Opinion: Chad Powell Jr is right – Caymanians face serious challenges Loop Cayman Islands

The three-minute speech of young Caymanian, Chad Anthony Powell Jr before the UK House of Commons in the UK Youth Parliament recently was a moving and touching display of the love and concern that Mr Powell has for these islands.

The dangers heeded by Mr Powell, however, in respect of affordable housing challenges, brain drain, and climate change, are not just applicable to young Caymanians, but to Caymanians on a whole who are seeking a stake in their own country.

Housing

On the topic of affordable housing, Mr Powell lamented:

I love the Cayman Islands and I intend to live and grow old there one day. But the immensely high cost of living and our disastrous housing crisis has caused many people my age, many people like me, to not only consider but pretty much have it, not even in the back of their minds, not even thinking about it… they are going to move away.

In my opinion, Mr Powell is spot on here; Cayman does have a housing crisis. In fact, I believe that this crisis is impacted by many variables, some of which are frequently discussed by government ministers and outlined in reports, including the recent population Census report produced by the Economics & Statistics Office.

Looking at the Census report, for example, it is clear that a substantial portion of the population is earning less than $3,000 per month, below what some argue is required to cope with the high cost of living in the Cayman Islands and subaqueous to the high GDP per capita often boasted about for wage earners in the country.

As to what the current government has done about the situation, I have to be honest and say that they have not just stood by and let people suffer.

Instead, members of the new government have stepped in to assist, including by way of the establishment of new programmes to defray some living expenses.

These programmes include the deferral of electricity rate hikes, restructuring the Needs Assessment Unit (NAU) to make it more efficient, and working with stakeholders to come up with other ideas as to how to soften the blow to those living and working in the Cayman Islands.

In addition to the current government’s efforts, various community organisations assist those in financial need from time to time. Such help includes food and utility voucher programmes, along with helping some people who find themselves homeless from time to time.

With respect to the availability of affordable homes, the Minister of Housing, Jay Ebanks, is in the process of executing plans for more affordable housing across Grand Cayman. The reality he may face, however, is that there may be hundreds more applications for affordable homes than there are affordable homes being built by the government or otherwise coming on the market.

Notwithstanding these endeavours, only so much can be done as both the government and charitable organisations are limited to what their resources allow them to do.

The risk of an inevitable resource depletion is exacerbated by other factors impacting the Cayman Islands’ market, including lending rates and real estate speculation.

With respect to borrowing rates, for example, banks have consistently raised interest rates on lending throughout 2022, which they say they have done to match increases in lending rates by the Board of Governors of the US Federal Reserve.

If this continues, those who were just living day-to-day and near the financial edge before the rate increases could soon face homelessness.

The danger of having no home was also echoed in Mr Powell’s speech in the UK Youth Parliament when he explained that, after speaking to others his age, their concern was that “It’s too expensive to live” in Cayman and that they will “never be able to afford a home” in Cayman” and will “have to move away.”

Powell emphasised that it was “Not that they want to but they have to… Because if given the choice, they would definitely stay in our beautiful islands.”

As part of the affordable housing solution, Mr Powell mentioned that, last year, his Youth Parliament moved a motion called “Restriction on High-Cost Housing and Implementation of Land and Housing Purchase Licences for Non-Caymanians.”

Mr Powell explained: “This was an effort to get restriction on the price of houses and the purchase of properties by persons not even residing in the Cayman Islands.”

However, this motion appears to have fallen on deaf ears because, since the motion was moved by Mr Powell’s Youth Parliament, the sale of property in Cayman remains without any price or ownership restrictions.

In fact, international speculators are viewing Cayman as ripe for development and profits and are seeking special Local Companies Control Licences (which do not require Caymanian participation for 12 years if granted) to operate as property developers and real estate agents.

Without any moratorium being placed on the fast-paced development, no long-term sustainable development plan and with no restrictions being implemented as Powell intimated, land and buildings will be subject to constant and increasing speculation, forever putting property ownership outside the reach of the average Caymanian and any foreign worker living in the Cayman Islands making less than $3,000 per month.

Put another way, instead of creating net worth for Caymanians, more net worth will be created for international, high-net-worth persons, some of whom may not be materially impacted by the high cost of living and other issues faced by Caymanians.

Without market intervention or a moratorium, Powell’s prophecy (and that of his colleagues) is right: more Caymanians are “going to move away,” including those currently living in Cayman and young Caymanian university graduates who will seek a home elsewhere, outside Cayman.

Brain drain

By making the decision to permanently leave Cayman or not deciding to return to live on Cayman, a negative, unintended outcome may materialise.

In particular, the leaders of our economic pillars will, in due course, take note of the high number of qualified Caymanian professionals who are no longer keen to return to the Cayman Islands to contribute to local companies, leading to what Mr Powell refers to as a “brain drain” happening in other parts of the Caribbean.

Bizarrely, while a “brain drain” is predicted for Caymanians, Cayman’s population is steadily rising to 100,000 inhabitants, adding to the over 100 nationalities already living here.

In my opinion, this suggests that any one or more of the following scenarios may be taking place:

that the 100 or so other nationalities living here may be finding some way (unknown to Caymanians) to cope with the high cost of living; orthat members of some other nationalities are possibly being offered lucrative opportunities that are not being afforded to Caymanians

Regardless of which of these (or any other) scenarios that might exist, it is evident that no one, save for Mr Powell and his colleagues, is bold enough to both speak publicly and take relevant policy steps to further curb the suffering of many Caymanians.

Failing to address the issue in the way Mr Powell suggests may also mean that, ultimately, the situation may become absolutely unbearable for a substantial number of Caymanians.

It goes without saying that, once circumstances become unendurable, there are some members of society who will make bad decisions and engage in criminal activity, including theft and armed robbery to take rather than earn what they need.

If Cayman’s social and economic climate Cayman continues to get heated as it has been doing lately, then the concern raised by Mr Powell is right; we may eventually lose all our Caymanians, while strangely and simultaneously creating non-Caymanian beneficiaries with long, safe and sure economic futures.

Deputy PM Dr Hanley hails strong relationship between the Federation and Taiwan

Relationship between the Federation of St. Kitts and Nevis and the Republic of China (Taiwan) which is going into its fortieth year is one that has tremendously benefitted the Federation in diverse areas of human endeavour, and the three-day 2022 Taiwan Expo in St. Kitts and Nevis is a testament to that fact.

“The relationship with Taiwan is now 39 years and going strong,” said Deputy Prime Minister, the Hon Dr Geoffrey Hanley. “And as we look forward to our fortieth anniversary next year, I am indeed proud to say that I am a Kittitian and I value the many contributions that we have gained as a Federation as a result of this relationship, and I can only imagine that it will grow from strength to strength.”

The Deputy Prime Minister made the remarks on behalf of Prime Minister and Minister of Finance et al, the Hon Dr Terrance Drew, on Saturday November 5 at a ceremony held at the St. Kitts Marriott Resort to officially open the 2022 Taiwan Expo in St. Kitts Nevis.

Twenty-six Taiwanese companies are taking part in the exhibition, and two of them who are specialised in solar energy solutions, and hardware tools such as diamond cutters and sharpeners have a physical representation. The other 24 Taiwanese entrepreneurs are participating virtually but have sent their products and catalogues, and have local personnel representing them on the ground.

“Over the next three days I can only imagine that we will be engaged with innovation and technology at its highest,” observed Dr Hanley. “Having had the opportunity to visit Taiwan and see those many factories and those malls, we will be in for a good treat. But what is even more exciting for me is the fact that our locals are getting an opportunity to showcase their business and their skills.”

Eight local businesses have also been given the opportunity to exhibit at the 2022 Taiwan Expo in St. Kitts and Nevis, which closes at 4:00 p.m. on Monday November 7. These are Hibiscus Spirits; Sugar Town Organics; Sassy V. Collectibles; The Emerald; SKNHOSTING; Nature’s Best; Espo Water Solutions; and Esthetics Beauty Parlor.

Without disclosing the name of the business, the Hon Dr Hanley said: “A few days ago getting a sneak peek on what is happening by one of our providers here trying to sell something to the Ministry of Education, after five minutes of demonstration I told the PS we will get this. So I want to commend our local entrepreneurs and it is time to ask them to continue to jump out of the box.”

The Hon Dr Hanley who is also the Minister of Education, Youth Empowerment, Social Development, Gender Affairs, Aging and Disabilities, Ecclesiastical and Faith-based Affairs, and Housing and Human Settlement, also commented on the other areas where the Federation has been benefitting as a direct result of the relationship between the two countries.

“On behalf of the government I want to wish the Ambassador, you and your Taiwan country and your staff here, the very best and thank you for all that you have done, continue to do, and will be doing going forward for our Federation,” said the Deputy Prime Minister. “You heard it from the Senior Minister (Hon Dr Denzil Douglas) we have benefitted with education, in health, in sports, in infrastructure – any area you can think of, we have benefitted.”

Also making remarks at the opening ceremony was Minister of Foreign Affairs, International Trade, Industry, Commerce and Consumer Affairs, Economic Development and Investment, the Hon Dr Denzil L. Douglas, who also hailed the good relationship between the Federation of St. Kitts and Nevis and the Republic of China (Taiwan).

“We continue to benefit from your scholarship programme, Mr Ambassador, and now boast a cadre of professionals in various fields who have graduated from the best universities in Taiwan,” stated the Honourable Minister of Foreign Affairs. “It was just recently that we witnessed eleven students being awarded scholarships for the academic year 2022/2023. This for us is symbolic as we continue to invest in our youth who are our nation’s future.”

Resident Ambassador of the Republic of China (Taiwan) to the Federation of St. Kitts and Nevis, His Excellency Michael Lin, delivered welcome remarks at the opening ceremony which was chaired by Mr Damien I-Ching Liu, Third Secretary at the Embassy of the Republic of China (Taiwan) in St. Kitts and Nevis.

Present at the opening ceremony included Public Works et al, the Hon Konris Maynard; Attorney General and Minister of Justice and Legal Affairs, Hon Garth Wilkin, and Mrs Wilkin; and Cabinet Secretary, Dr Marcus L. Natta.

Others were Permanent Secretary in the Ministry of International Trade, Industry, Commerce and Consumer Affairs, Mrs Jasemin Weekes; Ambassador His Excellency Leon Natta-Nelson; Director General of SKNIS, Mr Lesroy Williams; and First Prime Minister the Rt. Excellent and Rt. Hon Sir Dr Kennedy Simmonds, and Lady Simmonds.

Antigua and Barbuda Renews Support For Morocco’s Territorial Integrity

Antigua and Barbuda’s Prime Minister Gaston Browne reiterated his country’s support for Morocco’s territorial integrity on Saturday in Tangier during his participation in the MEDays forum.

“We, Antigua and Barbuda, continue to strongly support the Moroccan autonomy plan which is the only reasonable solution” to the Sahara dispute, Browne said, stressing his country’s determination to work together with Morocco to address all challenges hampering development in the region.

The official called for a shared responsibility of all countries of the south to work for a new world, recalling inequalities and poverty in the region.

“These crises require greater cooperation and more integration between countries to reach a comprehensive peace,” he said.

Morocco and Antigua and Barbuda share good diplomatic relations. The Caribbean country frequently expresses determination to boost ties at different levels including political dialogue and within the trade sector.

In 2020, the two countries signed a cooperation agreement on agricultural training and tourism.

Antigua and Barbuda seek cooperation with Morocco to serve as a model, proving that geographically distant countries can still work together.

Morocco’s position on Western Sahara has built momentum through its growing international support.

Countries from all continents, including the Americas and Europe, have reiterated or announced their support for the Autonomy Plan as a good basis and the most serious and credible way to end the dispute over Western Sahara.

Belgium was the latest country in the list to declare the autonomy initiative as a good basis for the dispute. Spain, the Netherlands, and Germany have also appreciated Morocco’s efforts in the UN-led political process and its autonomy initiative.

The US, which recognized Morocco’s sovereignty over Western Sahara in December, renewed its support for Morocco’s position following the adoption of UN Security Council Resolution 2654 in October.

On October 28, US Ambassador Jeffrey DeLaurentis reiterated the US’ support for Morocco’s autonomy initiative as a “serious, credible, and realistic and one potential approach to satisfying those aspirations.”

Nearly 70 booths showcased business models and ideas by Saint Lucians at an Entrepreneurship Showcase co-hosted by the Taiwanese Embassy and Sir Arthur Lewis Community College (SALCC) on Wednesday, October 26, at Derek Walcott Square.

The Entrepreneurship Showcase was held under the Upskilling Academy Jennès Incubator for Start-Up Enterprises and Business Coaching Programme.

The event was a strong demonstration of the vast array of youth entrepreneurial talent, and dovetailed with Prime Minister Philip J. Pierre’s promotion of the Youth Economy.

Businesses showcased at the Entrepreneurship Showcase specialized in the following services: catering/culinary, farming and agro-processing, health and beauty, fashion, childcare, education, information technology, alternative energy, furniture making, and upholstery.

Exhibitors were also allowed to sell their creations, with many patrons making purchases on the day and networking for future sales.

His Excellency Peter Chia-yen Chen, Taiwan’s Ambassador to Saint Lucia, and Mrs. Chen joined Ms. Esther Rigobert, Permanent Secretary in the Office of the Prime Minister, in visiting the various booths and interacting with the entrepreneurs.

The exhibitors thanked organizers for giving them the platform to showcase and promote their goods and services. Many of them expressed that it was their first time participating in such an event. At the close of the Entrepreneurship Showcase, Ambassador Chen had some words of encouragement for the exhibitors in his brief remarks.

“As I went around, I could feel your energy, creativity, and passion in introducing your products and business models, and I can tell that you are now becoming more confident and creative entrepreneurs for society and ready for the challenges of the market,” Ambassador Chen said.

Ambassador Chen also explained the rationale for Taiwan investing in youth and women in Saint Lucia, noting that Taiwan is proud to be a supporting partner of Prime Minister Hon. Philip J. Pierre’s vision for the Youth Economy, which forms part of his Prime Ministerial portfolio.

“Today’s achievement is the result of the Technical Assistance for Youth and Women project, which was launched in November last year when the Government of the Republic of China (Taiwan) signed a Letter of Intent with the Government of Saint Lucia to invest in youth entrepreneurship and boost employment among the younger generation in the Caribbean countries. One of the goals is to upskill the youths and provide resources to incubator, small enterprises and offer business coaching.”

Meanwhile, Ms. Esther Rigobert, Permanent Secretary in the Office of the Prime Minister, also offered brief remarks at the event, thanking the Government of Taiwan and other stakeholders for organizing the event.

“What we witnessed here today, I believe, represents the best of our young people in entrepreneurship,” she said. “You have a lot in your favour: youthfulness, vitality, intellectual capability, business acumen, creativity and optimism. For the first time, Saint Lucian youth, you have been given an opportunity to be part of the conversation on the development of a strategy for our country in a very meaningful way, and with direct engagement and participation in the business sector, and with financial and technical support from the Government of Saint Lucia.”

Awards were presented to entrepreneurs who were adjudged for their business pitches. The winners were Abejah Modeste (first place), Marylene Antoine-Smith (second place), and Davis Hippolyte (third place).

Other awards presented were for the following categories:

Taiwanese Ambassador’s Award for Innovation – Isaac Preventative Maintenance and Rubber Fabrication Company
Prime Minister’s Award for Best Booth – Bee Supreme Natural Products

The Government of Taiwan will continue to partner with the Government of Saint Lucia on initiatives that redound to enhancing Saint Lucia’s human resource capacity.

Acting Prime Minister and Minister of Transport and Works, Montgomery Daniel said the heavy rains experienced here over the weekend have resulted in several landslides across the country.

Health minister concerned about prevalence of kidney disease in Ja Loop Jamaica

The prevalence of kidney disease among Jamaicans has become increasingly worrying, according to the Minister of Health and Wellness, Dr Christopher Tufton.

The Minister was speaking after touring the Cornwall Regional Hospital’s (CRH) Renal Department on Friday, November 4, to view dialysis machines used to aid patients with renal failure.

“There are 18 machines here [at CRH] and 104 patients that are being treated at least twice per week. The real challenge though, despite the best efforts, is that we have a 400 to 500 waiting list [in the western region], because renal issues, kidney-related issues, based on lifestyle, based on consumption habits, is a major challenge that is developing into a crisis in the country,” he stated.

Kidney dialysis is the process of removing excess water, solutes, and toxins from the blood when organs can no longer perform these functions naturally.

Dr Tufton said data shows that up to 900 persons require dialysis annually, noting that this “is an increasing number”.

This, he pointed out, “means that, even with the best efforts to add more [dialysis] machines, you are going to have a waiting list, and it is a crisis at this rate.”

Dr Tufton further argued that kidney issues are costly to treat at private health facilities, pointing out that the number of treatments could amount to two or three per week, with the cost totalling “a tidy sum, which most Jamaicans cannot afford.”

He said the solution for persons on the CRH’s waiting list would be the addition of more dialysis machines.

The Minister noted, however, that “we are restricted, here at Cornwall [Regional Hospital]”, consequent on construction activities at the institution, “so space is relatively limited.”

“What I am being told is that two additional machines could offer some additional support. We will look into that to see to what extent those can be acquired and whether we can accommodate them in the space,” he added.

Meanwhile, Dr. Tufton encourages citizens to do more screening for the early detection and treatment of kidney related issues.

“They don’t need [to get to] the extreme situation of being treated through [dialysis]. I really want to encourage Jamaicans to go to their health centres, go to their doctor, and as part of the screening process, examine their kidney functions, so they know what can be done to sustain them,” he emphasised.

The Minister also indicated that Jamaica’s kidney transplant programme, which is undertaken in collaboration with bi-lateral partners, could be further bolstered.

“It is a limited programme and one that I think we could do more of, and we must develop it. There are many things that need to be put in place [such as] legislation around organ registry and other important aspects of supporting organ donation,” Dr. Tufton stated.

Meanwhile, nurse in the CRH’s Renal Department, Heather Headley, said dietary and lifestyle changes are critical in preventing kidney disease.

“The most common cause of renal failure is diabetes… second is hypertension. So we want to prevent the diabetes and hypertension, or if you have these illnesses, you want to slow the progress of going towards renal failure and other diseases. Medication compliance and dietary changes are very important,” she pointed out.

DNA not fazed by high-profile resignations

The Democratic National Alliance (DNA) continues to trudge on in their efforts to influence the electorate of Antigua and Barbuda, despite the resignations of three high ranking officials within the party’s ranks.

Spokesperson and DNA candidate for the St Peter constituency, Chaneil Imhoff spoke to Observer media about the latest public resignation of the party’s Secretary-General, Gatesworth James.

In a statement, she noted that, “Politics is dynamic, and it is about both addition and subtraction. The DNA has built a team of leaders and, like many growing organisations before us, we will gain and lose members as we go along.

“[Resignations are] not new in the politics of Antigua and Barbuda but if we are to present ourselves as new, fresh, and dynamic, we must always hold firm to our party’s ethos,” the party spokesperson replied.

She also wished the departed individuals well but “the marathon will always continue”.

The DNA announced that the departure of James — who also served as the party candidate for the St John’s City West constituency — yesterday morning after he sent his resignation to Deputy Secretary-General, Marjorie Parchment on 31 October.

In their official statement, the party also claimed that he was also interested in joining the United Progressive Party (UPP).

The party also stated that the reasons given by the now former Secretary-General — citing the dismissal of the party’s leadership group, and a statement from party leaders last week making what he called “careless, threatening and deliberately inaccurate remarks” about those he described as dedicated and hardworking founding party members — were unfounded.

“It has been speculated that, for some time now, that he intends to join forces with and endorse the UPP candidate for the constituency in which he was slated to contest. He, too, failed in his attempts to have the DNA merge with and be subsumed by the UPP,” the statement alluded.

Gatesworth James’s comments about the DNA bore similarities to those made by former Chairperson Malaka Parker and First Vice-President Bruce Goodwin who announced their own resignations last week.

Whether there will be more resignations from the new political party continues to be unknown at the time of writing, however the DNA spokesperson said the party remains committed to contest the next general election—constitutionally due March 2023—with a full slate of candidates.- OBSERVER NEWSCO

Lovell says padding of Voters List is part of ALP playbook, but it will not get away with attempts to steal the elections

Amid reports of voter-padding efforts in Barbuda, the Political Leader of the United Progressive Party (UPP), Harold Lovell, says the Antigua Labour Party (ALP) will not get away with attempts to steal the general elections.

Similar reports have been made on Antigua, and Lovell says there should be heightened awareness of these efforts, with the elections being imminent.

According to reports, Antiguan residents working on the Peace Love and Happiness (PLH) project in Barbuda have been attempting to register on the sister-island – a plan hinted at by Prime Minister Browne months ago.

Lovell says he is not surprised at this move by the Labour Party, since voter padding has been a part of its political playbook for decades.

However, he notes that quite a number of persons who attempted to get onto the Barbuda register have been rejected, according to discussions he has had with members of the Barbuda People’s Movement (BPM), the incumbent political party.

It appears that the Labour Party’s attempt to inflate the Barbuda list is backfiring, Lovell says; and he notes that the law is clear regarding eligibility for registration in a constituency.

Meanwhile, the UPP Political Leader is calling on citizens and residents to be on their guard and not allow Browne and his candidates to entice them with money at this time.

Lovell says this is the ALP norm: Giveaways now and then trampling on voters for the five years before another election.

National footballer shot and killed in The City Loop Barbados

The football fraternity is in mourning, following yet another fatal shooting incident.

Yesterday morning, former national youth footballer, 22-year-old, Kobe Shepherd was shot and killed in his hometown of Greenfield, St Michael.

It is reported that Shepherd, a utility player for the University of the West Indies (UWI) Blackbirds, received multiple gunshots from a pillion rider on a motor bike.

Last weekend Shepherd scored one goal and assisted another for UWI in their quarterfinal encounter of the Barbados Football Association (BFA) Republic versus Dover Market/Phillips Bakery Paradise FC.

The former Pro Shottas and St Leonard’s Boys’ School graduate was in sublime form during the current tournament, registering two hat-tricks and displaying his trademark high work ethic.

The BFA paid their respects to Shepherd last night during the semifinals of the BFA Republic Cup at the BFA Wildey Turf via a moment of silence before both matches.

However, the tribute did not end there. At the end of the second moment of silence, you could hear sections of the 2000-plus audience shouting Shepherd’s nickname; “Square”.

The tributes were extended on social media by teammates, friends, coaches and teachers.

National under-17 boys coach and teacher at the St Leonard’s Boys’ School Fabian Massiah said in his post; “I can’t believe this has happened. Many said I favoured you; you always told me I was too hard on you, but you always knew it was to make you a better person.

“I saw you mature on and off the football field.

“I now know what it feels like to lose a child, because you were like my son.

“You served your school, Pro Shottas and the Blackbirds well. I will miss you; we will miss you.

“This one cut me deep, SIP Kobe. Love you always.”

Former schoolmate and teammate at Pro Shottas and UWI, Niall Reid-Stephen, who now plays for Chicago State University, said, “I really wish I could of play your last game with you brother”.

While entertainer and long-time friend Jamal “J Slo” Slocombe said he will miss the random calls from Shepherd, who often checked on his welfare, delivered banter and planned social events at any opportunity they were both free.

Shepherd’s death was Barbados’ 36th murder for the year.
