l’armée chinoise.

Cette visite risque d’entraîner des mesures de représailles chinoises contre les intérêts américains et taïwanais.

Selon le journal taïwanais Liberty Times, qui cite des sources anonymes, la dirigeante américaine rencontrera mercredi la présidente taïwanaise Tsai Ing-wen, bête noire de Pékin car issue d’un parti indépendantiste.

Le ministère taïwanais de la Défense s’est dit “déterminé” à protéger l’île contre toute attaque.

“La probabilité d’une guerre ou d’un incident grave est faible”, a cependant tweeté Bonnie Glaser, la directrice du programme Asie du cabinet de réflexion américain German Marshall Fund. “Mais la probabilité que (la Chine) prenne une série de mesures militaires, économiques et diplomatiques (…) n’est pas négligeable”.

Les autorités taïwanaises chargées de l’agriculture ont ainsi souligné mardi que Pékin avait suspendu l’importation de certaines marchandises taïwanaises, comme des produits de la pêche.

La semaine dernière, l’armée taïwanaise avait effectué ses plus importantes manoeuvres militaires annuelles.

De son côté, la Chine organise depuis ces derniers jours de multiples exercices militaires “à munitions réelles” en mer, en général très près des côtes chinoises.

Bouwahjgie Nkrumie ran a big personal best of 10.02 seconds in the men’s 100m final to break the national junior record on his way to securing Jamaica’s third medal at the World Athletics Under-20 Championships in Cali, Colombia on Tuesday.

The 10.02 seconds handed the 18-year-old Kingston College student the silver medal and came two hours after he clocked 10.11 seconds in the semifinals to equal the record held jointly by Yohan Blake (2007) and Christopher Taylor (2018).

Botswana star Letsile Tebogo, as expected, won the gold medal. Despite taunting his opponents in the final 10 metres, Tebogo clocked an impressive 9.91 seconds to break the Under-20 world record.

Benjamin Richardson of South Africa, who won the silver medal in Nairobi last year, took the bronze this time around in 10.12 seconds.

Earlier, Jamaica’s 4x400m mixed relay team captured the bronze medal and Kobe Lawrence secured silver in the men’s shot put.

The Jamaican quartet of Jasauna Dennis, Abigail Campbell, Malachi Johnson and Alliah Baker ran 3:19.98 to finish behind the USA, which took gold in a championship record of 3:17.69, and India, which claimed silver in an area Under-20 record 3:17.76.

Lawrence secured his shot put silver medal with a personal best throw of 20.58m . USA’s Tarik O’Hagan (20.73m) won the gold medal and Germany’s Tizian Lauria (20.55m), the bronze.

SLFS Urges Caution After Multiple Road Accidents – St. Lucia Times News

The Saint Lucia Fire Service (SLFS) has called on motorists and pedestrians to exercise caution after multiple road accidents during the Emancipation Day weekend.

Station Officer Fernando James disclosed that the SLFS Southern Division responded to 62 emergency calls including medical emergencies, one physical assault, and ten motor vehicle accidents.

On the other hand, James said the Northern Division responded to 147 emergency calls, including four traffic accidents and medical emergencies.

According to the SLFS EMS Coordinator, the four road accidents occurred in Odsan, Anse La Raye and along the Castries-Gros Islet Highway..

He explained that emergency responders transported the injured to the OKEU Hospital.

But some refused transportation.

“The Fire Department wants to reiterate to all motorists and pedestrians alike to exercise due care and attention while driving and also while walking along our roadways,” James stated.

He also called on motorists and pedestrians to observe all traffic laws and stay safe.
