The United States of America is the most popular North American destination among Jamaicans who immigrate abroad. The majority of those immigrants move through family ties, whether through marriage or some other family relation.

There are many Jamaicans who wish to immigrate overseas but are unable to do so by way of family sponsorship. Canada is a promising option that should not be overlooked.

Canada’s immigration policy is driven by economic immigration with the majority of persons moving through self-sponsorship as opposed to family ties.

Canada plans to welcome approximately half a million immigrants next year

Last year Canada welcomed over 405,000 newcomers–the most we’ve ever welcomed in a single year,” said Sean Fraser, Minister of Immigration, Refugees and Citizenship, in a press statement last month. “The Government is continuing that ambition by setting targets in the new levels plan of 465,000 permanent residents in 2023, 485,000 in 2024 and 500,000 in 2025. . . . This plan helps cement Canada’s place among the world’s top destinations for talent, creating a strong foundation for continued economic growth, while also reuniting family members with their loved ones and fulfilling Canada’s humanitarian commitments.”

Economic immigrants are selected based on their skills and ability to contribute to the Canadian economy. Economic immigrants include highly skilled persons in professions such as information technology, engineering, and nursing and include persons in the skilled trades such as electrical technicians, cooks and caregivers. Economic immigrants comprise persons from many occupations and so the examples given above are not exhaustive but rather a few examples.

The included occupations are varied and involve persons at different skill levels. What is clear is that Canada values persons with various levels of education and skills and recognises their contribution to the economy. Whether you are a person that is highly educated or has a skills certificate for a trade Canada may very well have an immigration programme for you.

Canada selects immigrants at the federal, provincial and regional levels. Federal programmes allow persons to immigrate to any province of their liking while provincial programmes target the economic needs of the particular province and are targeted to individuals who have the intention of settling in that particular province. Regional programmes target the economic needs of a particular region and target individuals who wish to settle in a particular region of the country such as the Atlantic Immigration Programme, which includes the provinces of New Brunswick, Nova Scotia, Prince Edward Island or Newfoundland and Labrador.

Federal Programmes for experienced professionals and persons in the skilled trades

The Express Entry Programme is Canada’s main pathway to welcome experienced professionals and trade persons into the country. Canada ranks applicants by points and considers your age, education, work experience and language skills.

Persons with the highest scores are selected to apply for permanent residency to immigrate to Canada and can move to any province within the country with the exception of Quebec. Canadian provinces include Ontario, British Columbia, Alberta, Manitoba, Saskatchewan, Nova Scotia, New Brunswick, Prince Edward Island, Newfoundland and Labrador, Nunavut, North-western Territories and Yukon. The Canadian province of Quebec has its own immigration programmes.

Persons selected can also apply for their immediate family to immigrate with them which includes their common-law partner or spouse, dependent children, dependent children of common law partner or spouse and dependent children of dependent children.

Provincial Programmes

In addition to federal immigration Canadian provinces also have their own immigration programmes to fill the labour needs of their province. Eligibility for these programmes is varied and candidates are ranked based on various factors, which may include work experience, whether their occupation is in demand, whether they have received a job offer from an employer within the province or even whether they studied a course in the province. Each province has many programmes that consider various factors and like the federal programmes you are able to file for yourself and dependents.

Start a business or expand a business

Canada also has federal and provincial programmes for entrepreneurs. Whether you are an established entrepreneur and wish to expand your business to Canada or a start-up the government of Canada has programmes that allow entrepreneurs and their employees to immigrate to the country with work visas for employees transferring between companies meeting the established criteria being approved in as little as two weeks.

Work and Study alternative

If you are interested in furthering your education and gaining north American experience, you may also wish to work and study in Canada. The cost of education in Canada is relatively lower than in its north American counterpart, the United States of America.

In addition to the lower cost of education, Canada also allows international students to work while they study with the government of Canada announcing on October 7, 2022, a temporary measure that will allow international students to work an unlimited amount of hours while they undertake their course of study.

In addition to the ability to work while they study students who attend a designated learning institution for at least a year may be eligible for a work permit after their studies which allows them to remain in Canada and gain Canadian work experience. If after graduation you wish to remain in Canada, there are various immigration programmes for persons with Canadian work experience and education which you may qualify for.

Provisions of new Bail Act to balance right, security needs – minister Loop Jamaica

Minister of Legal and Constitutional Affairs, Marlene Malahoo Forte, says the review of provisions in the Bail Bill will focus on balancing human rights with safety and security needs.

Speaking at a JIS ‘Think Tank’ on Wednesday, Malahoo Forte said while the high level of criminality, violence, chaos and disorder in the society is not accepted as normal, the Government is not at liberty to disregard the laws and guarantees that Parliament has made for the protection of Jamaican citizens.

“Those protection measures are inherent to our humanity, and that is why when we consider what we have been grappling with and we looked at the constitutional context, we thought it important to address the issue of the need to allow time to investigate matters, and the liberty of those who are under suspicion, defined in the Bail Bill as the defendant,” she said.

Malahoo Forte, who recently tabled the Bill in Parliament, also noted that it will address the matter of people being in custody without charge or trial within a reasonable time, this while ensuring that persons who commit serious crimes are not able to threaten, intimidate or harm witnesses.

“We don’t want people to languish in custody because a junior-rank police officer may not be as diligent (as he/she should be), or there may be administrative slip ups. Everyone who is taken into custody must be properly documented, must get information in prescribed forms about decisions (that are) taken,” the minister said.

The Bail Act, which is currently under review by a Joint Select Committee of Parliament chaired by Malahoo Forte, prescribes that the records kept must be given to the defendant or his representative, as well as to the prosecution, including the police. Another major provision under the new Bill is that of pre-charge bail, which allows for those persons who have been detained, but do not need to continue to be detained while under investigation, to be granted bail on conditions.

“We will limit the rights as least as possible. But where it is found that you are under investigation and you need to be separated from the community, we place that matter before the court and we place the responsibility on the police officer to satisfy the court on a number of things, and those are clearly set out in the law,” the minister said.

Areas of consideration by the court include when a suspect is brought in and the issue of bail has to be dealt with. They include the grounds on which it is alleged that there is reason to believe that the defendant committed an offence.

So, it’s not a matter of unfounded suspicion. The court will also assess the conduct of the defendant and reasons given why a charge has not been made, the stage at which the investigation has reached, and the manner in which it has been conducted, to make an assessment as to whether there is diligence or purposefulness in dealing with this suspect, will also be looked at by the court,” the minister said.

Other areas of consideration and assessment include whether further time would enable a charge to be preferred.

According to a judgment delivered by the Judicial Committee of the Privy Council on November 17, 2022, Jack Warner, a politician, businessman and former Vice President of F?d?ration Internationale de Football Association (“FIFA”) lost his battle to avoid extradition from the Republic of Trinidad and Tobago to the United States.

The judgment follows a series of challenges made by Warner in the courts of Trinidad where Warner previously raised issues with the Extradition (United States of America) Order, 2000 (“the USA Order”), in particular whether the USA Order purportedly issued by the Attorney General was done within the correct legal power or authority under the Extradition (Commonwealth and Territories) Act 1985 (“the Act”).

Warner had also previously asked the Trinidad courts to decide whether the decision of the Attorney General to issue an authority to proceed (“ATP”) in respect of the USA’s request for his extradition was in breach of his right to procedural fairness, whether the Attorney General was entitled to rely on a certificate without disclosing the specialty arrangement with the USA and whether the Attorney General acted in conformity with the Constitution of Trinidad and Tobago.

After losing his appeal to the Court of Appeal of Trinidad, Warner appealed to the Judicial Committee of the Privy Council, the highest court for many countries in the Commonwealth.

Delivering the judgment in his case and dismissing his Privy Council appeal, the Privy Council said that there was no unfairness in the procedure leading to the issue of the ATP and the certificate provided by the Attorney General disclosed a specialty arrangement which complied with the Act and which the USA could be expected to honour.

Warner is now expected to face allegations in the US, set out in a 2015 indictment filed with the US District Court (Eastern District of New York, Criminal Division), some of which are as follows:

In Trinidad and Tobago and elsewhere, Warner allegedly established and controlled numerous bank accounts and corporate entities in which he mingled his personal assets and those of CONCACAF and, among other things, Warner allegedly began to solicit and accept bribes in connection with his official duties, including the selection of the host nation for the World Cups held in 1998 and 2010, which he participated in as a member of the FIFA executive committeeAllegedly diverting FIFA and CONCACAF funds into accounts that Warner controlled and used for his personal benefit, including a 2005 purchase of a Miami, Florida condominiumAllegedly devising a scheme and artifice to defraud certain organizations, and to obtain money and property by means of materially false and fraudulent pretenses, representations, and promises

The two men, who were shot and killed by gunmen in Norwood, St James on Wednesday have been identified.

The shooting incident took place a day after a State of Emergency was imposed in the parish.

The deceased have been identified as Delano Christie, a 31-year-old shopkeeper of Norwood, St James, and Jordain Brown, a 26-year-old unemployed man of Norwood, St James.

Four other persons including a baby were also injured, the police said.

Reports are that a group of people were at a shop in the community playing a game of dominoes when two gunmen came to the area and opened fire at members of the group.

The criminals then fled the area.

The police were called and during a search, six people were found suffering from gunshot wounds.

They were rushed to the hospital where two of the victims Christie and Brown succumbed. The other injured persons including a baby have been admitted to a hospital.

Prime Minister Andrew Holness on Tuesday declared a State of Public Emergency (SOE) in the parishes of Clarendon, St Catherine, and sections of Kingston and St Andrew. An SOE was also established for the parishes of St James, Westmoreland, and Hanover.

It has been an amazing year for Bajan singer and songwriter Amanda Reifer, and it just gotten even better – with a Grammy Nomination.

The Recording Academy announced the nominees for the 2023 Grammys on Tuesday, November 15 and our ‘Crazy’ artiste was on the list.

Reifer was nominated for her feature on Kendrick Lamar’s track ‘Die Hard’, which also includes Blxst.

The song which is on Kendrick’s fifth studio album Mr Morale & The Big Steppers was a hit, debuting at No 1 on the Billboard Hot R&B Songs Chart this May.

‘Die Hard’ will be competing against ‘Beautiful’ by DJ Khaled featuring Future and Sza; ‘Wait For U’ by Future featuring Drake and Tems; ‘Big Energy’ by Latto and Jack Harlow’s ‘First Class’ for Best Melodic Rap Performance.

Reifer took to her Instagram to share her excitement and gratitude.

“This is my first time as a Grammy Nominee!! (as an artist and as a writer) and I can’t figure out how exactly to put my BIG gratitude into this little caption,” she wrote while also thanking the Recording Academy, Kendrick Lamar and all involved in the studio project.

The 65th Grammy Awards will take place on Sunday, February 5.

Your scent could make you a mosquito magnet Loop Jamaica

A new study finds that some people really are “mosquito magnets” and it probably has to do with the way they smell.

The researchers found that people who are most attractive to mosquitoes produce a lot of certain chemicals on their skin that is tied to smell.

And bad news for mosquito magnets: The bloodsuckers stay loyal to their favourites over time.

“If you have high levels of this stuff on your skin, you’re going to be the one at the picnic getting all the bites,” said study author Leslie Vosshall, a neurobiologist at Rockefeller University in New York.

There’s a lot of folklore about who gets bitten more but many claims aren’t backed up with strong evidence, said Vosshall.

To put mosquito magnetism to the test, the researchers designed an experiment pitting people’s scents against each other, explained study author Maria Elena De Obaldia. Their findings were published Tuesday in the journal Cell.

They asked 64 volunteers from the university and nearby to wear nylon stockings around their forearms to pick up their skin smells.

The stockings were put in separate traps at the end of a long tube, then dozens of mosquitos were released.

“They would basically swarm to the most attractive subjects,” De Obaldia said. “It became very obvious right away.”

Scientists held a round-robin tournament and ended up with a striking gap: The biggest mosquito magnet was around 100 times more attractive to the mosquitoes than the last-place finisher.

The experiment used the Aedes aegypti mosquito that spreads diseases like yellow fever, Zika, and dengue. Vosshall said she’d expect similar results from other kinds, but would need more research to confirm.

By testing the same people over multiple years, the study showed that these big differences stick around, said Matt DeGennaro, a neurogeneticist at Florida International University who was not involved with the research.

“Mosquito magnets seem to remain mosquito magnets,” DeGennaro said.

Out of the favourites, the researchers found a common factor: Mosquito magnets had high levels of certain acids on their skin.

These “greasy molecules” are part of the skin’s natural moisturizing layer, and people produce them in different amounts, Vosshall said.

The healthy bacteria that live on the skin eat up these acids and produce part of our skin’s odor profile, she said.

You can’t get rid of these acids without damaging your skin health too, said Vosshall, who is paid by the Howard Hughes Medical Institute and serves as its chief scientific officer.

The institute also supports The Associated Press‘ Health and Science Department.

But the research could help find new methods to repel mosquitoes, said Jeff Riffell, a neurobiologist at the University of Washington who was not involved with the study.

There may be ways to tinker with skin bacteria and change humans’ tantalizing smells, he said.

Still, figuring out ways to fight off mosquitoes isn’t easy, Riffell said, since the critters have evolved to be “lean, mean-biting machines.”

The study proved this point: Researchers also did the experiment with mosquitoes whose genes were edited to damage their sense of smell. The bugs still flocked to the same mosquito magnets.

“Mosquitoes are resilient,” Vosshall said. “They have many backup plans to be able to find us and bite us.”

Sandals Resorts International Executive Chairman Adam Stewart has expressed optimism in the future of the Caribbean, telling the alumni at the University of the West Indies 2022 Graduation ceremony, that it is up to them to ensure the region builds on its unique resources.

Stewart was conferred with the honorary Doctor of Laws (LLD) at the event which took place at Mona, Jamaica last weekend.

As head of one of the region’s largest and most successful private sector companies, Stewart told graduates that the most important resource the region had was sitting in the room with him.

“We are a fascinating people. We are a people rich in culture. The way we walk, the way we talk, the respect that we demand, the pride that we have, ladies and gentlemen, do not settle. Do not bet against this country and this region.”

However Stewart cautioned the graduates that success does not come easy, “What we are looking for is the entrepreneur. What we are looking for is that individual who shows up every single day giving 110%. What we are looking for in this region is the future and everything that we can become. We have to look at life through a future lens.”

The Sandals boss encouraged the university graduates to dig deep, and find out what motivates each of them to rise to the top.

“The Man above gave each and every one of you a superpower. Some of you may not have studied in the field that is your superpower, and that’s absolutely ok. But when you get up in the morning and you are taking a shower and preparing for your day, be truthful with yourself. Find the thing inside that makes you want to get up every day, so that you can outperform anybody else in that lane. I want each and every one of you to be the generation that never settles. I want you to be the generation that reaches higher than ever before.”

Stewart said he was humbled to receive this doctorate from UWI.

“I am so proud to be recognised by the UWI for the work I am passionate about. My father, the late Gordon ‘Butch’ Stewart taught me that opportunity is a gift not to be wasted. His tenacity and drive to make life better not only for himself and his family but for his employees, community and country gave me a firsthand understanding of what is possible when people are given a chance. I accept this degree with a full heart and the promise to continue to earn the confidence this illustrious body has placed in me.
