The Department of Education, Innovation and Vocational Training wishes to inform parentsand guardians that government remains committed to its promise to pay facilities fees forrespective government schools, at both the primary and secondary school levels, for theacademic year 2022/2023.

The Department will reimburse parents/guardians who have made facilities fees payments for their child/ward.

The Department of Education, Innovation and Vocational Training also wishes to informparents and guardians of students who sat the Caribbean Primary Exit Assessment (CPEA)that registration for the Education Access Fund, for the $500 Bursary Assistance, is beingconducted daily at the respective District Education Offices.

The Annual Book Bursary Programme is also being administered daily from 9:00am to 3:00pm for disadvantaged students.

For schools in the Castries Districts, the programme is ongoing at the RC Boys Infant School. Schools in District Five are being served at the Micoud Secondary School, whilst schools in District Six, Seven and Eight can get assistance at the respective District Education Offices.

All Covid-19 protocols will be enforced.

Este martes fue publicado un nuevo video, el cual fue obtenido por el periódico Austin American-Statesman, que pone en evidencia la actuación de las autoridades policiales ante el tiroteo ocurrido el pasado 24 de mayo en la escuela primaria Robb Elementary, situada en el distrito escolar de Uvalde, en Texas, que dejó un saldo de 21 muertos.

En la grabación se puede observar cómo los oficiales, que estaban fuertemente armados, se reúnen en los pasillos de la escuela sin iniciar de forma inmediata un operativo para reducir al tirador. Incluso se puede ver cómo un agente se aplica desinfectante en las manos mientras se escuchan ráfagas de disparos.

De acuerdo con el medio, los oficiales pudieron entrar al salón de clases para neutralizar al pistolero una hora y 14 minutos después de que arribaran al lugar del incidente. La Policía argumentó que estaban buscando las llaves del salón de clases antes de intentar forzar la entrada, pero posteriormente se determinó que el salón nunca estuvo cerrado.

Por su parte, el director del Departamento de Seguridad Pública de Texas, Steve McCraw, comentó que los oficiales debieron haber confrontado al tirador tan pronto llegaron para evitar la masacre.

Asimismo, señaló que el jefe de la policía del distrito escolar de Uvalde, Pete Arredondo, trató la situación como un sujeto atrincherado, en lugar de un tirador activo, además de culparlo por impedir que los agentes de varias fuerzas de seguridad entraran al salón de clases. “En la aplicación de la ley, cuando un oficial falla, todos fallamos”, afirmó McCraw en un comunicado.

En el video, se puede ver que diversas fuerzas atendieron la situación, incluido el Departamento de Policía de Uvalde, el Departamento del alguacil de condado de Uvalde, así como el Departamento de Seguridad Pública de Texas, la División de los Rangers de Texas, la Patrulla Fronteriza de EE.UU. y el Servicio de Alguaciles estadounidenses.

ISP Finance again led Tuesday gains on the Jamaica Stock Exchange (JSE).

ISP gained 29 per cent to close at $29.00, it was the second day of a double-digit rise for ISP.

It was followed by Sterling Investments up 16 per cent to close at $2.85 and Salada up nine per cent to close at $5.71.

The top losers were JMMB Group preference shares down 17 per cent to close at $0.82 and Eppley preference shares down 16 per cent to close at $6.68.

The combined Index advanced by 1,559.39 points or 0.40 per cent to close at 395,726.41.

The JSE Main Market Index advanced by 1,253.18 points or 0.33 per cent to close at 380,911.94.

The Junior Market Index increased by 43.10 points or 0.99 per cent to close at 4,400.3. The JSE USD Equities Index declined by 0.87 points or 0.41 per cent to close at 212.69.

De Novo finds gas in Zandolie off-shore field

DE NOVO Energy has announced that it has achieved first gas from its Zandolie field off the west coast of Trinidad.

In a media release on Wednesday, De Novo said the unmanned minimal facility is the second offshore facility owned by the ProMan subsidiary.

“De Novo has once again proven its commitment to increasing TTs gas supply by developing standard and marginal gas reserves,” De Novo said in the release.

The De Novo Zandolie platform is a single-well, conductor-supported platform with a capacity of 40 mmscfd. De Novo invested US$52 million to build the platform which took 31 months to build.

The release added that the platform is the first of its kind, being powered by wind and solar energy. It was also fully fabricated by local personnel.

Minister of Energy Stuart Young commended the company on its first gas achievements.

“I am very pleased to witness this successful milestone achieved by De Novo,” Young said. “The story of fabrication, skills and personnel used by Zandolie proves that it can be done”

Man dies days after being stabbed in Manzanilla

A 44-YEAR-OLD Cunaripo man died on Wednesday in hospital four days after being stabbed during a fight in a Manzanilla bar.

Police said Rishi Masty was at the Junction Bar at the corner of the Eastern Main Road and Plum Road, at around 9.50 pm on Saturday when he got into an argument with another limer.

During the argument, the man pulled out a knife and stabbed Masty several times in his face, neck and back.

Passersby took Masty to the Sangre Grande Hospital where he was treated and warded in critical condition. He died at around 2 am on Wednesday, police said.

A 33-year-old Biche man was arrested the same night of the stabbing and a folding pocket knife, believed to be the murder weapon, was seized.

An autopsy will be done at the Forensic Science Centre in St James and detectives from the Homicide Bureau of Investigations (Region II) are continuing enquiries.

Guyana is set to host the Fourth Regional Meeting of the Latin American and Caribbean Region of the International Solar Alliance (ISA) from 3-5 August 2022 in Georgetown.

The International Solar Alliance is a member-driven, collaborative platform aimed at increasing the deployment of solar energy technologies as a means of enhancing energy access, ensuring energy security, and driving energy transition in its member countries. The ISA seeks to develop and deploy cost-effective and transformational energy solutions powered by the sun to help member countries develop low-carbon growth trajectories, with particular focus on delivering impact in countries categorized as Least Developed Countries (LDCs) and the Small Island Developing States (SIDS).

The Regional Committee Meeting is the forum at which ISA Member States review and align their strategic priorities and regional initiatives in the area of solar power generation with the goals of the ISA. The Regional Committee meeting is an important element in the ISA governance framework and provides scope for dynamic engagement among Member States and with the ISA Secretariat.

Participation is envisaged from the thirty-three ISA Member States from the Latin American and Caribbean region as well officials from the ISA Secretariat, including its Director General, Dr. Ajay Mathur. Latin American and Caribbean Ministers with responsibility for energy are expected to lead their countries’ delegations to the meeting.

A four-person team from the ISA Secretariat traveled to Guyana for a preparatory mission over the period 5-7 July 2022 and plans have now been formalized for the Regional Meeting. The International Solar Alliance was jointly conceptualized by India and France in light of the need to upscale renewable sources of energy in response to climate change. The Alliance aims to deploy solar energy solutions, thereby contributing to the reduction of global carbon emissions. The Alliance currently has 101 signatory countries and 80 full members, including Guyana. Guyana is currently serving in the capacity of Vice President of ISA Latin America and Caribbean Region for 2022.

On Monday, July 4, 2022, the Royal Saint Lucia Police Force commenced its Special Services Unit (SSU) Basic Course.

The six-week paramilitary training course, is being conducted at the Saint Lucia Fire Service Training School, with a total of thirty participants of which, twenty-five are males and five are females.

At the opening ceremony, the participants were greeted by Inspector Irvin Mason, the Course Chief Instructor and SSU South sub-unit Commander.

Expectations of participants, the significance and demands of the upcoming weeks were emphasized by Superintendent Troy Lamontagne, the Commander of the SSU.

The course is designed to build the requisite capacity to prevent and respond to our current crime and security challenges, through intensive physical, tactical and technical training.

The rigorous program includes areas such as combat fitness, land navigation, use of force, first aid, firearm training, internal security and critical incident report writing.

The program will also feature a heavy emphasis on human rights and ethics. On completion, it is expected that the individuals who have successfully undergone the training will become better equipped to respond to the changing threat environment through an understanding of and development of paramilitary skills and tactics.

The planning of the exercises was sanctioned by the Commissioner of Police Milton Desir, about twelve months ago and he is pleased to see that the course has commenced, with a program that will undoubtedly groom skilled police officers who will contribute immensely towards the force’s efforts in crime reduction and overall citizen security.

El dólar superó este miércoles el valor del euro por primera vez en 20 años, un día después de que ambas divisas alcanzaran una paridad.

El euro cayó hasta un 0,4 % esta mañana y se cotizó a 0,99 dólares, recoge Bloomberg.

Esta situación se da en un contexto de crecientes temores de una recesión que se intensifican por preocupaciones de la seguridad energética de la Unión Europea, así como la actual situación inflacionaria que atraviesa el continente.

Analistas consultados por el medio sostienen que puede que la baja del euro no se detenga en estos momentos y se profundice.

En tanto, en junio la inflación de EE.UU. se aceleró más de lo previsto e impulsó especulaciones en el mercado sobre un mayor aumento de las tasas de interés por parte de la Reserva Federal.

Ebrahim Rahbari, jefe de análisis de divisas de Citi, sostuvo que el contexto global “sigue siendo muy favorable para el dólar”.

Las autoridades de Hungría han declarado el estado de emergencia en el sector energético, anunció este miércoles Gergely Gulyás, jefe de la Oficina del primer ministro del país.

Gulyás manifestó que, debido a las acciones militares en Ucrania y las sanciones de Bruselas, el precio de los productos energéticos está creciendo en Europa, destacando que una crisis energética se ha generado en el continente.

De acuerdo con sus palabras, al juzgar por la situación generada, Europa probablemente no tendrá la cantidad suficiente de gas para el período de otoño e invierno.

Con el objetivo de prepararse para la crisis y fortalecer la seguridad energética, las autoridades húngaras decidieron declarar el estado de emergencia en este ámbito.

Twitter impuso este martes una demanda contra Elon Musk para obligarlo a cumplir su oferta de adquisición de la empresa, luego de que el pasado viernes cancelara dicho acuerdo.

En la querella, enviada a un juez del estado de Delaware (EE.UU.), los abogados del servicio de microblogueo acusan al magnate de quebrantar su compromiso de pagar 54,20 dólares por cada acción de la compañía.

“Al parecer, Musk cree que ,a diferencia de cualquier otra parte sujeta a la ley de contratos de Delaware, es libre de cambiar de opinión, destrozar la empresa, interrumpir sus operaciones, destruir el valor de los accionistas y marcharse”, se lee en el documento.

Twitter responsabiliza a Musk de una “larga lista” de violaciones de lo pactado que han “empañado” su negocio y provocado, entre otros problemas, que el precio de sus acciones se desplome. Por estos y otros motivos, la plataforma digital solicita concretamente al Tribunal de Delaware que ordene al empresario apegarse a su compromiso inicial de compra valorado en 44.000 millones de dólares.

“La conducta de Musk simplemente confirma que quiere escapar del contrato vinculante que firmó libremente y dañar a Twitter en el proceso”, subraya el demandante.

Musk justificó el rompimiento de su acuerdo en un “incumplimiento sustancial de múltiples disposiciones” por parte de Twitter, que no había podido o se había negado a responder las solicitudes de información sobre la cantidad de cuentas falsas o de ‘spam’ registrada en la plataforma. Asimismo, indicó que el despido de importantes empleados de alto nivel equivalía a la ruptura de su compromiso de “mantener sustancialmente intactos los componentes materiales de la actual organización de negocio”.

De acuerdo con Bloomberg, el acuerdo entre ambas partes incluye una cláusula que obliga a quien incumpla lo pactado a pagar una tarifa de rescisión de 1.000 millones de dólares en determinadas circunstancias. Al respecto, los expertos legales han debatido si el conflicto sobre las cuentas falsas o el ‘spam’ es suficiente para permitir que Musk abandone el trato. Por otro lado, el acuerdo también incorpora una disposición que permite a Twitter obligar a Musk a consumarlo, siempre que la empresa demuestre que no violó los términos de compra y que la contraparte no violó el pacto al retirarse.
