There is an adage which says, “ya can find a Bajan anywhere,” and this winter in Qatar at the FIFA World Cup(TM), you will find sports enthusiast and Black Rock resident, Pedro McClean.

McClean has been selected from amongst 500,000 applicants to be an international volunteer for the biggest show on the sports calendar.

The avid Manchester United and Empire Sports Club fan said he was initially doing research to attend the FIFA World Cup(TM) as a spectator but came across information which requested competent personnel to assist at the tournament in Qatar.

“I’m looking forward to meeting people to be honest, and it is the FIFA World Cup(TM). This is the largest sporting event in the world and the stadium I am registered to will be hosting the final”

“Originally, I was looking for tickets for the games and one of the sections marked volunteer, so I clicked on it, found out what was the procedure, and it was basically a step-by-step process of seven steps.

You had to be fully vaccinated for sure, have some sort of experience and after they read your application, you had to do an interview, which was done in June”, McClean explained.

McClean was deemed the ideal candidate due to his domestic and international experience.

Firstly, as a Concacaf licensed coach, an active member of the Empire Sports Club technical team, and most significantly his tenure in a similar volunteer position at the International University Sports Federation (FISU) games in Mexico and Taiwan in 2017 and 2017 respectively.

“During my internship I had worked with the social media team (of FISU), and I was an attach? responsible for team China and it wasn’t even a familiar sport to me, it was actually American football”.

McClean emphasized that one important thing his experiences has taught him, is to always be prepared.

McClean commutes via train to rehearsals ahead of the start of the tournament

“I try to do a lot more research when I get involved. Before I went to Taiwan, I even went and learn a bit of Chinese at UWI every week.

Mexico was a bit shaky because I didn’t know what I was doing until I got there and then I did a bit of everything, even announcing sometimes”, said McClean.

The Sports Management graduate lauded tutors Ms Marcia Oxley and Dr June Caddle for their tutelage and guidance, which he believes has equipped him for this life-changing experience in the Middle East.

A socialite in the sporting industry, McClean said he is looking forward to experiencing new relationships the most, during his tenure in Qatar.

This is his highlight, even though he is deployed to the largest stadium in the tournament; the Lusail Iconic Stadium, which has a capacity of 80,000 and will be the venue for the tournament final.

“I’m looking forward to meeting people to be honest, and it is the . This is the FIFA World Cup(TM) largest sporting event in the world and the stadium I am registered to will be hosting the final.

I will be working with spectator services, basically making sure that all spectators are comfortable, and anything relating to the fans.”

According to McClean’s knowledge, he is the only representative Barbados who will be at the World Cup in this capacity, and he believes it due to a lack of information.

“I believe the majority of the time, it’s not knowing.

I did tell a few persons when I found out that I will be doing it and I tried to encourage them, but sometimes people aren’t ready to take that leap of faith”, he said.

McClean advised persons who are sports fanatics like himself and want to contribute to sports at a global level, while enjoying the experience, to do their research, trust the process, have faith, just make that first step.

Road users ask for explanation for Pirates Fest road closures Loop Cayman Islands

Black Immigrant Daily News

The content originally appeared on: Cayman Compass

Traffic congestion, believed to be caused by roads being blocked in George Town to accommodate Pirates Fest activities, resulted in delays for members of the public trying to make their way home or for an evening out on Friday.

While the police initially notified the public of the road closures (lasting from 17 to 20 November) by way of a press release published on their website on November 17, 2022, some members of the public are now asking why the police were allowed to close the roads in the first place.

Source of Authority

In order to explain the powers of the police and others to close roads and erect signs, it is useful to look at a number of areas, including the Public Order Act, the Traffic Act and the Roads Act.

Public Order Act

Under the Public Order Act, for example, any person desiring to organise a procession (which includes a public march or procession on a public place) shall, at least three days before such intended procession, make application to the Commissioner of Police for a permit.

Regarding this, the applicant must set out the names and addresses of the organisers of the procession, the proposed point of departure, route and point of termination of the proposed procession, the proposed date and times within which the procession will take place and an estimate of the number of people who are expected to take part.

If the Commissioner of Police grants permission, he may do so with conditions calculated to prevent obstruction of traffic and inconvenience to the public in general (the Commissioner of Police also has the power to re-route any procession if he has reasonable grounds for apprehending that a procession which is taking place may occasion public disorder, obstruct traffic or interfere unduly with the convenience of the public).

Traffic Act

In connection with this activity, the Traffic Act gives the power to the Traffic Management Panel to cause or permit traffic signs to be placed, erected or otherwise marked on or near any road.

The Traffic Act also gives a police constable the power to erect on a road, whether during the day or night a road block or barrier, at which all vehicles shall be required to stop.

Further, the Traffic Act states that where there are any road works, no person may carry out works under, in, over, along or across a road which may affect the normal circulation of traffic on that road, without having first given the Commissioner of Police two days’ notice in writing.

In connection with this, the Commissioner of Police may require a person carrying out works under, in, over, along or across any road to cause those works to be signed and indicated with such traffic signs and signals in such positions as that Commissioner of Police thinks fit.

Roads Act

The concentration of such powers with the Commissioner of Police leaves the National Roads Authority (NRA) with limited authority under the Roads Act to cause traffic to be diverted from any road for the purpose of altering or improving the same.

Since the Pirates Fest activities do not involve the altering or improvement of roadways, the NRA would not have been involved in diverting any traffic.

This position was further confirmed by Edward Howard, managing director of the NRA, who told Loop today that the NRA “had no involvement in the planning of the Pirates Festivities.”

To make matters more interestingly complex, the NRA has no authority to instruct the Commissioner of Police in relation to actions taken by the police in connection with the Pirates Fest activities. This is the case because, under the Cayman constitution, the responsibility for internal security, including the police, lies with the Governor.

Therefore, when it comes to the “simple” task of resolving the situation with public roads being blocked for the Pirates Fest activities, one has to walk a delicate line, always being careful not to overstep the Governor’s powers or reporting lines under the constitution.

Supporters at the Jamaica Labour Party (JLP) Conference held at the National Arena, Kingston, have expressed mixed views after hearing from Prime Minister, Andrew Holness after he spoke about a raft of issues at the much-anticipated event.

“I love what I hear today, I love the fact that the PM talk about crime and a number of issues that are really affecting the country, all in all, his address was a comprehensive one,” said Charles Jones, a supporter who made his way from Clarendon.

He was supported by Marcia Brown, who travelled from Bog Walk in St Catherine.

“The prime minister spoke about a wide range of issues and me like that,” said Brown.

But there were some supporters like Luke Smilie from Trelawny who said he wanted to hear more.

” I wanted to hear about the crime plan I wanted to hear more people a dead left right and centre the PM touch some issues but I wanted to hear more,” said the Trelawny resident.

Police are at this time monitoring the space to ensure that law and order is maintained as supporters make their way from the venue.

Health department rapped for delayed disclosure of malaria case Loop Jamaica

Black Immigrant Daily News

The content originally appeared on: Jamaica News Loop News

Chairman of the St Catherine Municipal Corporation’s (SCMC) Public Health and Sanitation Committee, Sydney Rose, has upbraided the parish’s health department for not disclosing earlier, the news that an imported case of malaria was being monitored by health officials in the parish.

This was after Deputy Chief Public Health Inspector for St Catherine, Denece Douglas, revealed at Thursday’s meeting of the committee that the St Catherine Health Department received notification of the imported case on November 4.

The positive patient, a child that returned to the island from overseas, has since recovered, Health and Wellness Minister, Dr Christopher Tufton, disclosed in a media interview on Friday.

Malaria is a potentially fatal disease caused by the Plasmodium Falciparum parasite. The disease produces chills, headache, a high fever and other flu-like symptoms.

According to Douglas, “Our team (at the St Catherine Health Department) has since commenced the necessary intervention activities in the community where that case resides, in an effort to prevent (any) spread.”

But Rose was not impressed with the late notification to councillors of the presence of malaria in the parish, even though the case was imported.

“It should be before today (Thursday); a simple phone call,” insisted Rose, who is also the People’s National Party (PNP) Councillor for the Treadways Division in St Catherine.

He lamented that the early public notification was also important for “the public to be advised to take the necessary precautions, to protect themselves from being bitten by mosquitoes, and treat with larvacidal activities, where possible, because we need to encourage them (the citizens) to do the right things to prevent themselves from having these diseases.

“So, I think we should be more proactive than reactive,” declared Rose.

However, Douglas said the St Catherine Heath Department has been strategic by intensifying fogging in selected communities in the parish.

She outlined that between November 6 and November 15, fogging has been consistently done in the communities of Union Estates and Twickenham Glades.

A further breakdown showed that Union Estates was fogged on the sixth, seventh and ninth of November, while Twickenham Glades was fogged on the seventh and ninth of this month.

Continuing, Douglas said: “On the 1Oth (of November), Twickenham Glades and McCauley Primary School (were fogged); and the 13th (of November), Union Estates; and (on) the 14th of November, Union Estates; and on the 15th, we did Dallas Lane and the environs and Union Estates.

“You would recognise that we did quite a number of fogging sessions in particular communities, and that is because of the imported case of malaria, as I mentioned earlier,” stated the health official.
