Parce-que les membres de l’ANG entendent mener des actions concrètes pour la Guadeloupe, le parti politique s’est réuni ce dimanche, au Jardin d’Eau de Goyave, afin de préciser sa direction politique.

 Depuis le mois de janvier, l’Alyans nasyonal Gwadloup (ANG) est officiellement un parti politique. Pour son premier congrès politique, hier à Blonzac (Goyave), les membres du groupe se sont réunis en ateliers afin de préciser le cadre politique mais aussi afin de trouver les voies et moyens permettant d’arriver à l’émancipation de la Guadeloupe. Ils ont élaboré leur feuille de route à travers 3 grands axes : le territoire, la politique et l’économie sociale et solidaire. « Il faut sortir d’une relation de profitation exacerbée dans laquelle nous sommes avec une économie de rente pour aller vers une économie plus partagée avec un maximum de Guadeloupéens, a martelé Laurence Maquiaba, chargée de communication de l’ANG. L’intérêt général et l’épanouissement sont au cœur de notre réflexion. »

Ce nouveau parti a surpris plus d’un aux élections régionales. Sous l’appellation « NOU », le mouvement a rassemblé à son émergence les organisations anticolonialistes et progressistes. Érigé en parti politique, ils ont décidé qu’il était temps : « Nous devons sortir de ce statut assimilationniste dans lequel nous sommes et qui nous empêchent de prendre des décisions stratégiques pour la Guadeloupe, poursuit Mme Maquiaba au nom du groupe. Notre objectif c’est de dire qu’il faut un nouveau statut pour nous permettre à minima une habilitation législative pour voter des lois et choisir des lois qui peuvent s’appliquer aussi. »

 Que retenir de la déclaration politique de l’ANG ?

Dans le cadre de l’urgence de la situation sociale et économique de la Guadeloupe, l’ANG se fixe pour objectif prioritaire de sortir la Guadeloupe du « statut d’assimilation » en précisant : « il faut absolument, et dans les meilleurs délais, que la Guadeloupe soit dotée d’une spécificité législative lui permettant de voter et de choisir les lois qui soient bénéfiques à la préservation de sa terre et de son peuple, à son développement économique et social au bénéfice du plus grand nombre ».

L’ANG réaffirme haut et fort son objectif de prise du pouvoir politique et donc de participation à toutes les échéances électorales « dès lors que leur analyse du moment estimera que ces élections sont un moyen de faire avancer notre lutte globale et de favoriser leur prise du pouvoir politique. » Parce que cet objectif ne peut être atteint par une seule organisation, elle s’emploiera donc à « l’unification du camp progressiste et nationaliste et à l’unité du peuple guadeloupéen, conditions incontournables pour l’émergence politique et institutionnelle de la Nation guadeloupéenne. » L’ANG a décidé de combattre toutes les idéologies racistes et exigera que des législations contraignantes protègent ce bien commun pour les générations futures. Le parti a également inscrit dans sa déclaration de « mettre en œuvre toute action, toute proposition politique permettant de prévenir les maladies chroniques, d’améliorer l’état sanitaire de notre population et d’atteindre la souveraineté alimentaire. » Et enfin concernant la situation sociale et « dans une visée émancipatrice et responsable, l’ANG soutiendra les combats qui vont dans le sens de l’intérêt général et qui permettent des avancées sociales, tout en affirmant que l’épanouissement du plus grand nombre reste le but ultime. Cet épanouissement doit reposer sur un développement économique autocentré et sur nos ressources propres, aussi l’organisation appelle d’ores et déjà ses militants et l’ensemble du peuple guadeloupéen à se mobiliser autour de la constitution d’un fonds d’investissement permettant la prise du pouvoir économique. »

Nous mettons en avant l’économie sociale et solidaire comme véhicule nous permettant de créer des richesses qui seront partagées à l’ensemble de la population. L’originalité de l’ANG réside dans nos discussions avec tous les milieux : socio-économiques, politiques etc… Cette dimension de co-construction que nous mettons en place en interne, nous la partageons et c’est ce qui nous donne une visibilité. Nous ne sommes pas que dans l’invective et nous proposons des choses qui sont possibles dès aujourd’hui. Nous allons partager nos réflexions d’aujourd’hui dans les communes, à travers les organes intercommunaux. »

NIA Stands Ready to Continue Supporting Netball on Nevis, Sports Minister Evelyn Says

Charlestown, Nevis, July 08, 2022 (NIA) — Hon. Eric Evelyn, Minister of Sports, in the Nevis Island Administration (NIA) says the Ministry and Department of Sports stand ready to continue supporting the game of netball on the island.

The minister made a comment while delivering remarks at a recent celebration marking the opening of the refurbished Cicely Grell-Hull Dora Stevens Netball Complex in Charlestown. The event was held under the patronage of national netball legends Latasha Isles and Carol Liburd-Ward.

“It’s almost a brand-new facility. Courts have been resurfaced, remarked. We’ve done a lot of work on the pavilion, and on the stands. Tonight, brand new lights will also be switched on, so I want to commend all who have been involved in this almost brand new facility for netball.

“We want to assure the netballers and all in the netball fraternity that your administration, this Department and the Ministry of Sports will continue to support you in every possible way,” he said.

 Mr. Jamir Claxton, Director of the Department of Sports, while chairing the ceremony, spoke of the reason for the extensive multi-million-dollar refurbishment work done on the facility.

“Netball, for a very long time, has been a very important sport to the people of Nevis over the years. We’ve seen some ups and downs but regardless of the situation, there’s always been a motivation to play netball.

“Having said this, not only [does] netball require the administrators, the coaches, the players, officials but [it] also requires the requisite facilities to ensure that the sport thrives.

“The government of Nevis through its Department and Ministries of Sports and Communications and Works understands this responsibility, and thus we embarked on a mission to provide the necessary resources, to ensure that the facilities are available for sports to be played across the island, and that’s why we would have invested monies, millions, into the refurbishing of this particular facility,” he said.

Meantime, Hon. Spencer Brand, Minister of Communications and Works stated that the end result of the refurbishment project undertaken by the Public Works Department demonstrated its efficiency.

He used the opportunity to appeal to the public and those in the netball fraternity to take care for the facility.

“You would agree that the Nevis Island Administration would have expended significant resources here to reconstruct and to refurnish this facility.

“I want to say to you and I want to say to everyone who will utilise this facility from time to time, I’m appealing to you, I am beseeching you, I’m begging you to please take care of this facility…. It is our facility; it is our resources which would have been expended to refurnish this facility, and I want all of us to please take care of it,” the minister said.

Mr. Brand who is also the area representative for the St. Paul’s Parish commended the netball fraternity and those affiliated with the sport on Nevis.

“I want to take this opportunity to wish all the persons who have been associated with netball on the island of Nevis for the past 50 years heartiest congratulations. I want to say to you, that with this refurbished facility, we expect that netball in Nevis will continue to grow from strength to strength, and you can rest assured that you have a partner in the Nevis Island Administration with our support for netball.

“Congratulations. God bless and enjoy this facility for many, many years to come,” he said.

Department of Labour on Nevis Announces Upcoming Temporary Office Closure

Charlestown, Nevis, July 08, 2022 (NIA) — The following is an announcement from the Department of Labour in the Nevis Island Administration (NIA) regarding an upcoming temporary office closure.

The office of the Department of Labour will be closed for normal daily operations during the week of July 11 to 15, 2022, in order to facilitate Career Fair 2022 which is scheduled to be held during that week. 

Please be informed that the department will resume its daily operations on Monday, July 01, 2022, from 8 a.m. to 4 p.m.

The department apologises for any inconvenience the temporary closure may cause.

David Rudder, Sir Viv receive CARICOM Order

July 11, 2022 (MPE) — Calypso revolutionary David Michael Rudder of Trinidad & Tobago (pictured left) and former West Indies captain and batting sensation Sir Vivian Richards of Antigua and Barbuda were among four recipients of the prestigious Order of the Caribbean Community (OCC) at the opening ceremony of the 43rd Regular Meeting of the Conference of Heads of Government of CARICOM, in Paramaribo, Suriname last week.

Recipients also included former CARICOM Secretary-General Ambassador Irwin LaRocque of Dominica, and former Deputy Prime Minister and Minister of Foreign Affairs of Barbados Dame Billie Miller. They join a cadre of distinguished persons who have been honoured with the award.

First conferred in 1992, the award is given to “Caribbean nationals whose legacy in the economic, political, social and cultural metamorphoses of Caribbean society is phenomenal.”

The first awardees were Dr. William Demas, former CARICOM Secretary-General; Sir Shridath Ramphal, former Chief Negotiator of the Caribbean Regional Negotiating Machinery (CRNM), former Commonwealth Secretary-General, Chairman of the West Indian Commission, and former Chancellor of the University of the West Indies (UWI); and St. Lucia’s Derek Walcott, internationally acclaimed poet and playwright and 1992 Nobel Laureate in literature.

16-year-old role model shot dead in Maraval

INDUSTRIOUS: Caleb Martineau who was shot dead near his Paramin home on Saturday night. –

Caleb Martineau, 16, was a motivated and industrious form four student of Tranquility Secondary School, who encouraged his friends to focus on moving forward in life.

But he was shot dead on Saturday when a gunman, dressed in black, opened fire indiscriminately on Back Street, Le Platte Village, Maraval, while Martineau and others were celebrating his best friend’s birthday.

The incident happened at around 11.30 pm. Martineau was shot to the right side of his head. Two other people, 35-year-old Ric Toussaint and 18-year-old Lauranzo Pereira, of Le Platte Village were also wounded. Toussaint was shot in the neck and Periera was shot in the back.

All three were taken to a hospital where Martineau was declared dead. Toussaint and Pereira are in stable condition.

Martineau’s sister Kerdesha said he was shot dead just at the bottom of the flight of stairs leading to his house. She told Newsday, during a visit to the family’s home, that he was at his best friend’s house, just a stone’s throw away, preparing for the friend’s birthday party on Sunday. He left his best friend’s house to get a laptop to set up a music system for the party when he ran into the gunman’s line of fire.

“We were at home and we heard the shots. When we checked, we saw him lying at the bottom of the stairs,” his sister said.

“My dad’s car was shot up. The back of the car and the windows have bullet holes. My car was shot up too.

“His mother hardly would let him out. He would usually be inside by 6 pm. His friends begged for him to come out that night. This was the first time he ever went to a party.”

Martineau’s sister said he was loved by everyone in the community, because he encouraged the people around him to continue doing better for themselves. She described him as a handy and dependable person.

“If you look at the bottom of our stairs you would see everything he had for his car wash business. He used to wash all the cars in the community. If your car shut down, you could call Caleb. If you needed something drilled, you could call Caleb.”

She said he applied for work at Five Islands and hoped to use the money to buy a power washer so he could expand his car wash business. She added his main subject areas in school were electric documentation preparedness and management, and information technology. He was working towards getting a welding licence so he could do offshore welding.

The same way he motivated himself, he would also motivate his friends around him.

“He was always the one to push people. He would round up all his friends to go to school in the morning. He would contact a maxi driver and encourage people and say ‘Hey the maxi is leaving for 6.30 am, so get ready and go to school.’ They would wait by a concrete tank down the street to go to school. He used to tell them that they all had to go to school because they all had to make something of themselves.”

Relatives were not the only ones mourning his death. A neighbour stood at the steps where Martineau died and lamented loudly.

“This village needs justice,” she shouted.

“I pray that those who still have weapons on them now will put them down. I pray that they would change their lives. Badness is out of style. A man who loves and fears God will walk with the King James version (Bible), not a gun.”

UNAIDS Welcomes Court Ruling Against Antigua’s Same-Sex Acts Legislation – St. Lucia Times News

UNAIDS applauds the ruling of the Antigua and Barbuda High Court of Justice that effectively decriminalises consensual same-sex sexual activity by holding that sections 12 and 15 of the Caribbean country’s 1995 Sexual Offences Act are unconstitutional.

The court held that the criminalisation of consensual sexual acts between same-sex, adult partners infringes the rights to liberty, legal protection, freedom of expression, privacy and protection from discrimination based on sex.

This ruling is an important step toward creating a more equitable context for lesbian, gay, bisexual and transgender (LGBT) people in Antigua and Barbuda to exercise their rights to dignity, justice and health.

“This ruling will save lives and will help advance the end of AIDS. It will benefit everyone in the country, and will inspire countries across the world to take the same vital step forward for health and human rights. By creating a more supportive legal environment we can accelerate progress around reducing stigma and discrimination and ensuring everyone can enjoy lives free of fear, shame and injustice,” said UNAIDS Executive Director, Winnie Byanyima. “We congratulate the courageous litigants, civil society organizations and their legal team who have earned this landmark win for equality in Antigua and Barbuda.”

The case was brought by Mr Orden David, President of  Meeting Emotional and Social Needs Holistically (MESH), an organization serving the LGBT community and  Women against Rape (WAR)—a group that provides counselling and psychosocial support to gender-based violence survivors as well as marginalized and vulnerable groups.

They argued that the criminalization of same-sex sexual relations contributed to hostile healthcare settings where LGBT people often faced verbal abuse and confidentiality breaches. Among other things, this blocked their access to HIV testing, treatment and follow-up care.

“I have seen first-hand the pain, frustration and anger that the LGBT community experiences when trying to access services,” said Ms Alexandrina Wong, WAR’s Executive Director. “This judgment… is saying to us that changes must be made to ensure that human rights are assured, and discrimination is eliminated in time.”

“This is a clear statement that we must stop the stigma and discrimination against our community, and we will continue to support each other and advocate for our rights,” Mr David said.

Criminal laws drive and sustain public health inequalities. They legitimize stigma, discrimination and violence against LGBT people, increasing their risk of contracting HIV while reducing access to life-saving care.

Gay men and other men who have sex with men who live in countries that criminalize same-sex relations are more than twice as likely to be living with HIV as those living in countries without such penalties. In countries with extreme criminal penalties, this increases to more than five times as likely.

This case was part of an initiative spearheaded by the Eastern Caribbean Alliance for Diversity and Equality (ECADE). In 2020 ECADE also launched legal challenges to similar laws in four other countries: Barbados, Grenada, St. Kitts and Nevis and St. Lucia.

“Our government has sworn to uphold the rights of all, and this action tells us we are on the right road,” said Kenita Placide, ECADE’s Executive Director. She acknowledged the state attorneys who supported the final position.

In the Caribbean, strategic litigation is emerging as an effective strategy for challenging punitive, colonial-era laws.

There were successful challenges of laws discriminating against LGBT people in Belize in 2016 as well as Guyana and Trinidad and Tobago in 2018.

“The marginalization and criminalization of entire communities are fuelling the Caribbean HIV epidemic,” said Luisa Cabal, UNAIDS Regional Support Team Director for Latin America and the Caribbean.

“This decision shows that change is possible and UNAIDS remains committed to support law reform in the region.” She emphasized that judicial review is a key component of a broader approach that includes national dialogue around social justice and equity, as well as the deepened engagement of policymakers and health professionals. 

UNAIDS is contributing to community conversations around these issues, including by supporting public forums and sensitizing journalists reporting on key population communities and law reform in the region.

Consensual same-sex sexual relations remain criminalized in more than 60 countries globally, including seven in the Caribbean.

La cantidad de muertes atribuidas es de 4,628.

Hay 304 adultos y 41 menores hospitalizados. El monitoreo cubre el periodo del 25 de junio al 9 de julio de 2022.

La tasa de positividad está a 32.66 por ciento.
