Prime Minister Philip J. Pierre has joined other leaders in expressing condolences on the death of former Japanese Prime Minister Shinzo Abe who was assassinated on Friday.

Pierre extended ‘sincerest condolences’ to Abe’s family and the Government and people of Japan on behalf of the Government and people of Saint Lucia.

“I am deeply saddened by the tragic death of the former Prime Minister Shinzo Abe. Our world cannot continue to be plagued by such brutal and senseless violence,” Pierre wrote on Facebook.

“Rest well former Prime Minister Shinzo Abe,” the Saint Lucia Prime Minister wrote.

Abe was giving a speech for a candidate in Nara, a city in western Japan, just ahead of Sunday’s parliamentary elections, when a man shot him with a handmade firearm.

Local reports said police arrested a 41-year-old suspect who confessed to the crime.

But his motive was unclear.

The fatal shooting of the 67-year-old Abe sent shockwaves through Japan which has very tight gun control laws.

And world leaders past and present have been expressing their condolences while hailing the former Prime Minister’s contribution to the development of his country.

Educación inicia proceso de entrega de documentos para reclutamiento especial de docentes

El secretario del Departamento de Educación (DE), Eliezer Ramos Parés anunció que este lunes 11 de julio se recibirán los documentos de los candidatos que aspiren a pertenecer a la plantilla de educadores de la agencia, con el fin de completar el proceso de reclutamiento en cada una de las regiones educativas. La entrega de documentos está abierta a todas las categorías docentes que incluyen Educación Especial, Español, Inglés, Educación Física, Bellas Artes, Matemáticas, Ciencias, Bibliotecarios y Consejeros, entre otras categorías.

“Con el fin de tener toda nuestra plantilla de docentes completa para el reinicio de clases en agosto, todas las Oficinas Regionales Educativas están activando un proceso de entrega de documentos para aquellos que interesen pertenecer a nuestro sistema de educación pública. El fin es que contemos con todos los recursos disponibles para ofrecerle a nuestros estudiantes una experiencia educativa de primera. Confiamos en que, en este proceso, los candidatos interesados, de todas las regiones educativas, tengan la oportunidad de hacerse disponibles para unirse al equipo del Departamento de Educación”, dijo Ramos Parés en declaraciones escritas.

Para esta entrega de documentos, cualifican aquellas personas que posean un certificado de maestro en la categoría a la que aspiran. De la misma manera, los candidatos que comparezcan a las convocatorias y que no tengan certificado regular de maestro en la categoría del puesto, deberán cumplir con los requisitos mínimos de 60 créditos conducentes al grado de bachillerato, de los cuales nueve deben ser en cursos de la especialidad del puesto vacante que se cubrirá.

Los documentos a entregar son: transcripción de créditos oficial (original y copia), copia de las certificaciones emitidas por el Departamento de Educación y evidencia de licencia y colegiación vigente, en los casos que apliquen.

Cada Oficina Regional Educativa cuenta con lugares específicos para la entrega de documentos. Los lugares por región, son los siguientes:

Región Arecibo: Oficina Regional, en el Centro Gubernamental, Edificio B, en Arecibo

Región Bayamón: Oficina Regional, Corujo Industrial Park, Hato Tejas, en Bayamón

“Contamos con que nuestros docentes e interesados en pertenecer al DE acudan a este llamado, ya que estamos adelantando el proceso de reclutamiento con el fin de que se puedan incorporar previo al inicio de clases, preparen sus planes de trabajo y estén listos para recibir a sus estudiantes en agosto”, concluyó Ramos Parés.

El calendario escolar establece que el 12 de agosto comienza el curso escolar para los docentes. El 16 de agosto es la Casa Abierta para padres, madres y encargados; y el 17 de agosto se integrarán todos los estudiantes matriculados en el sistema público.

El informe preliminar de COVID-19 del Departamento de Salud (DS) reportó el sábado 14 muertos y 354 personas hospitalizadas.

El total de muertes atribuidas es de 4,624.

Hay 318 adultos hospitalizados y 36 menores. El monitoreo cubre el periodo del 23 de junio al 7 de julio de 2022.

La tasa de positividad está a 30.54 por ciento.

Un hombre murió electrocutado a eso de las 9:53 de la mañana del sábado, en la barriada Juana Matos, carretera 5 al lado Mario’s Auto Parts en Cataño.

 Según la información preliminar, un hombre que al momento no ha sido identificado, falleció electrocutado en circunstancias que se encuentran bajo investigación.

El agente Alexander Tosado, adscrito al Distrito Policiaco de Cataño se encuentra a cargo de la investigación.

Arizona prohíbe a los ciudadanos grabar de cerca a los policías

El gobernador del estado de Arizona (EE.UU.), Doug Ducey, promulgó este jueves una ley que restringe a los ciudadanos filmar a policías desde corta distancia, con lo que los infractores podrían sufrir cargos de delitos menores.

La nueva ley, que entrará en vigencia en septiembre, establece que es ilegal filmar deliberadamente a los agentes de la Policía a menos de 2,5 metros sin el debido permiso. No obstante, la legislación tiene algunas limitaciones. Si la actividad policial ocurre en interiores o en una propiedad privada, se permite a una persona autorizada grabar a una distancia menor de la indicada, a menos que el agente de seguridad determine que interfiere en su trabajo o que el área no es segura.

Además, la medida hace excepciones para los sujetos que son objeto directo de una interacción policial como la detención, registro, interrogatorio o control de tránsito. Los infractores pueden ser sancionados con una multa, pero en caso de desobediencia pueden incurrir en un delito menor castigado con 30 días de prisión.

Críticas contra la ley

El parlamentario estatal republicano John Kavanagh, impulsor de la ley que fue aprobada en febrero pasado por la Cámara de Representantes de Arizona, afirma que la normativa tiene como objetivo proteger a los oficiales de individuos que “tienen muy poco juicio o motivos siniestros“.

Sin embargo, la decisión del Gobierno de Arizona ha provocado el rechazo de grupos de derechos civiles y medios de comunicación, que denuncian que la medida plantea serios problemas constitucionales. “La proximidad no es un lujo en términos de documentar las acciones de los oficiales que participan en actos de brutalidad”, criticó el activista y pastor Jarret Maupin, en declaraciones recogidas por AP. “A veces, las víctimas y los transeúntes no tienen más remedio que estar dentro de la proximidad” que ahora se prohíbe, agregó.

Por su parte, la Unión Estadounidense de Libertades Civiles de Arizona calificó la medida de inconstitucional y considera que da a los agentes de seguridad demasiado margen de maniobra. Esta legislación “no tiene en cuenta escenarios del mundo real como protestas o el tráfico en carreteras concurridas, donde la gente no puede mantener la distancia”, lamentó la entidad.

Government partnering with US to eradicate firearm trafficking | Loop Barbados

Government will be tackling gun crime by attacking the problem at the source.

During a press conference on Friday, at Government Headquarters, Attorney General Dale Marshall revealed Government will be working with the United States of America to enhance border control.

“Part of our strategy involves dealing with our source markets or perhaps I should say source country. We have settled on an MOU with certain United States agencies to do a number of things which will assist in our mutual ability to deal with the illegal trafficking of firearms. Obviously, you’ve seen in the press a number of stories in relation to firearm traffickers in the US, we are intent that we are put in a position to be better able to deal with those things in a cross-border way.”

The Attorney General also revealed that Government will be training customs officers so they are able to identify specific firearm pieces as they are also trafficked in parts.

“As a result of that MOU, we are also going to be looking at increased training of our customs officers. Believe me, we know that the criminal element is extremely resourceful and they are certain characteristics of firearms that they rely on. They know that they can be taken apart so they ship them in multiple things and what is important to us is to make sure that our officers, our border protection agencies, are fully able to spot them when they see them.”

“So that will take care of training and cross-border corporation and we’re looking forward to having that particular MOU signed with those specialist US agencies. The commissioner has signed off on it and it has gone back to the US Embassy and that has to come into play from there,” he added.

R3 and HSA partnership expands telemedicine to Little Cayman | Loop Cayman Islands

To expand its scope of telehealth services, the Cayman Islands Health Services Authority (HSA) collaborated with the R3 Cayman Foundation to offer remote medical consultations to people in Little Cayman.

With its HD Zoom Camera, enhanced audio system, and articulating head, the high-end Intouch Teladoc robot will give patients and staff of the Little Cayman Clinic the experience and familiarity of a face-to-face encounter with the HSA’s remote physicians during initial exams, treatments and in post-procedural follow-ups.

Through the interactive devicepatients will be able to have more convenient and increased access to their physicians and allied health practitioners at the Faith Hospital and the Cayman Islands Hospital. It would also reduce the time and costs associated with patients having to travel to Cayman Brac and Grand Cayman for elective and emergency consultations.

“This partnership has marked an important milestone in healthcare delivery to Little Cayman community,” said Director of Sister Islands Health Services Dr. Srirangan Velusamy. “Virtual consultations through the telemedicine robot would give the residents and visitors of the island much needed access to our specialist physicians. This advanced technology will be of immense value to the HSA, especially during medical emergencies since our physicians could virtually be there to assist our resident nurses to examine and manage our patients.”

The telemedicine service is available at the Little Cayman Clinic starting from Friday, July 1, 2022. The frequency of Faith Hospital physicians’ visits to the clinic will remain the same (every Wednesday).

“We believe that healthcare should be easily accessible to everyone in this country, regardless of which district or island you are from. We are delighted to partner with R3 on bringing these telehealth capabilities to the Little Cayman community and are grateful for all their generous support in our mission to make high quality healthcare services accessible to the people of the Cayman Islands,” noted HSA Chief Executive Officer Lizzette Yearwood. “The addition of our new telemedicine robot, along with the islands’ first purpose-built ambulance and the two registered nurses stationed at the clinic, have substantially enhanced healthcare in Little Cayman. We look forward to continuing to integrate innovative solutions and services that will improve the health of the communities we serve.”

“R3 Cayman Foundation is delighted to fund this project through its Readiness Committee,” stated R3 Cayman Foundation Recovery Committee Chair Carla Reid. “Telemedicine for the Sister Islands was on the list of priorities for Readiness as we wanted to ensure that Little Cayman was better equipped for medical emergencies, such as in the event of a hurricane or other natural disaster. We are especially pleased to have received a donation from Little Cayman residents Peter and Pia Hall for the purchase of this equipment. The matching funds from the Kenneth B Dart Foundation will assist R3 to fund other grants made through its Readiness, Relief and Recovery Committees.”

Grand Cayman Liquor License holders – including those with music and dancing licenses – are reminded of the upcoming Annual Liquor Licensing Meeting which will be held on September 8, 2022.

Liquor license holders that are seeking to renew their license are reminded to submit the renewal application by 4pm August 9, 2022 to be added to the meeting agenda. Renewal applications can be completed online at https://online.gov.ky/dci/faces/guidance.

License holders are also advised that licenses expiring on September 30, 2022 must be renewed at this annual session to operate for the new license period which begins on October 1st 2022.

Irregular Cuban migrants returned to Cuba on Friday | Loop Cayman Islands

On July 8, 2022, Prensa Latina reported that Cuban authorities received a new group of irregular migrants in compliance with agreements with Mexico and the United States.

According to Prensa Latina, Cuban authorities informed the press that, as of Friday, 92 operations have been carried out to return irregular migrants, totaling 4,013. Countries involved in these operations include United States, Mexico, Bahamas and Grand Cayman.

So far, 1,363 people have been received from Mexico, as part of the migratory agreements and as of Friday, 74 irregular migrants intercepted by the U.S. Coast Guard were also returned to Cuba, during the 50th operation of this type.

A total of 2,388 Cuban citizens were returned by sea from the United States.

Cuba reiterated in various forums its commitment to regular, safe and orderly migration, for which it signed bilateral agreements with destination or transit nations.

Cayman Islands Cadet Corps Hosts 20th Anniversary Camp | Loop Cayman Islands

The Cayman Islands Cadet Corps (CICC) welcomed just over 35 cadets from contingents around the region for its 20th Anniversary Cadet Camp.

Representatives from the Jamaica Combined Cadet Force (JCCF), Turks and Caicos Islands Cadet Corps (TCICC), and Barbados Cadet Corps (BCC) are attending the camp which will run from 2-16 July 2022 at the Clifton Hunter High School, with scheduled rotations through East End Civic Centre and the Agricultural Grounds.

The two-week camp forms part of CICC’s yearlong 20th Anniversary Celebrations of the Cayman Islands Cadet Corps. Local cadets came from both Grand Cayman and Sister Islands. This year’s camp theme is “20 years of youth development, utilising the past to fortify the future.”

Over the next two weeks, cadets from all contingents will engage in activities such as orienteering, field/camp craft, adventurous training, archery, watermanship, culinary arts, first aid, drill, and personal hygiene, among others.

Training will focus on: building team spirit through a set of highly competitive activities. Standardising cadet training across the Caribbean Region will be important through Cayman Cadets working alongside their counterparts.

Speaking at the Opening ceremony on Sunday, 3 July, CICC Acting Commandant Lt. Col. Errol Brathwaite welcomed the Cadets to the 20th Anniversary Camp and noted: “This is an exciting time, as we gather together from across the region for the first time since the start of the COVID-19 pandemic. Our goal over the next two weeks is to learn and build capacity together, sharing various levels of skill while executing various tasks with a high level of precision.”

I would like to take this opportunity to thank all the participating countries for their continued support of CICCs development. As CICC continues to celebrate our 20th anniversary, through this camp we will build on the Corps’ great impact on Cayman Islands’ youth and support for our nation’s wider community.

Lt. Col. Brathwaite remarked.

Cadetting has already proven to be beneficial to the Cayman Islands, and its economy, through “Cadet Tourism.” The CICC hosted the Caribbean Cadet Commandants Conference and Caribbean Cadet Camp in 2012, with groups from individual Caribbean territories and the United Kingdom in attendance.

Minister of Home Affairs, Hon. Sabrina Turner, commented:

The Ministry of Home Affairs is committed through CICC to the development and mentorship of Cayman’s young men and women across all three islands. Programmes like the Cadet Corps align with the Ministry’s priority of building a safer, stronger, inclusive, and resilient community.

“I encourage our young people from ages 11- 17 years to serve our community, and build leadership skills through joining and participating in the Cayman Islands Cadet Corps,” the Minister added.

Now celebrating its 20th Anniversary, the CICC continues to empower youth with the tools and life skills for personal development and growth. The cadets play a key role in the development of the Cayman Islands’ resilience and national security, across all three Islands.

In addition, over the years many young Caymanian cadets have matriculated into employment opportunities in entities such as Cayman Islands Coast Guard, Cayman Islands Fire Service, Royal Cayman Islands Police Service, Customs and Border Control, Cayman Islands Regiment, Department of Public Safety Communications (911) and Hazard Management Cayman Islands. The Ministry of Home Affairs, alongside the Cadet Corps, is also strengthening the process by which Cadets may undertake a career in the uniformed services, as part of a broader strategy of enhancing public safety.

CICC will conclude its 20th Anniversary Camp on 15 July 2022 with a closing and awards ceremony, which will highlight the achievements of an outstanding team and individual performances during the camp.
