Without coordinated action, this year’s “crisis of affordability” threatens to become a dire global food shortage in 2023, the UN chief told the G20 Summit in Indonesia on Tuesday.

The world is on its way to “a raging food catastrophe”, Secretary-General António Guterres warned leaders gathered in Bali, alerting them that “people in five separate places are facing famine”.

“Simultaneously, we are witnessing a crunch in the global fertilizer market”, he continued, highlighting once again the Black Sea Grain Initiative to export vital food supplies from Ukraine, and fertilizers from Russia.

Speaking at the special session on the food and energy crisis, Mr. Guterres credited the European Union, United States, United Kingdom and others, for cooperating successfully with the UN to remove many of the obstacles preventing the free flow of Russian food and fertilizers to global markets.

He informed the participants that the first shipment of Russian fertilizers – donated by Uralkem and managed by the World Food Programme (WFP) – will be loaded up in the Netherlands on Tuesday.

“Food and fertilizers are not subject to sanctions, but suffer indirect impacts”, explained the UN chief. We are working nonstop to resolve all remaining issues, chiefly around payments, and to renew the Black Sea Grain Initiative”.

“I count on all of your to support these efforts”.

Step up financing

Many governments in the Global South, battered by the COVID-19 pandemic, unequal resources for recovery, and the climate crisis, lack the fiscal space to help their people deal with rising food and fertilizer prices accelerated by the war, the top UN official said.

He reminded that his call for a Sustainable Development Goals (SDG) Stimulus aimed to provide those countries with adequate liquidity by reallocating supplementary foreign exchange reserve assets called Special Drawing Rights; concessional financing to Middle Income Countries in distress; and effective mechanisms of debt relief and restructuring.

“Transformational investments in agriculture, particularly in Africa, are essential to prevent future crises”, he asserted. “But they need the resources, to be implemented”.

Environmental woes

The climate crisis is another factor pushing people into hunger, according to the UN chief.

“Changing weather patterns, droughts and storms are disrupting crop cycles and fisheries”, he told the G20, pointing out that “80 per cent of global emissions are sitting around this table”.

Mr. Guterres argued that a Climate Solidarity Pact between developed countries and large emerging economies is the only way to defeat climate change.

“Developed countries must take the lead in reducing emissions”, he instructed.

“They must also mobilize, together with international financial institutions and technology companies, to provide financial and technical support so that large emerging economies can accelerate their transition to renewables”.

Just energy transition partnerships are an important first step to this end.

Prevent ‘energy scramble’

As many developing countries cannot afford soaring energy prices, the top UN official warned against “an energy scramble” in which developing countries “come off worst” – as they did in the competition for COVID-19 vaccines.

Moreover, doubling down on fossil fuels is no solution.

“If, in the last two decades, the world had massively invested in renewable energy, rather than its addiction to fossil fuels, we would not be facing the present crisis”, he said.

Working as one for the good of all

In closing, the Secretary-General advocated for “unity, solidarity and multilateral solutions” to address the food and energy crises, and to “eliminate the trust deficit” that is undermining global action across the board.

“Multilateral solutions can only be built on fairness and justice”, he said.

“I urge G20 countries to consider these fundamentals in your decisions”.

Forde doubles down that laws coming for negligent land owners Loop Barbados

Landowners, who are guilty of leaving their lots unkempt, might be seeing an additional charge on their land tax or face a fine.

Legislation is afoot to implement measures against those individuals whose property is not kept up to standard.

Responding to the question of what will be done to curb the fact that too many accidents or near-misses are occurring daily due to overrun lots obstructing drivers’ views at numerous points across the island, Minister of Environment and National Beautification Adrian Forde told Loop News, the Prime Minister has asked the Attorney General to amend the Health Services (1969) Act, which will then speak to ensuring private property is kept clean.

“The Prime Minister has asked the Attorney General to bring a change to the Health Services (1969) Act so that Barbadians who continue in this maladaptive pattern of behaviour, we would have to legislation to say to them if you don’t clean or clear your spot and make it tidy within a period of time given by the Ministry then we will go and do the remedial work to make that space or environment clean, healthy and green,” said the Minister.

Minister Forde indicated that the “logistics” of the legislation were being worked out, but divulged that landowners could possibly be ticketed or receive an additional fee on their land tax.

He stressed that “enough is enough” and Government must now take measures.

“The whole issue of misused land and the fact that landowners are not taking care of their property goes far beyond aesthetics…It is a health threat.”

“I can’t understand for the life of me, why a person would have a plot of land and not be responsible for it. I cannot fathom it. It does not speak to who we are as a person as a community or as a country. You have to take responsibility and ownership for that which concerns you as simple as that,” he emphasised.

At the end of 2019, just before the COVID pandemic, Prime Minister Mia Amor Mottley had first said that legislation – civil penalties like ticketing, was coming to make these negligent property owners pay up, and again at the most recent 83rd Annual Conference, she lamented that these vacant lots are still a pain point, an eyesore and must be cleaned.

Prime Minister Mia Amor Mottley wants Barbados clean again and by Independence Day.

The challenge was issued recently by the country’s leader who disclosed that she is displeased about the change in Barbados’ cleanliness since the country reopened fully.

From the platform at the Annual Conference, she said:

“We had this country looking clean and good here the other day. Wuh really gine on now?

“Nooooo! What’s going on? Can’t work!”

Stating that some parts of the road are overrun with bush and trees as well as litter, she said that ministers Santia Bradshaw for Transport and Works and Adrian Forde for Environment and National Beautification are inundated daily with cries as “people call and complain every day”.

PM Mottley said this is not the Bajan way of years gone by.

“Bajans in front yuh house belong at you. When we come up, everybody used to clean in front of them. Not true? Everybody used to clean behind them. Not true? Everybody sometimes would help the woman next-door if she couldn’t do it herself. Not true? We have to go back to that.

“And I want to say that you feel different when you go and bathe and put on clean clothes and if you’re a woman, you put on a lil lipstick and you feel different. If you are a man, you put on a lil cologne and you feel like somebody gie look at. But you don’t feel so when yuh come out the backyard and yuh sweating and mud all over the clothesand oil all under yuh fingernails. Nooooo! And if you bringing somebody home at you, wuh you does do? Clean up the house!

“So if you do it home at you and Barbados is your home, what we gine do bout Barbados? Clean it up!”

And she gave a timeline of a few weeks in which she would like to see a turnaround. “It will only change when it becomes a habit. We got between now and the end of the year, I would really like the end of November…meet me halfway and let us do it.

The country’s leader also took a minute to salute Environment Minister Forde saying, “Over 60 sites for Clean and Green in this country, God bless you, my brother.” But she did not forget his predecessor, Trevor Prescod and added, “Trevor you started it before Adrian, God bless you too.”

La Russie a de nouveau lancé des frappes jeudi contre plusieurs villes d’Ukraine, dont la capitale Kiev, des bombardements qui coïncident avec de premières chutes de neige dans un pays miné par les coupures d’électricité provoquées par la Russie.

Le pays avait déjà été touché mardi par des frappes massives, qui interviennent après une nouvelle humiliante retraite russe.

La Russie, sous pression d’une contre-offensive ukrainienne, a abandonné le 11 novembre le nord de la région de Kherson (sud) dont elle revendique pourtant l’annexion.

Les frappes de mardi avaient déjà privé quelque 10 millions d’Ukrainiens d’électricité à l’approche de l’hiver, selon Kiev.

La capitale a connu jeudi ses premières chutes de neige qui recouvrait les voitures stationnées dans les rues. Le gouverneur régional, Oleksiï Kouleba, avait averti la veille que la semaine à venir serait “difficile”, avec des températures qui pourront descendre “jusqu’à -10°C”.

Jeudi matin à Dnipro (centre-est), 14 personnes dont une adolescente de 15 ans ont été blessées dans un bombardement, a indiqué sur Telegram le gouverneur régional, Valentin Reznitchenko.

“Tous sont hospitalisés dans la ville”, a-t-il ajouté.

Deux sites d’infrastructure ont été touchés dans cette frappe russe, selon la présidence.

Dans la région de Kiev, deux missiles de croisière et des drones russe kamikaze de fabrication iranienne “Shahed”, ont été abattus par la défense ukrainienne, a indiqué l’administration militaire de la ville

Un journaliste de l’AFP a vu un de ces missiles survoler un quartier résidentiel dans l’est de la capitale.

Dans la région d’Odessa (sud), les Russes ont frappé un site d’infrastructure blessant trois personnes, a indiqué l’administration régionale.

“Aggravation de la situation”

L’opérateur électrique national Ukrenergo a annoncé l’extension des coupures d’électricité pour la journée en raison de l’”aggravation de la situation”.

“En raison d’un refroidissement brutal, la consommation d’électricité a augmenté dans les régions d’Ukraine” ce qui a “compliqué davantage la situation déjà difficile dans le système électrique”, entraînant de “plus vastes restrictions” de la consommation de l’énergie à travers le pays, a déploré Ukrenergo sur Facebook. 

“Il s’agit d’une mesure nécessaire pour préserver la stabilité du système énergétique après la sixième attaque de missiles de Russes ciblée contre des installations énergétiques”, a souligné le groupe en référence aux frappes russes massives de mardi.

Trois des parties impliquées dans cet accord, la Turquie, l’Ukraine et les Nations unies ont confirmé jeudi matin la poursuite de cette entente qui associe également la Russie, mais Moscou n’a pas encore communiqué à ce stade.

L’”Initiative sur les céréales” en mer Noire qui expirait vendredi soir, a permis de sortir plus de 11 millions de tonnes de céréales des ports ukrainiens en quatre mois, après un long blocage des ports d’Ukraine par l’armée russe au printemps.

Dans le sillage des Bleus champions du monde en titre et de l’Albiceleste de Lionel Messi, arrivés mercredi, le plateau de la Coupe du monde se remplit peu à peu au fil des atterrissages à l’aéroport international Hamad et des installations dans les camps de base. 

Manquent encore la Belgique d’Eden Hazard et la Croatie de Luka Modric, attendues vendredi, tout comme le Portugal de Cristiano Ronaldo, retenu à Lisbonne pour un ultime match amical contre le Nigeria jeudi (19h45 heure de Paris), alors que le Brésil de Neymar, en stage de préparation à Turin (Italie), devrait clore le bal samedi.

Polémiques et scènes de liesse

Pour autant, l’effervescence a commencé à poindre, autour de la principale fan zone du Mondial, située dans le parc Al Bidda, au centre de Doha, qui doit ouvrir officiellement samedi, à la veille du match d’ouverture. Mercredi, lors d’un événement test en soirée, des volontaires postés à une de ses entrées assuraient qu’”elle était comble”.

Les premières scènes de liesse aussi sont apparues pour l’arrivée des joueurs de l’Angleterre, de la France ou de l’Argentine, avec de nombreux fans, certains issus du sous-continent indien, qui ont rivalisé de tambours, chants, maillots et drapeaux.

Des “faux supporters”, comme ont ironisé certains médias internationaux ces derniers jours ? Pas du tout, ont assuré les fans interrogés par l’AFP, considérant ce soupçon comme “dégradant et très frustrant”.

Dans une vidéo de l’agence de presse qatarie QNA, le PDG du Mondial Nasser Al Khater a rejeté les rumeurs “sans fondement” et “diffamantes” selon lesquelles le Qatar aurait payé des travailleurs migrants pour jouer les “faux supporters”. 

Il a aussi affirmé que “3,1 millions de billets ont été vendus”, soit l’ensemble des billets disponibles, et a promis un “tournoi exceptionnel”.

Les Bus à Haut Niveau de Service (BHNS) sont toujours à l’arrêt ce jeudi matin (17 novembre), à cause d’un manque de bus disponibles.

Une fois encore, les usagers des transports publics sur le centre vont devoir prendre leur mal en patience. Ce jeudi matin, les « lignes A et B sont toujours non desservies en raison d’un nombre insuffisant de BHNS », indique la Régie des Transports de Martinique, s’excusant pour la gêne occasionnée.

« Les techniciens sont à pied d’oeuvre pour permettre une reprise du service dans les plus brefs délais ».

 

Perturbations depuis mardi soir

Depuis ce mercredi, les BHNS ne circulent plus. Mais, dès mardi soir, la Régie des Transports avait annoncé des perturbations sur le réseau « en raison d’une agression occasionnant l’immobilisation d’un véhicule ». 

Aussi, indiquait-elle déjà, les rotations sur les lignes A et B du TCSP s’arrêtaient à 18h30. Les derniers départs de Fort-de-France vers les gares de Mahault et de Carrère intervenaient à 18h.

The Ministry of Education (MOE) invites all eligible Caymanians to submit applications for Education Council Overseas Scholarships for the 2023/2024 academic year.

The application period opened on Tuesday, November 15 and closes at 11:59 pm on Tuesday, January 31, 2023.

Successful applicants will be able to access funding from September 2023 onwards.

“These scholarships provide an excellent opportunity for students who would not have been otherwise able to afford to pursue further education from accredited overseas institutions,” commented the Manager of the MoE’s Scholarship Secretariat Unit, Dr Shari Smith.

The overseas scholarship for undergraduate students awards a maximum of CI $30,000.00 per annum for up to four years to each successful applicant.

Applicants interested in overseas postgraduate studies, i.e. Masters and Doctoral degrees, can access a maximum of CI$35,000.00 per annum.

PHOENIX (AP) — Cameron Payne scored a career-high 29 points, Devin Booker added 27 and the Phoenix Suns easily overcame Stephen Curry’s 50-point night to beat the Golden State Warriors 130-119 in the NBA on Wednesday.

The Suns controlled most of the game despite Curry’s scoring. The eight-time All-Star made 17 of 28 shots, going 7 of 11 from 3-point range.

The problem for the Warriors was nobody else was helping. Klay Thompson finished with 19 points but shot just 6 of 17. The Warriors — defending NBA champs — fell to 6-9.

Curry’s scoring prowess is expected, but it was countered by one of the best games of Payne’s career. Starting in place of the injured Chris Paul, the 6-foot-3 guard made 9 of 17 shots, including 6 of 10 from beyond the arc.

The Suns led 103-89 going into the fourth quarter. The Warriors quickly cut into that margin but couldn’t get closer than eight points. Damion Lee hit back-to-back 3-pointers against his former team to keep the Suns comfortably ahead.

The Suns shot 21 of 40 (52.5%) from 3-point range. Mikal Bridges had 23 points, making 5 of 8 3-pointers.

CELTICS 126. HAWKS 101

ATLANTA (AP) — Jaylen Brown scored 22 points to lead a balanced attack and East-leading Boston beat Atlanta for its eighth straight victory.

The Celtics were missing injured guards Marcus Smart and Malcolm Brogdon. It hardly mattered.

There were plenty of players to fill the void against the Hawks, who were coming off a big win at Milwaukee and eager to show they could challenge the best in the conference. Not on this night.

The Cavaliers have lost five straight games since racing to an 8-1 start.

Giannis Antetokounmpo had 16 points, 12 rebounds and eight assists for the Bucks. Jordan Nwora had a season-high 21 points to help the Bucks outscore the Cavaliers 45-20 in bench points.

Donovan Mitchell and Darius Garland each had 23 points for the Cavaliers.

DALLAS (AP) — Kevin Porter Jr. had 17 points and 11 rebounds and eight assists, and last-place Houston took advantage of Luka Doncic’s absence in a victory over Dallas.

Rudy Gobert, the NBA’s leading rebounder, had 16 points and eight rebounds to help Minnesota win back-to-back road games for the first time this season.

WASHINGTON (AP) — Shai Gilgeous-Alexander hit a 3-pointer with 1.1 seconds remaining and matched a career high with 42 points in Oklahoma City’s victory over Washington.

Alexander scored 30 points in the second half, making nine of 10 field goals.

Kristips Porzingis scored 27 points for Washington, which had its four-game winning streak halted.

TORONTO (AP) — O.G. Anunoby scored a season-high 32 points and matched his season high with 10 rebounds and Toronto used a 21-0 run in the third quarter to beat Miami, ending the Heat’s winning streak at three.

Fred VanVleet returned from illness to score 23 points to help Toronto extend its home winning streak to four. The Raptors are 6-1 at home this season.

Scottie Barnes added 19 points, Chris Boucher had 15 and Thad Young 12. Anunoby shot 13 for 18, matching his career high for field goals.

Miami’s Max Strus scored 20 points and Kyle Lowry had 19 against his former team.

KNICKS 106, NUGGETS 103

DENVER (AP) — Julius Randle scored a season-high 34 points and New York took advantage of Nikola Jokic’s absence to win in Denver for the first time in 16 years, rallying past the Nuggets.

Jokic, the two-time reigning league MVP, was placed in COVID-19 protocols on Tuesday.

The Knicks handed a team its first home loss for the second straight night after winning in Utah on Tuesday.

Jamal Murray scored 21 points for Denver.

Jack loses challenge against extradition

Former FIFA vice president and government minister Jack Warner has lost his challenge to his extradition to the United States to face a barrage of fraud-related charges.

On Thursday, five Privy Council judges – Lords Hodge, Briggs, Hamblem, Burrows, and Sir Declan Morgan – delivered their decision on Warner’s challenge.

The Privy Council held the request for Warner’s extradition was not unfair.

He challenged the process by which the extradition proceedings against him were carried out and seeks to quash the authority to proceed (ATP) signed by the Attorney General in September 2015. This was after the US made its request to have the former football jefe extradited to face some 29 charges of fraud, corruption and money laundering. The US’s request was made on July 24, 2015.

Extradition proceedings at the magistrates’ court in Trinidad had been stayed pending his legal challenges.

After the 2015 general election, then-attorney general Faris Al-Rawi offered to allow Warner to make representations, but only on the condition the deadline for receipt of the ATP would be extended with his consent.

Warner refused to agree to the condition. His attorneys argued he was not given sufficient time to make representations nor was he provided with disclosures of any evidence the US intended to use to secure his extradition.

The ATP gave the magistrate the green light to begin committal proceedings.

The Privy Council said, “…The offer by the new Attorney General was inevitably subject to agreeing a fresh timetable with the court. It was the appellant’s choice to decline that opportunity. The Attorney General did not act unfairly.”

Warner had also challenged the legality of the Extradition (Commonwealth and Foreign Territories) Act, and the treaty signed between this country and the US.

Warner surrendered to fraud squad officers on May 27, 2015, after learning of a provisional warrant for his arrest.

After the ATP was signed giving the go-ahead for extradition proceedings to start, Warner was banned from all football activities for life by FIFA.

He and 13 other FIFA officials were indicted in the US. Warner was also head of Concacaf.

According to the US charge sheet against him, Warner is accused of racketeering, wire fraud, money laundering, and bribery; and allegedly, from the early 1990s, he “began to leverage his influence and exploit his official positions for personal gain.”

He also allegedly accepted a million-dollar bribe from South African officials in return for voting to award them the 2010 World Cup and allegedly bribed officials with envelopes each containing cash.
