La préservation et l’exploitation durable du patrimoine culturel et sa mise en tourisme au service d’activités de loisirs et de découverte suscitent de plus en plus d’intérêt. Disposer d’un outil efficace permettant de renforcer la mise en tourisme des sites patrimoniaux devient un enjeu pour le conseil départemental. Beauport-Pays de la Canne sera le premier site à en bénéficier. Décryptage.

Le dossier du tourisme et de l’attractivité du
territoire se trouvait, la semaine dernière, à l’ordre du jour de
la 6e plénière du conseil départemental. Le
président Guy Losbar a fait adopter le principe de la constitution
d’un Établissement public industriel et commercial (Epic)
spécialement dédié à la valorisation touristique du riche
patrimoine culturel et naturel du pays. Cet outil aura vocation
dans un premier temps à assurer la mise en tourisme du site de
Beauport-Pays de la Canne. L’ambition est de faire de Beauport un
site ouvert sur le nord Grande-Terre, avec une véritable identité
culturelle, un lieu de transmission, de savoir-faire et de savoirs.
Sinon, un lieu de rayonnement pour le nord Grande-Terre et
d’attractivité pour la Guadeloupe. Voilà une décision qui devrait
être applaudie des deux mains.

Privy Council to hold hearings in Cayman Nov 15-18 Loop Cayman Islands

As a prelude to the hearings in the Cayman Islands by the Judicial Committee of the Privy Council (JCPC) set to take place November 15-18, 2022, a formal opening ceremony will take place in Grand Court 1, at the Halls of Justice Main Court Building, on Tuesday, November 15

The ceremony will be preceded by the inspection of a Royal Cayman Islands Police Service (RCIPS) Guard of Honour by the President of the JCPC, The Right Hon. the Lord Reed of Allermuir, at 9:00 Cayman time (13:00 GMT).

This ceremony will take place in front of the Halls of Justice Main Court Building and will be followed by a brief reception in the second-floor foyer, prior to the formal opening in adjoining Grand Court 1. Grand Court 2 will be available as additional accommodation for those wishing to witness the opening, albeit virtually, in that courtroom.

Officials who will be joining the Chief Justice, the Hon. Margaret Ramsay-Hale, and the recently retired Chief Justice, Sir Anthony Smellie, in welcoming the five JCPC Justices at the opening ceremonies will be HE the Governor Mr. Martyn Roper; the Premier, the Hon. Wayne Panton; the Deputy Premier, the Hon. Christopher Saunders; and Attorney General the Hon. Samuel Bulgin, KC, head of the Cayman Bar, and President of the Cayman Islands Legal Practitioners Association (CILPA), Mr. Erik Bodden. The official party will be complemented by other members of Cayman’s Judiciary and the legal community who will be arriving for the opening ceremonies.

Accompanying Lord Reed at the opening ceremonies will be the Deputy President of the JCPC and the Supreme Court, The Right Hon. the Lord Hodge, and the three other visiting Justices of the JCPC and the Supreme Court: The Right Hon. the Lord Lloyd-Jones; The Right Hon. the Lord Briggs of Westbourne; and The Right Hon. the Lord Kitchin.

Following these preliminaries, the first day of hearings will begin at approximately 11:15 Cayman time (15:15 GMT) in the specially appointed Court (Courtroom 9), located on the second floor of the Halls of Justice Building C (the former Bank of Nova Scotia Building).

Cases to be heard by the JCPC, in order of hearings, are Family Mart China Holding Co. Ltd. (Respondent) v Ting Chuan (Cayman Islands) Holding Corporation (Appellant) (Cayman Islands); HEB Enterprises Ltd. and another (Respondents) v Bernice Richards (as Personal Representative of the Estate of Anthony Richards, Deceased) (Appellant); and Justin Ramoon (Appellant) v Governor of the Cayman Islands and another (Respondent) (Cayman Islands).

In addition to conducting hearings, the Justices will be engaged in several information-sharing initiatives designed to add value to the visit for the Cayman Islands. These include a “Court Users” meeting, to be attended by a cross-section of legal practitioners; and a meeting with senior high-school-aged students from UCCI, University College of the Cayman Islands (Dual enrolment programme), Cayman Prep. High, and St. Ignatius High, who will be participating in the JCPC’s “Ask a Justice” programme.

The Justices will also visit the Truman Bodden Law School for a tour and another “Ask a Justice” session with law students.

The Ask a Justice sessions provide a unique insight into the work of the Justices and are excellent for students with a keen interest in the law.

There will also be social activities that will enable a cross-section of Cayman citizens to interact with the Justices. This will include a reception at Government House, at which a range of judicial, legal, government, and community interests will attend.

The five Justices and accompanying JCPC support staff will attend the wreath-laying ceremony on Memorial Sunday at the Cenotaph in the Courtyard of the Elmslie Memorial Church. Lord Reed will lay a wreath on behalf of the JCPC in memory of those who died in the two World Wars.

The visiting Justices and support staff will also have an opportunity to visit points of interest, affording insights into Cayman’s culture and history.

At the conclusion of the visit, CILPA will host the justices at a gala, expected to be attended by a range of public and private professionals in the legal, judicial, and government spheres.

Dexta Daps, Asa Bantan save night 2 of World Creole Music Festival Loop Jamaica

Thousands of patrons descended on the grounds of the World Creole Music Festival (WCMF) in Roseau, Dominica last Saturday night to see ‘African Giant’, Burna Boy.

However, it was Dexta Daps, Asa Bantan, Omah Lay, Colton T, WCK, and Jocelyne Beroard who saved the night with epic performances for night two of the three-night affair.

While many walked off after it was announced that the headline act would not perform for the night, many more stayed to enjoy what was left of the night.

Dexta Daps no doubt stepped up with a high-energy performance, at one point getting emotional in front of a crowd estimated to be about 20,000.

The ‘Bring it to the Owner’ singer raved about his love for Dominica and expressed heartfelt gratitude for the manner in which he has been embraced.

This was the Jamaican artiste’s third time to the island. Having performed on the stages of Reggae on the Boardwalk and Creole in the Park, his performance at the WCMF this year was the biggest.

The audience chanted to favourites such as ‘No underwear’, ‘Wi-Fi’ and ‘Call Me If’. His music is less than palatable to some, but for those who enjoy Dexta Daps’ sensual lyrics, the artiste was well-received.

A Dominican rising star, Colton T made his debut on the big stage giving a performance that spoke volumes about his ability to hold his own on an international stage. After all, one of the objectives of the WCMF is to give local acts an opportunity to advance their career.

The WCK band, stewards of Dominica’s indigenous Bouyon music also held their end of the bargain to fully entertain the thousands who kept up with the fete even as the rain came down.

Night two ended with a day-break performance from the King of Bouyon, Asa Bantan, making the usual grand entrance his WCMF fans have grown accustomed to. Topping off his 2019 entrance on horseback, Asa ziplined to the stage and thrilled the crowd with his usual electrifying performances.

The Wet Fete King had no need to hand water to the crowd as patrons danced in the rain as the curtains came down on another entertaining day at the 22nd edition of WCMF.

Le pape François a appelé vendredi à l’unité face à la logique des “blocs opposés” entre l’Est et l’Ouest, au deuxième jour d’une visite inédite à Bahreïn en grande partie consacrée au dialogue interreligieux.

Premier pape à visiter le royaume majoritairement musulman du Golfe, le souverain pontife a insisté sur l’importance du “dialogue” et du “rôle spécifique” de la religion à l’occasion d’un sommet interconfessionnel à Awali (centre).

“Des puissants se concentrent dans une lutte résolue pour des intérêts partisans (…) en redessinant des zones d’influence et des blocs opposés”, a déploré le jésuite argentin.

Selon lui, cette logique s’exprime notamment par une opposition entre “l’Orient et l’Occident”, qui “ressemblent de plus en plus à deux mers opposées”, une allusion au conflit en Ukraine dénoncé sans relâche par François depuis l’invasion du pays par Moscou fin février.

“On joue avec le feu avec des missiles et des bombes, avec des armes qui provoquent des pleurs et des morts”, a déploré François, qui n’a cessé de dénoncer le recours à la force et la menace nucléaire.

En marge de ce discours, le cardinal Pietro Parolin, numéro deux du Saint-Siège qui a rencontré en septembre le ministre russe des Affaires étrangères Sergueï Lavrov, a fait état devant la presse de “quelques petits signes” d’avancées dans les négociations avec Moscou. 

“Toutes les initiatives pour la paix sont bonnes, l’important est que nous les menions ensemble et qu’elles ne soient pas exploitées à d’autres fins”.

“Importance symbolique”

Cette visite du pape, la deuxième dans la péninsule arabique depuis son voyage historique aux Emirats arabes unis en 2019, intervient sur fond d’appels d’ONG qui dénoncent la répression politique et les discriminations visant la communauté chiite de ce pays insulaire de 1,4 million d’habitants, dirigé par une dynastie sunnite.

En milieu d’après-midi, il rencontrera le grand imam d’Al-Azhar, institution respectée de l’islam sunnite, qui a pour sa part appelé au dialogue entre chiites et sunnites, deux branches de l’islam parfois en conflit au Moyen-Orient.

“Cette rencontre est d’une grande importance symbolique, tant au niveau local qu’international, pour promouvoir les racines de la paix et les principes de la coexistence pacifique entre les différentes religions et civilisations”, a déclaré à l’AFP Hala Ramze Fayez, députée chrétienne.

François s’exprimera ensuite à 16H30 (13H30 GMT) devant le “Conseil des sages musulmans” à la Mosquée du palais royal, puis lors d’une prière oecuménique à la cathédrale Notre-Dame d’Arabie, la plus grande église catholique de la péninsule, inaugurée fin 2021.

Avec cette visite Bahreïn, qui a formalisé ses relations diplomatiques avec le Saint-Siège en 2000, entend jouer la carte de la tolérance pour adoucir son image, assurant que le pays “ne tolère pas la discrimination”.

Mais neuf ONG ont appelé le pape à “exiger publiquement que Bahreïn mette fin à toutes les exécutions, abolisse la peine de mort et enquête sérieusement sur les allégations de torture et les violations du droit à un procès équitable”.

“Droit à la vie”

Après son arrivée jeudi, le chef des 1,3 milliard de catholiques a appelé à ce “que les droits humains fondamentaux ne soient pas violés, mais promus”. Il a également insisté sur la “nécessité de toujours garantir le droit à la vie”, “même envers ceux qui sont punis”, une allusion à la peine de mort, toujours en vigueur dans le royaume.

Sayed Ahmed Alwadaei, directeur de l’ONG Bahrain Institute for Rights and Democracy (BIRD), a dénoncé dans un communiqué “une hausse drastique de l’utilisation de la peine de mort contre des manifestants pro-démocratie” à Bahreïn, depuis la révolte de 2011, dans le contexte des Printemps arabes. 

Jeudi, le pape, qui aura 86 ans le mois prochain, a confié aux journalistes avoir “très mal au genou”, une douleur chronique qui l’oblige à se déplacer en chaise roulante.

Depuis son élection en 2013, il s’est rendu dans une dizaine de pays à majorité musulmane, notamment en Jordanie, en Turquie, en Bosnie-Herzégovine, en Egypte, au Bangladesh, au Maroc et en Irak.

So, there are four Bills we will put forward but that one I think is the one that would maybe draw a lot of attention at this point in time.” Junior Minister responsible for Youth Empowerment, Social Development, Gender Affairs, Aging and Disabilities, the Honourable Isalean Phillip will move the Domestic Violence (Amendment) Bill, 2022. Prime Minister Dr. Drew will seek leave to introduce and have read a first and second time Companies (Amendment) Bill, 2022, while Deputy Prime Minister and Minister responsible Ecclesiastical and Faith-Based Affairs, the Honourable Dr. Geoffrey Hanley will move the Evangelistic Faith Church Incorporation Bill, 2022 through the Honourable House. The fourth Bill to be tabled during Friday’s sitting, Small Business Development (Amendment) Bill, 2022, will be moved by the Honourable Samal Duggins, Minister responsible for Small Business and Entrepreneurship.

BASSETERRE, St. Kitts, November 03, 2022 (SKNIS) – Five members of the Brimstone Hill Fortress National Park Society were honoured today, Thursday, November 03, 2022, for their long, dedicated and meritorious service to the management and success of the cultural organization.

The Brimstone Hill Fortress National Park Society is a voluntary organization that manages the Brimstone Hill Fortress National Park on behalf of the Government of St. Kitts and Nevis.

At an Investiture Ceremony held at Government House, Governor-General of St. Kitts and Nevis Sir S.W. Tapley Seaton G.C.M.G., C.V.O., K.C., J.P., LL. D; Former Governor-General of St. Kitts and Nevis Sir Edmund Lawrence K.C.M.G., G.C.M.G., O.B.E., C.S.M., J.P.; Mr. Kenneth Martin M.B.E., M.K.; Mrs. Gloria Wilkin and Mr. Larry Armony were conferred with the title of Honorary Governors of the Society.

His Excellency Sir S.W. Tapley Seaton was unable to attend Thursday’s ceremony.

Along with today’s honorees, the Investiture ceremony was attended by Government officials including Prime Minister the Honourable Dr. Terrance Drew; Deputy Prime Minister the Honourable Dr. Geoffrey Hanley; Attorney General the Honourable Garth Wilkin; Senator the Honourable Dr. Joyelle Clarke and Cabinet Secretary Dr. Marcus Natta, as well as President of the Society, Mr. Michael Morton C.B.E., J.P. and past and present members.

Delivering remarks on the occasion, Prime Minister Dr. Drew expressed his appreciation to the five honorees for their years of service in helping to preserve the Brimstone Hill Fortress National Park – a UNESCO World Heritage Site.

“Our Brimstone Hill Fortress National Park is known as the Gibraltar of the West Indies. When I hear the word gibraltar it conjures up notions of strength, support, steadfastness, and longevity. These superlatives more aptly describe the five honorees we are here to celebrate today. These are indeed outstanding members not only for the Brimstone Hill Fortress National Park Society but our Federation as a whole. You have made significant contributions in many spheres and are well deserving of this recognition,” the Prime Minister said.

The Honourable Prime Minister went on to speak of the significance of the Brimstone Hill Fortress National Park to the history and culture of the Kittitian and Nevisian people.

He said, “Brimstone Hill Fortress National Park is one of the most prized possessions of our beloved Federation. It is much more than a tourist attraction. It is the embodiment of our rich history and remarkable culture. So much of our ancestral heritage is cemented in this historical site. It is well admired as one of the most well-preserved historical sites, not just within the Caribbean, but if I may dear say throughout the world. The UNESCO World Heritage Convention described it as an outstanding, well-preserved example of 17th and 18th century military architecture in a Caribbean context. It is indeed an extraordinarily beautiful site and I’m sure you can sense the great pride that I have in this historical park.”

The Honourable Dr. Terrance Drew also commended the current members and donors of the Brimstone Hill Fortress National Park Society for their continued hard and tireless work “to help to enhance and maintain this historical gem.”

The Society for the Restoration of Brimstone Hill was founded in 1965.

The Ministry of Health & Wellness says it has received a report of the discovery of a deceased foetus in the sewer at the Kingston Public Hospital.

The ministry made the disclosure late Thursday in a release.

According to preliminary information, the foetus was discovered by a man cleaning the sewer underneath the basement of the hospital.

The health ministry said the matter has been reported to the police, and investigations are now underway.

Cabinet pauses Barbados National Day; public talks planned Loop Jamaica

Plans to rename Independence Day as Barbados National Day have been halted in that Caribbean country since an “overwhelming majority” of Barbadians from all walks of life are not in favour of the change or the timing.

Stating that this is “a government that listens”, Minister of Home Affairs Wilfred Abrahams said that this initiative will now be paused to allow for greater and wider input.

In a voice recording issued to the media Wednesday night, Abrahams said:

“This Barbados Labour Party (BLP) government is one that is committed to promoting a sense of patriotism and national pride during the month of November. At some point, we must come up with a suitable way to collectively craft a meaningful and celebratory way to honour these two most significant achievements in our nation’s history – the attainment of independence in 1966 and our first prime minister the Rt Excellent Errol Walton Barrow, national hero; and the transition to a parliamentary republic last year in 2021 and our first Barbadian Head of State Her Excellency the Most Honourable Dame Sandra Mason, president of Barbados.

“But it is also clear, that now is not the time.”

He said that on listening to the swift response of Bajans at home and abroad, “I now come to you again to state that as the Chairman of the Cabinet’s sub-committee on national events in November, I will take this matter to Cabinet once again with a recommendation that this particular initiative be paused, pending inclusive public discourse and consultation with the widest possible cross-section of the Barbadian public and with the social partnership.

“I will recommend that the status quo be preserved and that we celebrate November 30, 2022, as Independence Day.”

The initial decision was determined, last Thursday, at a Cabinet meeting.

Online Scam Victim Recounts Armed Robbery – St. Lucia Times News

The victim of an online scam discovered a vehicle deal was too good to be true and ended up losing $17,000 when masked gunmen accosted him.

The unidentified victim recounted his experience during Police Insight, aired Thursday night on Choice Television.

In an interview with programme Host Inspector Shervon Matthieu, the unidentified Saltibus resident said he saw a 2013 Terios for sale on Facebook a few months ago.

“I’m like ‘2013 for seventeen grand. Wow! Now, that’s a giveaway,” the victim recalled.

He said he had sold his vehicle and was looking to buy another.

The Saltibus resident said he acted quickly to close the deal because he did not want anyone to beat him to it.

As a result, he went to meet the seller near Caribbean Cinemas at Choc.

When questioned by Inspector Matthieu, the victim disclosed that it was not the first time he had bought a vehicle.

He had previously summoned his mechanic, gone to the seller, and test-driven the vehicle before buying it.

But he threw caution to the winds because the Facebook sale was such a good offer that he could not let it pass.

So with $17,000 in his pocket, he informed two family members that he would close the deal.

Asked by Inspector Matthieu if he did not see it fit to request documents from the seller or deposit the money in the bank, the victim responded in the negative.

At Caribbean Cinemas, the Saltibus resident said he eventually met two individuals wearing respiratory masks and caps.

He said he confirmed to one of the men that he was there to buy the vehicle.

One of the men said the vehicle was on its way.

When the programme Host asked whether the situation did not raise any red flags, the victim replied that it did not at the time.

Eventually, one of the men pulled out a firearm.

“The gun was aimed at my head, asking me, ‘Where’s the cash? Where’s the cash?’” The victim recalled.

“The best thing to do was hand the guys the cash. My life was more important,” he explained.

He said the men grabbed the cash and fled, after which he summoned the police using a telephone borrowed from an employee of a nearby business place since the bandits had taken his mobile phone.

The victim commended the police for their quick response but explained that although the officers patrolled the area, the men who robbed him had disappeared.

In retrospect, he acknowledged that he should have had his mechanic with him and test-drive the vehicle.

“Have a police officer friend. Probably take them with me or meet with the persons somewhere where law enforcement would be present or more persons would be present,” the victim stated.
