With an average of more than 100 motorcyclists being killed in traffic crashes each year, over the past five years, this vulnerable group of road users will be subjected to stricter conditions before being allowed to operate on the nation’s roads when the new Road Traffic Act takes effect.
Transport Minister Audley Shaw in his recent outline of the Regulations that will govern the Act, noted that the “safe operation of motorcycles and pedal cycles is targeted through specific provisions governing their use on roads”.
According to the provisions, motorcyclists and pedal cyclists will not be allowed to operate without the requisite protective gear.
“In addition to the prescribed helmet, motorcyclists will be required to wear a high-visibility vest,” the regulations state.
Additionally, motorcyclists driving with a learner’s permit will need to be accompanied by an instructor who is driving another motorcycle within six metres of the learner driver.
In respect of learner drivers, an applicant will now be required to produce a medical certificate, while the requirement to pass the Road Code Test before being granted a learner’s permit has already been implemented and has been in operation since January 2020.
A total of 64 motorcyclists have been killed in traffic crashes since the start of the year according to the Road Safety Unit. This is 26 fewer than the 90 who perished during the corresponding period in 2021.

Former LIAT workers in St Vincent and the Grenadines (SVG) may soon be paid some sort of benefit for the loss of their jobs. CLICK HERE TO JOIN OUR WHATSAPP GROUP FOR NEWS UPDATES.
Prime minister, Dr Ralph Gonsalves gave an indication of this when he spoke on the Issues at Hand Programme onWE FM on Sunday, July 10.
“I asked Gaston [Browne, prime minister of Antigua/Barbuda] to ask the administrator for the final numbers for St Vincent and the Grenadines workers for us to see what we could do.”
The more highly paid LIAT workers were stationed in Antigua and Barbuda and Barbados. St Vincent and the Grenadines generally had office staff.
While speaking about LIAT’s indebtedness, Gonsalves said he also asked the Antigua/Barbuda prime minister “to get the indebtedness for small taxi operators, hoteliers and people who had purchased tickets.”
In relation to tickets which were bought, LIAT owes customers “something like EC$10 million,” Gonsalves said.
This money is yet to be refunded to customers of the now insolvent airline.
While there be no legal liability for LIAT, the prime minister spoke of it’s moral consideration.
“What about the farmer in Park Hill who bought a ticket to attend his daughter’s wedding in Tortola, but LIAT couldn’t travel and that person ain’t get back their money?”
The former LIAT Chairman also asked about the airline’s moral responsibility to small hotels, restaurants and taxi services which are still owed by LIAT 1974 Ltd.
“If you have moral responsibility, the moral responsibility has to be to everybody whom LIAT owes,” Gonsalves stressed.
He added that if there were a legal claim, there are some pilots who would get in excess of five hundred thousand dollars.
Gonsalves charged that some former LIAT pilots, engineers, flight attendants and other workers were “highly irresponsible” and caused the airline to lose a lot of money.
The prime minister spoke of strikes, delays and other industrial action which caused LIAT to lose cash, while having to make refunds.
Recently, the Leeward Islands Airlines Pilots Association (LIALPA) expressed disappointment in statements made about airline workers by Gonsalves in relation to LIAT.
The pilots said in a press release that it was unfortunate that Gonsalves is chastising workers “in their time of need.”
LIALPA said that blaming workers for LIAT’s failure was “inaccurate and a cheap shot.”
With not much private sector interest, the shareholder governments had to carry LIAT’s weight until became insolvent and stopped flying.
“We were searching for private sector people, we couldn’t get any,” Gonsalves recalled.
In the present plans for air transportation, the SVG prime minister said “all the governments have to be involved, bear the burden so that it becomes easier.”
“Nobody should be freeloading,” he cautioned.
Plans for a regional carrier were discussed at the recent meeting of Heads of Government of Caricom in Suriname.
A discussion had taken place there between the leaders of Antigua and Barbuda, Grenada, St Vincent and the Grenadines, St Lucia, Barbados and Guyana.

While the GPF’s been rightfully receiving heavy flak for their unprofessionalism, the ceremony “honouring” Policemen killed in the line of duty since 1913 reminds us of the sacrifice they’ve also made. The number’s now 65 since 1913. One suspects that the organisers began their body-count from then because the numbers killed from the GPF’s formation in 1839 to that point could be counted on the fingers of their hands.
But what your Eyewitness found surprising was the two speakers failing to mention our very recent history, when the most Police ranks were murdered in the history of Guyana. In a ten-month period in 2003, for instance, FIFTEEN Policemen were murdered – 30 to 2006!! After all, they heard and read ad nauseam about the Police and “Phantoms” killing 400 black youths – now morphed into 1400! Even the 400 Black youths” killed was debunked by the SN which showed 151 innocent persons were murdered by bandits; 239 persons were killed during confrontations with Police and in “unexplained circumstances” plus the 30 Police!!
With most of their relatives in the audience, wouldn’t they’ve wanted to know why their loved ones were killed by the so-called “Buxton Freedom Fighters” formed around five prison escapees?? Don’t the Police deaths deserve an equal-opportunity mention? One hears from the partisans of the “400” about Policemen acting outside of their remit and becoming judges, juries and executioners. But in the absence of any comment by the Police reps about the criminals among the 400, one’s left to conclude they were innocent choir-boys out picking daisies!
Such a one-sided narrative implicitly and explicitly demonises the Police, and has to demotivate the conscientious ones from vigorously performing their duties. Is this a factor that contributes to the extraordinary number of law enforcement officials who have been caught recently making “runnings”? Another missing part of the narrative is what happened to all those youths who were willingly recruited into the services of the “Freedom Fighters”? Like being lookouts and snitches.
Are they now all grown up and continuing the traditions they were exposed to? Are we now still reaping the harvest from the poisoned tree planted in Buxton and like Agricola etc? If your Eyewitness were the Top CoP, he’d have invited Basil Williams and ex-CoP Winston Felix to explain their (in)famous taped conversation about the Agricola Massacre. He’s sure the families of the dead Policemen from that era would’ve liked to know exactly what went down there…since the motivations were the same. But, instead, we had what was just another “heading off” of the Guyanese people from discovering the roots of the cancer, which is still metastasising and lurking to strike when deemed necessary.Like the W Berbice and Mon Repos Ethnic Riots.
…AFC’s charm
Well, seems that to overcome its “Dead Meat” status – not to mention the stench!! – the AFC’s about to go a-courting!! It announced it’ll be divorcing its PNC “partner” (nowadays one has to be gender neutral!!) this year end when their pre-nup agreement expires. Your Eyewitness wonders whether it’ll be allowed to keep the property it acquired during the marriage – what was it? 9 seats?? But then again, the marriage might never have been consummated, since Nagamootoo got shafted immediately after they won in 2015!! But he seemed to’ve disappeared from the scene – unless he’s playing possum.
So what’s the field like for the AFC – since they announced they’ll be casting their net among the “small parties”?? The first thing that came to your Eyewitness’s mind when he heard that statement was the said small parties must’ve immediately started running for the hills!! In the first case, most – excepting ANUG/LJP – were unable to muster even a few hundred votes.Looks like the Dead meat’s gonna rot some more!!

– “Mi-figue mi-raisin” –
“Vingt ans…

Young Jamaica, the youth arm of the Jamaica Labour Party (JLP), challenges the People’s National Party (PNP), and its president to offer the Jamaican people an alternative relief plan, “one which not only treats with Jamaica’s current economic situation but accounts for future financial stability”.
“Instead of the PNP’s irresponsible and impulsive proposals, the JLP Andrew Holness-led government has put forward a measured, targeted and thoughtful aid packages over the last two years…,” Young Jamaica said in a press release on Monday.
“The latest CARE components will provide a combined $2.7-billion social intervention package. Special focus was also given to the youth and elderly. Over half a billion dollars will be allocated to pensioners at the bottom of the income ladder.
“The GOJ will also be providing J$1.789 billion in back-to-school grants in addition to additional contributions to those on PATH,” the group noted.
According to Young Jamaica, the PNP continues to prove that it has “absolutely no idea how to govern the people of Jamaica responsibly and ethically”.
The group said that the PNP had “repeatedly” and “impulsively promoted irresponsible and fiscally unsound policies”.
Young Jamaica said it is “high time for [the PNP] to recognise that the politics they are attempting to play is a relic of a past” Jamaica does not want to return.
“This JLP administration has introduced transformational systematic electronic direct transfer of relief funds, aligned with international best practices, for the people of Jamaica.
“This has never been done before by any other administration,” the press release quoted Young Jamaica President Rohan Walsh.
Communications Director of Young Jamaica Rodain Richardson said: “The PNP would like for us to resile to the 1990s, 2010 and 2013, when Jamaicans were faced with economic pressures, uncertain times and when the country suffered catastrophic economic affairs.
“We have come too far as a people and have worked too hard as a country for anyone to trick us and tell us to run wid it, we cannot go back to a time like that.”

A 52-year-old Weirs man was robbed of his vehicle on Friday, July 8, in an area close to the Sir Vivian Richards Cricket Grounds.
The man reported to the Parham Police Station that he had gone to assist a friend who had run out of gas on Old Parham Road, and then headed back home via the Sir Sydney Walling Highway.
He says he stopped to relieve himself at about 1:15 a.m. and was accosted by a masked man dressed in all-black.
