Construction Sector and Small Businesses Set to Benefit From Economic Diversification and Government Investment

BASSETERRE, St. Kitts, November 16, 2022 (SKNIS) – Prime Minister of St. Kitts and Nevis, the Hon. Dr. Terrance Drew has made the diversification of the domestic economy a major part of the Government’s agenda. During the Prime Minister’s press conference on November 15, 2022, Prime Minister Dr. Drew reiterated the Government’s plans for the construction sector and small businesses.

“We are going to launch a housing programme with our Citizenship by Investment (CBI) programme to stir our construction industry, and put our men fundamentally who work in that area to work and my hope is to see some women in that field as well. Women should learn to run blocks too because some women are running blocks and are very good at it. There is no difference. And so, that would create a number of opportunities for our people. It will create homeownership, opportunities to build real wealth and collateral to approach a bank which you can use to borrow to do business or to send your children to study. We are going to start other major projects such as our hospital and as I said before we have the first rendering of our new hospital to come and we are looking at the Basseterre High School as well. So, these construction opportunities will have a multiplier effect,” said Prime Minister Dr. Drew.

The Government has made it a priority to strengthen the Federation’s economic buffers, noting an overdependency on CBI revenues. Job creation remains at the heart of the Government’s development plan. With more well-paying jobs being created the goal is to reduce the number of persons relying on the various social assistance programmes.

“Via the Development Bank, we will be injecting millions of dollars to provide loans for our small and medium-sized businesses to stir economic activity because our hope, our plan and our goal are to not have everybody on social programmes but that people can really generate real economic activity, grow wealth and will not have the need for social programmes. That is what we want to do. We want to dwindle down those programmes as much as possible, but of course, being responsible about it by making sure people are moving into jobs and businesses where they can sustain themselves even better than being on social programmes,” said Prime Minister Dr. Drew.

Across the Federation of St. Kitts and Nevis, entrepreneurs can rest assured that the Government is working tirelessly to create conditions necessary for sustainable economic growth and diverse business opportunities.

BASSETERRE, St. Kitts, November 16, 2022 (SKNIS) – As a Small Island Developing State (SIDS), St. Kitts and Nevis face the brunt of the effects associated with climate change. Prime Minister of St. Kitts and Nevis the Hon. Dr. Terrance Drew on November 15, 2022, called for greater support for SIDS in the fight against climate change.

“In my UN address I spoke about the climate issue and that in the Caribbean, especially small island states, our footprint is very small when it comes to the carbon issue attributed to the increase of global temperature or global warming. And the global warming we know is responsible for a lot of climate issues; we see hurricanes more frequent and stronger in some areas. We see flooding, heat, and droughts and we see the melting of the ice caps and this is really resulting in a lot of loss and damage. The issue is for a while that when it came to being placed on an agenda, various interest groups and countries worked to keep that out of the discussion. But at COP27 it made the agenda. So, we recognize that this is an advancement, however, we still continue the struggle to secure that funding for loss and damage because we are suffering loss and damage all the time because of climate change,” said Prime Minister Dr. Drew in his press conference with Cabinet members at the St. Kitts Marriott Resort Ballroom.

At the 77th Session of the UN General Assembly, Prime Minister Dr. Drew called for a resolute recommitment to multilateral cooperation on issues related to climate change. Further, Prime Minister Dr. Drew reiterated that the Multi-Dimensional Vulnerability Index should be used as the standard in accessing the true position of nation-states.

“You might have heard me speak about MVI, the Multi-Dimensional Vulnerability Index, which means that you cannot just judge us on GDP alone to determine if we can have access to concessionary loans which we do not have because we are considered a high-income country.  Yet, we are expected to deal with loss and damage, we are expected to convert our country at least from an infrastructural standpoint into a resilient country. And that is why you would hear me speak all the time about the sustainable island state. That will cost money. Just building a climate-smart hospital is going to cost us near to $100 million U.S Dollars. Climate-smart means that we are building a hospital that would resist the issues that are associated with climate change. So, if we are hit by a heavy hurricane at least we should have a hospital that can stand up and treat our people,” said Prime Minister Dr. Drew.

According to the Center for Strategic and International Studies, the multidimensional vulnerability index (MVI), seeks to increase eligibility for small island developing states (SIDS) to receive greater financing to address their unique vulnerabilities—namely, their proximity and reliance on the ocean and climate change.

The meeting was held on Monday, November 14, 2022, at the St. Kitts Marriott Resort and featured participation from the President of P&O Cruises, Mr. Paul Ludlow; Marie McKenzie, Vice President of Government & Destination Affairs at Carnival Corporation & PLC; Giora Israel, Senior Advisor to the Senior Vice President of Strategic Operations; Charlene Drakes, Manager of Stakeholder Engagements for the Caribbean Region, and Odette McFarlane, Director of Home Port Operations at Carnival UK.

Prime Minister Dr. Drew, while delivering brief introductory remarks, told the visiting delegation that the Government of St. Kitts and Nevis continues to value and appreciate its partnership with cruise lines.

“We appreciate the value that the cruise sector brings to the overall tourism product. An average cruise visitor spends, as per the last BREA (Business Research & Economic Advisors) study, equates to US$135.94. The multiplier effect of such a spend has been and continues to be critical to the economic sustenance of our people. For example, in 2019, the pre-pandemic tourism accounted for at least 40 percent of our GDP,” the Prime Minister said.

The honourable Prime Minister gave the assurance that St. Kitts and Nevis, through the Ministry of Tourism, under the leadership of the Honourable Marsha Henderson, will continue to find innovative ways to enhance the visitor experience.

Dr. Drew said, “I can assure you that St. Kitts as a destination will continue its efforts to diversify its products through innovation and creativity. We understand that our visitors are seeking enriching, authentic experiences and it is our goal to deliver nothing less.”

The visit by the executives from Carnival Corporation came a week after St. Kitts and Nevis welcomed the inaugural call of Carnival Spirit to its shores on November 09, 2022.

Caribbean Born Entrepreneur Lands In The Quarter Finals Of The 2022 FabOver40 Competition

The Guyana-born founder of ICN, which owns the brands, CaribPR Wire, News Americas, Hard Beat Communications and Invest Caribbean, is now in the run for the semi-finals of the contest which focuses on women over 40.

Voting for the semi-final round begins on Nov. 21st at 10 AM PST and the semi-finalists will be announced on Dec. 1st.

Minister Clarke Delivers Address During COP27 High-Level Segment

BASSETERRE, St Kitts, 15 November 2022 – Minister of Environment and Climate Action, The Hon Dr. Joyelle Clarke presented, on Tuesday 15 November, a national statement on behalf of the Government of St Kitts and Nevis, during the 27th Session of the Conference of Parties (COP27) of the United Nations Framework Convention on Climate Change.

In her address, Minister Clarke highlighted climate action, climate justice, and finance and their impacts on Small Island Developing States, which include loss and damage. 

The Minister told the gathering that St Kitts and Nevis lends to the voice of other Small Island Developing States in their bid to address the impacts of climate change on the lives and livelihoods of the ordinary man. 

She said, “In my country, climatic events disrupt the livelihoods of families whose income depends on tourism and agriculture. In many cases, it is a single mother, a taxi driver, a farmer…The glaring fragility of our small State is magnified. The severity of Loss and Damage is traumatic.”

The Minister also emphasized a call to the robust body of the United Nations to recognize The Republic of China (Taiwan) as an Observer State. 

To strengthen her case, Minister Clarke cited Taiwan’s partnerships with several countries to reduce emissions. Added to that, she said, Taiwan is the world leader in renewable energy practices.

“In St Kitts and Nevis,” she said, “we have embarked on a journey of green possibilities. Our goal is to become a model sustainable island state…our 39-year-old friendship with the ROC (Taiwan) supported our renewable energy efforts. Together, we have produced 2.5 megawatts of renewable energy for our citizens.”

Dr. Clarke determined that as a body, the UN must seek to address climate justice which includes climate finance.

Feared ritual dancers in Zimbabwe try to revamp public image Loop Jamaica

Deep into the night, the sound of drums reverberated through the township of Mufakose in Zimbabwe’s capital city.

Barefoot dancers pulsated to the beat in colourful clothing and gory masks. Some had their faces and heads covered with poultry feathers.

In the past, the mere sight of members of the group performing the Gule Wamkulu ritual dance would have sent shivers down the spine of many outsiders.

But on this night dozens of people, including young children, squeezed in for a closer look, their cell phones lighting up the spectacle.

Previously, “even the adults would prefer to watch our dances from a distance. People were scared of us,” said Notice Mazura, organizer of the jamboree.

Long seen as a secretive, ritualistic society with mysterious connections to the spirit world, performers of the Gule Wamkulu, or “the great barefoot dance,” are increasingly opening to the public as part of an engagement drive that seeks to counter such negative impressions and rehabilitate the group’s reputation in society.

Gule Wamkulu traces its roots to the Chewa people of the countries of Malawi, Mozambique, and Zambia in southern Africa.

It gained a foothold in neighbouring Zimbabwe in the early 1900s, when thousands of people from those countries came to what was then colonial Southern Rhodesia as migrant labourers.

The dance is mainly practiced in towns and mining and farming communities, and the exact number of practitioners is unknown due to the numerous, loosely knit groups countrywide.

In 2008, UNESCO included Gule Wamkulu on its list of Intangible Cultural Heritage of Humanity, a global roll of arts, rituals, crafts, and traditions that are passed from one generation to the next. The UN agency describes it as a “secret society of initiated men” involved in a “ritual dance” dating to the 17th century.

Over the years, however, some unsettling reports have filtered out that coloured societal impressions of Gule Wamkulu: A young man died after being buried alive as part of a resurrection miracle gone wrong. A man was assaulted and left for dead, allegedly for breaking internal rules. A teen boy was forced to eat raw chicken as part of an initiation rite.

The society’s reputation is further under threat in Zimbabwe due to the proliferation of copycat groups that commit crimes such as extortion, theft, sexual abuse, and assault.

“We have to remove the stigma attached to our dance,” said Kennedy Kachuruka, leader of the Zimbabwe Gule Wamkulu Organization.

“We want people to respect us and not fear us. We don’t want to push them away, but we want to charm them. That is the only way they can appreciate who we really are.”

Kachuruka, who is also president of the Zimbabwe National Traditional Dancers Association, described Gule Wamkulu as “a ceremonial dance to connect with the dead”.

Enter the public relations campaign, which operates on the hope that the more people are exposed to Gule Wamkulu, the more they can distinguish between copycats and genuine members.

Though the dances are traditionally performed at funerals, weddings, and other events involving members, they have been doing more and more public performances in recent years, including collaborating with mainstream musicians.

Several festivals were organized countrywide as part of the campaign.

At the one in Mufakose, onlookers gasped as a dancer on tall stilts effortlessly incorporated into the rhythmic movements.

Some in the performance wore animal masks. People in the audience threw money in appreciation.

Still, long-held perceptions can die hard.

“These people are evil,” one Mufakose resident, George Dezha, said of the spectacle. “They move around with weapons and are violent criminals.”

Much of the air of mystery surrounding Gule Wamkulu remains: The identity of those behind the masks is kept secret, and the shrines they use to change into their outfits are off-limits to non-members. Attaining membership involves undergoing secret graveyard rituals.

“We try to maintain the rituals left to us by our fathers. The most important aspect is our secrets, without them we are nothing,” Kachuruka said. “It’s not just a dance, it’s a way of life. It’s a culture and a religion.”

Gule Wamkulu previously survived attempts to ban it by early Christian missionaries who viewed African cultural practices as evil.

To adapt, some dancers joined Christian churches while continuing to practice it on the side, according to UNESCO.

Phineas Magwati, an expert on music and culture at the Midlands State University in Zimbabwe, said copycats today pose a challenge to Gule Wamkulu by appropriating the dance movements, costumes, props, and instruments.

Their motive is mainly financial, inducing unsuspecting people to pay for dances on the streets of townships, according to Magwati.

The copycatting can dilute the Gule Wamkulu tradition to a certain extent, but he considers the threat to be minimal.

“Copycats and frauds cannot go beyond to fully unpack the ritual aspect of the dance practice,” Magwati said. “The ritual aspect can only be done genuinely by the real cultural creators.”

He called the public outreach campaign “a turning point” in demystifying Gule Wamkulu and helping outsiders appreciate it as a legitimate cultural practice.

For Kachuruka, debunking negative perceptions is key to the survival of Gule Wamkulu’s authenticity and mystical nature.

“We need the public on our side to remove suspicion and gain acceptance,” he said.
