Dharamlall orders audit of BV/Triumph NDC after residents allege sale of ancestral lands

Minister of Local Government and Regional Development, Nigel Dharamlall has instructed an immediate audit of the operations of the BV/Triumph Neighbourhood Democratic Council (NDC), after allegations surfaced about attempts by the Council to sell ancestral lands in the community.

Minister Dharamlall was told of the attempts on Thursday, when he met with residents.

One resident, Paul King, presented documents showing two separate transactions between the NDC and private parties.

“One of our lots that we paid our tax for only in November was up for sale in sections G and F and so, in my possession I have evidence of letters of agreement of sale between the NDC, John Fernandes and some Mohamed [about these lands],” he added.

Other residents agreed that the situation is disheartening as it demonstrates the local organ’s blatant disregard for their view.

NDC Chair Jimmaul Bagot, refuted the allegations. He explained that in 2019, the Council retrieved a document showing it owns 200 acres of land in sections F and G, Beterverwagting. He said in 2021, the NDC received a proposal from John Fernandes Limited seeking to develop lands in those areas, to service the oil and gas and housing sectors.

Following a series of consultations, the Council decided against the sale of the land, however, that decision was not upheld.

Bagot said, “we would sell them one section (G) and we would ask that they develop that section (F) and this is to ensure residents of Beterverwagting gain access to the lands.”

He reminded residents that the Council is solely relying on its legal document stating ownership, and claimed it is not the Council’s intention to sell lands illegally.

“We have failed villagers in regards of not letting them know what was going on, and we would have allowed it to reach to the point where persons came up with their own ideas and ran with it.”

Earlier this year, similar allegations were brought against the NDC by residents.

Minister Dharamlall had committed to addressing the matter due to the seriousness and gravity of the claims. He said the lack of leadership, as well as poor performance by the NDC resulted in this conflict, which has stymied the community’s development.

“It looks like a lot of business is being done by this Council, and the residents are unaware of what is happening. Likewise, too, I get the impression that the work of the Council is not above board and from the responses of the residents,” Minister Dharamlall said.

Another troubling matter raised was the use of a US$10,432,263 concessionary loan agreement with the CARICOM Development Fund (CDF), in 2016.

The grant was allocated to restore and upgrade drainage and irrigation canals, provide farming equipment, and install drainage pumps in communities such as Buxton, Beterverwagting, Ithaca and Mocha-Arcadia.

Some 155 kilometres of drains were set to be constructed along with 14 kilometres of fair-weather dams to ensure farmers gain access to 2,500 acres of lands.

Some 1,200 farmers were earmarked to benefit, by re-establishing the country’s agricultural export capacity within CARICOM, while supplying the domestic market. However, the result of this project is yet to be seen.

Minister Dharamlall assured residents that government will investigate.

“I would have to speak to my colleagues to see how best we could have an investigation into how this money was spent because from what I’ve heard today, from the farmers, the development work was never completed.”

Such infractions will not occur under the watch of the Dr. Ali-led Government, Minister Dharamlall affirmed, while committing to providing assistance to improve the lives of all Guyanese. [Extracted and Modified from DPI]

CGX prepares to drill Wei-1 well offshore Guyana

As the time draws nearer for Canadian-owned company CGX Energy Incorporated to drill its Wei-1 well in the Corentyne Block offshore Guyana, the company has undergone some major changes at the top.

These changes include the naming of a new Chief Financial Officer (CFO), George Davis, who will be taking over from Hill York Poon. Poon will be retained as CGX’s Director of Finance. Meanwhile, Paul Langlois has been appointed as the new Exploration Manager.

Davis, CGX explained in a statement on Tuesday, has over 20 years of financial and leadership experience, having worked with publicly listed international companies in a variety of sectors including mining, energy, and infrastructure.

Meanwhile, the company explained that Langlois has over 18 years of exploration and development experience across multiple basins including North America, Gulf of Mexico, Middle East, Africa, Europe, and South Asia.

Langlois, according to CGX, has held various senior-level positions at Unocal, Chevron, Cobalt, and Tiburon. He was also responsible for numerous international geological assessments and field developments.

According to Gabriel de Alba, Co-Chairman of CGX’s Board of Directors, these appointments will complement the team the company has assembled to drill the Wei-1 well, which was slated to be drilled this month at a cost of approximately US$93 million.

“I am pleased to announce the appointment of George Davis as CGX’s new CFO. We are excited to have such a qualified professional fill this important executive leadership role. George’s extensive experience in senior leadership roles in finance and his demonstrated success working with public companies has helped prepare him for this critical role as CGX embarks on the drilling of the Wei-1 exploration well with its partners.

“I am also very pleased to welcome Paul Langlois to the operational team at CGX. His expertise and leadership will add to the superb team that we have assembled to drill the Wei-1 well,” de Alba further said.

Meanwhile, Executive Co-Chairman of CGX, Professor Suresh Narine was also optimistic that the management shake-up would have a positive effect on the company’s drill campaign for the Wei-1 well.

“On behalf of CGX’s Board of Directors, management and shareholders, I thank Hill York for the many contributions she made to the company in the transitionary role she has played since November 2021. Ms Poon will take up the position of Director of Finance with CGX, continuing to support the company and George in his new role as CFO. With George and Paul’s addition to the CGX team and Hill’s continuing efforts, the company is well-prepared as it embarks on the Wei-1 drilling campaign,” Narine said.

CGX and Frontera Energy Corporation, its joint venture partner, had previously commissioned an independent report which had revealed that they were potentially sitting on 4.9 million barrels of oil equivalent (BOE) in the Demerara and Corentyne oil blocks under their control.

In February of this year, the partners had announced an oil find of 177 feet of oil-bearing reserves at the Kawa-1 well in the Corentyne Block. Since then, however, the company has been making moves to scale back its presence in the other blocks.

It was announced that CGX had reached an agreement with the Government to relinquish larger sections of the Demerara and Corentyne Blocks, which will potentially go to auction in September.

Both the Corentyne and Demerara Blocks have been in CGX’s hands for some time without being drilled. Back in May 2019, the Strategic Joint Venture between CGX and Frontera was approved to farm in to two shallow-water offshore Petroleum Prospecting Licences for the Corentyne and Demerara Blocks.

Both of these blocks are adjacent to ExxonMobil’s Stabroek Block, where multiple discoveries have been made. The farm-in joint venture allowed Frontera to acquire a 33.333 per cent working interest in the two blocks.

AG confirms spike in gun crime | Loop Barbados

Barbados is not the wild, wild west, in relation to gun violence according to Attorney General Dale Marshall.

Addressing public concerns surrounding gun-related crime during a press conference today, the Attorney General acknowledged that there has been “a sharp increase in numbers over a short period of time”. However, he contended that this spike was not an indication that the island “has descended into a state of chaos”.

“The country has experienced a spike in a number of firearm events or incidents over a few weeks. These have resulted in a number of deaths and injuries. Other incidents not connected to the use of firearms but also resulting in the loss of life have also occurred. These are all tragic circumstances and acutely felt in a small country such as ours….

“This is not an indication that Barbados has descended into a state of chaos or outright lawlessness. We have dealt with spikes in crime before and effectively so,” Marshall remarked.

Sharing firearm statistics spanning over five years, Marshall reported that 23 gun-related murders in 2017, 18 in 2018, 30 in 2019, 26 in 2020 and 17 gun-related murders were recorded in 2021.

For the period January to July 7, 2022, 17 murders have been recorded with 12 by the use of firearms. During the period 2017 to 2022, police recovered 465 firearms.

The Attorney General stated that upon entering office, Government has “spent considerable amount of resources” to strengthen detection at the ports of entry and to address coastal surveillance.

“There has been a period in the past where these assets have not been in working order and have not been in working order for extended periods of time, in some instances well over a year. Now, if our ability to detect firearms coming into Barbados is significantly hampered because assets are out of use for a year and a half, you can only imagine what number of guns could have come in at that time.”

“In those circumstances therefore it has a been a challenge for our law enforcement agencies. At our ports of entry, our guard was significantly down,” he revealed while adding that millions were spent to fix the issue.

The Half Way Tree Police in St Andrew are seeking the public’s assistance in locating the family of Andrew Lee Pryce, who was murdered on Lonsdale Avenue, Kingston 10 on Wednesday, January 05.

Pryce was shot by unknown assailants while sitting in a Mitsubishi motor car. He was assisted to the hospital by the Police, where he was pronounced dead.

During the investigation, the body was stored at a government-contracted funeral home. However, the investigation has since concluded and detectives are now ready to hand the body over to the family, but none can be located.

The Police are now appealing to his family to contact the Half-Way-Tree Police at 876-926-8185 or the police 119 number. In addition, persons who know the Pryce family and can assist the Police to locate or contact them are asked to call the Half-Way Tree Police immediately.

Hotelier Kevin Hendrickson has announced the sale of the Knutsford Court Hotel to local healthcare companyNovamed.

The Kingston property has been acquired by Novamed Inc. through a specially created vehicle, Novamed Properties and arranged by Roots Financial.

The acquisition of Knutsford Court Hotel is expected to close in three months, after which Novamed intends to secure shares in a major hospital to complement the hotel purchase.

Plans are in progress to transform the property into a model business and lifestyle village that will build healthy living, productivity, and environmental sustainability into its operations.

Novamed is led by Founder Dr David Walcott along with Kirk-Anthony Hamilton who heads Tech Beach Retreat & Roots Financial Group founder, Kevin Donaldson.

The company s focused on bringing innovative solutions to emerging markets in the Caribbean and Latin America through investing in healthcare-specific assets including real estate, operating companies, and medical technology.

“When we were approached by Novamed to consider this arrangement, we thought long and hard about giving up one of our prime hotel properties, but the prospects of Kingston having a state-of-the-art health district was most attractive,” Hendrickson stated.

Fmr soldier escapes after stabbing girlfriend & her mother

A former Guyana Defence Force (GDF) officer is now evading law enforcement authorities after he stabbed his girlfriend and her mother at his Paradise, East Coast Demerara home on Tuesday evening.

On the run is 26-year-old James Rodwell Cadogan also known as “Roddie” of Haslington, ECD.

Injured are 23-year-old Zenida April, a GDF rank and her mother, Nevorn April.

Reports are that the former soldier and his girlfriend, who were living together, were having some issues prior to the stabbing. This publication understands that during one of their arguments on Monday, the ex-soldier threatened to stab his girlfriend.

As such, the girlfriend went to stay with her mother. The following day, the girlfriend, at the advice of her brother, decided to file a police report.

INews understands that the report was made at the Vigilance Police Station but the station had no patrol to send with the girlfriend so she can retrieve her belongings from the former soldier’s home.

The woman then visited the Enmore Police Station and was met with the same situation, so she decided to go without police escort, in the company of her mother and her brother This was at around 23:00h on Tuesday.

When the mother and daughter entered the house, the ex-soldier immediately locked the door from the inside, preventing the brother from gaining access into the building.

The brother told this publication that he heard his mother started to scream. The brother eventually gained entry into the house through a window but by the time he did so, the suspect had already escaped.

The mother and daughter were taken to a hospital. The daughter was stabbed some eight times about her body, including to her chest, neck, arms, and back while the mother was stabbed once to the shoulder.

The mother was treated for her injury and sent away but the daughter remains hospitalised. The brother said on Wednesday, he returned to the Police Station to follow up on the issue but the officers there seemed reluctant in helping.

The brother also contended that while police are dragging their feet in apprehending in the suspect, the family is receiving threats from him on social media. The brother further expressed home that the suspect is arrested soon since him being on the run means their family’s lives remain in danger.

6 years later: Businessman accused of smuggling gold, falsifying documents freed

Six years after he was charged with falsifying documents pertinent to a money-laundering investigation and illegally exporting gold, Better Hope, East Coast Demerara (ECD) businessman Richard Ramjit, 42, has been freed after the prosecution failed to prove its case against him.

The goldsmith, whose jewellery was seized at the Cheddi Jagan International Airport (CJIA), Timehri, East Bank Demerara (EBD), while he was an outgoing passenger, had been charged with knowingly falsifying documents contrary to the Anti-Money Laundering and Countering the Financing of Terrorism Act and exporting gold without a licence contrary to the Gold Board Act.

Ramjit, who was represented by Attorney-at-Law Latchmie Rahamat, had been on trial for the offence before Senior Magistrate Leron Daly at the Georgetown Magistrates’ Courts.
At the close of the prosecution’s case, Rahamat presented a no-case submission in which she contended that the prosecution had fallen below the threshold of a prima facie case.

Concerning the first charge, the lawyer submitted that there was no evidence that her client had documents that were relevant to any money-laundering investigation being conducted by the Special Organised Crime Unit (SOCU), no evidence that he had any knowledge of any money-laundering investigation, or that he ever falsified any relevant documents in his possession which were relevant to that probe, or was in possession of any document or falsified any documents.

As it relates to the other charge, she argued that there was no evidence that her client left Guyana with any gold in his possession, no evidence that he exported gold out of Guyana into another jurisdiction since he never left the country, and his jewellery was seized at the airport.

“There is no admissible evidence before the court to show that the jewellery from him that was seized was gold or that it was valued more than US$10,000, and therefore, there is no evidence before the court establishing the essential elements of the offence,” she argued.
Against this backdrop, Rahamat submitted that the prosecution failed to make out a case against her client, and, therefore, urged the court not to call on her client to lead a defence. Magistrate Daly, on Thursday, upheld the no-case submission and dismissed the charges.

The prosecution had contended that on January 19, 2016, at the CJIA, Ramjit had in his possession 19.1 ounces of gold valued at $4.15 million without having an export licence. He was wearing gold jewellery valued in excess of US$10,000 (G$2 million)—the threshold at which seizures can be made under amended anti-money laundering laws if there was no declaration to customs.

Ramjit had filed a lawsuit against the State in which he sought $10 million in damages, a declaration that his arrest was unlawful and a declaration that his fundamental rights and freedoms were breached after SOCU seized his belongings.

Justice Dawn Gregory, however, dismissed the constitutional motion, ruling that SOCU acted lawfully when it seized the items. Ramjit had appealed the Judge’s decision to the Court of Appeal. It is unclear what is the legal status of this matter. This publication understands that Ramjit’s lawyer intends to write SOCU requesting the return of her client’s gold jewellery.

The businessman had been out on $100,000 bail pending the conclusion of his trial.

UN Report : A Third Of Women In Developing Countries Give Birth In Teen Years – St. Lucia Times News

Nearly a third of all women in developing countries, start having children at the age of 19 or younger, and nearly half of first births to adolescents, are to children or girls aged 17 or under, new research released on Tuesday by UNFPA, the UN sexual and reproductive health agency, reveals.

While total fertility across the globe has fallen, the UNFPA report shows that women who began childbearing in adolescence, had almost five births by the time they reached 40, during the period examined in the report, between 2015 and 2019.

Gender-based and income inequalities are highlighted as key in fuelling teen pregnancies by increasing child marriage rates, keeping girls out of school, restricting their career aspirations, and limiting healthcare and information on safe, consensual sex.

Entrenching these inequalities are climate disasters, COVID-19 and conflict, which are all upending lives around the world, obliterating livelihoods and making it more difficult for girls to afford or even physically reach school and health services. This leaves tens of millions yet more vulnerable to child marriage and early pregnancy.

‘Glaring sign post’

“When nearly a third of all women in developing countries are becoming mothers during adolescence, it is clear the world is failing adolescent girls,” said UNFPA Executive Director Dr. Natalia Kanem. “The repeat pregnancies we see among adolescent mothers are a glaring signpost that they desperately need sexual and reproductive health information and services.”

After having their first child, additional childbearing in adolescence is common for child mothers, said UNFPA.

Among girls with a first birth at 14, or younger, nearly three quarters also have a second birth later in adolescence, and 40 per cent of those with two births, progress to a third birth before leaving the teen years.

Most births among girls under the age of 18 in 54 developing countries are reported as taking place within a marriage or union.

Although more than half of those pregnancies were classified as “intended”, young girls’ ability to decide whether to have children can be severely constrained.

The report finds that adolescent pregnancy is often – albeit not always – driven by a lack of meaningful choice, limited agency, and even force or coercion, said UNFPA.

Vulnerable to grave rights violations

Complications from giving birth are a leading cause of death and injury for adolescent girls, but being an adolescent mother can also lead to other grave violations of their human rights and serious social consequences, including child marriage, intimate-partner violence and mental health issues.

And the youngest child mothers, face the highest risks.

Across the globe, there are encouraging signs of declining levels of motherhood in childhood and adolescence, said the UN agency.

But the pace of decline has been “alarmingly slow”, according to UNFPA, by some three percentage points, per decade.

“Governments need to invest in adolescent girls and help expand their opportunities, resources, and skillsets, thereby helping avoid early and unintended pregnancies,” said Dr. Kanem. “When girls can meaningfully chart their own life course, motherhood in childhood will grow increasingly rare.”

Recommendations

The report lays out recommendations for policymakers including the need to provide girls with comprehensive sexuality education, mentorship, social support, and quality health services.

It also calls on families to provide greater economic support, and engage local organizations, all within a supportive policy and legal framework that recognizes the rights, capacities and needs of adolescents, particularly marginalized adolescent girls.
